For the Position of Executive Secretary of the North Pacific Fisheries Commission (NPFC)
The North Pacific Fisheries Commission (NPFC) invites applications for the position of
Executive Secretary. The appointment will be for a term of four years, with the possibility of
another four year appointment. The NPFC is a new regional fisheries management organization
headquartered in Tokyo, Japan and is responsible for implementing the objectives and principles
of the Convention on the Conservation and Management of High Seas Fisheries Resources in the
North Pacific Ocean (NPFC Convention). The Convention's primary objective is to ensure the
long-term conservation and sustainable use of fisheries resources in the Convention Area while
protecting the marine ecosystems of the North Pacific Ocean in which these resources occur.

Summary Description of Position
. The Executive Secretary is NPFC's chief administrative officer. The Commission will be
established with the entry into force of the NPFC Convention on July 19, 2015. The candidate
selected for this position will be the first Executive Secretary, and will thus be responsible for
hiring other staff for the Secretariat, and transitioning from the work of the Preparatory
Conference to a functioning Commission.
The Executive Secretary must be impartial and objective in carrying out the responsibilities of
the Commission and balancing the interests of all Members of the Commission. The
Executive Secretary is appointed with the approval of the Contracting Parties and
subject to the general supervision of the Commission, and is responsible for the effective
running of NPFC's Secretariat and administration of NPFC's appropriations and budget. The
Executive Secretary's functions include in particular the following:

Supervise and coordinate all the Secretariat's activities;
Manage and administer the annual budget of the Secretariat;
Appoint and supervise the staff of the Secretariat in accordance with the Staff
Regulations and budget;
Manage official correspondence and communications with NPFC members regarding all
official correspondence, voting procedures, assessments, and preparation of relevant papers;
Manage NPFC meetings by way of preparing draft/provisional agendas and relevant
working papers and documents; acting as official rapporteur at meetings as required,
providing organizational arrangements and reviewing, reviewing and disseminating all
NPFC documents and reports of the Organization's s u b s i d i a r y bodies; receive the
credentials of the representatives and of observers at annual and special meetings;
Fulfill duties regarding the NPFC Convention including monitoring fishing activities of
Member vessels in the Regulatory Area, presenting charter and quota arrangements between
Members of the Commission and reviewing and reporting on fishery statistics and relevant
information to all Members;
Manage NPFC documents by way of preparing Annual Meeting Proceedings, Annual Reports
and other publications and/or periodicals, as requested;

Liaise with governments and international organizations, manage official
correspondence and preparation of relevant papers;

Manage relations with the public;
•
Receive international visitors to the NPFC Headquarters;
Represent NPFC at meetings of other international organizations, as required; and,
Perform such other functions as may be assigned to him/her by the Commission and
its Chairperson.

The NPFC Staff Regulations set the conditions and principles of employment and the
responsibilities of the NPFC Secretariat Staff. A draft copy of these can be found on the

Note: The NPFC Staff Regulations are expected to be adopted at the NPFC’s First Annual
Commission.
Selection Criteria
Essential Qualifications
• Education: university degree or equivalent
• Language skill: English
• Experience in or knowledge of fisheries research and/or fisheries management
• Experience in management of some combination of administrative, fisheries
management, enforcement, and/or scientific staff
Asset Qualifications
• Education: An advanced degree (Masters or PhD) or equivalent
• Language skill: Proficiency in Chinese, Japanese, Korean or Russian
• Experience in or knowledge of the operations of intergovernmental (international or
regional) organizations
• Experience in or knowledge of financial management
• Experience in or knowledge of the organization of international meetings
• Experience in or knowledge of oversight and management of computer services and
information technology
• Excellent interpersonal skills, including a demonstrated ability to work with different
organizations, cultures and stakeholders
Note: Essential qualifications will be given greater consideration than asset qualifications.
However, failure to meet one essential qualification will not disqualify candidates from
consideration, when candidates demonstrate excellent qualifications in other areas.
Salary and Benefits
The annual salary is based on the United Nations pay scale, at salary range of D1(e.g.
130,745 to 152,129 USD for 2015*) all inclusive. The Commission has a benefits
package that includes pension, disability, medical and dental.

Payment will be made for moving expenses incurred at the time of appointment and at the end of
the appointment by transporting the successful applicant to/from the Headquarters of the
Commission. Moving expenses will be in accordance with United Nations policies.
Appointment procedures
A short list of five applicants will be interviewed at the NPFC's First Annual Commission meeting,
which will be held on September 3, 2015 in Tokyo. Economy class flights fares from/to the
place of residence and other associated costs with travel to interviews will be reimbursed by
NPFC after its establishment of General Fund and acceptance of contributions from the
Members of the Commission. The successful candidate will assume the position of Executive
Secretary on, or shortly after, September 3, 2015.
