The GCA Environment Committee and Clean Water Branch will
be holding a workshop on the NPDES General Permits. Clean
Water Branch will give an overview of the construction storm
water NPDES general permit requirements and
NetDMR. NetDMR affects hydrotesting, dewatering, and
well drilling NPDES permits.
¨ NPDES PERMIT:
Renewed NPDES General Permit Authorizing Discharges of Storm
Water Associated with Construction Activities.
The renewed NPDES General Permit authorizing discharges of storm
water associated with construction activities that disturb one (1)
acre or more became effective on December 6, 2013. Substantial
revisions were made to this NPDES General Permit. Some of these
revisions include automatic coverage for emergency construction
activities proclaimed by the State Governor; erosion and sediment
control design and implementation requirements; requirements for
storm water discharges to impaired waterbodies; Storm Water
Pollution Prevention Plan requirements; inspection requirements;
record keeping requirements; and submittal requirements.
¨ NetDMR:
NPDES permit holders with effluent sampling requirements are
required to submit discharge monitoring reports (DMRs). NetDMR
is a tool that allows the DMR to be electronically submitted via a
secure internet application directly to the U.S. Environmental
Protection Agency. The Department of Health (DOH), Clean Water
Branch (CWB) is transitioning all Permittees to NetDMR. DOH-CWB
will be phasing out the current DMR paper copy submittals.
