Compensation Package
The following is recommended by the Vinton Parks & Recreation Board for approval by the city council for the
hiring of a new Assistant Director of Parks & Recreation. The Compensation package was submitted for
approval at the city council meeting held on December 22, 2014.
Salary Range:
$35,000 - $40,000
Starting Salary will be based on education, experience or the combination of both.

Job Description
Assistant Director of Parks and Recreation
Objectives
The Assistant Director of Parks and Recreation’s objectives are to assist in the provision of community
wide recreation programs and the beautification and maintenance of the parks and recreation
facilities. A primary function is to carry out the policies of the Vinton Parks and Recreation
Commission.
Qualifications
1. Graduation from an accredited four-year college or university with major course work in parks and
recreation or closely related field.
2. Knowledge of the practical application of methods, materials, and practices in comprehensive
community recreation programming.
3. Understanding of park maintenance techniques and practices.
4. Ability to establish and maintain effective working relationships with employees, community
leaders, municipal and school officials, service organizations as well as the general public.
5. Knowledge of parks and recreation administration, philosophy, procedures, and methods.
6. Skill in preparing and maintaining clear, accurate reports and records as required. Skill in
communicating clearly and effectively both orally and in writing.
7. Ability to establish and maintain effective working relationships with other staff members,
subordinates, City officials, and the general public.
8. Certified Pool Operator Certification must be obtained and kept current.
Responsibilities
1. Performs supervisory work in planning, programming and budgeting of various parks and recreation
activities
2. Assigns, schedules and directs the work of personnel engaged in seasonal recreation and aquatic
activities & facilities for the department.
3. Compiles and maintains required reports of departmental programs, activities, services, and
properties for approval.
4. Assists in the preparation of budgets and supporting materials including financial evaluation of
operative costs.
5. Assists in planning, public relations, and promotion of department activities & facilities.
6. Assists personnel functions, including recruitment, selection, supervision, performance evaluation,
and training of seasonal personnel.
Program
1. Develops and supervises a variety of recreation and park activities and services to meet the needs
and desires of the citizens as staff permits.
Staff
1. Plans, organizes and conducts continuing in-service training of staff.
2. Recruits, selects and hires personnel subject to commission approval, when necessary.
3. Establishes and develops a program for the use of volunteers, when possible.
Planning and Research
1. Studies and evaluated department services and effectiveness regularly, so to improve program
quality.
2. Studies local conditions and needs effecting parks and recreation.
3. Prepares, recommends, or updated long-range and immediate plans to meet community needs for
adequate recreation opportunities, personnel and facility development.
Department Budget
1. Helps prepare the annual Vinton Parks and Recreation Commission Budget.
2. Helps present the budget to the city council.
3. Administers the budget in accordance with the legal requirements and policies of the city keeping
efficiency and economy in mind.
4. Prepares specifications for park and recreation purchases, always keeping the best interest of the
department and the city in mind.
Other
1. Recommends and directs acquisition, development and up keep of parks, playgrounds and city
recreation facilities.
2. Helps in preparation of any grant application or studies beneficial to the commission and the
department.
3. Cooperates with other municipal departments in planning joint usage of equipment and personnel.
4. Works with and maintains a good cooperative relationships with school, civic, and other community
groups or agencies with the city.
5. Prepares and distributes information so to keep citizens aware of park and recreation opportunities.
6. Makes themselves available to local interests for presentations of Department programs.
