Senior, Sammy Sanchez was named the Most Valuable Player of the
San Isidro Tiger Tournament. Senior, Marcos Garcia and Junior, Luis
Garcia were named All Tournament. “It isn’t just the points they score
or the rebounds they grab that helps the Tiger Basketball team succeed.
The players contribute in ways that are difficult to quantify on a stat
sheet. They bring their teammates together; and most importantly,
they set an example of how hard work and a positive attitude can pay
off. Their greatest attributes as players are their mental toughness and
their confidence,” stated Mrs. Anna Garcia, District Principal.

students were able to attend
a special workshop given by
the Region One Education
Center to help students learn
how to be more creative with
their project ideas. “It was
an awesome event for the
kids and they came away
with a lot of great ideas and
new concepts that will help
them continue to excel in
their studies,” said Roma
ISD’s GT Program Director
Celia Guerra. “We thank

opportunity for our students.”

City of Rio Grande City Employee Recognition Banquet Rio Grande City High School FFA Donates Gifts
Rio Grande City High School FFA assisted the United States Border Patrol with the Toys for Tots
program. The mission of the Toys for Tots Program is to collect new, unwrapped toys during October,
On December the City of Rio Grande City held it’s Annual Employee Recognition Banquet. Employees November and December each year, and distribute those toys as Christmas gifts to selected children in the

United Way, Community Donors Make
Roma ISD Coats for Kids Project a Success
School Board President Leticia

Salinas visited with children at
each school on Friday, Dec. 12,
to fit and pass out coats for the
district’s Coats for Kids Project.
The project was funded by The
United Way of South Texas with
a $2,000 grant. Also, Riverview
Pena Family Center and Pedra
Pena Insurance provided another
$500 for the project. Bealls

provided the district 30 percent
off the coat purchases allowing
the district to purchase more coats
than originally anticipated. With
the monies, Roma ISD furnished
106 children with coats with each
campus nominating between 11
and 12 children to receive coats
to ensure they stay warm during
cold winter days.
“The grant and the donated
monies were a blessing from
heaven, but it didn’t compare to
the smiles on these kids faces
today,” expressed Mr. Salinas.
“Fridays are my day off work and
I visit the campuses every week,
but today was really special. It
just reinforced why I wanted to
be a board member. These are
some very special children.”
Mrs. Galvan spent her
birthday delivering the coats at
the campuses and she said the
experience was well work it.
“I couldn’t have asked for a
better present,” she said. “I can’t
tell you how much I care about
every child in this district and
it warmed my heart to see them
so happy. I hope more people
from the community will be able
to donate to this project in the
future.”
“We can’t thank The United
Way and all our community
partners enough for their
generosity and thoughtfulness,”
expressed Garza-Galvan. “If
we work together, anything is
possible and this project will help
our community’s children is a
very big way. Thank you all from
the bottom of our hearts.”

gave of her time to shop for all
the coats and the Roma ISD
Administrative Building staff
sorted and helped bundle the
coats for dissemination.

Texas Comptroller Susan Combs Issues Report
on Student Loan Debt and Rising Tuition Costs
Texas Comptroller Susan Combs
released a report examining the
growth of college tuition costs and
its impact on student loan debt.
In Footing the Bill: Rising
College Costs, Deepening Debt,
the Comptroller’s office details
impacts of student loan debt; factors
driving increases in tuition costs
contributing to this debt; reasons
students have remained willing
to incur these debts; and potential
ways to slow the growth of higher
education costs. The Comptroller
also makes recommendations for
the Texas Legislature to improve
transparency in this area.
“A college degree is a basic
requirement for many jobs, and a
benefit that provides real financial
advantages
throughout
life,”
Combs said. “That’s why it’s
disturbing that the price of higher
education seems to be climbing
out of reach for many Texans. If
college becomes possible only for
the few, our young people and our
nation will suffer for it. Our kids
will find themselves squeezed out
of their best chance for financial
success, and America will miss out
on the productivity and innovation
of many of our best minds.”
Student loan debt payments often
take a large share of graduates’
salaries. In 2012, about 20 percent
of student loan debt holders in Texas
were more than 90 days delinquent
on their debt. The most recent
figures indicate that 14 percent of
all federal student borrowers were
in default within three years of
leaving school, according to the
U.S. Department of Education.
Financial experts say student
loan debt could significantly reduce
economic activity and demand for
mortgage credit and negatively
impact the broader economy by
inhibiting entrepreneurship and the
creation of small businesses.
The growth in student loan
debt is mirrored by the growth
in the cost of attending college.
In Texas, average in-state public
university tuition and fees rose by
90 percent between 2003 and 2012.
Yet despite rising tuition costs and
student loan burdens, enrollment in
Texas degree-granting institutions
rose 49 percent from 2000 to 2012.
Because college is usually
a good return on investment –
college graduates earn about twice
as much as those without a college
degree – this uptick in enrollment
is expected to continue, making it
imperative for students to know
how their tuition and fees are spent,
and to have better access to tools
to help them get a full picture of
college costs.

Ringgold Elementary School in

The best news is that there are
no changes in Medicare’s Part
B premium and deductible.
The standard premium for the
part of Medicare that covers

will remain at $104.90 per month
in 2015, just where it’s been for
the last two years. That means
more of your Social Security

The Part B deductible for 2015
will also be the same as in 2014 -$147. That’s what you pay out of
pocket for doctor appointments
and outpatient care at the
beginning of each year before
your Medicare coverage kicks in
and helps to cover costs.
You’ll get bigger discounts on
your drugs in the “doughnut
hole.”
If you have a Medicare drug
plan, the health care law is
shrinking the coverage gap, or
“doughnut hole,” and what you
must pay out of pocket when
you’re in it. For 2015, the gap
begins once you and your drug
plan together have spent $2,960.
When you reach the doughnut
hole, you’ll receive bigger
discounts on your brand-name
drugs – 55 percent in 2015,
instead of 53 percent this past
year – and larger price breaks
on your generics -- 35 percent
in 2015, instead of 28 percent
previously.
The discounts will continue to
grow, year by year, until 2020.
If you’re dissatisfied with
your Medicare Advantage plan,
you can quit it beginning Jan.

If you’re unhappy with your
private Medicare Advantage
health
plan,
an
annual
“disenrollment” period allows
you to return to the traditional
fee-for-service Medicare program
between Jan. 1 and Feb. 14. You
can also pick a drug plan to go
with your new coverage.
A word of caution here: There
are a few things you can’t do
during the six-week disenrollment
period. You can’t switch from
one Medicare Advantage plan to
another. Nor can you switch from
the traditional Medicare program
to an Advantage plan. Most
people will need to wait until
the annual enrollment period in
the fall to make either of those
changes.
If you’re one of the few
Medicare beneficiaries who
pay a Part A premium, your
monthly bill will shrink a little
in 2015.
Part A covers inpatient hospital
stays, care in a skilled nursing
facility, hospice services and
some home health care. Most
beneficiaries, or their spouses,
have worked long enough to
qualify for premium-free Part A
coverage. For the 1 percent who
must pay, their monthly premium
will drop from $426 to $407 in
2015.
The Part A deductible that
beneficiaries pay when admitted
to the hospital will increase
modestly – from $1,216 to
$1,260. Once you meet your
deductible, Medicare covers the
full cost of your first 60 days
in the hospital – there’s no copayment.

make it easier for you to
compare health care providers.
Medicare’s

medicare.gov -- are good places
to begin your research when
looking for a nursing home,
hospital, home health agency,
dialysis facility or physician.
This year, Medicare will make
the websites even simpler to use.

the physician compare websites
already display star ratings and
have proved especially popular
with consumers. Similar star
ratings will be added in 2015
to help you compare hospitals,
home health agencies and dialysis
facilities.

button.”

a better understanding of your
health information and greater
control. It also makes it easier

VMS Students Meet Steven Saenz
The students at Veterans Middle School recently had the pleasure of meeting Rio Grande City’s own
Olympic athlete, Steven Saenz! He was a highly motivational speaker for the VMS students who shared
his lifetime experiences with them. He encouraged them to always set goals, strive for success, and be
the best person they can be in their lives. He instilled in them that drugs have never and will never be a
part of his life and the importance of an education. Mr. Saenz shared pictures, memories, and stories of
his success, struggles with torn muscles and broken bones, and the values that reinforced his desire to
persevere in life. VMS would like to thank Mr. Steven Saenz for taking the time from his busy schedule

Be On The Lookout For Threatened Texas Historical Markers
Occasionally,
criminals
damage, vandalize, or even
steal the historical markers that
commemorate the key events,
places, and stories in Texas history.
Over the years, markers have
been
damaged
accidentally,
such as by heavy equipment or
car collisions, and the THC has
also coordinated their repair and
replacement.
If you encounter a marker that’s
been damaged – or one that isn’t
there – here are some things you
can do to help:
•Report the incident to local
law enforcement. Official Texas
Historical Markers are state
property, and depending on the
replacement value, their theft may
constitute a felony offense.
•Send information and photos to
history@thc.state.tx.us. Sometimes
a damaged marker can be repaired,
either locally or at Southwell,
the foundry in San Antonio that
produces the THC’s new markers.
Markers that are faded or marred
by graffiti can be refinished.
•Get the word out. Let local scrap
yards know. For older markers, ask
us for a copy of the original file to
publicize
information
about
the marker topic and possibly
track down original sponsors
and descendants who might be
interested in funding a replacement
marker.

Ospreys
can be
seen along
the Rio
Grande
Several other
members and
I, from the
Rio Grande Wilderness Society,
participated in this year’s Audubon
Society Christmas bird count, as
we have for several years. We were
assigned part of Roma that includes
what’s called the overlook, a
rock outcrop atop the high river
bank near City Hall. It offers a
viewing platform with benches and
sweeping views up and down the
River. Our observations included
an extended and memorable view
of an osprey soaring along the river
and above the overlook.
If you’ve not watched an osprey,
you should spend some time at the
overlook. Ospreys are impressive
birds and are often seen there.
Ospreys are
large
birds
of prey with
several distinct
features.
They’re
two
feet long and
five and a-half
feet from wing
tip to wing tip. That’s a big bird.
On the top side (dorsal) they’re a
glossy, dark brown. On the lower
side (ventral) they’re mostly white.
Across the eyes and back onto the
neck is a dark band. If you get
a close view, you can see a blue
area, which is called the cere, at
the base of the black beak. At the
midpoint of each wing, the wrist, is
a dark brown patch which makes
them easy to identify as they fly
overhead. You’ll also notice a kink
or bend
in
the
wings
t h a t
creates a kind of “M” shape.
Their diet is almost exclusively
fish which accounts for them
sometimes being called fish hawks.
To catch fish they soar well above
the water looking for fish near the
surface; they may hover for a few
moments and then, with talons
extended before them, dive into
the water. The dive may actually
plunge them well into the water.
They have an extra eyelid called
a nictitating membrane which acts
like goggles allowing them to
see under water. They also have
closable nostrils to keep the water
out. Then rising quickly back to the
surface they fly off, if lucky, with
the fish in their grasp.
Another unusual and useful
feature is that they possess a
reversible outer toe, just as owls
do. It can perch or grasp either with
three toes forward and one back
or two toes in each direction. Two
each way allows a firmer grasp of
fish which are slippery. It’s a bit
like our opposable thumb.
Their nest consists of large heaps
of branches and some aquatic plant
material piled in an upper, forked
crotch of a tall tree or on a high
rock
outcrop.
To
preserve
and increase their population,
conservationists have occasionally
built tall platforms for them to build
nests on. A nest may be reused for
years, even decades. Two to four
eggs are laid, the young hatch in
about five weeks and fledge in a
couple of months. While they can
expect to live seven to ten years,
one was recorded to have lived
twenty-five.
Since they’re such large birds,
they have few predators except for
eagles and large owls. Raccoons
may also raid nests. A significant
decline in their numbers did
accompany our use of DDT but
they have since increased in
numbers and are found on all
continents except Antarctica.
Here in the Valley, we can see
them anytime except for the coldest
times when they may briefly
migrate south.
They mate for life and are an
impressive member of our diversity
of wild things.
