Declaration of Competence for community pharmacy services Emergency Contraception (pharmacist PGD) 1. Introduction to the Self-assessment Process Registered pharmacists must ensure they meet the standards of conduct, ethics and performance. Pharmacy professionals are personally responsible for keeping their knowledge and skills up to date and relevant to their roles and responsibilities. They must also undertake CPD relevant to their scope of practice. Pharmacy owners and superintendent pharmacists must make sure the GPhC standards for registered pharmacies are met. They are responsible for creating and maintaining the right environment, both organisational and physical, for the safe and effective practice of pharmacy. This includes ensuring pharmacy teams including locums, have the appropriate skills, qualifications and competence for their role and the tasks they carry out. This self-assessment process provides pharmacists with a framework to demonstrate to themselves, their employers and the service commissioners that they have the skills and knowledge necessary to deliver an Emergency Contraception service via a Patient Group Direction (PGD). The framework includes details of available learning mapped to a range of core competencies which include the clinical, ethical, cultural and legal aspects of delivering this service. In addition to the GPhC standards of Conduct, Ethics and Performance it is expected that pharmacy professionals: • Meet the GPhC Standards • Meet the Practice Standards for Consultation skills in pharmacy practice as determined by Health Education England. • Meet their safeguarding responsibilities. This concept is built on the successful approach to harmonisation of accreditation for service delivery. Although initially developed in the North West this framework presents a national solution for the Declaration of Competence for the delivery of community pharmacy services. 2. Self-assessment of core competencies This self-assessment against the core competencies has been developed in conjunction with CPPE, national experts and professional groups. It takes into account the: • British Society for Sexual Health and HIV (BASHH) guidelines • National Institute for Health and Care Excellence (NICE) guidance • Royal Pharmaceutical Society’s public health standards If you are NOT able to answer ‘yes’ to all of the self-assessment questions, then you are not yet ready to deliver the service and should refer to section 4 to further your learning and development. How to use this self-declaration tool Where self-declaration of competence is part of the service specification/PGD: a. Review the suggested learning programmes (section 4). b. Work through the self- assessment tool to review your competencies. c. Identify any gaps in your competency and re-visit and complete the learning where necessary. d. Print and sign the declaration certificate which can be made available to employers, commissioners and others e. Keep your competence level under review and repeat the DoC process at least every three years or sooner if stipulated on the DoC. 4. Learning and Development The table in section 4.1 contains details of the various CPPE training programmes that you can use to help develop your skills and knowledge to satisfy the self-assessment. Table 4.2 contains details of other associated learning. Table 4.3 reminds you of the learning and assessment available to support you in meeting the core professional competencies within the framework. Information relating to learning acquired from other training providers can be entered in section 4.4. What is CPPE? The Centre for Pharmacy Postgraduate Education (CPPE) is funded through the NHS Multiprofessional Education and Training Fund from Health Education England to provide learning to support all pharmacists and pharmacy technicians providing NHS services in England. Further information and an online tool to facilitate your self-assessment process are available at www.cppe.ac.uk. Declaration of qualifications and competence to deliver an Emergency Contraception service A declaration of competence certificate to deliver an Emergency Contraception service can be downloaded from the CPPE website. This is personalised to the user and contains evidence of learning and assessment. This should be printed and signed by the pharmacy professional and can be used as evidence of competence for employers and service commissioners. A sample certificate is included at the end of this document. 6. Reassessment of competence Pharmacists are responsible for reassessing their competence to deliver this service at least once every three years. This should involve revisiting the self-assessment of core competences, reflecting on each competency and identifying personal learning needs to assure self-declaration again at this point. Where changes are introduced to the commissioned service, pharmacists (and pharmacy staff) will need to update themselves as part of their usual continuing professional development. Some commissioners may require the pharmacist to attend an update meeting each year.
