Delhi-110 089 on behalf of the Lt. Governor of Delhi, invites limited tender in two bids form
(Technical bid and Financial Bid) from reputed experience agencies for supplying of non-air
conditioned vehicles (maruti omni/van/Eeco-model 2010 onwards or any other equivalent
vehicles capable to carry at least three persons (excluding drivers).

NOTICE INVITING LIMITED TENDER
for Hiring of Vehicles (CET-2015)
The Controller, Common Entrance Test (CET)-2015, Guru Nanak Dev Polytechnic,
Department of Training and Technical Education, Govt. of NCT of Delhi, Sector 15, Rohini,
Delhi-110 089 on behalf of the Lt. Governor of Delhi, invites limited tender in two bids form
(Technical bid and Financial Bid) from reputed experience agencies for supplying of non-air
conditioned vehicles (maruti omni/van/Eeco-model 2010 onwards or any other equivalent
vehicles capable to carry at least three persons (excluding drivers).
The bid should be submitted in two bid system i.e Technical Bid and Financial
Bid in separate sealed covers/envelops. EMD should be submitted alongwith
the Technical Bid.
Clarification regarding the work to be performed may be obtained in person from the office of the
Controller, CET-2015 on any working day during office hours, before the last date / time specified for
submission of tenders.
1. Approximately 10 (TEN) Vehicles to be used on 06/06/2015 (Saturday) and Approximately
170 vehicles to be used on 07/06/2015 (Sunday).Vehicles should not be older than 6 years.
2. The agencies shall not be allowed to transfer, assign, pledge or subcontract its service under
any circumstances without written permission of the Controller CET -2015.
3. Tenderers/Bidders are advised to study the tender document carefully before submitting the
tender form. It will be presumed that the tenderer/ bidder have considered and accepted all
the terms and conditions of this tender. No enquiry , whatsoever verbal or written shall be
entertained in r/o acceptance/rejection of the tender. Bid must be UNCONDITONAL.
4. Any person who is on Govt. service should not be made partner contract by the tenderer
directly or indirectly in any manner what so ever.
5. The bidder shall be required to meet time bound confidential movement of examination
related manpower and material to the standardized satisfaction of the Office of the
Controller, CET-2015.
6. The tender must be accompanied by an Earnest Money Deposit (EMD) /Bid Security of
Rs..5000 /- (Five Thousand only), in the form of Bank Draft in favour of "Controller CET". The
EMD should reach physically to the Office of the Controller, Common Entrance Test (CET) 2015, Guru Nanak Dev Polytechnic, Sector 15, Rohini, Delhi - 110089 before opening of
Tender.
7. The interested agencies can submit the tender complete in all respect latest by 30th April
2015 upto 02:00 PM.

ELIGIBILITY:
(a) The bidder should have the experience of providing similar works for at least last three
consecutive years in any of the Departments/Autonomous Institutions/ Universities/Public
Sector Undertakings of the Government of India or Government of NCT of Delhi or any other
State Government or Public Sector Banks or Local Bodies/ Municipalities. Proof to this effect
to be submitted with Technical Bid.
(b) The bidder firm/agency/company should have valid registrations such as Permanent Account
Number (PAN) of the Income Tax Deptt; Service Tax Registration Number; Registration No.
of the, Agency/Firm; and proof for the same to be submitted with Technical Bid.
(c ) The bidder should submit an undertaking with the Technical Bid to the effect that he
or his firm has not been black listed by any of the Departments/Organizations of the
Government of India/Government of NCT
of Delhi and no criminal case is pending
against the said firm on the date of submission of this bid (Prescribed Proforma as per
Annexure V).
(d) The Agency/Firm should have sufficient No. of Vehicles 2010 model or later, on their roll.
(e) The bidder should submit a declaration (Annexure IV) with the Technical Bid to the effect that
Terms and conditions of the Tender are duly accepted/ signed with the stamp of the
prospective bidder.
TERM AND CONDITIONS:
1. The vehicles to be provided should be manufactured in the year 2010 or any subsequent
years and should be in perfect running condition full-filling the latest emission norms of Delhi.
2. The vehicle should be registered with the Transport Authority along with all valid documents
such as valid insurance, road tax payment, R.C. etc.
3. The drivers should possess valid driving license issued by appropriate authority and
should be well mannered/disciplined and adequately educated.
4. The Controller, CET-2015, reserves the right to reject all or any of the offer or accept more
than one offer.
5. The Office of the Controller, CET-2015 shall not be responsible for any damage to the vehicle
in case of an accident or otherwise, theft of vehicle/parts and accessories therein. Similarly,
Office of the Controller,CET-2015 shall not be responsible for any third party claims.
6. The Office of the Controller, CET-2015 is not responsible for any challan and disobeying of
,
Traffic Rules- caused by the driver.
7. The price quoted should be inclusive of all charges & taxes.
8. The calculation of mileage shall be from the reporting point to the relieving point and will not be
calculated on garage to garage basis. The agency shall ensure that the odometer of car
supplied is properly sealed and so that no tempering is done with a view to inflate distance
traveled.
9. The authorized officer of this Office may get surprised check of odometer of the car supplied
from any workshop and cost thereof will be borne by the agency.
10. In case of any break down / non attending duty by the driver within the proper time, the
agency shall make arrangement for providing other vehicles well before the report time. In
such a case, mileage from garage to the point of break down would not be paid.
11 The driver should be well conversant with all traffic signals, roads and routes of Delhi and
NCR.
12. The driver should always remain with the vehicle during the entire period of duty. In case of
any urgency, the driver may seek permission of the concerned officer.
13. The agency shall provide the names and address of the drivers along with copy of driving
license while submitting acceptance of offer.
14. The agency/firm should have an adequate no. of telephones for contact round the clock. The
driver shall observe all etiquette and protocol while performing the duty and shall be neatly
dressed and must carry mobile phone in working condition, for which, no separate payment
shall be made by this office.
15. Once a particular driver has been attached with a particular vehicle normally service provider
should not change the driver in a casual manner unless and until directed to do so by this office.

16.The vehicles and drivers provided by the tenderer shall work under the overall supervision of
the Office of the Controller, CET. The vehicle and driver shall remain available all the time and
shall not leave the place of duty.
17. The vehicle shall be hired / the services of the agency shall be utilized on day(s) of the examination
and / or as desired by the Controller, Common Entrance Test.
18. The services provider should be able to supply the required number of taxies on the specified
date and time as decided by the Controller, CET. Any violation in this regard shall invite penalty as
decided by the Controller, CET.
19 .The successful bidder has to deposit within three days after award, a performance security
for an amount of five percent of the value of the work. It may be furnished in favour of
"Controller CET" in the form of an Account Payee Demand Draft / Fixed Deposit Receipt/
Bank Guarantee from a commercial bank in an acceptable form.
Performance Security should be valid for a period of sixty days beyond the date of completion of all
obligations. Performance Security shall be forfeited in case successful bidder fails to perform the duty
as per contract supply order, The Department reserves the rights to get the work completed from
any other service provider and difference of the bill, if any, will be recovered from the bidder /
Performance Security,
20.If the vehicle is out of order and if condition of vehicle found unsatisfactory shall provide a
substitute vehicle immediately. In case vehicle does not report on time or does not report at all, the
Office of the Controller, CET-2015 would have a right to hire a vehicle from the market and
additional cost increased by the Office of the - Controller, CET-2015 will be borne by the vehicle
providing agency.
21.The order for providing taxies may be given to the agency which has quoted the lowest rates while
meeting all the terms and condition given in the tender document. However, to safeguard against failure
by this agency to provide desired no. of vehicles/services, the Competent Authority may award the
contract to the next lowest bidder who are ready to provide service as per same terms and conditions.
22 In case of quality of service by the contracted agency found wanting/inadequate, the
Controller, CET may terminate the contract agreement without giving any notice.
23 The agency should keep necessary tool kits always with the vehicle along with spare wheel (s) and
updated "pollution under control certificate" with the vehicles.
24 In case of any dispute of any kind and in any respect whatsoever, the decision of competent
authority of the Office of the Controller, CET-2015 shall be final and binding.
25 PENALTIES:
I. For not providing vehicle in time a minimum penalty of Rs. 1000/- will be imposed per default and
maximum penalty as decided by the competent Authority.
II. For misbehavior of the driver Rs. 1000/- will be imposed per default and maximum penalty as
decided by the Competent Authority.
III.For not providing substitute vehicle Rs. 1000/- will be imposed per default and maximum penalty as
decided by the Competent Authority.
IV, For causing damage to the public property: Three times the market value of the damaged property
or Rs.5000/- whichever is higher per default.
PAYMENT TERMS:
1.The payment shall be made on submission of the bills (In triplicate) and copy of log book, duty slip
duly verified by the officer using the vehicle, after the satisfactorily completion of the work assigned,
at approved rates after deducting penalties if any. No advance payment will be made. The Bidder while
raising the bill should clearly mention full vehicle number.
2. The Office of the Controller, CET-2015 will deduct Income Tax at source under Section 194-C of Income
Tax Act from the bidder at the prevailing rates of such sum as income tax on the income comprised
therein.
BID EVALUATION CRITERIA:
1, In case it is found that the bidder as per the requirement of the bid has not quoted any specified item
his bid on that particular item shall be evaluated on the basis of highest quoted rates. The bidder
shall, however, be required to meet time bound confidential movement of examination related
manpower and material to the standardized satisfaction of the Office of the Controller, CET2015.
2. Among eligible, the Department Bid Evaluation Committee shall select the bidders who
are charging reasonable rates.

TECHNICAL BID (SEALED COVER-I)
The bidding firm/Company/Agency must submit the tender documents after fulfilling the following
technical specification:1. Earnest Money Deposit (EMD) /Bid Security of Rs.5,000/- (Rupees Five Thousand only),in the
form of Bank Draft in favour of “Controller CET” payable at Delhi/New Delhi.
2. The Registered Office of the Company Firm/Agency should be located in Delhi/NewDelhi
(Attatch Cerificate).
3. Self attested copy of PAN card under Income Tax Act;
4. The agency should be registered with Govt. of NCT of Delhi (attach supporting
document).
5. The bidder should have the experience of providing similar works for Three consecutive
years in any of the Departments/Autonomous institutions/University/ Public Sector
Undertakings of the Government of India or Government of NCT of Delhi or any other State
Government or Public sector Banks or Local Bodies/Municipalities. Proof to this effect to be
submitted along with bid.
6. Total no. of vehicles owned by the Agency (detailed descriptions)
7. Duly filled and signed Application form as per Annexure-III.
8. The bidder should submit a declaration (Annexure IV) with the Technical Bid to the
effect that the Terms and conditions of the Tender are duly accepted/signed with the
stamp of the prospective bidder.
9. An undertaking to the effect that the Agency has not been blacklisted by any of the
Departments/Organizations of the Government of NCT of Delhi and no criminal case is
pending against said firm/agency as per Annexure –V.
10. Duly filled and signed forms (Annexure lll, IV & V) should be attached and submitted with
Technical Bid only.
