Date: 06 March 2015 To: Permanent Secretaries Directors-General Directors Heads of Public Sector Organisations POST OF PRINCIPAL VETERINARY OFFICER IN THE VETERINARY AND PHYTOSANITARY REGULATION DEPARTMENT IN THE MINISTRY FOR SUSTAINABLE DEVELOPMENT, THE ENVIRONMENT AND CLIMATE CHANGE (Capacity building approval dated 11 December 2014) In accordance with clause 3.1(l) of the current Collective Agreement, nomenclatures importing the male gender include also the female gender. 1. The Director Corporate Services, on behalf of the Permanent Secretary, Ministry for Sustainable Development, the Environment and Climate Change, invites applications from Public Officers in the Malta Public Service for the post of Principal Veterinary Officer in the Veterinary and Phytosanitary Regulation Department in the Ministry for Sustainable Development, the Environment and Climate Change. Public Officers in the Malta Public Service who are on secondment/on loan/detailed with/deployed with/on attachment to Public Sector Organisations may also apply. Terms and Conditions 2.1 The salary for the post of Principal Veterinary Officer is Salary Scale 5, which in the year 2015 is €24,575.98 per annum, rising by annual increments of €640.67 up to a maximum of €28,420. 2.2 The appointee will be entitled to such other benefits and subject to such other conditions and obligations as may be stipulated in any pertinent agreement between the Government of Malta and the competent union. Duties 3. The duties of Principal Veterinary Officer include: (i) Providing visible leadership and managing the performance of members of staff performing duties in Units under the officer’s responsibility; Following up on outstanding vacancies in Units under the officer’s responsibility, ensuring organisational coherence and avoiding overlapping work areas; Ensuring the provision of technical assistance to the Units and taking necessary action to transfer knowledge and skills to staff and/or other stakeholders; Managing the Units’ environment and all resources put at their disposal; Contribute towards the preparation and delivery of the Department’s short and medium-term Business Plans; Contributing as instructed to the preparation of Cabinet submissions, reports (including scientific reports and economic projections), and briefing and presentational material to higher authorities within the Department and the Ministry; (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) (xiv) (xv) (xvi) (xvii) (xviii) (xix) (xx) (xxi) (xxii) (xxiii) (xxiv) Advising superiors on the implications of new or proposed policies, or of changes to existing policies; making proposals to the Director aimed at increasing the Units’ effectiveness in terms of operational results; and report any information concerning new scientific evidence or facts that may directly or indirectly affect Malta and/or its international commitments; Collecting statistics and other information and responding to National, EU and international requests for the provision of such statistics/information; Ensuring that the procedures followed in analysis and animal/zootonic diseases monitoring programmes conform to National and European Union legislation as well as OIE standards; Recommending, for approval, estasblishments in line with requirements of the Hygiene Package and any other relevant legislation according to the unit and establishment in question; Coordinating the activities carried out by the Border Inspection Post and Intra Trade personnel; Liaising with the TRACES Administrator; Ensuring that the National Livestock database is up to date; Carrying out Official Controls and/or risk analysis in the areas of competence; Organising in-service training for staff; Carrying out enforcement actions; Preparing the Units Annual Reports to be submitted to the Ministry and to any EU or International Institution, when required and in advance of deadlines; Preparing manuals and standard operating procedures for the areas of competence as and when required; Providing an appropriate level of assistance to educational and charitable organisations and groups; Participating in a senior task force to draft and execute contingency plans; Representing the Ministry, when requested and as appropriate, at meetings and (a) on interMinisterial or inter-governmental policy development or planning teams, (b) during technical exchanges with parastatal bodies, co-operatives, and private sector organisations, (c) on educational programmes, (d) with the media, and (e) when submitting scientific articles for publication; Representing the Ministry, when requested and as appropriate, at international meetings, conferences and seminars held locally or abroad; Performing any other duties as assigned by the Permanent Secretary (MSDEC), the Director General (Veterinary and Phytosanitary Regulation), the Director (Veterinary Regulation) or their representative/s; Any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary. Eligibility requirements 4.1 By the closing time and date of this call for applications, applicants must be Public Officers in the grade of Senior Veterinary Officers. 4.2 Due consideration will be given to applicants who, besides the requisites indicated in paragraph 4.1, have proven relevant work experience. 4.3 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below). Submission of supporting documentation 5.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are acceptable. 5.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview. Selection procedure 6. post.
