A. Ministry of Environment, Forests and Climate Change is the nodal Ministry
in the Government of India for the United Nations Convention to Combat
Desertification (UNCCD) and Desertification Cell is the nodal point within
the Ministry to co-ordinate all issues pertaining to the Convention. The
Desertification Cell intends to engage eligible candidates for the following
vacancies on the contractual basis for consultancy, initially for a period of
one year, extendable as required, on mutual agreement and subject to
satisfactory performance by the incumbent:

1.
Background:
The United Nations Convention to Combat Desertification (UNCCD) is one of the Rio
Conventions that focuses on desertification, land degradation and drought
(DLDD). ‘Desertification’ as defined in the UNCCD refers to land degradation in the drylands
(arid, semi arid and dry sub humid regions) resulting from various factors and does not
connote spread or expansion of deserts. UNCCD is a unique instrument that recognizes land
degradation as an important factor affecting some of the most vulnerable people and
ecosystems in the world. The convention aims at adaption and can, on implementation,
significantly contribute to achieving the Millennium Development Goals (MDGs), as well
as sustainable development and poverty reduction by means of arresting and reversing
land degradation. The convention promotes sustainable land management (SLM) as solution
to global challenges. Land degradation is long-term loss of ecosystem function and
productivity caused by disturbances from which the land cannot recover unaided.
The Ministry of Environment, Forests and Climate Change is the nodal Ministry in the
Government of India for the UNCCD, and Desertification cell is the nodal point within the
Ministry to co-ordinate all issues pertaining to the Convention. As an integral part of its
obligations to UNCCD, India periodically submits its National Report to the UNCCD
Secretariat as has to update its National Action Program to Combat Desertification.
Sustainable management of land resources is intrinsic to addressing the challenges at the
grassroots, particularly provision of food and livelihood security, especially for an agrarian
economy like India. The Desertification Cell also coordinates the implementation of various
projects for promoting sustainable land and ecosystem management projects.
Desired Qualifications and Experience:
A master’s degree, preferably a Ph.D, in natural resource management or environmental studies
or a related field; Very good knowledge of environmental issues particularly related to UNCCD,
UNFCCC and CBD; At least 7 years working experience in the field of environment protection;
Experience and expertise in the development of environmental action programmes; Must have
experience of working in the area of development and or the alignment of action programmes
for the implementation of the UNCCD; Must have worked on environmental preferably
sustainable land management issues.

Role and Functions:

Coordinate activities of the Desertification Cell and act as a link between MoEF&CC, scientific
institutions and stakeholder groups for performing various tasks

Facilitate the preparation of National Report to UNCCD and alignment of the National Action
Programme (NAP) with UNCCD 10 Year Strategy

Facilitate from MoEF&CC, the National Focal Point for UNCCD in India in handling and coordinating
Country Partnership Programme (CPP) projects

Review technical documents of UNCCD and provide inputs as required

Prepare discussion papers, technical reports etc

Other tasks assigned from time to time.

Period of Engagement:
The terms of appointment for Expert shall be a period of one year with a provision of renewal of
appointment every year based on performance appraisal. The performance appraisal will be done by
a Committee under Chair of concerned Additional Secretary with Joint Secretary and Director
concerned as Members.
4.1 Allowances:
4.1.1 Terms of Payment: The payment for Expert would not be more than Rs.80,000/- per month.
The same would be made on monthly basis as per monthly remuneration agreed to at the time of
appointment.
4.1.2 Tax Deduction at Source: The Income Tax or any other tax liable to be deducted, as per the
prevailing rules will be deducted at source before effecting the payment, for which the Department will
issue TDS Certificate(s). Service Tax, as applicable shall be payable extra, at the prevalent rates.
4.1.3 The MoEF&CC reserves the rights, as follows: to decide to cancel this advertisement, and not
to proceed in the matter, at any stage accept or reject any or all offers, without giving any explanation,
whatsoever.
4.1.4 Termination of Agreement: The MoEF&CC may terminate a contract to which these Terms
apply if the Expert is unable to address the assigned works. Quality of the assigned works is not to the
satisfaction of the Department. The Expert rails in timely achievement of the milestones as finally
decided by the Commission. The Expert is found lacking in honesty and integrity. The Department
reserves the right to terminate the contract, by giving fifteen days' notice to the Expert.
4.2
Leave: Expert shall be eligible for not more than two day leave per month apart from holidays
during the period of consultancy.
4.3
Other Terms and Conditions:
4.3.1
Selected candidate shall be required to sign an agreement with MoEF&CC consequent upon
his/her selection.
The headquarters of the Expert shall be at Delhi.
The Expert should be prepared to travel extensively anywhere in the country to collect
information from the field.
MoEF&CC in line with the prevailing Government policies, procedures may specify any other
conditional guidelines as considered appropriate during the period of engagement of the Expert.
In case the information furnished by the applicant is found to be false at the stage, the same will
invite disqualification and I or action as deemed appropriate by the MoEF & CC whose decision
shall be final and binding

A master’s degree in Journalism/ Communication or Advertising and Public Relations. A minimum of 3
years of relevant working experience in an area pertinent to PR, Communication and information and
knowledge management, Excellent English oral and written language skills.

Role and Functions:

Develop a communications and outreach strategy for the activities of the Desertification Cell in
consultation with the project teams

Carry out the communication activities to promote and share information about the activities of
Desertification Cell

Assist the programme team in conducting awareness and capacity building workshops on
Desertification, Land Degradation and Drought (DLDD) issues

Adapt and repackage selected studies and impact reports to “laymen-friendly” formats for public
dissemination


Desired Qualifications and Experience :
A master’s degree in Planning, Natural Resource Management, GIS, Geography, Earth
Science, Computer Science, Engineering or related field with atleast three years experience
in programming & development of management Informatics system including managing
geospatial databases. Advanced knowledge of current versions of Windows, MS Access, MS
Office, ESRI software (ArcInfo and ArcView) and database development is preferable. Ability
to interpret aerial photographs, transfer and/or rescale them to geographic maps. Analytical
and the ability to use ICT tools and apply GIS knowledge to solve complex problems.
2. Role and Functions:

Develop a data inventory for DLDD issues for reporting on Performance and Impact indicators

Coordinate with Forest Survey of India (FSI), Indian Space Research Organization (ISRO) and
other institutions to channelize expertise for reporting to UNCCD

Engage with technical institutions and coordinate the updation of The Desertification and
Land Degradation Atlas of India

