Among the 48 students attending IUP in Fall 2014, 5 are staying with Tsinghua faculty families, and the rest are in the Huaqing Jiayuan apartment complex just outside Tsinghua University’s East Gate or in other, cheaper apartments in the vicinity. A 2-bedroom apartment is approximately RMB 5,000-9,000 Yuan (US$780-1400) per month, with cheaper prices the further you are from Tsinghua. Most IUP students share apartments and costs with other students. Some IUP students from earlier terms stay over for the following session and may be looking for roommates. To contact fall semester students who continue to study at IUP for summer session and looking for roommate, you can send an email to "Current IUPers" <current-iupers@googlegroups.com>,to ask if anybody would like to share their apartment. Since 2001, foreign students in Beijing have been allowed to live off campus. The rental market around Tsinghua and Peking Universities has responded to a strong growth in demand, with the appearance of rental agencies and online advertising. There is a high turnover in rental units, which are widely available, due to a large student and transient population in Wudaokou and in Haidian in general. It is difficult, if not impossible, and very impractical, to try to rent or reserve an apartment prior to your arrival in Beijing. IUP cannot rent or reserve an apartment on your behalf. The Chinese government has instituted strict foreign resident registration procedures for both tenants and landlords, which must be followed. Otherwise, you may pay a LARGE fine, of US$70 (RMB 500 Yuan) per day, not to exceed US$5,000 in total. You must register with the local Police Station (Gong1an1ju2 pai4chu1suo3 公安局派出所) within 24 hours of moving into an apartment or private home. Once you have found a place to live off campus, you must confirm with the landlord that he or she is willing to assist you with police registration. If the landlord refuses to do so, then do NOT sign the lease, and continue looking for an apartment. Living off campus may leave you less conveniently located for getting to 8:00 a.m. class. However, you gain privacy, a kitchen, more space, better proximity to goods and services, and freedom to have friends over any time. Most apartments come fully furnished, including television, phone, Internet, etc. Some students even find they can save a lot of money this way, especially by living with a roommate. Rental prices vary widely, depending on distance from Tsinghua and transportation and shopping, condition of the individual apartment and the building, whether or not the apartment faces south, etc. Figure on spending about US$500-1400 per month for housing this time, regardless of which type of housing you select. (For an apartment, you will pay double © Tsinghua Inter-University Program (IUP) Page 3 of 29 this amount if you do not have a roommate.) All payments are in cash, so be sure to bring plenty when apartment hunting. A 2-bedroom apartment is approximately RMB 5,000-9,000 Yuan (US$800-1400) per month, with cheaper prices the further you are from Tsinghua. Cheaper apartments are available further east and south. Some IUP students have commuted to class on the Light Rail, bus or bike from apartments that were several miles away, or even in other districts of Beijing. Be prepared to pay a deposit equal to two or three months of rent in cash. Rent is usually paid on a quarterly basis, but some landlords, especially in Huaqingjiayuan, demand payment of six months of rent at a time, with unscrupulous ones demanding a full nine months up front. We recommend that you pay no more than three months at a time, which will give you some leverage if the landlord is slow in making repairs. Of course, if you are only renting the apartment for the summer, i.e. for two months or 10 weeks, then you are expected to pay the entire rent (plus deposit) up front plus a deposit that equals to one month’s rent. In any case, be prepared to produce the cash. Flexibility of leases varies. There are many apartment choices based on location, size, condition and price, so allow enough time for apartment hunting and negotiation, which can take up to a week or more. If you can deal directly with the landlord, and not go through a rental agent, you may be able to negotiate a cheaper rate, because the landlord will avoid paying one month of rent in commission. Just look for small vacancy notices in or near apartment complexes; some ads are posted in the windows of apartments in large characters, with a phone number. You can also visit real estate rental agents, mostly located on ground floor offices in apartment complexes, and see their listings. Agents can take you to visit apartments. Be sure you meet your landlord before signing the contract (don’t just rely on mendacious agents), and try to determine whether or not they are likely to be helpful and cooperative in making repairs and replacing defective appliances. If you are making an appointment to look at an apartment, make sure to specify if the time is morning or evening, because most landlords have day jobs. All apartments are rented furnished, but you will need to buy linens and possibly some furniture and small appliances. It is important that you carefully inspect the apartment for pre-existing damage and also identify items that need repair or cleaning. These should be listed in the rental contract, and you should refuse to pay any rent until they are repaired. Accept no verbal promises. Get the landlord or agent to show you how to operate all appliances, and how to pay for and recharge the utility debit cards for electricity and gas. You should also know where the cut off switches are for water, electricity and gas. Next to your phone, or in an obvious place, post the phone number of the Repair and © Tsinghua Inter-University Program (IUP) Page 4 of 29 Maintenance Service (wu4ye4 物业) for the apartment if you are in Huaqing Jiayuan or another large apartment complex, plus emergency phone numbers. Click on zi4ru2zhao3fang2 自如找房. It will present three choices on one page: location, price and number of bedrooms. Just select the area around Tsinghua in which you want to live. In order of proximity to IUP, these are: 海淀区的五道口和学院路. http://rent.soufun.com/搜房网 If you are in Beijing when you log on, then the Beijing section will come up automatically. If not, you will be presented with a choice of various cities. You will see five tabs in the middle of the page. Choose zu1fang2 租房,then select the area qu1xian4 区县, which for Tsinghua is Hai3dian4 海 淀. Next tab is monthly rent amount jia4ge2fan4wei2 价格范围; for this we recommend something in the 3,000-5,000 Yuan range. Next choose the number of bedrooms ju1shi4 居室. Then click on search sou1suo3 搜索. The agent can arrange for you to visit apartments. There are many near-campus apartments located on or around Chengfu Lu that runs along the south edge of the Tsinghua campus. You can find them through word of mouth, ads on walls, or in local expatriate magazines (City Weekend, That’s Beijing), signs in windows, or by asking at apartment complex offices. Many IUP students live in the Huaqingjia Yuan apartment complex. This rarely occurs, but we want to know about such problems, so that other students can avoid them. © Tsinghua Inter-University Program (IUP) Page 5 of 29 The Ten Commandments (The 10 key things you really need to know and remember) 1. You must register with the local Police Station (Gong1an1ju2 pai4chu1suo3 公安局派出所 ) within 24 hours of moving into an apartment or private home. Know the location of cut off switches for water, electricity and gas. 10. Next to your phone, or in an obvious place, post the phone number of the Repair and Maintenance Service (wu4ye4 物业) for the apartment if you are in Huaqing Jiayuan or another large apartment complex, plus emergency phone numbers. © Tsinghua Inter-University Program (IUP) Page 6 of 29 Registration with the local police station HIGH PRIORITY Registration to live in Beijing REGISTRATION FORM OF TEMPORARY RESIDENCE 临时住宿登记表 (Lin2shi2 Zhu4su4 Deng1ji4 Biao3) To live in China, EVERY foreigner (unless living in a university dorm) must begin the procedures to obtain this document WITHIN 24 HOURS after moving into an apartment or with Chinese friends. The form is a small slip of paper. It is processed at the local police station. This should be considered local police registration, and you need to get a new one anytime you move to a new abode. You need to get this form regardless of the length of your stay. It must be renewed annually. You need this document to get the next one. It is adjacent to Line 13 Light Rail to downtown Beijing. HQJY tends to be noisy and somewhat more expensive than apartments further from Tsinghua. It has lots of real estate agents on the ground floors. Avoid apartments in Building 10, which stands by itself across the road from the rest of Huaqing Jiayuan; bad quality and is not well maintained. Only 10-15 minutes by bike from IUP. Dong1sheng1yuan2 东升园 On the south side of Huaqing Jiayuan and only 20 minutes by bike from IUP. It is less expensive than Huaqing Jiayuan, somewhat quieter; quality and management are adequate. Dong1wang2zhuang1 东王庄 Large complex of 5-story apartments, on the other side of the Line 13 Light Rail, between Tsinghua and Beijing Language and Culture Universities. Older and cheaper apartments here, with fewer foreigners. Housing there is generally much cheaper than Huaqing Jiayuan, often RMB 500 a month less than a comparable Huaqing Jiayuan unit. Extends north from Chengfu Lu. About 20 minutes by bike from IUP. Xi1wang2zhuang1 西王庄 These are usually much older and cheaper apartments than Huaqing Jiayuan, maybe RMB 1,000 a month less than a comparable HQJY unit. It also has fewer foreigners. This is on the west side of the Light Railway Line, and slightly closer to Tsinghua than Dongwangzhuang. Just walk around and find the “TO RENT” 出租借 signs. San1cai2tang2 shui3qing1mu4 hua2yuan2 三才堂水清木华园 3-4 large high-rise apartment blocks, to the south of Tsinghua, across Chengfu Lu at Zhongguancun Bei Er Jie No. 4 中关村北二街 4 号. Older and cheaper apartments here, with fewer foreigners. Only 15 minutes by bike from IUP. Wen2jin1 Guo2ji4 Gong1yu4 文津国际公寓 This new full-service apartment, just outside the Tsinghua South Gate on Chengfu Lu is for the high rollers. Expensive (8,000 Yuan,USD$1,170 a month), but you get daily cleaning service. Closest apartment location to Tsinghua unless you live on campus; only 10 minutes to IUP by bike. © Tsinghua Inter-University Program (IUP) Page 10 of 29 Rental Agents The 20-building, 20-story Huaqingjia Yuan Apartment Complex (HQJY) just outside the East Gate of Tsinghua, has several real estate firms. They can show you several apartments in HQJY and nearby if you contact them. Do not restrict yourself to looking at apartments only in HQJY. Competition among the agents will result in more reasonable prices for you. Don’t accept the first rental offer, because there is always room for negotiation. NOTE: You can also contact apartment owners directly if you see any advertising for empty apartments. Just call their phone number. They will save on the agent’s fee, which should work in your favor when negotiating the rent. These firms are frequently used by IUP students: Lian4jia1 di4chan3 链家地产, with an office outside the South Gate of Tsinghua on south side of Chengfu Lu, across from Wenjin Guoji Hotel 南门文津国际酒店对面. You’ll obviously be trying to get the best deal possible, but bear in mind that your relationship with the landlord has only just begun. Use common sense: if the negotiations become acrimonious, it may be difficult later to get the landlord to make prompt, thorough repairs or resolve other problems. Conversely, this is a good time to request improvements to the unit - a paint job, broadband Internet connection, or new TV. ‘Standard Lease’ Read carefully! There really is no such thing as a 'standard lease' in China. The landlord or the agent will provide the lease and you will usually sign two copies, one for each of you. The contract will be in Chinese, and may also be translated into English, but only the Chinese version is a legal document; so if your Chinese isn't up to the task, get a Chinese friend to help you (real estate companies should provide translations). Rights and Responsibilities The lease should stipulate the rights and responsibilities of each party. The landlord should take care of any standard 'wear and tear' repairs for the property, both upon move-in and while you're living there. The lease should stipulate the amount of deposit and the penalties for breaking the terms of the lease. In fancier flats, the tenant usually pays three months' rent up front: two months' worth as a security deposit and the first month paid in advance. Once the landlord has your deposit, she will take care of any renovations, repairs or furnishing needed before you move in. The contract should also contain an inventory of all items provided by the landlord and their condition. If everything's still there and in reasonable shape on move out day you get your deposit back, so no roughhousing on the furniture… First Time Lucky You may get a good deal if you're one of the first renters in a new property: your landlord may let you choose your own furniture and decor, and may - hopefully, possibly, just maybe -- understand the economic advantage of having a tenant paying lower rent immediately than waiting for a sucker to pay sky high fees at some undetermined point in the future. What’s Included In a furnished apartment, expect large appliances like the refrigerator, washing machine and TV to be included. Generally the tenant pays for measured use utilities like electricity, water, gas and phone, while regular fees like cable TV bills, club membership dues and management fees should already be included in the rent. If a gym membership or parking space isn't included in the rent, expect each to cost about RMB 1,000 per month. In buildings where the central heating is turned on in the winter, heating bills are generally included in the rent. © Tsinghua Inter-University Program (IUP) Page 12 of 29 525,600 Minutes Most leases are a one--year affair, though if you like, you can negotiate a two-year lease that you, but not your landlord, can break in the second year without penalty. Nothing makes a Beijing landlord more nervous than a lease of less than a year so you may have to pay more for a short lease. If you need to move out before the end of a lease, you'll usually need to give your landlord one to two months' notice, depending on what you've negotiated. In this scenario, you may well have to forfeit most or all of your security deposit. If you're willing to pay a steeper rent, however, it's possible to get a penalty-free break clause in the lease - either diplomatic or contingent on a transfer out of Beijing - which will let you end the lease early without paying extra. Paper Trail Your landlord should give you fapiao (receipts) to acknowledge payment. If she is reluctant to provide a fapiao - lest she draw attention from the tax authorities -- ask for a discount of 5-20 per cent of the rent. Point out that you need the fapiao to reduce your income taxes (which are deducted from your salary incidentally). If she still refuses, have your landlord sign an informal receipt acknowledging you paid your rent, just so you both know the matter is settled. Register with the local police station (Gong1an1ju2 pai4chu1suo3 公安局派出所 ) On move-in day, bring a copy of your passport so you and your landlord can go to the local office of the local police station ('paichusuo') to register. The process is quick, and if you don't register you could face a fine of up to RMB 500 Yuan per day. What's more, you won't be able to renew your visa unless you have a registration certificate. In this situation, Party A has the right to take back the premises and take action against party B. 五、押金 / Deposit 1. 为确保房屋及其附属设施之安全与完好,及租赁期内相关费用之如期结算,乙方同意 于 年 月 日前支付给甲方押金 元整,甲方在收到押金后予以书面签收。 In order to guarantee the safety and good condition of the premises and attached facilities, and ensure that all relevant fees are settled on schedule during the lease term, party B will pay to party A as a deposit before (month) (day) (year). Party A will issue a written receipt after receiving the deposit. 2. 除合同另有约定外,甲方应于租赁关系消除且乙方迁空、点清并付清所有应付费用后 的当天将押金全额无息退还乙方。 Unless otherwise provided for by this contract, Party A will return the full amount of the deposit without interest on the day when this contract expires and party B clears the premises and has paid all due rent and other expenses. 3. 因乙方违反本合同的规定而产生的违约金、损坏赔偿金和其它相关费用,甲方可在押 金中抵扣,不足部分乙方必须在接到甲方付款通知后十日内补足。 In case party B breaches this contract, party A has the right to deduct the default fine, compensation for damage or any other expenses from the deposit. In case the deposit is not sufficient to cover such items, Party B should pay the remaining amount within ten days after receiving the written notice of payment from Party A. 4. 因甲方原因导致乙方无法在租赁期内正常租用该物业,甲方应立即全额无息退还押金 予乙方,且乙方有权追究甲方的违约责任。 If Party B can’t normally use the apartment because of Party A. Party A should return the deposit to Party B at once. And, Party B has the right to ask for the compensation from Party A. 六、甲方义务 / Obligations of Party A 1. 甲方须按时将房屋及附属设施(详见附件)交付乙方使用。 Party A will provide the premises and attached facilities (see the appendix of furniture list for details) on schedule to Party B for use. 2. 房屋设施如因质量原因、自然损耗、不可抗力或意外事件而受到损坏,甲方有修缮并 承担相关费用的责任。如甲方未在两周内修复该损坏物,以致乙方无法正常使用房屋设施, 乙方有权终止该合约,并要求退还押金。 In case the premise and attached facilities are damaged by quality problems, natural damages or accidents, Party A will be responsible for repairing the damages and paying the relevant expenses. If Party A can’t repair the damaged facilities in two weeks such that Party B can’t use the facilities normally, Party B has the right to terminate the contract and Party A must return the deposit. 3. 甲方应确保出租的房屋享有出租的权利,如租赁期内该房屋发生所有权全部或部分转 移、设定他项物权或其他影响乙方权益的事件,甲方应保证所有权人、他项权利人或其他 影响乙方权益的第三者能继续遵守本合同所有条款,反之如乙方权益因此遭受损害,甲方 应负赔偿责任。 © Tsinghua Inter-University Program (IUP) Page 26 of 29 Party A will guarantee the lease right of the premises. In case of occurrence of ownership transfer in whole or in part and other accidents affecting the right of lease by party B, party A shall guarantee that the new owner and other associated third parties shall be bound by the terms of this contract. Otherwise, Party A will be responsible for compensating party B’s losses. 4. 甲方应为本合同办理登记备案手续,如因未办理相关登记手续致该合同无效或损害乙 方租赁权利,应由甲方负责赔偿,且甲方应承担该合同相关的所有税费。 Party A must register this contract with the relevant government authority. If not doing so results in this contract being invalid or Party B’s right of leasing being damaged, Party A shall take full responsibility. Party A should also pay all relevant taxes. 七、乙方义务 / Obligations of Party B 1. 乙方应按合同的规定按时支付租金及押金。 Party B will pay the full rental amount and the deposit on time. 2. 乙方经甲方同意,可在房屋内添置设备。租赁期满后,乙方将添置的设备搬走,并保 证不影响房屋的完好及正常使用。 Party B may add new facilities with Party A’s approval. When this contract expires, Party B may take away the added facilities without changing the condition of the premises for normal use. 3. 未经甲方同意,乙方不得将承租的房屋转租或分租,并爱护使用该房屋如因乙方过失 或过错致使房屋及设施受损,乙方应承担赔偿责任。 Party B will not transfer the lease of the premises or sublet it without Party A’s approval and should take good care of the premises. Otherwise, Party B will be responsible for compensating for any damage of the premises and attached facilities caused by its fault or negligence. 4. 乙方应按本合同规定合法使用该房屋,不得擅自改变使用性质。乙方不得在该房屋内 存放危险物品。否则,如该房屋及附属设施因此受损,乙方应承担全部责任。 Party B will use the premises lawfully according to this contract without changing the nature of the premises or storing hazardous materials in it. Otherwise, Party B will be responsible for the damages caused by it . 5.乙方应承担租赁期内的水、电、煤气、电话费、收视费、一切因实际使用而产生的费 用,并按单如期缴纳。 Party B will bear the cost of utilities such as telephone, water, electricity and gas during the lease term. 八、合同终止及解除的规定 / Termination and dissolution of the contract 1. 乙方在租赁期满后如需续租,应提前一个月通知甲方,由双方另行协商续租事宜。在 同等条件下乙方享有优先续租权。 Within one month before the contract expires, Party B will notify Party A if it intends to extend the lease. In this situation, two parties will discuss matters over the extension. Under the same terms Party B has priority to lease the premises. 2. 租赁期满后,乙方应在 日内将房屋交还甲方;任何滞留物,如未取得甲方谅解,均视 为放弃,任凭甲方处置,乙方决无异议。 When the lease term expires, Party B will return the premises and attached facilities to Party A within days. Neither party has the right to terminate this contract without another party’s agreement. Anything not covered in this contract will be discussed separately by both parties. 九、违约及处理 / Breach of the contract 1. 甲、乙双方任何一方在未征得对方谅解的情况下,不履行本合同规定条款,导致本合 同中途终止,则视为该方违约,双方同意违约金为 元整,若违约金不足弥补无过错 方之损失,则违约方还需就不足部分支付赔偿金。 During the lease term, any party who fails to fulfill any article of this contract without the other party’s understanding will be deemed to be in breach of the contract.
