STRATEGIC PLANNING
Operational Plan
The operational plan has two types of endeavors, viz, Projects and Activities.
Projects represent a time-bound outcome through a structured and goal-oriented
programme. It always connects to a fixed timeframe. The projects are subject to full
review on its completion although it undergoes a practice of partial review on
implementation. Every project has a leader assisted by a subcommittee of the faculty
or and administrative staff. Projects may or may not be complete in itself. Sometime
it may span another set of activities as its byproducts.
Activities are open ended and therefore it never completes. However it also
undergoes the same process of review.

EDUCATION
Priority No. 1 – Deliver high quality education in health sciences
Education is a top priority at Oman Medical College. Providing Oman with qualified health
professionals that have the potential to elevate the health status of the people is paramount. We
strongly believe that in order to develop well rounded clinicians, students need to experience
learning both inside as well as outside the classroom.

COMMUNITY SERVICE
Priority No. 2 - Contribute to improving the health of the people
Teaching our students to care for the people of Oman is a hallmark of the educational experience
we offer at Oman Medical College. Regardless of the educational program that a student is enrolled
in, we stress the importance of serving the community and understanding the specific health needs
of the people of Oman. We encourage our students to make a difference in the lives of the people
that they privileged are to serve.

RESEARCH
Priority No. 3 – Support the development of research
Our faculty and student research efforts have been a significant challenge at Oman Medical
College. However, recognizing that this is a critical mission of the college, we must move forward
with a focused effort. By collaborating with the various Omani Ministries and other external
partnerships we will begin to develop a solid population-based research portfolio that will focus on
the specific health issues of the Omani people. It has the following goals.

Note:
There can be two models, viz, OMC Sohar model and OMC Baushar model. This postulate was
circulated among the faculty of all departments and solid comments were received. Though they
differ in the details they are unanimous on the following points.
 Training on research methodology should be made mandatory in the curriculum with appropriate
credit.
 There should be medical student research programme for the students in the summer of every year.
 It must be properly institutionalized without prejudice to the interest of the ordinary students who
do not have interest in research.
 The students enrolled should be given stipend and encouraged to present papers.
 The programme provides students with three 8 – 12 week period for research over 3 years
 The students who participate in MSRP must be given extra credit.
 Award extra credits to the students for their participation in research.
 The existing provision of research at the undergraduate level with 2 credits may be enhanced to 3
credits to provide significant space for research.
Therefore the college has to firm its position on the objectives cited as 3.2.1, 3.2.2 & 3.2.3 with
policy details if any. The Project No. 2 may consider all the above points shared by the faculty while
they draw up the Project No. 2.

Institutionalize the space for consultancy and research in the health sector of the country

performance. These departments should be linked to their counterparts in the national hospitals of
the Sultanate of Oman for joint operations. They should be encouraged to organize national level
interventions for research and consultancy.

- Faculty exchange for research is the most effective and feasible programme in the line.

3. The offices of the Vice Dean of Clinical Affairs and Vice Dean of Academic Affairs can be
the controlling office

Start publication wing to edit a journal/book in the domain of Medicine

- The college can initiate the formation of an association of the non-clinical medical scientists of the
GCC. This organization can start publishing a journal of non-clinical medical sciences.
- It may be biannual in the beginning and to start with e-form is the most desirable.
Mode of operation:
1. The office of the Vice Dean of Academic Affairs may finalize the branch of academic
disciplines in December 2014
2. The office can correspond with the practicing scientists in the region to get concurrence on
the idea of an association (March/April 2015)
3. The college may sponsor the first conference of the members and form the association (May

Provide the necessary processes and resources to ensure OMC can reach its
Achieving the mission and vision for Oman Medical College is not possible without the appropriate
infrastructure. Critical elements such as facilities, information technology, finances, planning,
policies and procedures, and human resources are essential in moving an institution forward.
Ensuring the appropriate infrastructure is the primary responsibility of administration and the Board
of Directors of OMC. An appropriate infrastructure as well as robust programs in education, service
