ANGELES CITY - The
Office of the Mayor of Angeles City has described as
“malicious and purely black
propaganda” the statement
from Vice Mayor Ma. Vicenta Vega-Cabigting which al-
leged that the Local School
Board (LSB) is planning
to remove the monthly allowances of public school
teachers charged to the Special Education Fund (SEF).

DPWH-3 holds orientation on PHL Building Code

BALANGA CITY, BATAAN
- In a bid to provide adequate
knowledge among new building officials and make the public aware of the existing Building Code of the Philippines (RA
1096) and its Implementing
Rules and Regulation (IRR),
the Department of Public
Works and Highways regional
office conducted a re-orientation seminar /workshop on the
said topic.
Held at the Crown Royale
Hotel in this component city,
Governor Abet S. Garcia welcomed the guests led by DPWH
regional director Antonio V.
Molano Jr. and other visitors
who came all the way from Region 2 and various provinces
and agencies in Central Luzon.
In his speech, Director Molano urged the proper implementation of the building code
to ensure the safety of the public by following the design and
construction requirements in
accordance to its specifications.
“Whatever the design of
the infrastructure project is,
it should be properly implemented in accordance to its
specifications and standards,”
pointed out Molano.
Citing the previous strong
typhoons that hit the country
in the past, Molano noted that
times are changing today and
this is why “we need to adopt
and implement a stronger
building code in the country.”

urging lawmakers not to take
“two steps back” on the K+12
program, amidst calls from
various groups to suspend its

“We all need to seriously
consider the impact of any
drastic move to halt the K+12
program as it enters its fifth
year with the Senior High
School as its last mile,” NYC
Chairperson Gio Tingson said
adding that “It would be difficult to establish the gains of
the educational reforms being
done if we will not see through
its completion.”

Enhanced Basic Education Act
of 2013 gave birth to the K+12
program and gave two more
years of basic education in the
country.
The implementation of the
program, however, was met
with criticisms especially in the
construction of new classrooms
and the possible loss of jobs for
teachers in higher education
institutions [HEIs] in the next
5 years.

Month Celebration in July, the
Provincial Health Office (PHO)
launched the “B.E.S.T (Be
fit, Eat a balanced diet, Stop
smoking, and Tame alcohol) in
Bataan - the 100-days Weight
Loss Challenge.
This is a healthy lifestyle campaign making one’s
health and well-being a priority, which also adheres to this
year’s theme “Timbang iwasto
sa tamang nutrisyon at ehersisyo”, according to Gov. Albert
Garcia.
Focused on overweight and
obesity among the general
public, it also aims to encourage Filipinos to take a positive
decision towards consumption
of healthy diets and be physically active to prevent noncommunicable diseases as a
result of being overweight and
obese.
According to Dr. Rosanna
Buccahan, PHO Chief, studies reveal that more and more
Filipinos, especially adults, are
becoming fat. Among adults 20
years old and above, the prevalence of obesity increased from
16.6% in 1993 to 31.1% in 2013.

SBMA commended for

SUBIC BAY FREEPORT
– The Regional Development Council of Region 3
(RDC 3) recently cited the
Subic Bay Metropolitan
Authority (SBMA) for the
financial and investment
strides it had achieved
over the past three years.
In a resolution passed
by the RDC 3 last January,
the council commended
the SBMA for “the financial viability of the authority, improving the collection of customs duties and
other taxes, as well as increasing investment commitments within the Freeport and Special Economic
Zone, and for optimizing
container traffic at Subic
Port”.
According to the same
resolution, “SBMA was able
to restore the financial vi-
ability of the authority by
posting annual net incomes
ranging from PHP 0.8 billion to PHP 1.3 billion from
2012 to 2014, a complete
turnaround from the negative income streams ranging from PHP 0.2 billion
for six consecutive years
starting 2006 to 2011”.
SBMA chairman and
administrator Roberto V.
Garcia recently reported
that SBMA hit new record
highs in its 2014 financial
performance, as it scored a
net income of P1.6 billion
vs. its 2013 income of P1.1
billion for a substantial
increase of 40 per cent.
The RDC 3, which serves
as the counterpart of the
National Economic and
Development
Authority
(NEDA) Board at the subnational level in Region 3,
likewise noted in its resolution that the SBMA’s imple-
mentation of various trade
facilitation measures and
innovations in systems and
procedures had boosted
the collection of customs
duties and other taxes.
Through these actions
by SBMA, “...the collection
of customs duties and other taxes in within SBF-SEZ
increased
dramatically
from Php7.2 billion in 2011
to Php16.8 billion that corresponds to 233 percent
growth”, the RDC 3 said.
The NEDA regional
office likewise cited the
Subic agency for maximizing container port traffic
in the Subic port and for
initiating ”business process improvements and
promotion activities that
boosted investment commitments fromPhp3.6 billion in 2-13 to Php9.7 billion in 2014”.
Due to the renewed
business and manufacturing climate in the Freeport, the RDC 3 said that
the gross revenue share of
affected local government
units correspondingly increased by 40 percent, from
PhP145 milllion in 2011 to
PhP203 million in 2014.
Garcia welcomed the
RDC 3’s commendation
and assurance of full support to SBMA’s development efforts geared toward
making
Central
Luzon a leading regional
transhipment and global
gateway.
“The Agency’s sterling
three-year record performance could be attributed
to good governance, the
implementation of its strategic initiatives, and the
hard work of the Agency’s
management and employees,” Garcia told Headline

CLARK FREEPORT - The Clark International Airport Corp. (CIAC) continues to
offer incentives to local and foreign airlines
to woo them into operating at the Clark International Airport.
CIAC president Emidgio Tanjuatco said
they are giving discounts and incentives
for those who maintain operation at the
Central Luzon hub, aside from meeting airlines monthly.
This, Tanjuatco said, is to convince them
to launch f lights at the CRK and maximize
the capacity of the country’s biggest airport
facility.
According to Tanjuatco, dialogues with
airline operators are ongoing, and that they
give discounts or waive parking and landing fees.
“We also haven’t charged on air boarding bridges,” he said.
This, he said, has caused them to lose
profit, but it’s part of their marketing strategy to make Clark attractive.
CRK’s passenger volume had been
steadily dropping. CRK catered to 1.3 million passengers in 2012, 1.2 million passengers in 2013, and 877,757 passengers in
2014. This is despite the increase in CRK’s
capacity to 4.2 million from 2.5 million following the passenger terminal expansion
program that concluded last May. Construction of the proposed low cost carrier
terminal for CRK would further increase
the airport’s capacity by 8 million in 2017
and ultimately to 80 million in 2032.•

CLARK FREEPORT -- The state-owned
Bases Conversion and Development Authority (BCDA) is in talks with the International
Finance Corporation (IFC), the investment
arm of the World Bank, to assist in developing the plans for the Clark Green City project.
The Clark Green City project, which covers some 9,450 hectares in Tarlac and Pampanga, will be the country’s largest property
development.
Clark Green City aims to be a modern
metropolis with a mix of residential, commercial, agro-industrial, institutional and
information technology developments that
will follow green standards such as green
building codes, low carbon footprint and respect for the ecosystem.
IFC is looking at working with the BCDA
in determining the business case for key
utility services such as power generation,
power distribution, water supply distribution and sewerage services and solid waste
management.
The need for a new metropolis is driven
by a growing population and the rapid urbanization of Metro Manila.
IFC recently worked on the Clark Water
project with the Clark Development Corporation and the Department of Agriculture
and Land Bank of the Philippines for the
Grains Central project.
The IFC has been providing advisory
services on private-public partnership in
the Philippines since 1996, including the
privatization of the Metropolitan Water and
Sewerage System concessions, and has been
active in facilitating private investments in
off-grid generation in Marinduque, Romblon, Tablas, Masbate and Basilan.•

Too early,
too soon
TO our minds, it’s too early
for mudslinging, with the elections still a year away. But it
seems that politics is already
rearing its ugly head, with one
camp alleging black propaganda against the other.
The Office of the Mayor of
Angeles City has described as
“malicious and purely black
propaganda” a statement from
Vice Mayor Ma. Vicenta VegaCabigting which alleged that
the Local School Board (LSB) is
planning to remove the monthly allowances of public school
teachers charged to the Special
Education Fund (SEF).
According to city administrator Dennis Albert Pamintuan,
the LSB has already approved a
P1,000 per month allowance for
each of the 2,400 public school
teachers.
The budget for these allowances is part of the approved
2015 Special Education Fund
(SEF), he added.
We have not heard from the
camp of Vice Mayor Cabigting,
but we’re sure the people of
Angeles City – especially the
teachers – would appreciate to
know what is going on with
this issue.

Battle of social media memes
OCIAL media memes are images, videos or phrases that
are passed electronically from
one internet user to another. The
word meme originally means an element of a culture or system of behavior that is passed from one individual to another by non-genetic
means, for example, by imitation.
In both cases the circulating meme
may cause changes
in the minds of people and affects how
they think and act.
Presently the social media meme is
widely used by local
online activists and
slacktivists through
the more popular
social media platforms such as Facebook, Instagram
and Twitter. While
online activists are

activities of organizing and mobilizing, slacktivists
are confined to their computers,
tablets and smartphones in their
advocacy or propaganda campaign.
Both can reach millions of receivers
depending on the effectiveness of
the memes they cause to circulate
over a long period of time.
Just recently, the video memes
showing the brutality of how some
SAF members were killed in Mamasapamo went viral or posted
and shared by thousands to probably millions of others online.
This resulted to widespread public
outrage that until now the Aquino
administration is trying to pacify.
President Benigno Aquino III has
become a favorite subject of image
memes that turned his published
photos into objects of ridicule
gut feel
and contempt that have breached
boundaries moving into slanderous and libelous levels. While some
posters are bold enough to show
their true identity, the bulk of these
posters are unidentified trolls who
roam the internet in the comfort
of their homes. Whether they have
good and serious intentions or not
they are impacting on a significant
number of the population.

people’s choices.
I have the gut
feeling that, like

once said, social media will
greatly
affect
the results of the
2016
national
elections.
You
will just have to
see the battle of
the social media
memes launched
in favor or against the leading political personalities for 2016 to arrive at the above conclusion. The
only limiting factor would be accessibility of the internet to the poor
but even this is resolved through
the opinion makers reiterating the
social media memes via the regular
mass media.
In addition, even the struggle
for clean and honest elections is
being waged through social media.
So is the struggle for peace. So is
the general war between good and
evil. Still a lot of my friends remain offline and would value their
privacy more than anything else. I
fully understand and respect their
choice but I have the serious gut
feeling that unless the internet
shuts down they are a vanishing
breed.•

their own simply because of the lack of

In the presence of fire officers
and fire marshals of the province,
Governor Pineda vowed to seek the
approval of the Provincial Board for
a budget from the calamity funds of
fire bureau that will ultimately benefit
not only the BFP but the people of the
province.
Aside from the mini-fire trucks,
Governor Pineda has vowed to ask
the provincial board for the provision
of service vehicles for BFP personnel
in Pampanga for use in the inspection
of establishments and structures and
the monitoring and investigation of
fire-related incidents.
It can be noted that one of the
national government agencies that
needs more resources in terms of personnel, mobility, uniforms, gears and
equipment is the BFP. Many of the fire
trucks in Pampanga for example are
cause of busted fire hoses or pumps.
These fire engines are likewise underequipped: lack of ladders and hose
nozzles.
Meanwhile, the Governor urged
barangay officials to organize their
own fire brigade that can act as augmentation forces to responding firemen. She is tapping village officials to
act as support to the BFP in fighting
destructive fires especially during the
dry months when there is a rise in the
number of fire-related incidents.

OANWORDS are patterned after the natural evolution and adaptation of several languages around
the world. Some languages, which apparently lack
the vocabulary to express certain things, are fairly corrected by acquiring new terms, either by coinage or by

/mitla/ and /banaba/, /bulaklak/ and /sampaga/ which
may indicate that at one time,

Ang kahulugan
ng summer
M
ARAHIL marami sa atin ang mayroong iba’tibang kahulugan ng summer, kung bubusisiin ito
ayon sa ating mga karanasan at hindi malilimutang pangyayari sa ating buhay.
Para sa mga estudyante, ang summer ay nangangahulugan na sila muna ay magpapahinga sa kanilang klase
at itatabi muna ang kanilang mga lapis at papel. Ibig sabihin
nito, wala muna sa bokabularyo ng ating mga mag-aaral
ang kasungitan ng mga guro at ang gulo ng mga kaklase sa
loob ng silid-aralan o paaralan.
Sa kabila ng pagkakataon na ipahinga muna ang utak at
katawan ng mga mag-aaral, mayroon naming sinasamantala ang pagkakataon upang makapag-advance schooling
kung saan pumapasok sa tutorial classes ang mga estudyante upang magkaroon na ng kaalaman sa asignaturang pag-aaralan
pagdating ng pasukan. Ito rin ay
bahagi ng kanilang paghahanda
upang lalong malinang ang nalalaman para sa susunod ng lebel ng
pag-aaral.

maligo o magtampisaw man lang sa malamig na tubig, sa
dagat man o sa mga swimming pools.
Ito ay isang paraan din na makapag-relax o makapagunwind sa ibang lugar na may ibang ambience ika nga at
maka-langhap ng sariwang hangin na walang polusyon
gaya ng hangin sa lungsod o kabayanan.
Ang summer ay panahon din ng mga reunions ng mga
pamilya o ng mga magkaka-klase. Ito ay ang pagki-kitakita upang makapag-bonding o upang sariwain ang mga
nakaraan.
Kadalasan, sa pagsimula ng summer season, ay ang
pagsisimula din ng Lenten season ng mga Katoliko. Ito ay
ang panahon ng pagninilay at pagsisi sa mga kasalanan at
pag-gunita sa mga sakripisyo at kamatayan ng Kristo Hesus. Bagama’t ito ay panahon ng taimtim na paggunita sa
pagkakaligtas ng sanlibutan sa kasalanan, marami sa atin
ang mas pinipili ang makapamasyal habang sinasamantala
ang haba ng bakasyon.
Sa tuwing summer din ang pagdama natin at pagtitiis
sa init ng panahon. Matindi ang sikat ng araw na siyang dumadampi sa ating balat. Nararanasan din natin sa ganitong
panahon ang pinakamainit na araw sa buong taon.
Mapapansing sa ganitong mga buwan ng summer ang
construction season na kung saan maraming contractor at
mga inhinyero ang nagtatayo ng bahay, gusali at mga iba
pang mga istraktura.
Samantala, hindi lilipas ang panahon ng summer kung
hindi natin maipagdidiwang ang maraming mga piyesta sa
mga barangay at bayan-bayan. Sa tuwing buwan ng Mayo,
marami sa ating mga patron kung saan ipinangalan ang
mga lugar ang nagdiriwang ng kanilang kapistahan.
Ang pagdiriwang na mga kapistahan ay sadyang naging
likas na sa ating mga Pilipino na hango sa impluwensiya ng
mga Kastila noong sila ay nanakop sa ating bansa.

also noted that there were 33,608
classrooms completed last year.
Despite some glitches in the
program’s implementation, NYC
maintains that DepEd and various stakeholders will be able to address the problem.
“If the Department [of Education] can assure us that the loss of
jobs for HEI faculty can be avoided,
we should put our trust in the program,” said Tingson. DepEd, for
its part, assures that it will be hiring 30,000 teachers in 2016 alone.
NYC also urges teachers and
faculty unions to take legal remedies in case higher education institutions implement lay-offs due

Limay seaborne patrol nets 33 illegal fishermen

LIMAY, BATAAN – Operatives of this municipality’s
Bantay Dagat (seaborne patrol)
on Monday morning conducted their operation against illegal fishing along the maritime
waters of this industrial town.
The operation resulted to the
arrest of 33 illegal fishermen
mostly from Navotas City and
Cavite province reportedly using trawls and fine mesh net.
Limay PNP reported they
confiscated 21 coolers of various fish from F/B Bakery,
three coolers of fish from F/B
Prince Alec, three coolers of
squid from F/B Amaya and
three pails of assorted fish
from F/B Christian Ron.
The fishermen, who reportedly lacked pertinent permits
and licenses, were apprehended for violations of Section 86
of Republic Act 8550 or the
Philippine Fisheries Code of
2998 – the law that prohibits
the use of trawl 15 kilometers
from coastline of the town.

SUBIC BAY FREEPORT — Tourism attractions in the Subic Bay
Freeport Zone and the province of
Zambales emerged as the bestsellers
in Central Luzon last year, generating more than a third of the region’s
overall arrival figure of 3.1 million
from January to December 2014.
Regional Director Ronaldo Tiotuico of the Department of Tourism–Region III (DoT-R3) said that

submitted by accommodation establishments in the region, Subic
Bay Freeport and Zambales occupied the first slot among the provinces and cities in the region with
1.2 million arrivals.

ORANI, BATAAN – Residents and local officials in this first-class municipality on Monday
conducted a public hearing in relation to an unfinished bridge being constructed by the Department
of Public Works and Highways near the municipal
plaza comprising three barangays (villages).
The forum sponsored by the local government
of Orani was attended by different sectors like the
village chiefs, transport sector, the academe, businessmen, commuters, representatives from the
DPWH First Engineering District and the office of
the provincial governor.

due to the revisions of new designs and piles and
was approved by the DPWH Regional Office in the
City of San Fernando, Pampanga.
Last year, the contractor of the P23-million
bridge asked for a redesign of the infrastructure
after the piles to be used as foundation reportedly
hit an old hard lumber underground, affecting the
whole structure. Last week an additional budget
of P9 million was allotted by the national government.
“The approval of designs, bidding process and
other technical documentations took months. We
want to ensure public safety here and we hope the
public will understand our situation,” Engr. Baluyot added.
