REQUEST FOR QUALIFICATIONS FOR INDIVIDUAL CONSULTANT SERVICES

Introduction
1. The United States of America acting through the Millennium Challenge Corporation
(“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered
into a US$600,000,000 Compact for Millennium Challenge Account assistance to help
facilitate poverty reduction through economic growth in Indonesia through three projects:
the Green Prosperity (“GP”) Project; the Community-Based Nutrition to Reduce Stunting
Project; and the Procurement Modernization (“PM”) Project. The Government of
Indonesia, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”)
intends to apply a portion of MCC funding to eligible payments under a contract for
which this Request for Qualifications is issued. Any payments made under the proposed
contract will be subject, in all respects, to the terms and conditions of the Compact and
related documents, including restrictions on the use and distribution of MCC funding. No
party other than the Government and MCA-Indonesia shall derive any rights from the
Compact or have any claim to the proceeds of MCC funding.
2. This Request for qualifications follows the General Procurement Notice that appeared in

February 4, 2014, and local newspaper Kompas on February 8, 2014.
Background of the Assignment
3. The GP Project is a five year, $332 million program that aims to promote environmentally
sustainable, low carbon economic growth as set forth in the Government’s medium- to long-term
development plans (RPJP and RPJM), the National Greenhouse Gas Emission Reduction Action

Plan (RAN-GRK), and Regional Spatial Plans (RTRW). The GP Project will provide a
combination of technical and financial assistance to support rural economic development that
raises real incomes of Indonesians in a manner that reduces reliance on fossil fuels, improves
land management practices, protects natural capital, and complements efforts to reduce emissions
from deforestation and environmental degradation. The GP Project will involve local
communities and local and regional governments in these activities to improve the
implementation of government policies and regulations that support low carbon development, as
well as build capacity of local communities in natural resource and environmental management.
Objectives of the Assignment
4. MCA-Indonesia requires the involvement of individual consultants at the region to develop
relationship with the government agencies, potential project sponsors and other stakeholders, to
accelerate the identification and preparation of potential projects in the provinces. Roles of the
individual consultants are vital specifically during the preparation period prior to the
establishment of various GP facilities such as; financing, project implementation, grant,
Technical Assistance and Project Management Consultant. The consultants who are selected as
GP Relationship Managers at the Province level are deemed to have met the requirements
specified herein above, and are able to perform tasks specified by the MCA-Indonesia.

Qualifications
6. The interested
qualification:

Consultants
will
be evaluated
based
on the
following
Mandatory Requirements
1) Bachelor degree major in any one of the following fields: Environment, Law,
Communication, Public Administration, Economic, Engineering, Agricultural, Natural
Resource Management, Forestry.
2) Minimum 7 years of professional working experience in the work that are relevant to this
assignment with at least 5 years of working experience in the field of Forestry or
Agriculture or NRM or Renewable Energy or Spatial Planning or Community Mapping
or Local Economic Development or Local Governance or Community Driven
Development (CDD).

3) Have performed duties in the capacity of coordinator / team leader in managing projects
in provincial or district levels.
4) Minimum 5 years of experience working with the local governments and is able to work
in collaboration with stakeholders at the provincial or district level.
5) Candidate is residing or willing to reside in the province where the consultant will be
deployed.
6) Fluent in communicating in Bahasa Indonesia with stakeholders in provincial and district
level where the consultant will be deployed to carry out the proposed assignment.
7) Fair level of English with ability to communicate in both speaking and writing.
Desirable Requirements
1)
Fluency in English both in writing and speaking.
2) Experience in working for projects funded by International Donor Agency or private
sector or Government, in the area of Community Development, Capacity Building,
Local Economic Development or Program Nasional Pemberdayaan Masyarakat (PNPM)
project, and poverty reduction program.
Duration and Place of Performance
7. The Consultants are expected to work full time for a period of 36 consecutive months with
possibility of extension based on the consultant’s performance. The Provincial Level Relationship
Manager will be placed in capital city of the province Relationship Managers will be stationed in
capital city or other location as assigned by MCA-Indonesia.
This Province Level Relationship Manager shall be required frequent field travel up to 50% of the
time within the provinces where the consultant shall be posted.
How to Apply
8. MCA-Indonesia hereby invites interested Individual Consultants to submit their
Application as per instruction below (Section 12).
9. Interested Individual Consultants shall submit the following (in English only):
(i)
Curriculum Vitae (“CV”), using the CV template provided by MCA-Indonesia,
detailing the consultant’s professional qualifications, areas of expertise, and experience
carrying out similar assignments.
(ii)
Professional references (at least three (3) referees) with contact details, including a
valid email address.
(iii) The Consultant should indicate the name of the provinces that he/she intends to apply.
Proof of all professional qualifications and work experience indicated in the CV may be
requested to the selected consultant.

Submission Date and Time
10. Interested Consultants shall submit their CVs as per instruction on Section 9 above to the address below
on or before April 20, 2015, 10:00 a.m., Jakarta local time. Applications received after this date and time
shall not be considered.
The Envelope should be clearly marked the position and the name of the province that the consultant
intended to apply.

Selection Process
13. An Individual Consultant will be selected following the Individual Consultant
Procedures as defined in the MCC Program Procurement Guidelines (available at the
following Website: http://www.mcc.gov/pages/business/guidelines)
14. Individual Consultants’ CVs and related documents will be evaluated to determine if they
meet the qualifications requirements stipulated in Section 6 (above). The education,
adequacy for the assignment and language requirements will be evaluated. A Consultant
shall be rejected if he/she fails to satisfy any of the mandatory requirements.
15. After the Evaluation of Qualifications, the Consultant that satisfies the mandatory
requirements and is deemed most qualified will be interviewed in person or by telephone in
order to confirm qualifications. References will also be checked. If the verification process
supports the initial findings, the Consultant will be requested to submit a financial proposal
and may be invited to negotiate the contract. Should negotiations fail with the most
qualified Consultant, the MCA-Indonesia may at is discretion proceeded to verify the
qualifications of the next highest ranked Consultant.
16. Final selection will be subject to reasonableness analysis of the proposed fee. If verification is
not satisfactory and the proposed fee is not reasonable, negotiations may be terminated.
17. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and
may cancel the selection process at any time without providing any justification to the
Consultants.

Bid Challenges
18. MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant
that claims to have suffered or that may suffer loss or injury due to a breach of a duty
by MCA- Indonesia in the conduct of this procurement. The Bid Challenge System can be
