Management: 1) Assist the Programme Coordinator for overall management of daily ELA programme activities and planning of future activities; 2) Act as an integral member of the Education Unit at UNESCO Kabul Office, provide input into the UNESCO's strategic and operational plan; 3) Attend regular meetings organized by MoE/LD representing UNESCO ELA Team and lead the discussions; 4) Attend regular LIFE (Literacy for Empowerment) steering group meetings and regular meetings and provide assistance to the Deputy Minister of Literacy in chairing the meetings; 5) Assist the Programme Coordinator to provide technical advice to the Deputy Minister of Literacy on the management of ELA Programme, which includes follow-up on various contracts and liaise with MoE’s related departments on procurement and fund transfer; 6) Provide support to the Deputy Minister of Literacy in convening Programme Management Board (PMB) meetings; 7) Take into consideration the decisions made at PMB meetings, prepare contracts including Contract for Services and IPA (Implementation Partnership Agreement); 8) Take the responsibility in the implementation of all the activities under ELA and supervise the Field Coordination Group, Curriculum Group and M&E Group in delivering the outcomes in a timely manner; 9) Draft reports, including Quarterly Donor Progress Report and Annual Donor Report on ELA, and reporting in SISTER; 10) Liaise with MoE and the donors for resource mobilization and provide assistance in formulating new projects and programmes; 11) Manage the literacy curriculum and material development process and the working group of curriculum composed of international consultants, ELA staff, and government counterparts. 2. Quality: 1) Maintain a mechanism to monitor programme content quality in close consultation with national and international staff, and jointly implement it with relevant units within the Literacy Department; 2) Coordinate and assist in arranging regular programme review and coordination meetings to ensure quality of programme implementation; 3) With international/national technical consultants and relevant units within the Literacy Department, assure overall quality, schedule and inclusive consultation with literacy stakeholders; 4) In close collaboration with the project officer in charge of M&E, assure timely submission of quality progress reports from ELA team; 5) Assist in regular financial monitoring and analysis; 6) Assist in reporting in UNESCO reporting and financial systems. 3. Any other tasks instructed by the Director or the Head of Education Unit. REQUIRED QUALIFICATIONS EDUCATION Advanced university degree (Masters or equivalent) in education, development studies or other relevant areas. WORK EXPERIENCE At least four to five years of relevant work experience in the field of education, of which preferably one year acquired at international level. Experience in adult literacy is an asset. Previous experience with UNESCO or other UN agencies an asset. SKILLS/COMPETENCIES Primary expertise in project planning and management and knowledge and technical expertise in education. Experience in team work building, results-oriented, and performance management. Ability to develop networks and constructive partnerships beyond own team and with government counterparts. Good computer and other IT skills. Strong sensitivity and adaptability in postwar countries and diversity (cultural, gender, religion, race and nationality). Excellent strategic and analytical skills. Excellent communication skills, including writing and oral expression. Ability to interact with a wider range of high-level partners, experience working with government officials of recipient countries is strong asset. Ability to handle tight deadlines under pressured situation. LANGUAGES Excellent knowledge of English. Knowledge of Pashto and/or Dari is an advantage. DESIRABLE QUALIFICATIONS WORK EXPERIENCE Afghanistan work experience; working with government.
