At tonight’s event, you are invited to participate in a Live Auction and a series of
Silent Auctions and Raffles. By attending the auction, you waive any claims for
liability against the Federal Communications Bar Association, the FCBA
Foundation, the Charity Auction Committee and Subcommittees, the auction
beneficiaries, or the donor of any prize, property, or service. Everything is sold “as is.”
Please be aware that prizes may be subject to restrictions or limitations such as
an expiration date, blackout periods, or limits on the number of participants.
UNLESS OTHERWISE SPECIFIED, ALL PRIZES ARE NULL AND VOID AS OF

Your charitable deduction for the purchase of items at the 25th Annual Charity
Auction is limited to the amount, if any, by which your payment exceeds the donor’s
value of that item. You will be provided with a good faith estimate of the value of
the goods and/or services you have purchased when you pick up your prize. This
notice also serves as the required written disclosure statement to each donor who
makes a “quid pro quo” contribution in excess of $75.00. A “quid pro quo”
contribution is a payment made partly as a contribution and partly for goods and
services provided to the donor by the charity. For more information, please call the

Express Checkout with Auctionpay
As part of our efforts to enhance the 25th Annual Charity Auction, we will be using
Auctionpay terminals to make the bidding and checkout process faster and easier.
The Auctionpay system allows you, at check-in, to securely pre-register a credit card
that is linked to your registered bidder number. During the auction, use your bidder
number for all silent and live auction bidding. Because your credit card is linked to
your bidder number, your credit card will be charged for your winning bids after the
event is over (you will not be charged if you do not make any auction-related
purchases).

Express Checkout with Auctionpay allows you to skip the cashier’s line when
you are ready to leave. Instead, you can go to the prize claim area, verify your
auction purchases, and pick up the auction items that you won! Once you have
claimed your prize, please make sure that you have received each item included
in the prize package.
If you are the winning bidder on a live or silent auction item and you have not preregistered your credit card using Auctionpay, you will need to go to the cashier,
provide your bidder number, and submit your payment. Payment may be made by
cash, check, or credit card (Visa, Mastercard, or American Express). Checks
should be made payable to the “FCBA Foundation.” After payment has been
received at the cashier, you may retrieve your prizes from the prize claim area.
Again, once you have claimed your prize, please make sure that you have received
each item included in the prize package.
Winners of all live auction prizes will be announced during the live auction. To
determine whether you have won a silent auction prize, you may visit the silent
auction table after it closes to see if you were the winning bidder. The winning
bidder number will be circled on the bid sheet associated with each prize after
bidding has ended.
ONLINE AUCTION
The FCBA Charity Auction Committee will run the Online Auction from October 30
through November 13, 2014. On the Online Auction site, you can bid on any of
the auction items listed in the Online Auction section of this Prize Book (see page
58).
The Online Auction is a vehicle to enhance the participation of FCBA members in
the Charity Auction, in particular members of FCBA Chapters outside of
Washington, DC. Likewise, supporters of BUILD Metro DC and the FCBA Foundation
who regrettably were not able to attend tonight’s event will nonetheless be
afforded the opportunity to bid on great prizes and/or submit donations directly
through the “Donate Cash” feature on the site.

his year, the FCBA Charity Auction celebrates its 25th year! We are glad that
you joined us for this worthwhile event to raise money for BUILD Metro DC
and the FCBA Foundation. The first auction, which was then called the
“Charity Holiday Happy Hour,” was held in 1990 at Rhapsody on 20th Street
in Dupont Circle. The auction raised approximately $5,000 through a live auction,
raffle, and the sale of drinks. Over the past 25 years, the FCBA Charity Auction has
raised more than $1.5 million for the DC-based organizations listed below.
B
UILD Metro DC offers a four-year program that targets high school students
in low-income communities who are not on-track academically and are at the
highest risk of dropping out of school. Through entrepreneurship-based,
experiential learning, BUILD equips these youth for high school, college, and
career success. From their freshman through senior year of high school, BUILD
guides participating students through every step of starting and running a licensed
business, including writing a business plan, working in teams, pitching investors,
budgeting, manufacturing, and selling products. “BUILDers” also receive extensive
academic training, including classroom tutoring, free SAT and ACT prep courses,
college application guidance, and financial aid support. BUILD’s efforts have had a
demonstrable impact on the lives of these students, with 100 percent of BUILD
Metro DC seniors having graduated high school and enrolled in a college or
university.
The FCBA Foundation will use proceeds from the Charity Auction to support its
annual college scholarship program. More information about the work of the FCBA
Foundation is on page 10.

THE FEDERAL COMMUNICATIONS

T
he FCBA is a volunteer organization of attorneys, engineers, consultants,
economists, government officials, and law students involved in the study,
development, interpretation, and practice of communications and information
technology law and policy. From broadband deployment to broadcast
content, from emerging wireless technologies to emergency communications, from
spectrum allocations to satellite broadcasting, the FCBA has something to offer
nearly everyone involved in the communications industry. That is why the FCBA,
more than two thousand members strong, has been the leading organization for
communications lawyers and other professionals since 1936.
Although the majority of FCBA members practice in the metropolitan Washington,
DC area, the FCBA has 12 active regional chapters, including: Atlanta, Carolina,
Florida, Mid-Atlantic, Midwest, New England, New York, Northern California, Pacific
Northwest, Rocky Mountain, Southern California, and Texas. The FCBA has
members from across the US, its territories and several other countries.

THE FCBA’S
YOUNG LAWYERS COMMITTEE
T
he FCBA’s Young Lawyers Committee (YLC) offers opportunities for
networking, social interaction, and professional development to those who are
new to the bar. YLC membership is open to all lawyers who are either less
than 36 years of age or who have been admitted to the practice of law within
the preceding seven years. YLC co-chairs are elected by the YLC membership. Each
YLC co-chair serves a staggered two-year term and then spends a third year as the
YLC representative on the FCBA Executive Committee.
The YLC provides year-round programming and activities for its members. However,
the YLC’s flagship project is the annual Charity Auction, which raises money each
year for a community organization selected by the Charity Auction Committee. The
Charity Auction Committee, whose members are appointed by the FCBA President,
is composed of FCBA members nominated by the Charity Auction Committee chair
(who is the senior YLC co-chair) and Foundation representatives nominated by the
FCBA Foundation.

THE FCBA FOUNDATION
T
he FCBA Foundation, a non-profit charitable and educational organization
under Section 501(c) (3) of the Internal Revenue Code, provides FCBA
members with a vehicle for volunteering with their colleagues to meet a
variety of community service needs. The Foundation’s mission is to (1) support
worthwhile communications-related and educational projects, as well as other
community service projects, particularly those directed towards children and
students, through financial contributions and through volunteer services provided
by Foundation members and others, and (2) foster greater public awareness and
understanding of the development of communications technology, resources, and
law. Federal employees can now donate to the FCBA Foundation through the

This past year, the Foundation continued its longstanding support of its most
popular programs, including (1) granting scholarships to local high school students
expressing an interest in communications-related fields of education, including
science, engineering, technology, law, economics, math and journalism, (2) granting
summer work stipends to law students serving as interns in communications-related
public service jobs, (3) granting scholarships to students in communications-related
graduate legal studies, and (4) volunteering to help families in need in the
Washington, DC community.
The Foundation’s success is a direct result of the generous financial support of
individual FCBA members and their employers, as well as the time, talents and
energy that members bring to the Foundation’s activities.
