Edward T. Murphy, age 45, of the Detective Bureau, was 8hot to death at 1 :40 P . M., February 9, 1928, on the third flo or of 131 E . 35th St., by Ross E lliott, a Negro, who earlier in the day had murder ed t wo citizens in the vicinity of Lumber and Halsted Sts. a nd escaped to the above mentioned address, the home of his brother. Lieut. Murphy, accompanied by Patrolman Eugene J. Keegan, was shot to death by Elliott when the officers attempted to place him under arrest. Elliott, likewise, was killed by the two officers. Patrolman Eugene J. Keegan, age 42, of the 1st District, was shot to death at 1 :40 P. M., February 9, 1928, on the third floor of 131 E. 35th St., by Ross Elliott, a Negro, who had murdered two cit izens earlier t hat day in the vicinity of Lumber and Halsted Sts., and had escaped to that address, the home of his brother. Patrolman Keegan, in company of Lieut. Edward T. Murphy, was shot to death by E lliott when t he officers attempted to place him und er arrest. Elliott was shot to death by the two officers. Patrolman Edward McGuire, age 51, of t he 5th District, was shot to death at 8 :40 P. M., February 24, 1928, in front of 4523 Vincennes Ave., by a drink-crazed Negro, Paul Dobine, who had been threatening everyone he met with a Lueger automatic pistol. When Patrolman McGuire approached to arrest him Dobine shot him to death. Dobine was thereupon shot and killed by Patrolmen Jos. Maurovich and Maurice Quinn. Patrolman Walter E. Lilly, age 32, of the 17th District, was shot to death at 12 :25 A. M., February 28, 1928, by two unknown bandits when he attempted to draw his revolver. Patrolman Lilly was placing his automobile in a garage in the real' of 458 W. 79th St. when his unknown assailants attempted to rob him. Sergeant John Chiska, age 47, of the 31st District, was fatally shot at 9 :35 A. M., April 5, 1928, dying at 2 :15 P. M., the sa me day, in front of 2216 N. Lorel Ave. , while in the act of making an arrest in an attempted holdup. Hi s assailants, of whom t here were t hree, made their escape. On April 12, 1928, two of the men, Stanley Digitized by ChicagoCop.com ~ 10 DEPARTMENT OF POLICE P OLICE OFFIC ERS MURD E RED IN TH E PERF ORMANC E OF DUTY DURING T HE YEAR 1928-(C onti nued) Walker and Joseph Papciak, wel'e arrested and on April 13th held to the Grand Jury by a Coroner's Jury which recommended the arrest of Steve Cygan, alias Debs, whom Walker and Papciak implicated as the last of the trio. Cygan is still at large. On Nov. 26, 1928, the case against Walker was nolle prossed and Papciak was sentenced to 20 years in Joliet Penitentiary by Judge J. Sullivan. Patrolman Jesse Sneed, colol'ed, age 32, of the 4th Distl'ict, died on April 11, 1928, from a gunshot wound' received at 12:45 A. M., April 7, 1928, at the northwest corner of 31st St. and Vernon Ave., at the hands of one of two suspicious Negroes whom he had stopped to question . The two men, Clarence Levis and Ralph Banks, alias Heard, were arrested but the Coroners Jury, which held them to the Grand Jury on . April 11th, was unable to determine which of them fired the fatal shot. Both men were indicted. On Sept. 28, 1928, Banks was acquitted by Judge Comerford, who, on November 26, 1928, sentenced Levis to life imprisonment in Joliet Penitentiary. Patrolman Emil Shogren, age 32, of the 17th District, attached to Detective Bureau Squad 5-C, was fata lly shot at 11 :35 P. M., April 18, 1928, at 39th St. and Michigan A ve., where the squad paused to question two suspicious Negroes who immediately opened fire at them . Patrolmen Joh n G. Shortall and Frank Piotrowiak thereupon wounded one of the men, Joseph Copps, and pursued the other, Robert Nash, of Orlando, Ill., to the rear of 3!)58 Michigan Ave ., where they killed him. Nash was pos itivelv identified as the murderer of Charles Cook, colored, who "was shot by a lone Negro bandit in an attempted store holdup on April 7, 1928. On August 9, 1928, the case against Copps was nolle prossed by Judge David. Patrolman Arthur F. Esau, age 32, of the 38th District, was shot to death at 10 :05 P. M., April 27, 1928, in a drug store at 3404 N. Clark St., where he inadvertently interrupted a holdUp. Patrolman Esau, who was in plain clothes, sensed something amiss, but was shot before he could draw his weapon, by one of two young bandits who escaped in a waiting automobile. On May 10th they were booked for murder and their consorts, Dolly Kazor and Gertrude Piatrowski, with whom they shared the proceeds of their robberies, were booked as accessories. On October 19, 1928 Judge Miller sentenced Walz and Grecco to death. The execution, in the electric chair, was carried out on February 20, 1929, in the County Jail, and was the first time this mean s of execution was employed in the State of Illinois. The cases against the two girls were stricken off. Patrolman William A. O'Connor, age 37, of the 15th Dist., was fatally shot at 11: 18 P. M" June 3, 1928, in front of 7143 S. Halsted St., by three bandits whom he attempted to arrest following a holdup of a soft-drink parlor at 7135 S, Halsted St., which he frustrated. The men escaped. On June 14, 1928, John Dempsey, Alfred Ma lette and Edward Domker were booked for murder after being fully identified and signing confessions to having committed th is crime. Dempsey and Domker were each se ntenced to 50 years in Joliet Penitentiary and Malette to 20 years, by Judge David. Dempsey, the actua l killer; escaped from Judge John J. Sullivan's court room on October 26, 1928, having been brought there to testify in beha lf of two men on trial for robbery. He is still at large. Patrolman Jeremiah E. O'Connell, age 38, of the 8th Di st " attached to Det. Bur. Squad 3-C, was fatally shot at 12 :05 A. M., July 29, 1928, in 33d St., at alley east of LaSalle St., while attempting to arrest a Negro bandit, Aaron 'Woodworth. alias Jack Whitaker, who had just robbed and fatally wounded a citizen, Woodworth al so wounded Patrolman Howard Doyle before he him self was wounded and captured. He was held to the Grand Jury by a COl'oner's jury on two charges of murder and indicted . On March 20, 1929 Woodworth was sentenced to death in the electric chair by Judge Robert E. Gentzel. Patrolman Leonard T, Jagla, age 30, of the 38th District, attached to Det. Bur. Squad 20-C, was shot to death at 8 :25 A. M" Sept. 4, 1928, by one of three bandits whom the squad di scovered in the act of robbing a cigar storekeepel' at 905 S. One of the bandits, Maurice Luce, was captured. On September 19, 1928 Luce was held to the grand jury by the Coroner who recommended the arrest of his two accomplices, Joe Hendrick s, alias Robert Henderson, alias Robert Corwin, and James Nolan. Nol an was arrested in Hou ston , Texas and brought back to Chicago on November 18, 1928. He was placed in the custody of the Sheriff. On December 15, 1928 Lu ce a n d Nolan were each sentenced to 14 years in J oliet Penitentiary by Judge Williams. P atrolman James J. O'Brien, age 36, of the 15th District, was shot to death at 1 :45 A. M., September 16, 1928, at t he southwest corner of 62d and Hal sted Sts:, by an a utomobile t hief, Ray C. Bullard, who a lso wounded O'Brien's partner, Patrolman Raymond Nelligan. Bullard t hough wounded, escaped, but was captured the same day in a doctor's office in Oak Lawn where h e had applied for medical aid. On September 17, 1928 he was held by t he Coroner to the Grand Jury which indicted him fOJ" murder. The case is pending. Patrolman Michael Lynch, age 35, of the 4th District, on special detail at an A. & P. store at 458 E. 37th St., was shot to death at 5 :35 P. M., December 8, 1928, at that place, by one of two Negro bandits when he attempted to fr u strate t h e holdup. Another Negro was acting as lookout in front of the store. Th e bandits escaped but on December 11th Henry Dixon, alias Sampson, Clarence Cook and Ira Borner were booked for murder after making a confession and on December 12th all three were h eld to the Grand Jury by the Coroner, Dixon as principal and the other two as accessories. Dixon was identified as t h e murderer of Peter Lucas, a druggist, on November 14th, and William Pinn, a patron in another drug store, on November 10, 1928. The case is pending. M., January 24, 1928, at the northwest cornel· of Ch icago a nd L aramie Aves. Patrolman Peterson, assigned to motorcycle duty, driving west in Chicago Ave., collided with a passenger automobile which suddenly made a left turn. Hi s death was pronounced accidental by a Coro ner's jury. Patrolm an Thomas McNamara, age 37, of the 6th District, died on July 5, 1928, from external injuries sustained at 12 A. M., July 4, 1928, when struck by an a utomob ile in Drexel Blvd. between 49th and 50th Sts. Patrolman McNamara was on duty traveling his post. The driver of the automobile, Da vid Greenfield, was held to the Grand Jury by the Coroner and the October Grand Jury rendered a No Bill in t he case. Patrolman Luke Howe, age 53, of the 6th Distr ict, was instantly killed at 6 :35 A. M. Augu st 25, 1928, at the southeast corner of 50th St. and Dorchester Ave., whil e riding in an auto patrol which wa s struck at the rear end by a passenger automobi le, ca usin g the auto patrol to overturn. The occurrence was accidental. Patrolman James Mescall, a ge 42, of the 2d District, died on December 3, 1928, from exter nal inj uries received at 2 :30 A . M., April 25, 1925, at 39th St. a nd Lake Park Ave. Patrolman McNamara was riding in a police squad car f rom which h e was thrown when a passenger automobile attempted to pass at a hi gh ra.te of speed, causing a colli sion . This instruction embraced the nomenclature of the weapon; dismounting and assembling; carrying and handling of the weapon, as well as firing same. Two thousand, three hundred and ten police officers received this instruction. All were required to pass a satisfactory test in the handling and firing of the weapon. Machine Gun Firing Instruction on the Thompson Sub-Machine Gun, was also given to a number of Detective Division squads. This instruction embraced the nomenclature of the weapon; dismounting and assembling; carrying and handling of the weapon, as well as firing same. Police Training School Five classes totaling in s truction at the Police Schedules of station ering a period of twelve three hundred and eighty-two men were given Training School during the past year. school instruction were issued to districts covweeks. Police Field Meet The Police Field Meet is now considered to be one of the CIVIC events of the year. It continues to be as successful as in former years. The requirements for conducting a meet of this character are now better understood by the members of the department, which makes the work less arduous than it was in former years, Police Band and Octette The Police Band and Octette organized eight years ago, still retain their popularity with the public, as is evidenced by the many requests for their services. The Property Division keeps detailed record s of cost and maintenance and operation of the various buildings and equipments. New tanks and heaters were installed at Districts 11-14-19-24-29_ 32-38. The schooling of its personnel is not spasmodic; its studies are never terminated . The officer is constantly a student of his many problems and there is no phase of traffic regulation that is not compreh ensively gone into. IMPROVEMENT S NEEDED THR'OUGHOUT TH E ENTIRE CITY A survey r ecently made of the traffic needs of th e entire city ' shows Chicago far behind other large cities. Signal lights should be placed at a ll busy intersection s and str eets should be properly marked . The motorcycle section s hould be incl'eased to at least 250. Not solely for the purpose of arresting speeders but to prevent a ll reckless driving and regulate movable traffic in genera l. . During the past year we have been fortunate in having the cooperation of the various large teaming contractors in instructing their drivers to avoid, as much as possible, passing through the loop district and with the rigid enforcement of the "No Parking" Ordinance a great improvement can be noticed. The latter regulation can a lso be construed as a safety measure as it was practically impossible for the FIre Department 01' any emergency vehicle to make any progress in the loop while parkin g was permitted. We are deeply indebted to all business interests in the Loop, particularly the Chicago Surface Lines and the Cartage Exchange of Chicago, for their excellent co-operation during the year nineteen hundred and twenty-eight. We also wish to express our gratitude to tl-.e Street Traffic Committee of the A ssociation of Commerce on Traffic Regulation and Public Safety and we trust that our pleasant relationships will continue during the coming year.
