Market Talk Govt notifies approach paper for coal e-auction The coal ministry today released the approach paper for coal auction and has charted out the eligibility criteria as well as the methodology and formula for the auction. It has issued the draft and documents for public consultation. According to the paper, the bidders for the running mines should have incurred around 80 percent expenditure of the total project costs and for the mines that are about to come into production, around 60 percent expenditure on the total project costs. The paper says there would be two methods of bidding for auction of coal blocks - one, forward bidding for unregulated sectors like steel, cement and captive power where Rs 150 will be the floor price for bidding. Two, reserve bidding for specified end use for power generation where Rs 100 per tonne will be the floor price. It also says there would be a ceiling to Coal India prices so that power prices do not go up. Other key points to note are if there is surplus coal available, it shall be sold to Coal India at bid price or Coal India notified price.
