Bids for the “Procurement of Biometric Machines for CMRL” are being invited in Open
Tender by Chennai Metro Rail Ltd.
Bids for Tender should be submitted at the address given in tender document not later
than mentioned date and time.
Please note carefully the requirements for submitting Bids, and the date and time for
submission. Late Bids will be summarily rejected.
Offers shall be valid for a period of 180 days from the last date of submission of Tender,
and shall be accompanied by Earnest Money Deposit (EMD) as described in tender
document.

Price Schedule
The Envelope should clearly indicate on left hand corner of the
envelope or container should indicate the Name of the work,
tender number, bid opening date and time. Envelope to be
super scribed as QUOTATION FOR PROCUREMENT OF
“BIOMETRIC MACHINES” FOR CMRL. Envelope has to be
properly sealed.
The Bidder has the option of sending the bid by
Speed/Registered Post, / Courier or in person only. CMRL
takes no responsibility for delay, loss or non-receipt of tender
documents within the stipulated date & time. Bids submitted
by any other mode will not be accepted.

1. AVAILABILITY of TENDER DOCUMENT FOR VENDORS.
DOWNLOADING OF TENDER DOCUMENT:
The Tender document can also be downloaded from the CMRL official web site at
“www.chennaimetrorail.gov.in” and the same have to be signed and stamped
properly and submitted along with the EMD envelope of the Bid submission.
2. BID SECURITY (EMD - EARNEST MONEY DEPOSIT):
I.
A draft in favour of “Chennai Metro Rail Limited” only from an Indian
Nationalized or Scheduled Commercial Bank, and payable at Chennai. The
amount of bid security is Rs. 5,500.00/-(Rupees Five Thousand Five Hundred
only).
II.
If agency is registered in NSIC, the agency has to submit the valid certificate of
Registration along with the bid document for E.M.D Exemption.
III.
Bid securities of the unsuccessful bidders will be returned without any interest at
the earliest after expiry of the final bid validity & latest on or before the 30 th day
after the award of the contract.
IV.
EMD of successful bidder will be returned back within 90 days of delivery of items.
V.
The EMD shall be forfeited ,
a. If a Bidder engages in a corrupt practice, fraudulent practice, coercive
practice, undesirable practice or restrictive practice;
b. If a Bidder withdraws his bid during the period of bid validity as specified in
this Bid Document and as extended by the Bidder from time to time.
VI.
Any tender not accompanied by Earnest Money Deposit in the approved
forms shall be summarily rejected.
3. BID PRICE:
The prices should be quoted in Indian Rupees along with delivery of item at CMRL
premises failing which the bid would not be considered for procurement. The rates
quoted by the bidder shall be fixed for the duration of the contract and shall not be
subject to adjustment on any account.
Any variation arises between the unit rate and the corresponding quoted total cost
then the unit rate will prevail for calculating the total cost.
If there is a discrepancy between amounts in words and figures, the amount in
words will prevail.
Bids with any condition would not be evaluated and considered. Price should be
quoted as per price schedule attached at Annexure –C.

4. TECHNICAL SPECIFICATION.
The detailed technical specification is enclosed in Annexure- A. The agency should
submit the supporting brochure for the quoted product & provide technical
compliance statement as per Annexure –B. If any deviation, same should be
mentioned clearly in that.
5. ACCEPTANCE OF TENDER BY PURCHASER.
The purchaser may accept or reject any tender without assigning any reason.
The Purchaser reserves the right to increase or decrease the quantity up to 25% of
the quantity offered by the successful tenderer. The bidder is bound to accept the
increase or decrease in the tendered quantity upto 25% under this clause.
Successful bidder will be communicated by CMRL.
5. EFFECT AND VALIDITY OF OFFER
The submission of any offer and documents connected with these specifications
shall constitute an agreement that the tenderer shall have no cause of action and
claim, against the Purchaser for rejection of offer. The Purchaser shall always be at
liberty to reject or accept any offer or offers at his sole discretion and any such
action will not be called into question and the tenderer shall have no claim in that
regard against the Purchaser.
The offer shall be kept valid for acceptance for a minimum period of 180 calendar
days from the date set for opening of tender
Note – Conditional Bids will be rejected.
6. TAXES AND DUTIES
a. The Contractor shall bear and pay all taxes, duties, levies and charges assessed on
the Contractor, its Subcontractors or their employees by all municipal, state or
national government authorities in connection with the Facilities in and outside
India.
b. In the event of exemption or reduction of Custom Duties, Excise Duties, Sales Tax
or any other Cess/Levy being granted by the Government in respect of the works,
the benefit of the same shall be passed on to the purchaser.
7. DELIVERY PERIOD:
The delivery of Goods should be done within 4 weeks from the date of reception of
sample approval. The items should be delivered to the below mentioned address:

8. QUALIFYING CRITERIA:

9. EVALUATION OF QUOTATION:
The quotation would be evaluated and compared, which determined to be
substantially responsive i.e. which are properly signed; and conform to the terms
and conditions, and specifications.
10. PAYMENT TERMS:
100% payment would be released through RTGS within thirty days on delivery of
items & on receipt of the following details:a) Original invoice duly signed by the authorized signatory.
b) Item Acceptance Certificate duly signed and sealed from authorized
representative of CMRL.
c) PAN Card, Bank Account Details, Bank address & RTGS details of the
Agency are to be forwarded along with the Invoice.
In case if you are registered under MSME Act, 2006, the copy of the registration
certificate to be provided.
11. JURISDICTION OF COURTS
Where recourse to a Court is to be made in respect of any matter, the Employer
and the Contractor agree to the sole jurisdiction of courts in Chennai.
12. AMENDMENT OF BID DOCUMENT
At any time prior to the deadline for submission of Bid, the CMRL may, for any
reason, whether at its own initiative or in response to clarifications requested by a
Bidder, modify the Bid Document by the issuance of addenda on its official website
www.chennaimetrorail.gov.in. In order to afford the Bidders a reasonable time for
taking an addendum into account, or for any other reason, the CMRL may, in its sole
discretion, extend the Bid Due Date.
