Navigating the Changing Environment of Healthcare
In such a rapidly changing healthcare environment, it’s difficult to predict what might happen in the coming year but we have invited
two healthcare experts to give us their perspective on what they see on the horizon. Marcus Downs, Director of Governmental Affairs
for the Medical Association of Georgia (MAG), will discuss current legislative issues we are facing in our state. Marcus walks the hall of
the state capitol daily and has his finger on the pulse of issues that impact medicine. Then MAG CEO Donald Palmisano will present his
perspective on the important trends he sees on the State and National levels that are changing the paradigm of medicine at an alarming
rate. The DeKalb Medical Society’s mission is to provide our members with an
opportunity to gather together, as peers, to discuss issues in an open forum,

Donald J. Palmisano Jr.
Donald J. Palmisano Jr. is the executive
director and CEO of the Medical Association of Georgia (MAG), which is the
leading voice for the medical profession
in the state.Palmisano served as general
counsel and then general counsel and
director of government relations for MAG between 2005 and 2010.
He represented individualphysicians and hospitals and nursing
homes as a private practice attorney in Louisiana from 1999 to
2005, where he developed a specialized practice in insurance fraud
litigation. Palmisano graduated magna cum laude from Loyola University in New Orleans, while
he received his law degree from Loyola University’s School of Law. He is a member of the State
Bar of Georgia, the Louisiana State Bar Association, the Lawyers Club of Atlanta, Leadership
Atlanta, the American Bar Association, and the American Society of Medical Association Counsel.
In 2012, Palmisano was one of just 14 attorneys to make the Fulton County Daily Report’s “On the
Rise” list.
Marcus W. Downs
Marcus W. Downs is the Director of Government Relations for
the Medical Association of Georgia (MAG), which is the leading
advocate for Georgia’s physicians in state and federal court at the
General Assembly, as well as state and federal regulatory agencies. Marcus has served as an Executive Committee member and
the Director ofGovernment Affairs for the North Carolina Health
Plan and was most recently the chief lobbyist for the Georgia
Affiliate of the National Education Association. Marcus began his
career as a research associate in the office of the deputy president
pro tempore of the State Senate in North Carolina. Downs was
educated at Morehouse College and received his graduate training
at the University of North Carolina at Chapel Hill School of Public Health. Marcus has received
numerous awards for his advocacy efforts including the National Association of School Psychologists outstanding advocate award. His work has been recognized by both the National Education
Association (NEA) and the American Medical Association (AMA). He is a graduate of Leadership
Georgia Class of 2013.
