MEDIUM – MARUTI EECO 5-SEATER, NON-AC, BS-IV VANS, (TO BE PURCHASED BY AIC AND HEADQUARTERED AT DESIGNATED REGIONAL OFFICES (SHIFTABLE) – INITIALLY 4 VANS UNDER 4 ROs. COVERAGE – APPROXIMATELY 1400 KM PER OPERATIONAL MONTH AND 100-120 VILLAGES PER OPERATIONAL MONTH (AS PER ADVICE OF DESIGNATED REGIONAL OFFICE OR HO PUBLICITY DEPARTMENT FROM TIME TO TIME) --------------------------------------------------------------------------------1. INTRODUCTION Agriculture Insurance Company of India Limited (AIC) was formed under the aegies of the Government of India consequent to the announcement by the then Hon'ble Union Finance Minister in his General Budget Speech FY 2002-03 that – “……to sub-serve the needs of farmers better and to move towards a sustainable actuarial regime, it was proposed to set up a new Corporation for Agriculture Insurance". AIC has been promoted by 6 Public Sector Financial Institution viz. General Insurance Corporation, New India Assurance Company, Oriental Insurance Company, National Insurance Company, United India Insurance Company and NABARD as a specialty Crop Insurance provider to the Indian farming community. The Company is under administrative control of Ministry of Finance, Govt. of India and also under operational supervision of Ministry of Agriculture, Govt. of India. AIC was incorporated on 20th December, 2002 with an authorized Share Capital of INR 1500 crore and a Paid-up Capital of INR 200 crore. AIC commenced business operations from 1st April, 2003, by taking over crop insurance operations from its major Promoter, General Insurance Corporation of India. Further on, AIC has developed its own products tailored to specific crop insurance needs. Currently, AIC covers around 2.4 crore farmers under its various crop insurance schemes, making it one of the largest Crop Insurance Companies in the world. Of these, more than 86% belong to the small & marginal category, i.e those who own 2 hectares or less land. The major challenge is to reach the remotest farmer in the country and service him at an affordable cost. Page 1 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LTD. Regd. Apart from this there are 17 Regional Offices (ROs) across the country. For more details about AIC’s business and offices, the Company website (www.aicofindia.com) can be referred to. AIC’s product line comprises of 2 broad baskets: 1.1 Government sponsored crop insurance schemes under the National Crop Insurance Program (NCIP), consisting of Modified National Agricultural Insurance Scheme (MNAIS), Weather Based Crop Insurance Scheme (WBCIS) and Coconut Palm Insurance Scheme (CPIS). These constitute over 90% of our total business, but are subject to intense competition. 1.2 The Company’s own crop insurance products [developed and marketed by AIC], which are at present a small part of our business portfolio and require widespread Publicity to market them: Weather Index Based Insurance: Traditional Crop Insurance: 1 Apple Insurance 1 Bio-fuel Tree/Plant Insurance 2 Coffee Rainfall Insurance 2 Cardamom Plant & Yield Insurance 3 Generic Weather Insurance (Rabi) 3 Potato Insurance 4 Grape Insurance 4 Pulp Wood Tree Insurance 5 Mango Insurance 5 Rubber Plantation Insurance 6 Varsha Bima 7 Jute Insurance Over the last decade, the business scenario has changed drastically from near-monopolistic to highly competitive, thereby enhancing manifold the criticality of the Awareness and Publicity activities. To spread awareness and education about Crop Insurance, its various schemes, and about AIC and its activities, and thus to remain ahead of the competition, AIC has embarked upon a Van Publicity Project, titled सफर-ए-सरु क्षा (“A JOURNEY TO SECURITY”). 2. SCOPE OF WORK FOR THE VPA UNDER THE PILOT PROJECT The broad Scope of Work for the VAN PUBLICITY AGENCY (VPA) would be (inclusive but not exhaustive): 2.1 2.2 2.3 ADMINISTRATION – Planning the route(s) in sequence, day-wise time table for Van movement, specific product campaigns etc. VAN FITMENT & ACCESSORIES – Audio Equipment, Van Camera, GPS, etc. INSURANCE – Comprehensive Insurance for all elements of Project implementation including installations and personnel during the Pilot phase (Van will be insured by AIC). It shall be the sole responsibility of the VPA to take such safeguards at their end in respect of the good custody of installations and safety of personnel. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा 2.4 2.5 2.6 2.7 2.8 2.9 “A JOURNEY TO SECURITY” MAINTENANCE – Entire maintenance of Van, GPS, Audio equipment etc. It shall be the sole responsibility of the VPA to return the Van with all the installations in good condition at the end of the engagement. BRANDING – Creating design and layout of Van Branding in line with the region to be covered, season etc.; Printing and designing distributable; in consultation with AIC. DRIVER & KBP – Engagement, training (with help from AIC designated RO) and remuneration of Driver & Krishi Bima Pracharak (KBP); both are to be provided a mobile phone with a camera of at least 5 megapixel by VPA. KBPs must be at least graduate and Regional language & Hindi speaking, and engaged with approval of AIC Regional Office. PERMISSIONS & CERTIFICATES – Arranging for necessary permissions from the appropriate Authorities for plying of Van and parking it at the places required; necessary Certificates from Authorities to run the Van, Pollution Certificate from the concerned authorities, etc. MONITORING, SUPERVISION AND CONTROL – of Driver, Krishi Bima Pracharak (KBP), Van movement etc., GPS & audio equipment monitoring etc. Tracking the movement of Vans shall be done through various means, as detailed hereafter. REPORTS, DOCS, PICTURES, CERTIFICATIONS – submission and analysis of standard and regular Reports on activity and status on weekly basis to designated RO and HO through email; major Reports as asked for by AIC to be submitted in soft copy or signed hard copy to a reasonable extent. Other documents, photos, certifications etc. as asked for by AIC. The Scope of Work encompasses the full responsibility (inclusive but not exhaustive) of the VPA if and as desired by the Company. However, it does not restrict the Company from seeking those or any other services from any other individual or organization, or from supervising the VPA in any manner desired by the Company. The activities of the VPA will be monitored and supervised by the Company or its representatives and would be the basis of satisfaction and payment. 3. PROJECT PARAMETERS–The Contract will be for conducting the Van Publicity Project on a “Per Van – Per Operational Month” basis across all India. The initial internal proposition is to implement for 6 months in 4 to 5 States under 4 Regional Offices of the Company, indicatively Patna (Bihar), Bangalore (Karnataka), Kolkata (West Bengal) and Bhubaneshwar (Odisha). However: a) The contract shall be applicable/modifiable/extendable by the HO Publicity Dept. across geographies and timelines, at the Tendered approved rates and terms. b) The actual ROs and States to be covered initially shall be informed at the time of award. 3.1 DURATION – The Project will be on “Per Van – Per Operational Month” basis considering the time taken for Tender processing and award of Contract, the Project is expected to start from May 2015. 3.2 VAN - Mobile Van, Maruti EECO 5-Seater, non-AC, BS-IV, shall be purchased by AIC. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा 3.3 “A JOURNEY TO SECURITY” ACCESSORIES - GPS, Van Camera, Audio Equipment and other accessories are to be purchased and fitted by VPA at their own cost (Sl. 1 of Tender Financial Bid, Annexure3). These equipment and accessories shall be entirely the property of AIC. VPA shall not have any right over these. 3.3.1 GPS: GPS device with 8 Sensors (detailed in 4.4) installed inside the Van. The broad features of the GPS device would be: a) b) c) d) e) f) g) h) i) j) Network GPS Sensitivity Accuracy Position Accuracy Velocity Accuracy Time Accuracy Battery Output/input Tracking Communication Memory - GSM/GPRS/GPS 161 dBm 5 meters, 2DRMS 0.1m/s 1 us synchronized to GPS time Min.10 hrs or more in active mode Digital and Analog Tracking via SMS or GPRS Two way communication Device is to have own flash memory to store 15000 positional/waypoint GPS reports on various aspects to be submitted periodically by VPA to AIC in an automated manner, as detailed below. a) Vehicle status – current information, vehicle ID, location, time and speed of the vehicle. b) Distance travelled Report, including Trip summary, Idle-time and Vehicle stoppage summary. 3.3.2 Auto-click Camera installed inside the Van to automatically take pictures at an interval of every 10 minutes while running. 3.3.3 Audio Equipment: Loud speaker, mike, and related items of superior quality and standard known brand. 3.4 DISTRIBUTABLES – 3.4.1 Leaflets: Designing by VPA or AIC; Printing to be done by AIC. 3.4.2 Sun Board with Self Adhesive Vinyl of premium brand; Designing and printing of size 37 cm X 44 cm, 3 nos. per village by VPA. 3.4.3 Golf Caps with AIC Branding to be designed and printed by VPA - @ 15 nos. per village. 3.5 RUN – The Van would be running continuously for approx. 24 days per month, and thereafter return to the base for rest and maintenance till the end of the month (approx. 6 days); Covering a distance of at least 1400 KM per operational month, @ approx. 5 villages per day, i.e. around 100-120 villages per operational month. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा “A JOURNEY TO SECURITY” vary a little due to terrain, climate, etc. Other procedures being completed, it would be administratively convenient to run the Vans, Calendar Month-wise, being equal to an Operational Month. 4. MONITORING & CONTROL - 4.1 Milometer - The Milometer is the mechanical log of the kilometers traveled, and shall be recorded in the manual Track Register. 4.2 Track Register – The manual Track Register shall be in the following format (every page a fresh date): DATE: Sl. Moreover, these mobiles will facilitate the AIC official to speak to the village Head Man and ascertain the level of awareness imparted by the KBP. With the help of the phone-camera, every Van-stop would logged digitally by at least 2 photos: 1 photo to show the Sun Board put up, with site-evidence, & 1 photo to show gathering with Van, KBP, Driver, site-board/hoarding etc. 4.4 Global Positioning System (GPS) - GPS is a space-based satellite navigation system that provides location and time information in all weather conditions. We can track the live Van movement. Past Van movement details can also be traced. Further we can use the following additional fitments of GPS: 4.4.1 Seat Sensors: 4 nos., on KBP seat and 3 passenger seats (to track that Van is not used for carrying passengers etc.) Page 5 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LTD. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा 4.4.2 “A JOURNEY TO SECURITY” Door sensors: 4 nos., to check the number of times Van doors have been opened. 4.5 Auto-click Van Camera - installed inside the Van to automatically take pictures at an interval of every 10 minutes while running. 4.6 Miscellaneous - Apart from the above mandated controls, there may be some more scenarios requiring monitoring and supervision. While it is the sole responsibility of the VPA, some indicative scenarios and suggested control measures are given below: 4.6.1 4.6.2 4.6.3 4.6.4 Fuel Pilferage: Fuel card can be issued by the VPA to driver for filling fuel at Petrol pumps. Forged signatures in the Track Register: Can be cross verified by randomly calling signatories from the Track Register Van stolen: Insurance; GPS Tracker Arson etc.: Insurance 5. TENDER PROCESS FOR ENGAGEMENT OF VAN PUBLICITY AGENCY (VPA) 5.1 Engagement of VPA shall be done through a Tendering process, following the “Combined Quality-cum-Cost Based System” (CQCCBS), involving two stages of evaluation, viz. Technical and Financial. 5.2 Interested Agencies satisfying the Eligibility Criteria as set out in following section may apply. 5.3 Bids must be submitted in a sealed super-cover marked “AIC-VPA-2015”, which will contain the following: 5.3.1. 5.3.2. 5.3.3. 5.3.4. 5.3.5. Application Form – as per Annexure – 1 with all supporting/evidential documents, etc. Signed copy of the entire Tender document, by the Authorized Signatory of the Agency mentioning his/her Name, Designation, Address and Contact Number, with rubber stamp and date, signifying the acceptance of the terms of tender by the Bidder. Technical Bid – in a sealed cover marked “AIC-VPA-2015-TECH”, containing Annexure – 2 with all supporting/evidential documents, etc. Financial Bid – in a sealed cover marked “AIC-VPA-2015-FIN”, containing Annexure - 3, duly signed and sealed by the Authorised representative of the VPA. Demand Draft for Rs. 1,000/- favouring “Agriculture Insurance Company of India Limited” in an open cover, being one-time non-refundable Tender Fee. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा 5.4 “A JOURNEY TO SECURITY” The Tender shall be duly signed by the Authorized Signatory of the VPA mentioning his/her Name, Designation, Address and Contact Number, with rubber stamp and date. 5.5 The Tender shall be addressed to Chief Manager, Publicity Department, Agriculture Insurance Company of India Ltd, at the Registered & Head Office, “Ambadeep”, 13th Floor, 14, Kasturba Gandhi Marg, New Delhi – 110001. 5.6 The Tender must reach him LATEST by 13:00 hours on 15.04.2015 AIC SHALL NOT BE LIABLE for Tenders lost in transit or submitted late. 6. ELIGIBILITY CRITERIA FOR VPA The Agency must qualify the following necessary Eligibility Criteria and furnish documentary evidence of the same. Agencies not meeting the necessary Eligibility Criteria shall not be considered for further evaluation. 6.1 The Agency should have at least 4 years’ experience of conducting Van Publicity, out of which at least 2 years in rural areas. 6.2 The Agency should have experience of working with at least 1 Government Department/ PSU, or similar type of organizations. 6.3 The Agency applying for engagement should not have been blacklisted by any organization. 6.4 Turnover of the Agency for FY 2013-14 should be at least INR 3 crore. The Agency needs to submit the necessary evidential Certificates/ Statements/supporting documents, e.g. Work Orders from clients etc. In the event of not submitting any evidential Certificate/ Statement/supporting document to the satisfaction of AIC, the application is liable to be rejected. 6.5 Even though the Agency meets the Eligibility criteria, they may still be disqualified if: 6.5.1 They have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements. 6.5.2 Any record of their poor performance such as abandoning a project, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures are found at any stage. 6.5.3 If any such information which would have entitled AIC to reject or disqualify the Bidder, becomes known after the bidder has been found to be Eligible, AIC reserves the right to cancel the Eligibility of the bidder at any later stage, without assigning any reason thereof. 6.5.4 Bidders who canvas or attempt to influence the pre/post – Eligibility or selection process shall necessarily and immediately be disqualified from the process. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा “A JOURNEY TO SECURITY” AIC reserves the right to reject any Tender unilaterally without assigning any reason and no query shall be entertained in this regard. 7. BID EVALUATION The Bid Evaluation Process would consider whether the VPA has requisite infrastructure, manpower, expertise and experience to address AIC’s requirements and objectives. The Evaluation Process will gauge the extent of thought process that has gone behind the preparation of the Tender response, the degree of clarity, understanding of AIC’s stated objectives and the level of commitment exhibited by the VPAs. AIC, at its sole discretion, may waive any minor insufficiency, non-conformity or irregularity in the response to Tender that does not constitute a significant material deviation provided such waiver does not prejudice or affect the relative ranking of any VPA. 7.1 Eligibility Evaluation – Upon opening of Technical Bid, firstly, the Eligibility Criteria of all the VPAs will be examined by AIC to determine whether: 7.1.1 The Eligibility criteria are materially and sufficiently met, 7.1.2 The documents submitted are evidential and sufficient, 7.1.3 The documents have been signed by the Authorised Signatory, 7.1.4 The response to Tender is generally in order. Only those VPAs who are found eligible by AIC as per above would be considered for further Technical Evaluation. 7.2 Technical Evaluation – For VPAs satisfying the base-line Eligibility Criteria, the Technical parameters will be evaluated by the Insurance Awareness Committee at AIC HO and Technical Score will be given. Technical Evaluation shall be done by AIC on the Technical Bid on the basis of documents/information/specimens furnished. After preliminary scrutiny and evaluation, a physical visit of the initially shortlisted VPAs may be undertaken if felt necessary. AIC shall have the right to inspect the premises of the Bidders in context of the Bid and its execution, on any working day/time that it desires, without giving prior Notice. Finally, the Technically Top-3 VPAs shall be shortlisted and announced on AIC’s website (www.aicofindia.com). Only in respect of these technically shortlisted Top-3 VPAs, the Financial Bids shall be opened. It is being made clear that such evaluation is necessarily subjective to a degree and based on perceptions and individual tastes/preferences. The final Technical selection of the Top-3 VPAs shall be at the sole discretion of the AIC and shall not be open to question. Page 8 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LTD. Regd. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा “A JOURNEY TO SECURITY” 7.3 Financial Evaluation – The Financial Bids of the technically qualified Top-3 VPAs (as announced on the Co. website) shall be opened at AIC HO on the date and time prescribed. Representatives of these VPAs may attend. 7.4 Combined Score – After the opening of the Financial Bid, the Combined Technical and Financial Score of each VPA shall be calculated and the respective Combined Ranks ONLY shall be announced on the Co.’s website. For the Combined Score, the total Technical Score shall be allotted a weightage of 60, and the Financial Score shall be allotted a weightage of 40, and the two Scores shall be added to determine the Highest Combined Score. 7.5 Illustration of Combined Score – It is assumed that in response to the Tender, Agencies A, B & C have submitted Bids. For Technical Bid, assuming all of them have been found eligible, the Insurance Awareness Committee awards 45, 50 & 55 marks (out of a total of 60 marks as per Annexure 2) to A, B and C respectively. Thereafter, the Financial Bids are opened. The quotes for A, B and C are found to be: Rs.120, Rs. 100 and Rs. 110 respectively. Using the formula LQA/QA, where LQA stands for Lowest Quoted Amount of the Financial Bid and QA stands for actual Quoted Amount of each Agency, the following Financial Scores are achieved (out of a total weightage of 40 marks): Financial Score of A: 100/120 x 40 = 33.33 Financial Score of B: 100/100 x 40 = 40.00 Financial Score of C: 100/110 x 40 = 36.36 Finally, the Combined Score would be: A: 45 + 33.33 = 78.33 points >> B: 50 + 40.00 = 90.00 points >> C: 55 + 36.36 = 91.36 points >> H3 rank H2 rank H1 rank Agency C, at Rs.110 per month will be declared as H1. The Topmost (H-1) Bidder in terms of Combined Score after Technical and Financial evaluation shall be declared the “Successful (H-1) Bidder” and would be awarded the Contract subject to their furnishing the Security Deposit (as below) within 7 working days from the date of declaration. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा “A JOURNEY TO SECURITY” SECURITY DEPOSIT of Rs. 3,00,000/- per Van is to be submitted by “Successful (H-1) Bidder” only by Performance Bank Guarantee (PBG) in favour of “Agriculture Insurance Company of India Limited” as a pre-condition before the Contract, initially for a period of 6 months from the start of the 1st Van, renewable till the termination of the Contract. This PBG shall be returnable to the Awardee Firm upon termination of the Contract, subject to final settlement of accounts to the satisfaction of AIC. However, AIC shall have the sole discretion and authority to deduct or forfeit part or full amount of the PBG in case of any deficiency in the execution of the assignment in the opinion of AIC. All the Scores (Technical & Financial) or the part-scores thereof, of any Bidder shall be entirely internal and confidential to AIC; and AIC shall not be liable to disclose them to anyone under any circumstance. 8. TERMS & CONDITIONS FOR VPA 8.1 VAN RELATED: 8.1.1 The VPA shall have the sole and full responsibility of safe custody of the Van including its installations and to keep the Van in the best operational condition at all times. 8.1.2 Van will travel to locations as per the AIC’s decision. 8.2 DRIVER & KBP RELATED: 8.2.1 AIC will have the right to request for change of Driver/KBP in the event of their inefficiency/misbehavior/rash driving/misconduct etc. 8.2.2 The Driver/KBP should be available exclusively at any time of the day. 8.2.3 The Police verification for the Driver and KBP is to be provided. 8.2.4 The VPA will make its own arrangements to take care of Driver/KBP, including their safety and security at all times, one of the necessary measures being comprehensive insurance for them. 8.3 PAYMENT RELATED: 8.3.1 The payment to the VPA shall be made after the end of each operational month, subject to the completion of the activities to the satisfaction of HO Publicity Department, and submission of all Reports, Documents, Pictures, and Certifications etc. to the designated RM /HO Publicity Department in time for processing. No advance shall be paid. 8.3.2 In case of non-operation of the vehicle for a day or part thereof, the proportionate (to the no. of working days for that particular month) charge for the entire day shall be deducted from their monthly payables. 8.4 CONTRACT RELATED: 8.4.1 The Successful Bidder shall execute the required agreements/deed including leave and license agreement for plying the vehicle with AIC in the format provided by AIC. Office: 13th Floor, “Ambadeep”, 14, Kasturba Gandhi Marg, New Delhi – 110001 सफर-ए-सरु क्षा 8.4.2 8.4.3 8.5 “A JOURNEY TO SECURITY” AIC can terminate the Contract by issuing 15 days’ notice without assigning any reason. In case of any doubt with regard to the Tender process, the decision of AIC shall be final and binding. INDEMNITY: 8.5.1 VPA will indemnify AIC for any claims/damages arising in the course of usage of vehicle like thefts, accidents, damages to life and property of third party etc. 8.5.2 VPA is to also ensure the compliance of laws including labour laws as applicable and the VPA will indemnify AIC for any liability arising out of such violation / breach of any provision of laws. 8.5.3 Van shall be used for the purposes mentioned in the tender only.
