Approval of the minutes of the regular meeting held March 3, 2015. REGULAR MEETING OF THE COMMON COUNCIL – MARCH 17, 2015 – 7:00 P.M. Motion that the Common Council approve the Pi Delta Chi Sorority proposal to plant a Breast Cancer Awareness Memorial Garden adjacent to the Applebaugh Garden in Wilber Park, as recommended by the Parks and Recreation Commission. Finance/Administration/Human Resources Committee: 3. Motion that the Common Council establish a biennial fee of $25.00 for a permit to keep chickens. 4. Motion that the Common Council approve the Purchasing Agent’s recommendation that the proposal to lease City-owned Property for Billboard Advertising submitted by Park Outdoor Advertising of NY Inc. be accepted and that the Mayor be authorized to execute an agreement, subject to review by the City Attorney prior to execution, with Park Outdoor Advertising of NY Inc. based on their proposal dated February 19, 2015. 5. Motion that the Common Council approve the following [This was laid on the table on March 2, 2015.]: AN ORDINANCE AMENDING CHAPTER 17 ENTITLED "ENVIRONMENTAL BOARD" OF THE ONEONTA MUNICIPAL CODE BE IT ORDAINED by the Common Council for the City of Oneonta as follows: Section 1. Chapter 17 of the City of Oneonta Municipal Code entitled “Environmental Board" is hereby amended by the replacement of the provisions of § 17-5 entitled “Powers and Duties”. Section 2. § 17-5 of the Code is hereby amended to read as follows: Chapter 17: ENVIRONMENTAL BOARD § 17-5 Powers and duties. The powers and duties of the Board shall be to: A. Advise the Common Council on matters affecting the preservation, development and use of the natural and built features of the city, insofar as they have a bearing on environmental quality. Raise public awareness concerning the importance of a healthy environment, collect and disseminate public comment on environmental issues and encourage public support of environmentally sound policies and actions. C. Improve the coordination and effectiveness of programs undertaken by the public and private agencies to preserve and enhance the environment. D. Evaluate activities, projects and operations that may affect the environment to determine where major threats to environmental quality exist and recommend, when appropriate, policies and remedial actions. E. Advocate for a responsible balance between sustainable economic growth and prudent environmental stewardship by maintaining a dialog with appropriate City Commissions/Boards. F. Carry out such other duties as may be assigned from time to time by the Common Council. Section 3. This act shall take effect immediately and in accordance with law. 6. Motion that the Common Council permanently appoint Lindsey Doxtader to the position of Police Officer in the Police Department. The base salary will be $37,000. Effective March 30, 2015. This appointment is subject to the satisfactory completion of the Civil Service requirements. 7. Motion that the Common Council permanently appoint Amber Bailey to the position of Police Officer in the Police Department. The base salary will be $37,000. Effective March 30, 2015. This appointment is subject to the satisfactory completion of the Civil Service requirements. 8. Motion that the Common Council permanently appoint Bruce Mazzone to the position of Civilian Dispatcher in the Police Department. The base salary will be $28,292. Effective March 23, 2015. This appointment is subject to the satisfactory completion of the Civil Service requirements. 9. Motion that the Common Council amend the Wilber Park Bathhouse Renovation Project budget as follows, and to authorize the necessary general fund budget amendments to appropriate an additional $50,000 of fund balance to be transferred to this project: Appropriation account: H14.7180.2 Hillman Contract $494,980 REGULAR MEETING OF THE COMMON COUNCIL – MARCH 17, 2015 – 7:00 P.M. Motion that the Common Council authorize the Mayor to execute a contract for bus service with the Student Association of the State University College at Oneonta for the academic periods August 2014 through May 2015, and August 2015 through May 2016, at the rates of $.65 for day routes, $.65 for night routes, and $.30 for all other routes, per student rider, not to exceed $232,500 for the 2014-2015 academic period, and not to exceed $264,000 for the 2015-2016 academic period. This agreement is subject to prior execution by the Student Association, and review by the City Attorney. 11. Motion that the Common Council approves the budget transfers and amendments totaling $65,835, as presented in the Budget Adjustment Report. 12. Motion that the Common Council approves the warrants totaling $(to be announced), and that the same be placed on the Director of Finance’s desk for payment, as presented. Motion that the Common Council Motion authorizes the following additions to §282-15 “Weight limits” and authorizes the Department of Public Service to install the appropriate signs: 1.
