2015 Major League Director John Cummings jdcummingsjr@gmail.com Methuen Youth Baseball 2015 50/70 Major League Rules Summary Note: Beginning 2015 All Major League Games Follow 50/70 Rules 1. Playing time: a. All players must play at least 3 defensive innings per game. b. All players must play at least 1 inning in the outfield (regular season only). c. Continuous batting order which may be reset each game. d. Free substitution is allowed in the field. 2. Pitching Restrictions: a. Pitchers under 11 are limited to 75 pitches per game. b. Pitchers 11 and over are limited to 85 pitches per game. c. All are subject to the following rest rules: Number of Pitches 66 or more 51 to 65 36 to 50 21 to 35 Under 21 d. e. f. Days of Rest 4 3 2 1 None Pitchers throwing 40 or more pitches and/or more than 3 innings may not reenter as a catcher. Catchers who catch more than 3 innings may not reenter as a pitcher. Pitchers will need to pitch from the stretch with runners on base. 3. Advancing base runners: a. The batter becomes a runner when the third strike called by an umpire is not caught, providing (1) first base is unoccupied or (2) first base is occupied with two outs. b. Leading off the base is allowed. c. Balks will be enforced resulting in each runner advancing one base. d. There is a 10 run mercy rule enforced after 4 full innings of play. 4. Other: a. Borrowed players must be approved by BOTH the Minor and Major League Directors prior to being able to play in any Major League game. b. Home team provides bases. Visiting team puts bases away. Coaches of both teams ensure fields have been raked and dug outs have been picked-up. c. Players must slide to avoid collisions. d. Players may run through home plate ONLY if there is no play at the plate. 5. Pinch Runner: a. One pinch runner allowed per inning. b. In addition, the catcher may be pinch run for to speed up game play. c. No player can be pinch run for more than once per game (unless injured). 6. Coach Responsibilities: a. Responsible for knowing and following all rules of the game including but not limited to playing time, pitching restrictions and rules of conduct. b. Submit required information through the Methuen Youth Baseball Web Site: i. innings pitched for each player that pitches in the game ii. score of the game and any game highlights c. d. Responsible for resolving disagreements without significant interruption to the game.
