SECURITY ALERT
Several homeowners have reported vehicle
break-ins and stolen mail. Please be
vigilant for yourself and your neighbors. If
you are a victim, please report it to police.
That is the only way we can get increased
police patrols in the neighborhood. The
Board is looking at having a security
presentation – stay tuned.
JOIN THE NEIGHBORHOOD LISTSERV
The listserv is a great way to immediately
learn of security issues, such as the car
break-ins, and about the latest Board
activities or a find a good pet sitter. Don’t
wait
for
the
newsletter
to
hear
neighborhood news – join the listserv

we will sign you up.
ARCHITECTURAL REQUESTS
We are heading into the busy season for
architectural requests. Please remember to
give adequate time for the ARC to respond.
A few days is not sufficient. The rules allow
30 days, but the ARC strives to respond
much sooner. The ARC can get up to 40
requests in one month and needs time they are all volunteers. It is not appropriate
to submit a request a few days before a
project is scheduled to begin.

COMMON AREA USE REMINDER
Homeowners are not to use common areas
for personal gardens, flowers, fruit trees,
etc. We are noticing some of these
cropping up in common areas. If you have
an idea to improve a common area, you
must get written permission from the
Board.

CLUBHOUSE RESERVATIONS
To reserve the clubhouse, contact
fourseasons.clubhouse@yahoo.com
or
Natasha at 503-887-2849. A $20.00 nonrefundable user fee and a $50.00
refundable deposit is due when picking up
the key. As a reminder please sweep and
mop the floors, take all your trash with you.
Set the thermostat to 55. Please remember
to lock all doors upon leaving. Have a
wonderful time using the clubhouse!
NOTE: Some days in March may not be
available due to construction, so please
check with Natasha before planning an
event.
HELP NEEDED
If you have not already done so, please
sign up to help with the pond and creek.
We have requested a $100,000 grant that
requires a community match – in either
money or hours worked. We don’t have the
cash so we need volunteers. Volunteer
hours are calculated at $21 per hour. So
that is nearly 4800 hours of work needed.
Every hour counts, at every skill and
exertion level, whether moving rock or
bringing lemonade or planting. The hours
can be worked both during construction and
for one year afterward. Even if you can only
work a few hours, it will help. This improves
the neighborhood for all, so please sign up

grant program again this year to assist
homeowners with sidewalk repair. The link

WARNING!
Do you drive on the Village Place cut
through? If you do and you do not live there
or are not visiting someone there, YOU
ARE TRESPASSING. This is a PRIVATE
ROAD and the residents themselves pay to
maintain it. It is not maintained by the City
or by Four Seasons HOA. If you do not pay
for this road, then DO NOT USE IT. It is
against the law and is unfair to your
neighbors who have to pay for the
maintenance of the road. This is NOT A
COMMON AREA. The private road is
marked by signs on both ends so please
follow them.

Board of Directors’ Meeting
May 12, 2015
The meeting was called to order at 7:05 pm,
by Nicholle Winters, President.
Present:

Nicholle welcomed everyone to the beautiful
remodeled clubhouse.
Nicholle gave the Treasurer’s report.
Directors’ Reports:
Architectural - Jack Scanlon reported that all
is going well. The committee received 13
requests, a few are still pending. It needs to
be reiterated that homeowners must allow for
adequate turnaround time for requests. A few
days is not adequate. The rules allow 30
days but the committee strives to respond
much sooner.
Pool - William Hogan reported that all the
monitors had been hired and that training will
begin. He has been working on several pool
issues and will soon be certified as a Pool
and Spa Operator. Nicholle gave a special
thank you to Bill for the many, many hours he
has spent getting the pool ready for the
season.
Clubhouse - Natasha Marcille reported that in
April the Board used the clubhouse twice and
homeowners three times (at no charge, due
to construction).
Maintenance - Mike Wagner reported that
only three trees remained to be removed
from the first phase of tree removal (the
urgent trees). The horsetails will be sprayed.
Unfinished Business:
CC&Rs - The proposed CC&Rs, bylaws, and
summary are on the website. Crystalbrook’s
CC&Rs and Bylaws will be sent to the
attorney next week and then posted on the
web. The other neighborhoods, Summerville
Square and the Villas, will follow.
Nicholle addressed a homeowner’s question
regarding the definition of nuisance in the
provision prohibiting a nuisance. Generally, a
public nuisance is a condition that interferes
with the health or well-being of the
community and a private nuisance is a
condition that interferes with an individual’s
use or enjoyment of their property. She also
addressed questions regarding the annual
meeting date (which will be set based on
homeowner input) and when the budget is
adopted by the Board (which must be at least
30 days before HOA dues are payable).
Remodel Update - Nicholle gave the update
on the clubhouse and pool remodeling
projects. The pool heater is installed and the
venting should be installed by the end of the
week. There are a few concrete seams that
will be finished when the weather is nice. The
clubhouse finishing touches should be
finished by the end of next week. Nicholle
gave a special thank you to Natasha for her
work on the clubhouse remodel and to the
homeowners who helped paint on Saturday.
Once all the work is finished and the pool and
clubhouse are ready, there will be an Open
House to celebrate.
Pond and Creek clean-up Update - Jack
reported that the HOA submitted the pregrant application and should know by the end
of the month whether our project will be
permitted to move into the formal grant
application process. The HOA will need to
match the amount of any grant received
($100,000 was requested) in either volunteer
hours (at $21 per hour) or cash. That is why
we need lots of volunteers. Every volunteer
hour will help.
Junk Box Weekend - Jack announced that
the Junk Box Weekend will be July 18th and
19th, the weekend following the Garage Sale.
Revised Schedule of Fines - No comments or
concerns to the proposed changes were
submitted. Nicholle moved that the Schedule
of Fines be adopted. Motion was passed
unanimously. It will be delivered to
homeowners by May 26th and will take effect
30 days later, June 26, 2015.
New Business:
Discussion of Dog attacks - A homeowner
complaint regarding two dog attacks by the
same dog was discussed. After the meeting it
was discovered that the dog no longer lives in
the neighborhood.
Clean-up behind the school - Two bids were
received, one from the current landscapers
and a cheaper bid from another landscaper.
Mike will ask the current landscaper if they
will match the other bid or if they will service
the area within the contract if another
landscaper does the cleanup. The Board will
then vote in Executive Session on which bid
to approve.
Building a Fence on a Common Area
Pathway Mike reported that a homeowner
wants to, at his own expense, build a low,
split-rail landscaping fence along the
common area pathway where bicycle riders
leave the path and ride through his yard to
avoid steps. Mike moved that the homeowner
be allowed to build a fence on the common
area. It was passed unanimously. The
homeowner must still get architectural
approval for the design of the fence.
Announcement - Nicholle shared that on
Monday, May 11, 2015, it was reported to her
that 2 cars were broken into and that stolen
mail was discovered in an unused newspaper
box. Additional, several vehicle break-ins
were reported on the listserv. Everyone in the
neighborhood is encouraged to remain
vigilant and not to leave valuables in vehicles.
If you are the victim of a vehicle break-in,
please report it to Beaverton Police so our
neighborhood patrols will increase. A
homeowner
volunteered
to
give
a
presentation to improve personal security and
the Board will discuss it with him.
Approval of the April 2015 Minutes - Nicholle
moved that the April minutes be approved
without corrections. The motion was
seconded and passed unanimously.
There will be no June meeting. Next
Meeting will be Tuesday, July 9th.
The meeting was adjourned at 8:30 pm.

The parking of boats, campers and recreational vehicles
within the confines of Four Seasons is restricted by
Article 10 of the covenants. Written requests must be
submitted and approved by the Architectural Committee
prior to parking the vehicle. City of Beaverton code
prohibits the parking of vehicles with “For Sale” signs on
any city street.
Any architectural changes, such as new roofing,
painting, storm windows/doors, landscaping, tree
removal, fencing, etc. need prior approval from the
Architectural Committee before the project can begin.
