This Academy, functioning under the Ministry of Finance, Department of Revenue,
proposes to procure / install 45 Nos. of SAMSUNG UA32H4303AR 32 inch HD-LED TV.
Therefore, quotations from the respective OEM / authorized dealers/firms etc. are invited
with a request to quote their most competitive and reasonable rates, Warranty, Guarantee
period and AMC etc. The basic specification of product is as under:

Terms and Conditions
The Tender Document can be received from the office of the Additional Director
General, National Academy of Customs, Excise & Narcotics, Plot No.3/86-E, ATC
ROAD, Ambattur Industrial Estate, Chennai – 600 058. It can also be downloaded
from our website http://nacen.in/.

Eligibility Criteria : The Tenderer shall fulfil all the following
requirements :The tenderer
should be a registered firm.
should be profit making firm in the year 2013-14 and 2014-15.
should have PAN/TAN Registration No.
should have post sale service office in Chennai.
should not be in the black list of any of the Government Office /
Organization / Institution.

should have sales turnover of Rs.10 Crore and above in the
preceding Financial year

should be an authorised dealer of Original equipment manufacturer
(OEM) of the offered LED Television.
The Tenderer should also ensure to submit the following documents with their
bid:
i)
Details of Tenderer to be provided in Annexure - I
ii)
Proof of firm being registered as shop/establishment/firm/company.
iii)
PAN/TAN Registration Certificate.
v)
Proof of having post sale service in Chennai.
vi)
Price Bid to be provided in format Annexure - II.

A copy of tender document duly countersigned by the tenderer.
Document evidencing sales turnover in the preceding Financial year
Copy of the authorisation certificate / document issued by the Original
Equipment Manufacturer (OEM)

2. Compliance with the technical specifications
The equipment offered shall be in accordance with the minimum
Technical Specification as provided above. However, higher version/additional
specification/ deviation from the specification, if any, shall be clearly indicated
along-with the explanation. NACEN reserves the right to select the specification
and other features as per its actual requirement. The bids / quotation must be
accompanied by the relevant documents/ literature confirming, the product to
be supplied, and the same should be duly signed by the Tenderer with seal of
the firm. The bid submitted in a casual manner and without proper
documentation shall be summarily rejected.

3.
Submission of Offer
(i). All prices and other information having a bearing on the price, shall be
written both in figures and words in the
prescribed Format Annexure-II .
Where there is a difference between amounts quoted in words and figures, the
amounts quoted in words shall prevail.
(ii). The interested Tenderers will submit the bid as asked for in the Tender
Document. Non- compliance of the conditions stipulated in this tender may lead to
rejection of the bid. The bid should be the price for the above said Item with
warranty/Guarantee/ post warranty.
OTHER CONDITIONS STIPULATED:a)
The Excise Duty, Sales Tax/VAT etc., as applicable should be
quoted separately in absence of which it will be presumed that they are included
in the rates and NACEN shall have no liability to pay these charges.
b)
It will be the responsibility of the firm to deliver the LED TV in the
NACEN Hostel / Guest House, C.R. Quarters, 15th Main Road, Anna Nagar, Chennai600040. No transportation and labour charges in this account will be paid.
c)
Payment will be made after delivery and satisfactory installation of
LED TV in the above premises and on submission of pre-receipted bill.
d)
The LED TVs including all its accessories should be required to be
delivered in full within 10 days from the date of supply order and no relaxation in
this regard shall will be entertained except on mutually accepted justifiable
grounds.
e)
The tender in the prescribed format should be submitted under
sealed cover. The sealed cover shall be superscribed

“NACEN Hostel-cum-Guest House” which should be addressed to the Deputy
Director (Admn.), National Academy of Customs, Excise & Narcotics, Plot No.3/86E, ATC Road, Ambattur Industrial Estate, Chennai – 600 058. The tenders not
submitted in prescribed manner shall be summarily rejected and the Bid shall not
be considered. The NACEN reserves the right to accept or reject any tender
without assigning any reason.

f)
The Bid shall be opened in the presence of the tenderer(s)
representative(s) who may wish to be present.
4.
Evaluation
a.
The Tenders will be evaluated on the basis of specifications of the
product as per NACEN requirement. The decision in this regard by NACEN would
be final and binding to the bidder.
On the date of opening of the tender bids, if the DGS&D rate contract are
b.
available for televisions, and if the DGS&D rate contract price is lesser than the
lowest among the price quoted by the bidders then the DGS&D price will prevail.
c.
If the Purchaser i.e. NACEN considers necessary, it may ask for revised
bids from the short listed tenderers which should be submitted within two days
of intimation to this effect in sealed envelopes on specified date and time. The
revised bids shall not be for amounts more than one quoted earlier for an item.
Any tenderer quoting higher rates for the same item with same configuration
quoted earlier in their revised financial bid shall be disqualified for further
consideration.
c.
The NACEN reserves the right to select the tenderer on the basis of best
possible features quoted. The decision of NACEN arrived at in this regard shall be
final and representation of any kind shall not be entertained on the above. Any
attempt by any tenderer to bring pressure of any kind shall disqualify the
tenderer for the present tender and the tenderer may be liable to be debarred
from bidding for NACEN tenders in future for a period of three years.
The NACEN reserves the right to award the contract to any of the bidders

in the interest of the office irrespective of not being lowest and in this respect, the
decision of the Office shall be final.
5. Validity of Offer
Order shall be placed as per NACEN requirements by the authorized Officer. The
successful tenderer will supply and install complete goods at the earliest but not
later than 10 days from the date of placing the Purchase Order unless the period
of delivery of goods extended due to justified reason duly accepted by the Office.
If the period of delivery is not maintained, NACEN reserves its right to reject the
offer.
6. Payment Terms
No part of the contract price shall become due or payable until the tenderer has
delivered, installed and commissioned the items to the complete satisfaction of
NACEN. 100 % payment shall be made once the tenderer has delivered, installed
and commissioned the items to the satisfaction of NACEN.
7.
Warranty
The equipment/goods shall have a comprehensive on-site warranty for minimum
one year or in accordance with the terms of the OEM, as the case may be.
8. Dispute Settlement
If the dispute cannot be settled by mutual discussion within 30 days as provided
herein, the courts at Chennai, India only will have the jurisdiction to adjudicate
upon the matter.

quotation in a sealed envelope superscribing “Quotation for Supply and
installation of 45 Nos. of SAMSUNG UA32H4303AR 32 inch HD-LED TV in
“NACEN Hostel-cum-Guest House” alongwith the requisite documents to the
Deputy Director, National Academy of Customs, Excise & Narcotics, Plot No.3/86-E,
ATC ROAD, Ambattur Industrial Estate, Chennai – 600 058 latest by 03.00 PM on
16.03.2015 which will be opened on same day i.e. 16.03.2015 at 04.00 PM.
