Salary
: Level 12, Grade A, Basic from 966,000 MMK + Medical refunds 120
USD per year with other social benefit and training packages
Job purpose
The Head of Base (HOB) ensures the overall implementation of the projects run by PU-AMI in his/her base, using
project cycle management tools. He/She supervises the overall management of PU-AMI project (budget
management, human resources management, planning and running of activities, security supervision). He / She
works under the direct supervision of PU-AMI Programme Coordinator (PC) and functional links with the
coordination team (general administrator, logistics coordinator and country medical manager), and supervise
directly the Admin Officer and Logistics Officer.
Job activities
1) Project management
 Participate to the design of project
 Coordinate the development of detailed work plan of activities
 Coordinate and follow-up the implementation of activities as per work plan, in close collaboration with
PU-AMI coordination team
 Chair the monthly base meetings and organization/facilitation of workshops when needed
 Ensure the progress of the activities according to the project indicators,
 Ensure the smooth and efficient coordination between the departments (administrative, logistics and
medical) at the base level,
 Write the weekly and monthly reports and send to the head of base or program coordinator,
 Analyze the impact, effectiveness and efficiency of the activities towards the beneficiaries, with the
follow-up of impact indicators with the team
 Propose adaptation and new orientation of the project based on the context analysis and project
results
2) Human resources management
In close collaboration with PU-AMI administrative coordination team:
 Coordinate and manage the project and support team of the base
 Ensure the respect of PU-AMI Human Resources policy (internal regulations)
 Monitor the management of Human Resources on the Kayin State (Hpa Ann and Kawkareik
Township)project
 Supervise the project staff recruitment in his/her base

 Line manager of the Admin Officer and Logistics Officer. He/She is in charge of doing their regular
evaluation / Organize regular evaluations of the project staff
 Supervise the Human Resources follow-up of the base (contracts, holidays, salary payment…)
3) Administrative and Logistics follow up
In close collaboration with PU-AMI administrative coordination team and Admin Officer:
 Ensure the implementation of PU-AMI financial and administrative rules and regulations
 In charge of the financial management and validation of the expenses as per PU-AMI financial and
administrative rules and regulations
 Monitor the budget of the project(s)
 Anticipate and forecast the cash needs
 Update and validate project accounting follow-up
 Validate the cash transfer planning prepared by the Administrative Officer
 Ensure offices and vehicles contracts follow-up
In close collaboration with the logistics coordination in Yangon PU-AMI Office and Logistic Officer:
 Ensures and supervises of the respect of PU-AMI internal logistic procedures (supply, purchase,
quotations, transport…).
 Plan the main procurement
 Communicate with logistics department on the project needs
 Internal logistics procedures follow-up (supply, purchase, quotations, transport…)
 In charge of security supervision
 Supervise stocks, equipment and fleet management follow-up in the base and implement regular
checks
 Responsible of the stocks and equipment
4) Security management and Project context evolution follow-up
In close collaboration with PU-AMI Country Director, Logistic Coordinator and Program Coordinator
 In charge of PU-AMI project staff and equipment and premises in his/her base in terms of security,
especially while they are on the field
 Ensure a close watch and analysis of the evolution of the context impacting on PU-AMI project
5) Representation
In close collaboration with PU-AMI Country Director and Program Coordinator
 Represent PU-AMI towards authorities in the area of intervention of the project when requested
 Represent PU-AMI with all humanitarian and development agencies present in the area (Attend
humanitarian coordination meeting…) when requested
 Develop strong relationships with INGO working in the area
6) Reporting
 Submit monthly and weekly reports to the Program Coordinator
 Supervise and validate monitoring reports and especially Data monthly report
 Participate actively to the writing of donors’ activities reports submitted on a regular contractual basis
and of concept notes / proposals when necessary
7) Strategic development
 Participate to the development of complementary projects.
 Participate to assessment of needs in new areas/field of activities
 Participate to the strategic development of PU-AMI mission in Myanmar
Requirements
University graduate (public health, management…)
At least 5 years of experience working for NGOs or International Agencies
Strong experience in Base Management (project/activities definition, planning and management,
human resources management, budget management, logistics management)
Strong knowledge of medical project and community development
Proven decision-making and leadership skills
Demonstrated negotiation and representation skills
Excellent management and organizational skills
Experience of working with International staff compulsory
Excellent oral and written English compulsory
Excellent oral and written Myanmar
Excellent computer skills (Word, Excel)
Due to the specific work to PU-AMI and according to his/her responsibility stated here, Head of Base (HOB) is
requested to stay at the organization’s disposal for any extra duties related to the work and this position and job
description will be reviewed regularly in concordance with the development of the programs.
