Policy Control as a Service: Overview
Policy Control as a Service: Overview
MVNEs, MVNOs, and SIs can grow revenue by leveraging for themselves or offering their
customers Sandvine’s network policy control solutions as a service
For many communications service providers (CSPs), the capital outlay associated with a network policy control
deployment can be a blocker, but the same solutions become attainable when offered as a service.
With Policy Control as a Service from Sandvine, mobile virtual network enablers (MVNEs), mobile virtual network
operators (MVNOs), solutions/systems integrators (SIs), and communications service providers (CSPs) can harness the
power of Sandvine’s leading network policy control platform, with a service-based model that requires no up-front
capital investment.

…for MVNEs
…for MVNOs
…for SIs
Mobile virtual network enablers
(MVNEs) can stand out in an
increasingly crowded market and
grow revenues by offering policy
control as a service to the MVNOs
who buy network services.
Many mobile virtual network
operators (MVNOs) rely upon
network infrastructure services
from MVNEs, but actually manage
their own network and any valueadded services that are deployed.
MVNOs want to deploy purposebuilt retail services that appeal
to specific communities, so the
ability to offer targeted services
and outpace the competition are
key selling points.
For these MVNOs, purchasing
policy control as a service from
Sandvine lets them benefit
from our powerful solutions
while operationalizing the costs
involved.
Solutions/System integrators
(SIs) can include Sandvine’s
policy control solutions in the
services that they offer to CSPs,
to achieve market differentiation
and to introduce a new source of
revenue.
ClearSky Technologies, a leading
provider of mobile infrastructure
as a service, includes Sandvine’s
policy control solutions as part of
the Total Traffic Manager valueadded service.
Sandvine’s solutions let MVNOs
outpace their competitors and
offer precisely targeted plans
that more generic providers
simply cannot match.
Sandvine’s solutions can be
deployed in any network, with
any combination of access
technologies, whether the
network is built from traditional
hardware or is going virtual.
With solutions for consumer
networks and enterprise
providers, and across a broad
range of value propositions,
Sandvine can provide any system
integrator with a competitive
edge.
ClearSky Offers Network Policy Control as a Service
ClearSky, a leading provider of mobile infrastructure as a service, evens the mobile
playing field with hosted network policy control
For more than a decade, ClearSky Technologies has been a leader in providing hosted infrastructure to mobile
operators. ClearSky’s powerful array of products and services includes hosted LTE services, traffic and policy
management, small cell as a service, multi-generation SMS, MMS and mobile Internet access. Headquartered in
Orlando, United States, ClearSky currently provides mobile data services to more than 50 wireless operators across
the Americas who each typically serve 10,000 to 100,000 subscribers.
In February 2014, ClearSky announced the world’s first virtualized network policy control offering. This important
milestone was made possible by Sandvine’s PTS Virtual Series, the software-only SDN- and NFV-ready version of our
Policy Traffic Switch.
The PTS Virtual Series is an important component of ClearSky’s Total Traffic Management (TTM) service, which
makes it easy for ClearSky’s customers to rapidly deploy customized services. With TTM, regional operators can
monitor, control, and bill for data traffic to maximize revenue and minimize network congestion. While the list of
possible use cases is long and varied, the most popular ones include roaming management, quota enforcement,
tethered device management, fair usage, bill-shock notification, tiered access speeds, and variable charging
(including zero-rating).
The virtualized solution lets ClearSky provision and initiate instances of TTM on-demand, as customers sign-up
for the service and at whatever scale (large and small) is required, leading to enormous efficiencies and costeffectiveness.
“To compete in the marketplace, it is critical
for regional carriers to have access to the
same advanced technology as national carriers.
We have incorporated Sandvine’s virtual PTS
platform into our Total Traffic Manager (TTM)
solution, so our regional carriers will have access
to the most advanced Policy Control services in
the Cloud with minimum capital expense. Rolling
new services to increase ARPU and managing the
rapid growth in data traffic just got easier.”
