SubjeCt: Release of 1st installment of Grants-in-Aid to Bidhan Chandra Krishi
Viswavidyalaya (BCKV), West Bengal for implementation of a research project
titled "Screening of low Arsenic Accumulating High Yielding Rice Varieties and
Hybrids for West Bengal" under NFSM-Rice during 2015-16.
Sir,
I am directed to refer to this Department's letter No.20-l/2012-NFSM (CA-V) dated
10.04.2015 conveying Administrative Approval for implementation ofNFSM and letter of even
number~ dated 23.04.2015 conveying -Administrative Approval for implementation of a project
entitled "Screening of low Arsenic Accumulating High Yielding Rice Varieties and Hybrids for
West Bengal" under NFSM-Rice with an allocation of Rs.9S.23 lakh during 2015-16 and to
convey the sanction of the President of India for payment of 1st installment of Grants-in-Aid of
Rs. 73.67 lakh (Rupees seventy three lakh sixty seven thousand only) to Bidhan Chandra
Krishi Viswavidyalaya (BCKV), West-Bengal for implementation of the said project during'
2015-16.

This release is subject to the condition that all terms and conditions laid down in the
Administrative Approval issued vide letter No.20-l/2012-NFSM (CA-V) dated 10.04.2015 arid
Administrative Approval for the project issl1ed vide letter of even number dated 23.04.2015 are
followed. MPRs may be furnished quarterly and should invari~bly include physical/financial
targets/achievements. separately. The Implementing Agency :is requested to furnish the
Utilization Certification in the prescribed proforma GFR-19(A) to this Department at the end of
the financial year.

The payment sanctioned above is also subject to adjustment on the basis of auditedth
figures of expenditure in terms of Ministry of Finance letter No.2, (19)/P.1l/60, dated the 9
October, 1964.

The accounts of the grantee institute/organization shall be open to inspection by the
sanctioning authority and audit, both by the Comptroller and Auditor General of India under the
provision of CAG (DPC) Act 1971 and internal audit by the Principal Accounts office of the
Ministry or Department, whenever the institution/organization is called upon to do so and they
will have the right to demand the production of books of accounts, vouchers and other
papers/documents in this regard.

The payment may please be made through RTGS.
7.
This issues with the concurrence of the Finance Division of the Department of
Agriculture & Cooperation vide their Dy. No.3215/FTS/AS & FA, dated 05/05/2015.
8.
This sanction has been noted at S. No. 2/2015-16 in the Register of Grants.
9.
Provisions ofGFR 211(1) & 212 (4) (b) will be followed.
