It has also ruled that CIDCO is bound to grant the NOC sought by housing societies if the lease premium sought by it is paid. It cannot deny NOC on any ground. The ruling came in Designates NMMC as the sole planning authority for Navi Mumbai response to a petition filed by JN-3 type Apartment Owners Association in Sector-9, Vashi. Some buildings in the Association had been declared dilapidated by NMMC and ordered to be demolished as they were considered dangerous for the residents. The Association had plans to re-develop them. When it approached NMMC for passing its plans however, the latter asked it to get NOC from CI- DCO. The Association applied to CIDCO expressing its willingness to pay the lease premium but the latter was in no mood to issue the NOC. That prompted the Association to file the petition. Another important element of the ruling is that if CIDCO fails to issue the NOC even after the receipt of the lease premium as prescribed, NMMC can go ahead and clear the development plans ignor- Sir, there will be less people below poverty line if there will be less ministers above corruption line. CMYK ing CIDCO. That is considered yet another blow to CIDCO. Corporator Kishor Patkar who has been guiding the Association in the matter of redevelopment held a press conference on Thursday at which he brought to light several other facts relating to redevelopment. 1. CIDCO has badly exploited the citizens in the name of transfer charges and lease premium. According to Patkar, over the years CIDCO has collected a sum of Rs 24,000 crores by way Cont. on pg. 3 NMMC to recruit teachers on contract basis By Vijay Bhor CBD-BELAPUR: Navi Mumbai Municipal Corporation will immediately recruit teachers on contract basis. This announcement was made by DMC (Administration) Jagannath Sinnerkar in the Standing Committee on Thursday. “The short cut has been chosen to overcome the acute shortage of teachers in the municipal schools,” he added. The matter was raised by Suraj Patil who pointed out that many English medium sections started by the civic body are without proper teachers. “What are the students expected to learn without teachers?” he asked rhetorically. “What is the use of having grand buildings if there are no teachers to teach?” asked another member Sindhu Naik. Replying to the debate, Sinnerkar made the above announcement. Vittal More, Vijaya Gharat and Ram Vichare also took part in the debate. The victim, Rekha Wadkar (50), a resident of Sector-4, Airoli was walking along the road on Tuesday. As she was passing Mauli Shopping Complex at about 1.00 pm, she was accosted by a man. The man engaged her in sweet talk for such a long time that she seems to have got mesmerized and lost her senses. When the man asked her to remove her jewels, she obeyed not knowing why. Once she had removed her jewellery, the smart cheat had no problem in snatching them from her and walking away. A distraught Wadkar then went Rabale police station and lodged a complaint. Robbers galore, target motorists By Vikram Gaikwad VASHI: Robbers who break into parked cars and loot valuables are known to be roaming the city streets. In two incidents on Wednesday, they are reported to have broken into as many cars and made off with cash worth Rs 22 lakhs. Amit Gupta, a resident of Kharghar, had been to APMC market on Wednesday. After finishing his business, he parked his Innova car at a street corner in the Masala market and went to have his grub. When he returned after about half an hour later, he found the window glass of his car broken and cash of Rs 16 lakhs kept inside missing. In another incident a few minutes later, Dipak Dahiya, a businessman, was driving along Palm Beach Road towards CBD. Suddenly, two men in another car signaled him to stop. As he drew up, they told him that his vehicle has brushed against another while in motion. Believing them, Dahiya got out of the car to check if his car has sustained any damage. That was enough for the tricksters one of whom managed to slip into his car and carry off Rs six lakhs kept in a plastic bag. APMC police have registered both a complaints and are investigating. The former is facing charges of cheating. The accused Priti Thakkar had met her victim during a bus journey from Pune to Mumbai. During the conversation, Thakkar has introduced herself as a person who had retired from Mantralay. The two had kept up their acquaintance by frequent contacts. In the year 2013, the victim Varsha Salunkhe had sought Thakkar’s help in finding a job for her (Varsha’s) brother. Thakkar agreed readily and said that the job would involve an expense of Rs five lakhs. One day, she took Varsha to Bank of Maharashtra’s High court... Cont. from pg. 1 of transfer charges and/or lease premium from apartment owners. 2. In the whole of Maharashtra, the society is considered the owner of the land where it stands. It is only in Navi Mumbai a different concept is being applied. 3. NMMC and CIDCO have delayed several redevelopment projects in the name of NOC. 4. Even the banks have been brainwashed into insisting on CIDCO’s NOC when they are approached for loans. This ruling will put an end to that hassle. 5. The Vatican Museum 3D The movie The Vatican Museum 3D focuses on the Catholic Church which is often seen as an institution perpetually at odds with modernity, clinging to Latin as its official language and maintaining its allmale hierarchy, topped by an absolute monarch in the form of the pope, centuries after such a style of governance went out of fashion elsewhere. The movie depicts the 54 galleries or salas that lead to the grandest of finales, the Sistine Chapel and Michelangelo’s “Last Judgement”, nestle alongside Saint Peter’s Basilica and take up a good chunk of the Vatican City State’s 44 hectares. Leela Samson resigned as the chairperson of the Central Board of Film Certification (CBFC), along with several other members of the body. Samson spoke of corruption, and interference by the Ministry of Information and Broadcasting in the Board’s functioning. Their decision to deny a certificate to Messenger of God, featuring Dera Sacha Sauda sect leader Gurmeet Ram Rahim Singh, was overturned by the Film Certification Appellate Tribunal with some riders. According to Samson, Messenger of God promotes blind faith and encourages superstition and Ram Rahim Singh is a controversial figure and faces some charges, and the film makes claims about his godly stature and miracle-making abilities. Thus Samson strongly feels that she and her colleagues had been “made a mockery of by the powers of the Ministry of I&B over the film”. Film certification in the country is indeed subject to “interference, coercion and corruption”. The problem here is the fact that other members of the Board also resigned which points to a larger Government interference. If indeed the Board changes with the Government, then it is a political position. To make it apolitical, one would have to keep the same Board through different Governments but that doesn’t happen. It is not only censor board but many a times it is seen that political parties do interfere in functioning of different organisations and they never admit that they have tried to influence the members in taking decisions . Arun Jaitley called Leela Samson and her nine colleagues as “rebels without a cause”. The near hysterical reaction of Arun Jaitely, the Information and Broadcasting Minister, smacks of the arrogance shown usually by authoritarian Governments. It clearly shows the low tolerance levels of this Government to criticism. Why Leela Samson is so aggrieved over the decision of Film Certification Appellate Tribunal? Why does she think FCAT lowers down her stature as the chairperson of CBFC? Perhaps she is aggrieved because she thinks she is absolutely right when it comes to censure of film. Had she taken it in other way, would it have reminded her of the need to overlook, analyse and reform the methodology adopted for censuring a film? Was resigning the right thing for her to do? For the country to grow what we need is decentralisation of power. The interference of political parties in the day to day functioning of government departments is nothing but a malaise. Funds required for electioneering from corporate houses and individuals make people in power vulnerable to the demands of the former. In retrospect it becomes very difficult to be fair and square. Whether it is the judiciary or executive, decisions are always made under pressure, justice trampled upon. There is always a divided opinion when it comes to ‘Freedom of Expression’. What you may say your right to express may annoy someone else. A long back, in a story in the Caravan, it was detailed how Sudarshan, the then RSS chief, during the Vajpeyee government, had called Deepa Mehta to censure her for her allegedly controversial film Water. He said that every script, before it reaches to I&B ministry, reaches him. This incident explains the menace of the politics of censorship. It would be great if the censor board included veteran of the film industry who have rational outlook and are capable of taking decision with courage to convince the groups who support and oppose any film that speaks about religion, politics scam etc. CMYK By Ashok Dhamija MUMBAI: Central Railway (CR) will run special trains between Mumbai – Nagpur and Mumbai –Shri Chhatrapati Shahu Maharaj Terminus (Kolhapur) to clear the extra rush during the forthcoming long weekend as per the following schedules: A) Mumbai-Nagpur Specials: 01013 Special will leave Chhatrapati Shivaji Terminus (CST), Mumbai o-n 24th Jan,.2015 at 00.20 hrs and arrive Nagpur at 15.00 hrs same day.
