PROGRAMME BACKGROUND
Co-financed by the Government of Egypt and the EU, the Support to the Technical and Vocational Education and Training
Reform Programme in Egypt (TVET II) aims at improving the structure and the performance of the TVET system to better
respond to Egypt's new socio-economic needs, in particular youth employability and increased competitiveness in the context of
the country’s current and future development. The Programme includes three main components: (i) improving the governance
of the Egyptian TVET system; (ii) enhancing the relevance and quality of TVET; and (iii) supporting the transition to employment.
TVET II will be implemented by the Ministry of Education.
DUTIES AND RESPONSIBILITIES
Under the overall authority of the Ministry of Education - contracting authority and supervisor of the Programme -, in close
collaboration with the Imprest Administrator and the Imprest Accounting Officer, and under the direct supervision of the PIU
Director, the Finance and Procurement Manager will be responsible for the financial and procurement aspects of the
programme. The Finance and Procurement Manager will carry out (but will not be restricted to) the following duties:
Financial Tasks:

Manage and supervise the finance and procurement of the project, as well as maintain and administer the project's financial
accounting system.
Prepare all relevant financial documents; manage all relevant financial mechanisms and processes in full compliance with
the EU and Egyptian financial and accounting procedures and regulations, and by providing clear guidance to the
Component Managers. This will include:

Contribute to the programme estimates (PE) budget preparation and reporting, and prepare records of expenditures
and replenishment requests.
Initiate and maintain all fiscal and financial (such as monthly reports, financial statements and cash flow projections)
reporting activities for the programme. This includes the development of appropriate tools and tracking systems for
internal use, such as spread sheets, databases, etc.
Develop and maintain internal control systems to safeguard the financial and non-financial assets of the programme.
This includes the maintenance of an inventory of all fixed assets, including assets purchased with EU funds assuring all
are in accordance with EU rules.
Responsible for accounts payable and accounts receivable, as well as for all purchasing and payroll activity, including
insurance plans.
Manage the coordination and activities of auditors ensuring all audit issues are resolved, all compliance issues are met,
and the preparation of the annual financial statements is done in accordance with the Egyptian and EU rules and
regulations.
Monitor banking activities of the programme and ensure adequate cash flow management.
Procurement tasks:

Prepare all relevant procurement documents; manage all relevant procurement mechanisms and processes in full
compliance with EU and Egyptian financial and accounting procedures and regulations, and by providing clear procurement
guidance to the Component Managers. This will include (but not be restricted to):

Maintain up-to-date information on Programme Contracts and assets, and procurement needs. This includes the
preparation and updating of the procurement plan and PE.
Provide reports, updates and timely communication on related activities. Communicate with, and manage, vendors.
Undertake all procurement activities in line with the EU and Egyptian guidelines such as tender dossier preparation,
Procurement notices, etc. Participate in evaluation committee meetings, and prepare all relevant documents for that
purpose.
Develop requests for quotation, review proposals and negotiate (or develop negotiation strategy) purchase contracts
for goods and services, and coordinate related activities.
Contribute to procurement reviews and other major procurement projects.

Supervise and provide leadership and guidance to the finance and procurement team within the Programme
Implementation Unit (PIU).
In collaboration with the Monitoring and Evaluation team, contribute to monitor and evaluate programme activities as it
relates to the financial dimension of the programme.
Under the guidance of the PIU Director and in close collaboration with the Tourism Coordinator, contribute to the
integration of relevant Tourism activities into the programme, as it relates to the financial dimension of the programme.
Liaise with the EU, the Egyptian government, and relevant stakeholders, as necessary on the financial aspects of the
programme.
Carry out any other appropriate duties as requested by his/her supervisor.
REQUIRED QUALIFICATIONS
Education

At least a Bachelor's degree (or equivalent academic qualification) in business administration or any other directly relevant
field; a Master's degree / Ph.D. (or equivalent academic qualification) in a directly relevant field would be a strong asset.
An additional qualification in audit, accounting, project finance, procurement management is preferable.
Professional Experience

At least 10 years of professional experience at management level in the area of financial management, accounting,
procurement, auditing, of which at least:
(i) 5 years of specific experience in development projects implemented in line with EU (or equivalent) financial and
procurement procedures (proven track record in working with the PRAG, Programme Estimates, etc.). This should also
include specific professional experience in the preparation of procurement documents and related follow-up, in line
with EU procedures or equivalent (drafting calls for proposals, drafting requests for services, including terms of
reference, and/or technical annexes for supplies and works; evaluating offers or proposals; drafting contracts, etc.)
AND
(ii) 5 years of professional experience in Egyptian financial and procurement procedures.

Extensive professional experience working with computerised financial systems including spread sheet and database
software.
Competence/Skills

In-depth knowledge and understanding of the Egyptian context, in particular the current socio-economic, political and
institutional situation, including the structure and/or characteristics of the labour force and labour market.
Capable of making financially sound decisions on all aspects of project implementation and of conveying clear financial and
procurement advice at the highest levels.
Demonstrated and recognised management, leadership and training skills in a multi-cultural and -disciplinary environment.

Familiarity with all aspects of the project cycle, in particular budgeting and financial reporting.
Good communication and negotiation skills.
Ability to work under pressure while meeting tight deadlines.
Proficiency in standard office software packages (MS Word, Excel, etc.), including relevant financial management software.
Readiness to travel regionally and/or internationally if needed.
Languages

Fluency in English and Arabic, both spoken and written.

- The Finance and Procurement Manager will be working full-time and exclusively for the purpose of the Programme. Civil
servants are not eligible for recruitment.
