Recent Meetings at the Baxter
28 August : Richard Calland : After the Elections : where we stand
The speaker concentrated on 5 points:
1. Government and the state of government: the ANC won the May 2014 national election but with a
reduced majority so might lose power in the municipal elections in the cities. Only KZN (Zuma’s home
province) saved the ANC which is relying on its rural vote.
2. Jacob Zuma and how long his Presidency would last, particularly in his dispute with the Public
Prosecutor over Nkandla which could lead to a constitutional crisis: if he loses power, he may go to
prison.
3. Parliament, especially with the arrival of Julius Malema and the Economic Freedom Front, which is
Fascist and populist rather than left-wing, but gets support for demanding public accountability from
Zuma.
4. Trade Unions: the disintegration of Cosatu leading to factional fighting e.g. NUM undermined by
AMCU. The trade union alliance with the ANC is also breaking up.
5. What lies ahead in 2016-2019? In the 2016 elections all political parties will have to compete for
municipal power, and the ANC might possibly lose 4 out or 5 metros and what happens when the ANC
starts to lose power?
18 September : Bulelwa Makalima-Ngwana : Creating the Cape Town of the Future
The speaker, the Chief Executive of the Cape Town Partnership, showed how design could solve problems,
integrate cities and transform the quality of life of the citizens. Under apartheid cities were designed to
keep people apart; now after 20 years of democracy design brings them together.
The Cape Town Partnership, a public-private partnership, was formed in 1999 when the City was decaying,
crime-ridden and losing businesses. The City Improvement District reversed this trend and by 2008
property value had increased. The heart of a city is a vibrant CBD which has to be cohesive and safe.
The World Cup in 2010 led to investment in infrastructure. The aim now is to triple population density
with more public spaces and public transport. There are still negative perceptions - that the CBD is
unsafe, too expensive, with parking problems and empty on Sundays. Public art, busking, and free
performances are planned to encourage visitors. A new app showcases entertainment and the 2000
creative businesses in the CBD. The Grand Parade and Greenmarket Square are to be upgraded.
Lessons were learned from all round the world. Seoul, Helsinki and Singapore, previous World Design
Capitals, were all studied and Cape Town is proud to have achieved that status.
30 October : Dr Marc Mendelson : A world without antibiotics: the threat of antibiotic resistance
Dr Mendelson said that bacteria thrive in extreme conditions, that they have different ways of resisting
antibiotics, and that antibiotic resistance can be transferred. Broad spectrum antibiotics attack many types of
bacteria but resistant bacteria proliferate, leading to more infection. Increased and inappropriate antibiotic use
leads to more resistance, leading to more antibiotics. Medical tourism to poor countries is popular because
costs are lower but the risk of infection is higher. 80% of antibiotics are given to farm animals to promote
growth and prevent infection. Antibiotic resistance is a major problem in South African hospitals. Superbugs
are proliferating alarmingly.
The World Health Organisation (WHO) has drawn up a Global Action Plan urging all states to draw up a national
resistance profile before prescribing antibiotics. More surveillance and monitoring are needed with doctors,
hospitals and pharmacists working together. Basic hygiene, e.g. washing hands, can prevent the spread of
antibiotic resistance. If governments bought patents from drug companies it would delink price and the
financial return on sales. Not enough new antibiotics are being developed – there have been none for 20 years.
Although Dr Mendelson urged people to query if a prescribed antibiotic was really necessary, he advocated
anti-flu vaccinations.
