Meeting Date: January 20, 2015 REQUEST FOR ACTION ROGERS PLANNING COMMISSION Agenda Item: No. 8.A Subject: Site Plan Review – Rogers High School Addition Prepared By: Sheila Cartney, City Planner/Community Development Coordinator Overview Background The high school is proposing to add a third wing to the north side of the building. The addition is two levels and mirrors the existing wings on the north side. Primary Issues to Consider • Site Plan Supporting Documentation • Site Plan • WSB memo dated Jan. 13, 2015 Analysis of Primary Issues The high school is zoned R2 single family residential. The third wing addition is 53,000 square feet increasing the overall building area to 309,200 square feet. All R2 setbacks are met with the proposed addition. With the proposed third wing addition 606 stalls are required, 531 stalls are present. New parking will be added in the fall of 2016 with the addition of the auditorium addition. It is anticipated that 185 stalls will be added at that time for a total of 729 stalls total which will exceed the parking requirement for the site. The building materials are consistent with what is currently onsite. Staff Recommendation Staff recommends approval of the site plan. Motion: Move to approve the site plan for a third wing addition at the high school subject to the following conditions: 1. The site involves the addition of a building adjacent to the existing high school. This letter is not intended to be our final comments on the submittal, but identifies concerns that will need to be addressed either as part of this submittal or with the final site/design plans as noted. Site Plan • General cleanup of the plan sheets will be required for the final submittal. Check all north arrows are correct, and all labels for existing and proposed work are correct. There seem to be some discrepancies with what is labeled on the plan sheets. • A better site plan will need to be included in the final submittal as well; the one provided is too light to distinguish what is going on. Please provide some distinction between proposed and existing. • Utilities must be constructed according to current City detail plates. Stormwater • With the addition of the auditorium, stormwater will need to be re-routed to the north stormwater pond as was permitted in the past with Elm Creek Watershed District. Please provide the stormwater calc's that were submitted in the past to the watershed to verify the additions are consistent with what was previously permitted. • Can a casting adjustment be made to the existing catch basin in the green space to eliminate such a large grade change? It appears the top of casting can be raised and still accommodate adequate slopes to drain the area. Grading/Erosion Control • A grading permit must be obtained from the City of Rogers. • An NPDES Construction Stormwater Permit must be obtained.
