RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to recognize the following individuals for the grants received from the
Clifton Education Foundation, Inc., for the 2014-2015 school year. All applications were reviewed by
a committee from the Clifton Education Foundations’ Board of Trustees, which evaluated the
proposals on their originality and creativity, and how the projects would benefit Clifton students. The
Clifton Board of Education recognizes the following individuals for their dedication to their students,

EA-10/22/14-02 -- 2015 Safety Patrol Trip to Washington, D.C.
RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to approve the Safety Patrol Trip to Washington, D.C. for approximately
240 students from Thursday, June 11, 2015 to Saturday, June 13, 2015.
EA-10/22/14-03 -- Tuition Student
a. RESOLVED, that student E.A. (#102895) is hereby approved by the Clifton Board
of Education for out-of-district placement for the 2014-2015 school year with the Somerset Secondary
Academy, with Clifton responsible for the tuition of $20,900.00 per school year effective September 3,
2014 through June 30, 2015. There is no cost for transportation.

EA-10/22/14-04 -- Attendance Report (see attachment)
RESOLVED, that the attendance report for the month ending September 30, 2014 is
hereby accepted by the Clifton Board of Education. The statistics presented include any new
enrollments for withdrawals of pupils up to, and including, the date of compilation, and are to be
interpreted as the number of pupils actually in attendance. Total enrollment is higher due to its
reflection of all pupils admitted and enrolled.
EA-10/22/14-05 -- Out-of-District Placements
RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to approve the following out-of-district placements of Clifton resident pupils
for the payment of tuition and transportation as herein described.
a. Pupil #117209, classified as Preschool Child with a Disability, accepted into 1st
Cerebral Palsy of New Jersey, 7 Sanford Avenue, Belleville, NJ 07109, effective September 4, 2014.
Tuition is $66,352.00 per 12-month school year. Transportation: $33,353.46. 1st Cerebral Palsy of
New Jersey is approved by the New Jersey Department of Education for placements of this type.

P-10/22/14-05 -- Extension of Leave of Absence
a. RESOLVED, that the Superintendent of Schools recommends that the paid FMLA
granted to Uma Vakil, School Counselor assigned to CCMS at the meeting of September 17, 2014
under Resolution P-9/17/14-02, be extended to November 7, 2014. [Note: Ms. Vakil is presently on
an approved paid FMLA, 9/15/14-9/22/14.]
P-10/22/14-06 -- Amendment of Appointment(s)
a. RESOLVED, that the Superintendent of Schools recommends the appointment of
Christine Coleman, TTR, BSI Teacher assigned to School #13 at the meeting of March 19, 2014
under Resolution P-3/19/14-13, be amended to reflect a salary change from $51,960 to $52,260.
b. RESOLVED, that the Superintendent of Schools recommends the reappointment of
Eugenia Morales, Kindergarten Aide at the meeting of August 20, 2014 under Resolution P-8/20/1415, be rescinded.

RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent to appoint the following teachers as potential Mentors under Achieve NJ/Teach NJ
Legislation.
Mentors for Novice Teachers (traditional route) will be paid $550 based on one full year
of mentoring by mentee. Mentors for Novice Teachers (alternate route) will be paid $450 for the first 8
weeks and $550 for the remaining school year by mentee. Mentors for Experienced Teachers will
receive professional development hours.

P-10/22/14-11 -- Appointments for the Middle School After School Instructional Support
Program
RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to appoint the following district teachers to the Middle School After School
Instructional Support Program at CCMS and WWMS. The program will run from Monday, October 27,
2014 through Thursday, April 2, 2015, up to three days per week from 3:00 p.m. to 4:00 p.m. Each
school will determine the days of the program. Teachers will be compensated at $35.00 from local
funds.

P-10/22/14-12 -- Appointments for the Saturday Academy
RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to appoint the following district teachers for the Saturday Academy. The
program is for students in Grades 3 through 8 at Title I schools. The Academy will be offered for up to
twenty weeks from 8:30 a.m. to 12:00 p.m. beginning Saturday, October 25, 2014. Teachers will be
compensated at $40.00 per hour, federally funded with federal Title I funds.
School assignments indicated are for this project and may be changed based on enrollment

RESOLVED, that the Clifton Board of Education accepts the recommendation of the
Superintendent of Schools to appoint the following district teachers as After School Program teachers
for English Language Learners and At-Risk students. Title III tutoring program for English Language
Learners will be held at Schools #12, #17 and CCMS on an as needed basis. Title I program for AtRisk students will be held at School #12 and CCMS. Instruction is two hours daily on one or more
days per week depending on students’ needs beginning on Monday, October 27, 2014 through
Thursday, April 2, 2015. Teachers will be compensated at $35.00 per hour, entirely grant funded.

REFUNDING BOND ORDINANCE OF THE BOARD OF EDUCATION OF THE
CITY OF CLIFTON IN THE COUNTY OF PASSAIC, NEW JERSEY,
PROVIDING FOR THE REFUNDING OF ALL OR A PORTION OF THE
OUSTANDING REFUNDING SCHOOL BONDS OF THE SCHOOL DISTRICT,
DATED SEPTEMBER 15, 2004, ISSUED IN THE ORIGINAL PRINCIPAL
AMOUNT OF $9,855,000, APPROPRIATING NOT TO EXCEED $2,625,000
THEREFORE AND AUTHORIZING THE ISSUANCE OF NOT TO EXCEED
$2,625,000 REFUNDING BONDS TO PROVIDE FOR SUCH REFUNDING.
BE IT ORDAINED BY THE BOARD OF EDUCATION OF THE CITY OF CLIFTON IN
THE COUNTY OF PASSAIC, NEW JERSEY (not less than two-thirds of all members thereof

dated September 15, 2004 (the “2004 Bonds”). The 2004 Bonds maturing on or after December 15,
2015 may be redeemed at the option of the School District in whole or in part on any date on or after
December 15, 2014 (the “Redemption Date”) at a redemption price equal to the par amount of the
2004 Bonds to be redeemed plus accrued interest, if any, to the Redemption date.
Section 2. In order to finance the cost of the purpose described in Section 1 hereof,
negotiable refunding bonds (the “Refunding Bonds”) are hereby authorized to be issued in the
aggregate principal amount not to exceed $2,625,000 pursuant to N.J.S.A. 18A:24-61 et seq.
Section 3. An aggregate amount not exceeding $80,000 for items of expense listed in
and permitted under N.J.S.A. 18A:24-61.4 has been included in the aggregate principal amount of
Refunding Bonds authorized herein.
Section 4. The purpose of the refunding is to incur an interest cost savings for the
School District.
Section 5. A supplemental debt statement has been prepared and filed in the offices of
the City Clerk and the Business Administrator/Board Secretary and in the office of the Director of the

Division of Local Government Services in the Department of Community Affairs of the State of New
Jersey as required by law. Such statement shows that the gross debt of the City as defined in the
Local Bond Law and the school debt of the School District is increased by the amount of the
Refunding Bond authorization exceeds the amount of the proposed refunded bonds.
Section 6.
No Local Finance Board approval is required as the issuance of the
Refunding Bonds will comply with the requirements of N.J.A.C. 5:30-2.5.
Section 7. The Board President, the Superintendent, the Business Administrator/Board
Secretary and other appropriate representatives of the School District are hereby authorized to
prepare such documents, to publish notices and to take such other actions as are necessary or
desirable to enable the School District to prepare for the sale and the issuance of the Refunding
Bonds authorized herein and to provide for the redemption of the 2004 Bonds referred to in Section 1
hereof.
Section 8. This bond ordinance shall take effect immediately after final adoption.

assigned to School #2, contributing her talents for the betterment of the school system;

bereaved family to serve as an expression of the great regard in which Ms. Galka was held by
the Board of Education, the administration, employees, and pupils of the Clifton Public Schools,

RESOLVED, that the Clifton Board of Education accepts the recommendation of
the Superintendent to appoint the following teacher as potential Mentors under Achieve
NJ/Teach NJ Legislation.
Mentors for Novice Teachers (traditional route) will be paid $550 based on one
full year of mentoring by mentee. Mentors for Novice Teachers (alternate route) will be paid
$450 for the first 8 weeks and $550 for the remaining school year by mentee. Mentors for
Experienced Teachers will receive professional development hours.

Instructional Support Program
RESOLVED, that the Clifton Board of Education accepts the recommendation of
the Superintendent of Schools to appoint the following district teacher to the Middle School After
School Instructional Support Program at CCMS and WWMS. The program will run from
Monday, October 27, 2014 through Thursday, April 2, 2015, up to three days per week from
3:00 p.m. to 4:00 p.m. Each school will determine the days of the program. Teachers will be
compensated at $35.00 from local funds.
