“Deeper Learning: West Virginia Application”
A rapidly changing world demands that West Virginia’s students
are not only able to master academic content, but also demonstrate
other skills and dispositions such as critical thinking, problem
solving, communication, collaboration, and grit. Increasingly,
school board members are discussing and debating ways to
prepare students for their future and not our past. This session
will explore the foundation behind learning experiences that
develop these skills and highlight actions by states, communities,
and schools that enable this learning. We will end with a
discussion of barriers and enabling opportunities state and local
boards should explore to prepare all students with the knowledge,
skills, and dispositions to succeed in college, career, and civic life.

The following persons are presenting, presiding or facilitating in various capacities during
WVSBA Winter Conference ’15. All biographical information was provided by each individual
listed. Some edits were made for style and other considerations.
Roster of Presenters
Dr. Sam Sentelle is in his third term on the Putnam County Board of Education, Dr.
Sentelle is presently its Vice-President. He has served as Putnam County school superintendent
for 15 years and Superintendent of Logan County Schools for seven years. He has served as
chair of both RESA 2 and RESA 3. In Richmond City Schools in Virginia, he served as Budget
Director and Assistant to The Superintendent. He has been published in the American School
Board Journal and Educational Leadership. In 1997 he received a AASA Leadership for
Learning Award. A graduate of the University of Tennessee, Sentelle has been a school principal
at both middle school and high school levels. In Putnam County, he is President of the Library
Board and President-Elect of Putnam Rotary.
Howard Seufer, Jr., Esq. Partner, Bowles Rice McDavid Graff & Love LLP, West Virginia
School Board Association Counsel. Mr. Seufer has served as WVSBA counsel since 1986. A , graduate of
the West Virginia University College of Law and Michigan State University – BA with High Honors – Mr.
Seufer has been named to Best Lawyers in America (Education Law). Other distinctions and memberships
include Order of the Coif, Order of the Barristers, National Moot Court Team. He served as a Law Clerk
to the late Hon. John A. Field, Jr., U.S. Court of Appeals for the 4th Circuit. He is Founding Member and
Past President, W. Va. Council of School Attorneys. Mr. Seufer is a member of the West Virginia State
Bar; West Virginia State Bar Education Law Committee; National school Boards Association Council of
School Attorneys; West Virginia Council of School Attorneys; Education Law Association; National
Association of College and University Attorneys; and the St. Thomas More Catholic Lawyers Society. He
is an Officer and Board Member, The Education Alliance; Officer and Board Member, West Virginia
Mansion Preservation Foundation; and Commissioner, Blennerhassett Historical Park Commission.
Marie S. Bilik started her position as NSBA’s Chief Operations Officer on
December 3, 2013. Marie comes to NSBA as the executive director for of the New Jersey School
Board Association’s since 2007 and retired in November of 2013. As executive director, she
managed the day-to-day operations of a 70-member staff with an annual operating budget of
about $10 million, serving more than 4,800 school board members in 587 local districts, as well
as 65 charter schools. Bilik’s accomplishments are impressive. As executive director, she guided
the Association through the state's economic crisis, the creation of a new state school-funding
formula, the implementation of a 2-percent tax levy cap, November school board elections, and
proposed reforms in areas such as tenure and teacher evaluation. Throughout the entire time,
she kept a sharp focus on improving the academic achievement of children in all of New Jersey's
public schools. Under Bilik's direction, NJSBA established the Educational Leadership
Foundation of New Jersey (ELFNJ), an independent non-profit that advances public education
governance through training, research, and attaining grants to further professional
development. Bilik also presided over a complete renovation of NJSBA's 50-year old
headquarters building, which will allow NJSBA staff to serve school board members for decades
to come. Bilik was appointed by Gov. Chris Christie in September to serve on the Evaluation
Pilot Advisory Committee, a group of 21 education stakeholders that is advising the state as it
develops a new teacher evaluation process. Bilik has worked for NJSBA since 1993. Before
being selected as NJSBA executive director, she served as the Association’s director of field
services. The field service staff specializes in service designed to assist local school boards in
their governance of public school districts. Prior to that, she worked as NJSBA’s membership
advocacy coordinator, as a field service representative, and as a county program coordinator. A
resident of Sussex County, she served as a board of education member from 1981 to 1988, a
municipal council member in Green Township from 1988 to 1993, and mayor in 1993. She is
currently a member of the township planning board, its historical society and a trustee for the
Allamuchy Green First Aid. Bilik has agreed to serve on the Board of Trustees of the
Educational Leadership Foundation of New Jersey (ELFNJ) and, also, has been appointed as
the NSBA Liaison to SLRMA and ASFA.
Dr. Michael Martirano began serving as West Virginia's 30th state superintendent of
schools in September 2014. Martirano has been an educator for 30 years and has amassed a
wide range of educational and administrative experience through his work as a science teacher,
principal and visiting professor at John Hopkins University. Most recently, he served as
superintendent of St. Mary’s County Public Schools in Leonardtown, Maryland. As a risk-taker
and innovator, he consistently focuses his energy on improving academic success and building
positive relationships. He was selected the 2009 Superintendent of the Year in Maryland and a
2010 Innovator of the Year by the Maryland Daily Record. Martirano holds a Doctorate of
Education degree in school management and instructional leadership from Nova Southeastern
University, two Masters of Education degrees and a Bachelor of Science degree from the
University of Maryland.
CRAWFORD, Jim Joseph “Jim” Sr., W. Va. School Board Association Vice President; was
elected to the Kanawha County Board of Education in July 2000. Crawford, from Winfield, is the son of
the late Dorothy Crawford McClaskey and the late John Joseph Crawford. Crawford is a retired teacher /
coach from St. Albans High School. He taught for 39 years and served as an assistant coach in football,
head wrestling coach, head girls’ track coach and athletic director. He is the director of the Gazette
Track and Field Meet, which is held in Charleston. He and his wife, Marilyn, are the parents of one son,
Jim Crawford, Jr., who is a teacher in the Kanawha County school system. Crawford graduated from
Winfield High School and West Virginia State College where he played varsity football and received a
Bachelor of Science degree in education. He received his Master of Arts degree in education from West
Virginia University.
Dr. Monica Martinez is an education strategist and consultant for philanthropy and
non-profits, Senior Scholar for the William and Flora Hewlett Foundation and appointee to the
White House Commission of Educational Excellence for Hispanics. As an education strategist,
Monica works with philanthropy, nonprofits, states, districts and schools to help them establish
or codify strategic priorities and develop plans for their implementation; create, assist in the
roll-out of initiatives and provides ongoing management or short term execution; and/or
assesses an organization's initiative. Her book, Deeper Learning: How Eight Innovative Public
Schools are Transforming Education in the 21st Century was released this summer and has
received positive reviews. Prior to this, Martinez served as the Vice President of the
KnowledgeWorks Foundation and President of the New Tech Network, a network of over 130
schools that engage in project based learning, integrate technology and create a strong school
culture. Martinez is an international and national speaker on the topics of deeper learning,
education innovation and reform, college readiness, and the future of learning. She served on
the Board of Trustees for AdvancED, an international accrediting agency and currently on the
Board for 10,000 Degrees, a college access and success intermediary in California.
Gregory Prudich is a member of the Mercer County Board of Education, serving for the past
15 years. He has served as its president for the past 8 years. Greg is a co-regional director and member
of the WVSBA Executive Board, as well as the chairman of the Education Efficiency Audit Response
Team. Greg is a native of Mercer County, graduating valedictorian from Montcalm High School. He
graduated with Honors with a Bachelor of Arts Degree in Political Science from Concord University and
attained his Doctor of Jurisprudence from South Texas College of Law in Houston, Texas in 1985. Greg
has spent most of his adult life working on education issues, and has been involved in many aspects of the
local education system as a parent, citizen and board member. Prior to becoming a member of the local
school board, Greg served on his local LSIC, the County PASS Committee, the County Safe Schools
Committee, the County School to Work Committee, as well as various athletic and co-curricular booster
clubs. Since being elected, he has given much attention to Technical Education and has been
instrumental in moving the Technical Education Center in Mercer County toward a technical high school
model, in adding new programs, in developing embedded credit and in working with New River
Community College to create a new model of delivery between the two education entities. Greg has
served on various boards and local entities, including CASE of Southern West Virginia, the Mercer
County Fire Service Board, and the Southern Regional Community Corrections Board. One of his
proudest associations is having guided the local Little League Baseball program to state prominence. He
currently practices law at the firm of Sanders, Austin, Flanigan & Flanigan, located in Princeton, WV,
where aside from practicing law he is also the office manager and manages information technology.
Greg resides in Princeton with his wife Penny. They have four wonderful children and have been
blissfully married for 31 wonderful years.
Susan Lavenski is a managing partner with Charles Ryan Associates. She is an expert
in issues management and has spearheaded the communications efforts for multi-million dollar
statewide transportation campaigns, utility expansion projects, controversial elections and
health care certificates of need. In other words, she’s the consummate problem solver. She has
provided strategy for Fortune 500 businesses and worked with local, regional and national
public figures, media representatives and business executives. Her work has produced results
that garnered statewide, national and international coverage for our clients. As the leader of our
Charleston office, Susan was named one of West Virginia Executive’s “Young Guns,” a
prestigious group of 10 business leaders across the state who exemplify success at a young age.
She also was named one of the West Virginia State Journal’s “40 under 40,” an honor
recognizing those who are playing critical roles in the state. Susan is a board member of the
West Virginia Chamber of Commerce and West Virginia Business Roundtable. She serves as the
marketing/communications chairwoman for the West Virginia Manufacturers Association and is
a committee member and sub-committee chairwoman for Charleston Area Alliance's Vision 2030
Innovation/R&D Committee. Additionally, she is CRA's representative to the West Virginia
Business and Industry Council and the Independent Oil and Gas Association of West Virginia.
When this strategic mastermind isn’t at the office, she can be found taking part in a ton of
activities…Susan loves to run, root for her boys (who play just about every sport) and is never
more than five millimeters away from her iPhone which rarely gets a break. And, she does it all
without a single hair out of place.
Howard M. O’Cull, Ed.D., W. Va. School Board Association Executive Director.
O’Cull has spent his career as an employee of the West Virginia School Board Association,
joining the organization in July 1978 upon graduation from college. He became executive
director in 1985 – the organization’s third executive director. During his tenure, O’Cull,
working with the WVSBA Executive Board, has stressed high accountability for county boards of
education and county board members. The Association has one of the most comprehensive
school board member training programs in the nation and the only having external governance
through a statutorily-established training committee. Its 25 members include representatives of
various constituencies such as legislators, businesspersons and school employee organizations.
In terms of legislation, the Association has initiated required annual county board evaluation,
required superintendent evaluation and similar measures. Among other state-level appointments
and commitments, O’Cull served as a member of the Governor’s 21st Century Jobs Cabinet and,
in this capacity, recently chaired a charter schools and education reform task force. A prolific
writer – his undergraduate degree is in journalism – O’Cull is editor of The Legislature, the
state’s best-known education publication. In terms of national service, he served as a member
and helped draft the final report of the Twentieth Century Task Force on School Governance
(1992), many of whose concepts, including a concentration on county board policy and
policymaking as the dominant role of boards of education, have been incorporated into West
Virginia’s training modules. His doctoral dissertation dealt with school board decision-making
and the various “prompts” for such. He initiated “Project Leadership,” a program for aspiring
schools superintendents, which was funded solely through grants, state Department of Education
and legislative appropriations. (“Project Leadership” concepts have been incorporated into the
West Virginia Department of Education’s educational leadership program). He is an adjunct
professor of educational leadership. He and his wife Laquetta Joy Casto O’Cull reside in
Charleston. His son Tyler Weston Witten O’Cull is a junior studying communications at W. Va.
State University. O’Cull is a native of the Blue Grass State, his ancestors having settled in
Northern Kentucky during the late 1700s, including pioneering Methodist preacher/circuit rider
Rev. James O’Cull.
Ace Parsi is the Project Director for the National Association of State Boards of
Education’s Deeper Learning Portfolio at the organization's Center for College, Career, and
Civic Readiness. Through this position, he supports the work of state boards of education on a
variety of topics—including assessments, accountability, high school graduation requirements,
educator capacity and other issues—related to ensuring students have the knowledge, skills, and
dispositions essential for college, career, and civic success. Prior to joining NASBE, Mr. Parsi
held a number of policy, research, and school-based positions at the Alliance for Excellent
Education, the National Service-Learning Partnership, Policy Analysis for California Education,
and Fair Oaks Community School in Redwood City, California. Mr. Parsi holds a Masters in
Public Policy Degree from the Goldman School of Public Policy at the University of California,
Berkeley. He currently resides in Washington, DC with his wife, Clare.
Dr. Francis Eberle is the National Association of State Boards of Education’s
(NASBE) deputy executive director after leading two organizations—the National Science
Teachers Association and the Maine Mathematics and Science Alliance, both focused on
advocating quality science education and education policy. At NASBE, he works with staff to
build a strong portfolio of work across several disciplines. He supports state boards of education
across the country in understanding the content, process, and implications of state education
policy through one-on-one consultations, and facilitating state board retreats. Francis has
published many articles on science education and policy as well as co-authored four books. He
has been a middle school science teacher and now is an adjunct professor at George Mason
University Graduate School of Education in Fairfax, Virginia. Eberle graduated from Boston
University, University of Connecticut; he received his Ph.D. from Lesley University and attended
Harvard Business School’s Executive Management Program for nonprofit management.
