At the core of ISO Claims Solutions is ISO ClaimSearch® — a comprehensive system that claims and investigations professionals use to find vital data on property, casualty, and automobile claims, including physical damage, theft, and salvage information. ISO ClaimSearch is a contributory database that features a secure Internet platform and a stringent privacy and security policy. The system supplies the data you need to improve claims processing and avoid paying questionable or fraudulent claims. ISO ClaimSearch helps you research prior loss histories, identify claims patterns, and detect fraud. ISO ClaimSearch serves thousands of insurers, representing more than 93 percent of the property/casualty industry by premium volume. Our system also serves state workers compensation insurance funds, self-insureds, third-party administrators (TPAs), fraud bureaus, and law enforcement entities. And to expand the power of ISO ClaimSearch, ISO offers a variety of other powerful tools. The result? Claims Reporting ISO ClaimSearch® — The All-Claims Database With data on property, casualty, and vehicle claims, ISO ClaimSearch® is the insurance industry’s most comprehensive resource for claims professionals. The ISO ClaimSearch database contains information from the former Property Insurance Loss Register (PILR), the former Index system for bodily injury claims, and the vehicle information databases formerly administered by the National Insurance Crime Bureau (NICB). Today, all of those claims are part of a single database that lets you search all lines of business and all types of claims simultaneously. The ISO ClaimSearch database has three major segments — casualty, property, and auto. Each segment contains comprehensive information on claims submitted by hundreds of insurers and other users. You can participate in one or more segments of the database. Privacy and Security Given the sensitive nature of the information in the ISO ClaimSearch database, ISO has adopted a special privacy and security policy that complies with federal and state privacy legislation, as well as the National Association of Insurance Commissioners’ Insurance Information and Privacy Protection Model Act and the federal Health Insurance Portability and Accountability Act (HIPAA). 2 What’s in the Database Segments? (MIB). ISO has integrated that database into the casualty segment of the ISO ClaimSearch database. 3 Claims Reporting Claims Reporting and Processing Claims reporting, also known as the claim-processing service, is the primary service of the ISO ClaimSearch system. To use the service, you can submit a claim report through your own claims system or the ISO ClaimSearch website. In return, the system provides a match report with information on other claims filed by the same individual or business. When you submit a claim, the system uses “fuzzy logic” name-and-address searching — a phonetic search that recognizes alternative spellings, such as Green and Greene or Smith and Smyth. And the system checks possible nicknames and alternative forms of a name, such as Elizabeth, Liz, Lizzie, and Beth. The system uses its advanced “address hygiene” function to standardize address information. The system also checks the validity of all information you submit to the database. For example, the system will make sure that the ZIP code and state you submit to the database are compatible. And the system will check to make sure the reported vehicle identification number is a valid number. The system then searches the database for other claims with matching information in key data fields, such as: • name • address • vehicle identification number (VIN) • tax identification number (TIN) • Social Security number (SSN) • license plate number • driver’s license number • telephone number 4 You can access the ISO ClaimSearch system through several electronic transmission methods, including: • ISOnetSM — ISO’s information service for insurance professionals • batch and interactive system-to-system transmissions in a number of formats Universal Format ISO has created a new Universal Format for claims reporting and system output. Universal Format provides more data fields — across all insurance types — to help you research prior loss histories and receive search results across lines of business. Statutory and Regulatory Reporting In states with statutory or regulatory reporting requirements, ISO ClaimSearch provides the required claims data to state fraud bureaus, fire marshals, or other entities on behalf of insurers. The added service reduces your workload and costs. Some states have direct access to the ISO ClaimSearch system for follow-up on individual cases. NMVTIS Reporting Service You can report total-loss information through the ISO ClaimSearch NMVTIS Reporting Service to comply with the National Motor Vehicle Title Information System (NMVTIS) reporting requirements. The Anti-Car Theft Act of 1992 established NMVTIS to help prevent the introduction or reintroduction of stolen and salvaged motor vehicles into interstate commerce. The American Association of Motor Vehicle Administrators (AAMVA) operates the service. Medicare Secondary Payer Reporting Service ISO ClaimSearch offers the Medicare Secondary Payer Reporting Service to help you comply with Section 111 of the Medicare, Medicaid, and SCHIP Extension Act of 2007 (P.L. 110-173). When you report claims to ISO ClaimSearch, the service reports claims data on Medicare-eligible claimants to the Department of Health and Human Services Centers for Medicare & Medicaid Services (CMS) on your company’s behalf. Child Support Enforcement Agency Reporting Service The Child Support Enforcement Agency (CSEA) Reporting Service helps you comply with state requirements to support the collection of delinquent child support payments. The service features two programs: • The Child Support Lien Network (CSLN) program interfaces with the CSLN database containing information on delinquent child support obligors in a number of states. • The Office of Child Support Enforcement (OCSE) program interfaces with the federal OCSE database containing information on delinquent child support obligors in a number of states and the District of Columbia. Because the OCSE and CSLN programs have different participating states — and may maintain different information on delinquent child support obligors — you could benefit by participating in both services. When you submit a claim report from a participating state, ISO ClaimSearch will search the CSLN and OCSE databases. If the claim matches a record in one or both databases, the system will send the claim to the CSLN and/or the OCSE. The CSLN and/or the OCSE will then refer the claim to the appropriate state child support agency. wcPrismTM wcPrismTM is a comprehensive suite of data-management and compliance solutions to help workers comp carriers effectively handle growing reporting and datamanagement challenges. From a single transactional data feed, the wcPrism suite can handle all your workers comp reporting needs for unit statistical, FROI and SROI, detailed medical, aggregate financial, policy, detailed claim information and individual case, and proof-of-coverage reporting. ISO’s wcPrism can satisfy multiple output requirements of various internal and external users, including the feed to ISO ClaimSearch. 5 Claims Investigations Claims Inquiry OFAC Compliance Service Special investigations units (SIUs) and claims personnel use ISO ClaimSearch® Claims Inquiry for follow-up fraud investigations. Users may customize queries to search on any field of information to support a specific claims investigation. ISO ClaimSearch offers OFAC Compliance Service — the automated way to check claimants and other contacts against the government’s watch list of potential terrorists and drug traffickers. Once you report a claim to ISO ClaimSearch, you can submit queries online, in real time, to receive instant search results. You can search across all property, casualty, and vehicle claims. System reports provide you with thorough information to help identify a claimant’s or insured’s full loss profile, individuals with suspicious patterns of claims, and fraud-ring activity. ClaimSearch IllustratorTM ClaimSearch IllustratorTM is an easy-to-use desktop application that helps you visualize relationships among data elements within ISO ClaimSearch claims records. Match reports from the ISO ClaimSearch system often contain pages of comprehensive information on matching claims histories. ClaimSearch Illustrator uses pictures and icons to create presentation-quality graphics that display connections among data elements from the reports — so you can decide if a claim needs further investigation. ClaimSearch Illustrator is a perfect complement to ViewLink ManagerTM and NetMap for ClaimsTM — two powerful link-analysis and data-visualization products that help you spot fraud quickly. You can use ClaimSearch Illustrator to review claim records in a graphic illustration and then use the analytical tools within ViewLink Manager or NetMap for Claims to provide in-depth analysis for your investigations. 6 The Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury administers and enforces economic and trade sanctions against certain foreign governments, organizations, and individuals. OFAC has compiled a master list of more than 5,000 “specially designated nationals and blocked persons.” U.S. insurance companies and their employees are responsible for screening claims against that master list. If your company subscribes to the OFAC service, the system will automatically search your daily claims against the OFAC watch list, without additional effort on your part. If the system finds a match, we’ll notify your designated company representative by e-mail. ISO offers the service in four tiers: 1. Standard Service: ISO compares all involved parties against the OFAC watch list. The comparison includes businesses and individuals based on name (plus aliases) and date of birth. 2. Premium Service: In addition to the standard service, ISO will automatically perform publicrecords searches to help you verify the identity of individuals or businesses. 3. Historical Sweep: You have the option of searching all claims previously submitted to the system or searching claims submissions over a specific segment of time, such as the last two years or the last five years. 4. Enterprisewide Service: ISO conducts searches on individuals and businesses for all departments within your organization. Your claims, human resources, accounts payable, and other departments can perform searches against the OFAC watch list. OFAC LookUp ISO ClaimSearch also offers OFAC LookUp service, which allows you to initiate a query to check if a name is on the OFAC master list. Decision Net® users can enhance their OFAC queries with public-records searches. OFAC LookUp is not a replacement for the OFAC Compliance Service, which automatically checks all your incoming claim reports against the OFAC lists without additional effort on your part. 7 Claims Investigations AMA Physician Search ISO ClaimSearch customers that belong to the National Insurance Crime Bureau (NICB) and have access to the NICB’s QuestTECHSM through ISO ClaimSearch — and/or SIU-level access — can search the American Medical Association (AMA) physician master file. The AMA physician search provides active and historical license data on medical doctors (M.D.) and doctors of osteopathy (D.O.), as well as any associated disciplinary flags the individuals have on file. Contact the NICB Technical Support Group at 708-237-4400 with questions about AMA physician searches. EDR Indicator Through an alliance with Injury Sciences LLC, ISO ClaimSearch provides insurers with objective information on automobile accidents from vehicle event data recorders (EDRs). If an EDR is available for any of the vehicles referenced in a claim, you’ll receive an EDR indicator in the ISO ClaimSearch match report, as well as details on the types of information that may be available. If you wish to get data from the EDR, you can submit a data-harvest request through EDR Investigate®, a Decision Net service. For more information, see EDR Investigate on page 9. VIN Decoding with NICB VINassist® ISO’s VIN decoding with NICB VINassist® is a web-based, encrypted application that allows you to edit and decode 17-character vehicle identification numbers. Errors found in VINs may denote a number of circumstances, such as incorrectly or erroneously recorded or altered VINs, VINs switched from other vehicles, or VINs that describe vehicles never manufactured. NICB Questionable Claims Referrals An EDR, better known as a vehicle “black box,” can record and store facts that provide a remarkable level of precision and insight into the circumstances surrounding an accident — exactly the information you need to enhance your claims evaluation process. 8 National Insurance Crime Bureau members can refer claims to the NICB through ISO ClaimSearch. Even ISO ClaimSearch participants that are not NICB members can satisfy statutory reporting requirements by referring suspicious claims to the NICB and to state fraud bureaus and state fire marshals. Decision Net® ISO ClaimSearch offers Decision Net® — your one-stop source of information for claims analysis and investigations. Decision Net provides access to public records, criminal records, medical records, police reports, and motor vehicle reports. With Decision Net, you’ll: • locate witnesses, claimants, and other parties • find missing information about insureds and claimants for claim files • investigate suspicious claims, suspicious individuals, and fraud • settle meritorious claims faster Public Records Search the world’s largest repository of information on individuals and businesses and retrieve information going as far back as 30 years. The system delivers information on more than 165 million households and supplies names, addresses, telephone numbers, Social Security numbers, property/assets data, bankruptcy records, civil judgment records, and other vital information. Criminal Records Search the broadest range of criminal and civil records available today. The system offers more than 175 searches, with access to more than 100 million federal, state, and county criminal and civil records nationwide. Medical Records Order, track, and retrieve medical records online. You submit your request, and we work with the relevant medical provider to secure the records you need, including x-ray reports and medical bills. We use an active database of more than 700,000 providers, including hospitals, clinics, physician offices, chiropractors, pharmacists, and radiologists. The medical records service also offers consolidated monthly service invoices. Police Reports Order a variety of police, fire, coroner, and department of motor vehicles (DMV) reports from tens of thousands of agencies, with complete nationwide coverage. Motor Vehicle Reports Order motor vehicle reports (MVRs) that supply timely, comprehensive, and reliable information on an individual’s driving history, including driver’s license information and driving restrictions. EDR Investigate® EDR Investigate® uses sophisticated forensic technology to provide an objective analysis of the complex variables involved in automobile accidents. The service includes retrieval of data from vehicle event data recorders. When you submit a data-harvest request for an EDR Investigate report, a member of Injury Sciences’ network of service providers located throughout the United States will harvest the EDR. Injury Sciences will then analyze the data from the EDR device and provide a comprehensive online report describing characteristics of the accident, including: • vehicle speed at the time of the accident • seat belt use • braking activity • severity of impact • sequence of events in multicar collisions The result?
