Not For Sale’s mission is to build independence, develop skills, and foster incomegenerating opportunities that empower survivors and at-risk individuals to achieve safety and self-sufficiency. To date, Not For Sale has supported more than 6,050 men, women, and children worldwide out of situations of exploitation, of whom approximately 68% are female and 79% are below the age of 25. Approximately one third of survivors assisted are individuals rescued from the sex trade, while others are rescued from forced begging and bonded labor. A recent analysis of beneficiaries served by Not For Sale indicated that in 75% of the cases, poverty was the primary indicator of vulnerability to exploitation. Not For Sale, as part of the Anti-Child Trafficking (ACT) Program, is seeking to fund non-profit community-based organizations to provide comprehensive services for children and youth (0-18 years old) affected by and at risk to human trafficking or exploitation. This population may include children and youth with histories of abuse, neglect or severe trauma, former foster youth, homeless and runaway youth, undereducated youth, and youth in the criminal justice system. The goals of the Anti-Child Trafficking (ACT) Program are to provide an array of services that protect, equip and empower children and youth (0-18 years old) affected by and at risk to human trafficking or exploitation, to prevent the revictimization of children and youth, and to establish safe communities free from exploitation. Around the world, grants to our ACT partners support local efforts to increase the range of services and the number of children and youth benefitting from these services, and help local service providers expand their roles in combating and preventing human trafficking in their own communities. Not For Sale defines a survivor of human trafficking or exploitation as an individual who has been forced, coerced or deceived into working or into commercial sexual activity for the financial gain of another, or for their own survival. Any minor (an individual below 18 years) who has participated in commercial sexual activity is considered a survivor of exploitation. Not For Sale defines an individual living at high risk to trafficking as anyone who meets at least three of the below criteria: ● Earning below the national poverty line; ● Receiving public welfare (e.g. food stamps / subsidized housing); ● Have a family history of human trafficking, or sexual or labor exploitation ● Have experienced an attempt to recruit into any of the activities associated with sexual exploitation ● Have ever been in institutional /foster care ● Are currently on probation This Request for Proposals is for services that focus on the following priority service areas: Safety and Stability Not For Sale seeks applicants to provide comprehensive services that are responsive to the needs of child recovered from situations of trafficking or exploitation. The services include, but are not limited to assistance for repatriation, emergency shelter, long-term transitional housing, case management, medical care, trauma counseling, legal representation, family reintegration, and referral services. Education and Life Skills Not For Sale seeks applicants to provide formal and informal education opportunities that help formerly exploited children to build the skills, knowledge, and friendships that will enrich their lives and shape who they become. These services include but are not limited to enrolment in formal education from kindergarten to university or equivalent home-learning programs, computer literacy, and recreational activities (e.g. in sports, art, music). Opportunities for Dignified Work Not For Sale seeks applicants to support beneficiaries to long-term financial selfsufficiency. These services include but are not limited to trauma-informed work readiness training, professional coaching, vocational skills programs, mentorship, career identification and job seeking, professional development and life-skill building (e.g. personal budgeting, financial literacy). Not For Sale strives to create long-lasting partnerships internationally that offer quality care to survivors of trafficking and creating, replicable, and sustainable solutions to fight modern day slavery. Not For Sale believes that the social investment of trafficking survivors and at-risk and marginalized populations. Not For Sale’s programs education, developing vocational skills and opportunities for future employment are tools that address the issue at large and are crucial in the prevention, protection, and intervention of human trafficking. ● Applicants must by a registered non-profit organization in one of the following countries in South East Asia: ○ Brunei ○ Cambodia ○ East Timor ○ Indonesia ○ Laos ○ Malaysia ○ Myanmar ○ Philippines ○ Singapore ○ Thailand ○ Vietnam ● Applicant must offer services in an accessible and non-discriminatory manner regardless of race, color, ethnicity, class, age, economic level, education, language, religion, disability, immigration status, or sexual orientation. ● Applicant must be in good financial standing according to generally accepted accounting practices. ● Applicant must demonstrate a minimum of five years’ experience providing services to survivors of human trafficking or individuals meeting Not For Sale criteria for “at-risk”. ● Leadership (CEO/ General Manager) must demonstrate a minimum of ten years relevant professional experience delivering programs to survivors of human trafficking or individuals meeting Not For Sale criteria for “at-risk”. ● Key program staff (leadership) must be confident communicating in English (written and spoken). ● Applicant must address how it will meet the various elements described in ‘Priority Services – Scope of Work’ section. Not For Sale gives priority to applicants that: ● Commit to employing (non-foreign) leadership and staff. ● Pay employees at or above national industry average, and offer paid and unpaid time off in accordance with national legislation. ● Demonstrate diversified funding streams. ● Demonstrate the capacity to support up to one hundred children per year. ● Demonstrates a commitment to long-term beneficiary care (recommended minimum two (2) year follow care offered to alumni beneficiaries). ● Incorporates aspects of "play" for means of healthy rehabilitation when working with children (e.g. offer opportunities for extracurricular activities/ summer camps). ● Offer opportunities for beneficiaries approaching adulthood to cultivate income generating skills, develop work experience, or secure future employment. ● Identify and create opportunities that support the program’s financial sustainability (e.g. selling products or providing services that return income to the program). ● Dedicate resources to recording case files for all beneficiaries served, and evaluating program success over time based on output and outcome metrics. ● Promote storytelling about the program and program beneficiaries (in line with Not For Sale Media Protection Policy) for the purposes of growing awareness and fundraising. The following is Not For Sale’s schedule for the RFP process: May 12th, 2015 RFP Release May 12th May 27th, 2015 Applicant Informational Calls The purpose of this call is to learn more about the applying organization, the organization’s leadership and key programs. July 31st, 2015 Applications Due May 28th August 15th 2015 Site Visits The purpose of this visit is to observe facilities, to interact with staff and program beneficiaries, to obtain in-depth information from leadership concerning administrative, staffing and program activities, to access documentation, to verify the accuracy of the submitted proposal, and to determine grant possibilities and, ultimately, probabilities. August 1st -15th, Review and Approval of Awards 2015 August 15th, 2015 Award Decisions Announced Letters will be mailed to applicants regarding award decisions by August 15th, 2015, and Not For Sale will work with agencies to conclude grant agreements. September 1st, 2015 Grant Period Begins Pilot projects should be ready to start on September 1, 2015. December 31st, 2016 Grant Period Ends Pilot Projects should be completed by December 31, 2016. The successful applicant will be required to enter into a contract in the form of a Grant Agreement. The following applies to applicants who are awarded funds as part of this Grant Agreement: Grantees are required to submit Quarterly Program Reports which cover all activities related to Not For Sale-funded services. Reports track the number of individuals served through services delivered, the outputs of services delivered, and the client demographics, the outcomes of the services on the clients served, and a financial report of spending according to the grant delivered. In that regard, Not For Sale has developed the Not For Sale Program Protection Policy, and expects, and requires, each employee who will supervise beneficiaries of Not For Sale funded programs to comply with this Protection Policy. Not For Sale must tell the story of its fight against modern slavery. When the organization tells its story well, its base of supporters grows, allowing the organization to fund more projects around the world and to expand its existing projects. Stories are more honest and more effective than numbers. Statistics make modern slavery seem abstract, but stories reveal the tangible human characters behind every statistic. To be effective, Not For Sale must distribute its stories with images. The organization’s supporters respond emotionally to photographs and videos more readily than they respond to text, and the use of the internet allows Not For Sale to easily reach a global audience. However, modern slavery is a sensitive subject. Sharing images of Not For Sale’s beneficiaries may endanger or embarrass them. Above all, Not For Sale wishes to protect the safety and privacy of its Beneficiaries, so the organization must create clear guidelines for its storytelling. To that end, Not For Sale has developed the guidelines, which it expects, and requires, each of its grant partners, employees to comply with.
