2014 KZN Provincial Championships Rules and Regulations
Wednesday 17th December till Sunday 21st December 2014.
1. Rules.

The Championship will be swum under FINA, SSA, IPC and KZN Aquatics Rules and Regulations.

KZN Registered Swimmers may only compete in one Championship per Season:
o KZN Provincial Championships Level 2 and above in December 2014 or
o KZN level 1 and Level 0 Championships in February 2015.

The one start rule will apply.

The Championships will all be swum in a 10 lane format.

All Competitors must report to the Clerk of the Course at the Marshalling Area prior to their events, failure to do so will
result in disqualification for that event.

The organizers shall have the right to alter or consolidate heats as they deem fit.

No UNREGISTERED Coaches and Officials will be allowed on Pool Deck.

In the case of a dispute the referee’s decision will be final.

Swimmers wanting to take part in this Championship must be registered with SSA before 7 November 2014.
Qualifying standard for this Championship will be a SSA level 2 National Age Group Qualifying time.
Swimmers entering individual events must have achieved at least One (1) level 2 National Age Group Qualifying Time.
KZN based swimmers must have competed in two KZN Age Group Galas and/or KZN Club Sanctioned Gala since
1 May 2014.
Swimmers may enter all events that they qualified in plus an additional three (3) events that they have not qualified in,
on condition they have a recognized official time on the data base for the three (3) additional events.
A Swimmer may not enter an event on a NO TIME.
Only official times swum and recorded on the data base from 1 May 2014 will be accepted.
A visiting swimmer from outside the KZN Region must submit their entries via their Provincial Body.
A Provincial Clearance letter must accompany their entries.
Visiting International swimmers must submit an International Clearance letter.
The Country or Province supplying the clearance is held responsible for the verification of the swimmers entry times.
Swimmers may compete in their own age group and the open events according to the programme
Swimmers will only earn points in their own Age Group unless the event is NOT catered for in their age group.
Throughout the Championship the age of the swimmer will be determined by the swimmers age on the first day of the

The same age will be the determining factor for the recognition of records.
The Championship will be run as heats and finals for all events up to and including 400 m Free.
The 200 Fly will be swum as an Open Event as Heats and Finals.
The 400 IM will be swum as an Open Event as Heats and Finals.
Medals for 200 Fly and 400IM will be presented for the 15/U age group and Open age group. Should such medallists
not be in the final then they will be taken from the heats.
All 800 meter Freestyle events will be swum as Timed Finals. The fastest heat in the open 800m will be swum with the
finals in the evening.

All 1500 meter Freestyle events will be swum as Timed Finals in the morning. The fastest heat in the open 1500m will
be swum with the finals in the evening.
a. Only 2 Non KZN Swimmers will be included.
b. Medals will be awarded for 15 years and under and Open
In all 50 to 400 meter Open Events, if more than 18 swimmers have entered an event, an A and B final will be swum.
Less than 18 swimmers only an A Final will be swum.
a. A Final: Only 2 Non KZN Registered Swimmers will be allowed to swim.
b. B Final: Only 2 Non KZN Registered Swimmers will be allowed to swim.
c. In the B final if insufficient KZN Registered Swimmers have qualified, then on the approval of the TD and
Referee Non KZN Swimmers will be included in the final.
For all events 15 years and under only an A final will be swum.
In the 15 years and under only 2 Non KZN Registered Swimmers will be included.
Swimmers without a Level 3 National Qualifying Time MAY NOT swim the following events: 200 Fly, 400 IM, 800 and
1500 Free.
Swimmers entering 400 m Free must have a minimum of a 400m Level 2 National Qualifying Time on SSA Data Base.
If less than 30 swimmers in total from all age groups have entered an event, then the age groups will be swum together
from slowest to fastest heat.
In any event, if there are less than 7 swimmers entered, then that event will be swum as a timed final in the evening
season.
Final decision on the above two rules by event will be taken by TD and Referee and the programme will be adjusted
accordingly. Notification of changes will be issued at Managers Meeting.
3. Multi-Disability Events
Swimmers with disability are invited to participate in the KZN Championships DISSA events, the following Multi-disability Events
will be swum: 50, 100, 200 and 400 Free, 50 and 100 Fly, 50 and 100 back, 50 and 100 Breast.
All DISSA events will be swum during the evening sessions.
A disabled swimmer wanting to compete in an NON DISSA Open event must have a minim of a SSA Level 2 qualifying time.
If an event is not catered for under the DISSA events, a concession request must be submitted with the entries requesting a
concession to swim a specific event.
4. Start Time
Start times may be changed if the referee deems it necessary.

Managers Meeting will be held on Wednesday 17 December 2014 at 07H00 in the upstairs board room.

The Indoor Pool will be closed from 12H00 on the 16 December 2014.

Meet entries to be received by KZN Office before 16H00 on Friday 2 December 2014.

Clubs are asked to check, confirm receipt entries before Tuesday 9 December 2014.
Entries received by the KZN Office after the Closing Date will be treated as a late entry.
All clubs must submit their Officials and Time Keepers names with their entries. Swimmers entries will NOT be
captured if officials list not submitted. When eventually captured and after closing Date entries will be captured as a
late entry.
All clubs to forward Coaches and Managers Names with their entries for Accreditation Cards. These will be handed
out at the Managers Meeting.
Mangers must please instruct and manage the wearing of the Accreditation Cards on Pool Deck.
Late entries will only be accepted from the Team Manager.

6. Withdrawals, Scratching and Objections.
Only the accredited Team Manager of a Club may withdraw or scratch competitors, lodge a complaint or an objection.
i.
Withdrawal done at Managers Meeting will be at No Charge.
ii.
Withdrawals from events for the first session must be done at the Managers Meeting.
iii.
Withdrawals from heats must be done before 17H00 on the evening preceding the following day’s heats.
iv.
Withdrawals from Timed Finals and DISSA events must be done before 17H00 on the evening preceding the event
whether in the fast or slow heat.
v.
Withdrawals outside of the time limit will be fined R100 per event.
vi.
A “No show” for heats will be fined R100 per event; a Doctor’s note must be submitted with a letter for a NO Show that
is due to medical reasons.
vii.
Swimmers will not be allowed to compete in any event until the fine is paid.
viii.
Scratching from Finals must be done no later than 30 Minutes after the conclusion of the morning heats.
ix.
All club managers that have swimmers participating in the evening’s finals must please sign off acknowledgment of
finalist at Info Desk after the Heats.
x.
Swimmers failing to scratch from finals or is a NO Show will be subject to a R200 fine and may not compete in any
event till fine is paid.
Protests are possible if the rules of the Championship have not been observed.
i.
If conditions endangers the competitors or spectators.
ii.
Lodged against the decision of the Referee. No protest may be lodged against decision of fact.
Protests must be submitted in writing to the referee by the Team Manager together with a deposit of R100 within 30 minutes
following the conclusion of the event.

Swimmers taking part in the relays must have entered the championships in the individual events.
Swimmers may swim in a higher Age Group but may only swim in one Age Group for the entire Championship.
The first Age Group Relay that the swimmer competes in is the Age Group he will compete in for the remaining Relays.
Swimmers may compete in their own Age Group relays plus the Open Relays.
Clubs may enter two relay teams per event
a. Only the highest placed team will be awarded points.
b. Both teams will be eligible for medals.
The final team member’s names per relay must be submitted in order of swim no later than 10 minutes after the last
event of the morning session on the day of the relay.
Substitutions will only be allowed in the case of a medical emergency and at the discretion of the referees.
Failure to swim in the order submitted will be result in disqualification.
8. Medals and Trophies

Medals will be awarded to the first 3 KZN Swimmers.
Visitors placed in the top 3 will receive the appropriate visitor’s medal.
Only KZN Swimmers are eligible to win trophies.

9. Medal Presentation

Medal winners must be neatly attired in their relevant club or country apparel.
Swimmers must present themselves in good time for the medal presentation.
Team Managers please ensure their swimmers are ready for medal presentations.
10. Points
Individual Points: A Final only: 20,19,18,17,16,15,14,13,12,11
Points for relays:
24, 20, 16, 14, 12, 10, 8, 6, 4, 2
i.
A swimmer may only score points in his/her OWN AGE GROUP.
ii.
A swimmer will be awarded two (2) points for every record broken or equalled in the individual events.
If a tie on overall points the following will determine the overall winner:
i.
Number of records broken or equalled, if still a tie then
ii.
Number of points divided by number of events swum if still a tie then
iii.
Awarded as joint winners.
10. OFFICIALS (COC, JUDGES and TIME Keepers)
All participating clubs must submit the names of their officials doing duty through to KZNA Offices with their swimming entries on

Time Keepers must be registered with SSA.
Officials are required to be dressed in white shirts and navy (dark) pants for both sessions.
Officials requirements per number of swimmers
a. 1- 4 swimmers
1 official per session.
b. 5 -10 swimmers
2 officials per session.
c. 10 -20 swimmers
3 officials per session.
d. 20 plus swimmers
4 officials per session.
11. Drug Testing.
Drug Testing will take place; any swimmer on medication must submit a drug declaration form with their entry or before the start
date of the championship.
