Position Description Title Turf Officer Directorate Environment and Infrastructure Department Parks and Gardens Location Freeway Golf Course Classification Band 3 Position code CWPGSPSPCUR Position purpose Working as part of a team engaged on Parks and Gardens operations this position is responsible for carrying out appropriate turf management practices associated with the management, preparation and maintenance of Council’s turf assets. These areas include turf wickets, all sports grounds and Freeway golf course. Effective date: May 2015 Review date: May 2016 It is acknowledged that multi-skilling and job rotation within the respective team will assist employees to develop new skills, maintain and/or improve existing skills and increase the capacity of employees to perform a wider range of responsibilities. Job rotation within the respective teams will be required in order that all available resources can be applied efficiently and effectively to meet operational requirements. Reporting relationships Reports to: Turf Operations Coordinator Supervised by: Team leaders Golf Course and Sports Grounds Internal liaisons: Manager Parks and Gardens Sports Liaison Officer Other Council Staff External liaisons: Residents, sports clubs, members of the public, schools, contractors, community groups and suppliers. Assessment criteria The incumbent will be assessed against the following items: Council Plan Business Plan Boroondara Values Statements Performance Review and Enhancement Program (PREP) Risk Management Effective date: May 2015 Review date: May 2016 Duties and responsibilities Carry out skilled turf and horticultural maintenance and development tasks Plan and carry out maintenance routines for turf areas Ensure all maintenance works are carried out within agreed timelines Operate a range of turf and horticultural maintenance equipment Carry out a range of turf and horticultural maintenance tasks as part of a team Carry out minor maintenance procedures and repairs in order to make areas safe Undertake irrigation maintenance as directed by the supervisor Identify and proactively resolve maintenance requirements To be customer responsive, courteous and committed to finding solutions to internal works requests Ensure all OHS/Risk Management requirements are being met Monitor public safety and OHS/Risk Management requirements of sites under maintenance schedule Propose renovation/redevelopment solutions for sites Maintain plant and equipment Undertake other duties as and when directed by the Turf Operations Coordinator Document management Document management is a shared responsibility between staff, managers, corporate information and system administrators. ECM is the corporate document management system. The Council Service Charter requires a final or interim response to incoming correspondence be provided within 10 working days. If an interim response is provided, it will detail when a full response will be provided. All staff are responsible for making and keeping complete full and accurate records in the Corporate System ECM that adequately document Council business activities and support any decisions made. This further extends to making information available to other staff through ECM improving the overall service provided by Council. Effective date: May 2015 Review date: May 2016 Risk management Follow established safe working practices, procedures and instructions Take reasonable care for their own OHS and that of their colleagues Seek assistance when unsure of practices and procedures to perform a task Report all incidents, accidents, injuries, near misses and potential risks as soon as practicable to their supervisor Actively participate and contribute to audits, team meetings and training Accountability and extent of authority Accountable to the Team Leaders and Turf Operations Coordinator for ensuring that all works are carried out to required standards and timelines Accountable for the quality and quantity of own work Accountable for maintaining a safe workplace free of risk/hazards Accountable for time management and work productivity when not directly supervised Judgment and decision making Assess work requirements and decide appropriate prioritization and method of carrying out work efficiently Ensure all judgment and decision making follows councils procedures and policies. Sound mechanical skills Knowledge on the upkeep and maintenance of irrigation systems A good knowledge of OH&S requirements relating to Parks and Gardens operations and working in public open space Management skills Able to work unsupervised Good time management skills Ability to prioritize and plan workload Ability to implement work practices that comply with all relevant Codes of Practice and Risk Management Strategies Self managed and motivated Interpersonal skills Ability to competently, tactfully and courteously communications personally and on the telephone Ability to work independently and also as part of a team manage verbal Qualifications and experience Trade Certificate in Horticulture or Turf management Driver’s license for a car or truck Demonstrated practical experience in turf management Effective date: May 2015 Review date: May 2016 Core physical requirements The core physical job demands of this position that maybe reasonably expected within OH&S guidelines, include but are not limited to: Capacity to, on occasion, lift items unspecified in weight within individual limits Capacity to work in an outdoor environment for varying periods of time Capacity to stand/walk for periods up to 3 hours Capacity to sit/drive, operate plant & equipment for periods up to 3hours Capacity to walk/ negotiate uneven and sloping ground Capacity to drive a motor vehicle Selection criteria Trade Certificate in Horticulture or Turf management Driver’s license for a car or truck Demonstrated practical experience in turf management Good turf maintenance knowledge, abilities and experience with the preparation of high quality turf areas. Sound mechanical skills A good knowledge of OH&S requirements relating to Parks and Gardens operations and working in public open space Ability to competently, tactfully and courteously manage verbal communications personally and on the telephone Self managed and motivated Own transport that can be used between sports grounds during the cricket season when required.
