Position Title: Human Resources Specialist (Affordable Health Care)
Department: Human Resources

SUMMARY:
Maintains District employment database and provides the most efficient and timely communication
services to current personnel and applicants. Communicates information, problem solves and provides
necessary contributions to the efficiency of the Human Resources. Responsible for continuous input and
output of employee data for the District.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Ensures district is in compliance with required requirements of health care reform.
• Assist with employee benefits, insurance, accounting and general reporting.
• Performs routine review of hours for part-time employees.
• Provides current and accurate data on part-time employees for audit.
• Provides accurate and timely compliance with health care reform requirements.
• Monitors hours for variable-hour and temporary full-time employees.
• Coordinates hiring process with Human Resource staff, transportation and sub services to ensure
insurance is offered to eligible part-time and variable-hour employees.
• Maintains records on who is (newly) eligible for coverage.
• Provides Human Resources staff and district administration with updates on Affordable Health Care.
• Processes employee timesheets and monitors hours for classified and non-employee coaches.
• Prepares personnel recommendations and Board Agenda items with attachments.
• Enters and verifies departmental absences.
• Compiles quarterly Exit Survey results, when necessary.
• Makes and receives telephone calls, takes messages, routes calls.
• Receives, opens and routes incoming mail.
• Prepares mail for courier delivery and postal services.
• Greets visitors, giving directions to meeting places and other information as necessary.
• Types, prepares, distributes, files records/reports, correspondence, mailings etc. related to department
functions and needs.
• Operates standard office equipment.
• Distributes correspondence, flyers, and written communication.
• Assumes responsibility of any special assignment deemed necessary by the department.
• Composes letters and memos as instructed by supervisor.
• Serves as key operator for office equipment and calls for service when necessary.
• Gathers information from files or other sources to assist in preparing reports and/or surveys as
required.
• Runs/prints reports from employee database for other departments upon request.
• Handles assignments requiring high speed and accuracy, while maintaining quality and quantity
performance standards under pressure.
• Collects employment-related data and prepares required reports.
• Processes, verifies, and maintains personnel related documentation, including staffing, recruitment,
training, grievances, performance evaluations, classifications, and/or employee leaves of absence.
• Explains company personnel policies, benefits, and procedures to employees or job applicants.
• Records data for each employee, including such information as addresses, supervisory reports on
performance, and dates of and reasons for terminations.
• Gathers personnel records from other departments or employees.
• Examines employee files to answer inquiries and provide information for personnel actions.
• Answers questions regarding examinations, eligibility, benefits, or other pertinent information, as it
relates to specific job assignments.
• Maintains confidentiality in all employee dealings.
• Compiles and prepares reports and documents pertaining to personnel activities.
• Schedules and secures locations for meetings.
• Performs other duties as may be assigned.

position requires meeting deadlines and interacting with faculty, staff, and administrators. Some extended
hours and multiple demands are required of the employee – with prior notice and approval by the
supervisor, if hours extend beyond the work day.

• Updates, compiles and distributes recruitment materials/packets and schedules recruitment fairs.
• Prepares personnel recommendation and Board Agenda items with attachments, when necessary.
• Monitors process and maintains records and files for District applicants (applicant data systems,
CERRA applications and faxed/hand-delivered information).
• Collects and input data for EEOC, Bureau of Labor Statistics, and CERRA Supply and Demand
Reports.
