The government is reviewing the Customs and Excise
Act because the legislation can no longer efficiently
respond to changes in technology, business practices
and government policy.
The proposals for change set out in Customs’ discussion
paper include information sharing with government
agencies, improving the excise system, Customs’ powers
and sanctions, and GST compliance obligations. It is
anticipated that the final policy recommendations will
go some way to reducing the compliance burden for
business.
Customs Group Manager Policy, Michael Papesch, will
outline the major proposals for change in the discussion
paper and share feedback to date. This will be followed
by a panel question and answer session.

Ms Jerard is an Associate Research Fellow and
Manager at the International Centre for Political
Violence and Terrorism Research (ICPVTR) at
Nanyang Technological University in Singapore.
The Centre is one of the largest counter terrorism
research and training centres in the world. She
has conducted field research in several threat
zones including Afghanistan, Iraq, Libya, Yemen
and Southern Thailand.
Her research includes interviewing leaders and
members of threat groups including politicoreligious and ethno-nationalist groups, often
carrying out interviews in prisons.
Scott McCorquodale – Cargo Community Network
Scott commenced his career in air cargo in the late 1980’s. In late 2003, Scott
formed a company to take on the Australia & New Zealand operations for
the Singapore based Cargo Community Network (CCN). CCN is a Cargo
Community System (CCS) that provides a variety of technology services and
solutions to support the air cargo industry, spanning all continents.
Lorraine Creasy – Comvita
Lorraine joined Comvita 18 months ago in a newly created position as
Global Logistics Manager. She is responsible for overseeing all freight
and warehousing within New Zealand and off shore. Lorraine manages an
integrated supply chain to ensure products are transported and stored
efficiently while meeting Comvita’s premium product quality requirements.
She provides support for logistics and warehousing nationally and is involved
in change management, business continuity, safety, quality and embedding
business process across all facets of logistics.
Liz Walker – Comvita
As Group Quality and Compliance Manager, Liz has been with Comvita for
almost three years. She is responsible for providing overall leadership and
support to Comvita’s quality and compliance functions to ensure the company
complies with global regulations. She liaises with key stakeholders to satisfy
compliance requirements and manages Supply Chain product risk strategies
to achieve and maintain compliant products. Liz is also responsible for the
overall design and implementation of compliance based strategies.
Paul Harper – Netlogix
Paul is currently the Executive Dean of the Faculty of Maritime & Logistics
at MIT as well as a company director, with a background in the shipping and
logistics sector who originally trained as a marine engineer. He is currently
the Chairman of Netlogix Ltd, a freight management company; and other
directorships include Nexus Logistics Ltd, a JV between Ports of Auckland
and Netlogix; He recently completed a nine year stint as a Director of
Port of Napier Ltd.
Michael Papesch – New Zealand Customs Service, Policy
Michael is the Group Manager Policy in the New Zealand Customs Service,
a position he had held since September 2013. Michael has worked in
New Zealand Government policy roles since 1983. Before joining the
Customs Service, Michael held senior policy roles in the Ministry of Business
Innovation and Employment, the Department of Labour, the Ministry of Social
Development, the Department of Building and Housing and over 22 years in
the New Zealand Treasury, holding a range of positions covering almost all of
the New Zealand Treasury’s work.
Andrew Hudson – Gadens (Lawyers)
Andrew is a Partner in the Corporate Advisory & Tax team at Gadens in
Melbourne, specialising in International Trade & Customs. He has provided
legal services to all parties involved with industry, including importers,
exporters, customs brokers, freight forwarders, shipper and trade financiers.
Paul Smith – Ernst & Young (Auckland)
Paul is a prominent adviser on New Zealand Customs and GST matters,
with over 20 years experience advising clients in Australia, Europe and
New Zealand. Paul joined EY in New Zealand in 1998. Prior to this he held
positions at HM Customs & Excise, KPMG in London and was recruited
by the Virgin group to advise a dynamic range of companies on Customs
and VAT related issues. Paul is part of EY’s global network of Global Trade
professionals that help companies comply with import and export regulations
and manage Customs tariffs.
Shane Bayley – Ministry of Civil Defence
& Emergency Management
Shane has been involved in civil defence emergency management at local
and central government levels for 25 year and is currently the Manager
Development at the Ministry of Civil Defence & Emergency Management
(MCDEM) within the Department of the Prime Minister and Cabinet.
Shane has a hands-on role in the management of the National Crisis
Management Centre and in particular the coordination of the national
logistics arrangements. Kevin Duxfield – Contact Energy
Kevin is a qualified and experienced disaster recovery (DR) and business
continuity planning (BCP) specialist with over 15 years’ experience.
He has worked in a wide range of industries with engagements at Warringah
Council (Sydney), University of Western Sydney, IMS Health, ANZ National
Bank and ANZ Bank.
Helen Murray – Lion
Helen is a passionate leader of learning and coach with a strong combination
of technical supply chain and shipping experience, and relationship and
leadership expertise, developed over 25 years. Industry sectors include
heavy manufacturing, FMCG, tertiary education and beverage. Her current
role is Supply Chain Best Practice Leader at Lion Breweries.
Russell Wilkinson – National Head, Customs
& International Trade - Tax Advisory (Australia)
Russell is the Head Partner for the Crowe Horwath’s Tax Advisory group’s
Customs and International Trade division, National Lead Partner responsible
for Australia and NZ. Russell is a Senior Associate of the Customs Brokers &
Freight Forwarders Council of Australia. Russell has established the Customs
& Trade Advisory Group (CTAG) that is the lead group for Customs
and Border Protection and other barrier agencies to connect with
Corporate Australia.
Tom Street – Intent Group
Tom has gained considerable Manufacturing, Logistics and Supply Chain
experience in a variety of organisations in Europe, Canada, Malaysia,
Australia and NZ. With two subsequent four-year periods in senior line
management positions with manufacturing companies, Tom’s consultancy
advice is delivered from a strong practical and knowledgeable perspective –
implementation will be ‘achievable’.
Ken Shirley – Road Transport Forum
Ken Shirley became the Road Transport Forum’s Chief Executive Officer
in July 2010.
A soil and water conservation scientist, he entered Parliament as the Labour
MP for Tasman in 1984. He served as the Minister of Fisheries, Associate
Minister of Agriculture, Associate Minister of Forestry and Associate Minister
of Health. He is a Chartered member of the Chartered
Institute of Logistics and Transport and a Chartered
member of the Institute of Directors.
