has finally united. The party has elected one leader to represent the longfractured organization.
Former Rep. Bob Turner was chosen as the new head of the party Monday. Turner’s election appears to bury

Parks: Expect Astoria Park Amphitheater Next Year

The long intermission for a planned
Astoria Park amphitheater is ending,
according to the Parks Department.
Designs for the amphitheater,
which will transform the park’s defunct diving pool into an outdoor
performance space, are set to be completed by the end of March with construction tentatively slated to begin in
2016, a Parks spokesperson said.
Plans for this amphitheater have
been years in the making. Parks started
its design process in 2012, and brought
preliminary plans to the community in
February 2013, meeting a critical, but
mostly receptive audience, according
to published reports from the time.
An original design completion date
of October 2013 was then pushed back
due to a delay in obtaining materials
needed for grading and drainage, according to the Parks Department.
Once design is complete, Parks will
file for work permits to begin construction.
The amphitheater project has already cleared another hurdle at the
Landmarks Preservation Commission.
Because the Astoria Park Pool and
Play Center is a City landmark, the
commission needed the LPC’s approval for the transformation of the pool.
According to documents, the commission voted last November in approval
of adapting the diving pool area as an
amphitheater, as well as installing signage, fencing and paving.
“We gave it the green light on our
end,” LPC spokesperson Damaris Olivo said.
State Sen. Michael Gianaris (DAstoria) welcomed forward motion in
the amphitheater project.
“The Astoria Park Amphitheater
is a great idea and any progress on
that front is welcome news,” he said.
“Western Queens continues to grow
as a cultural hub, but we definitely
have a need for the outdoor performance space this project would create. I will continue to work with Parks
to make this plan a reality as soon as
possible.”
Community Board 1 District Manager Lucille Hartmann also spoke optimistically about the amphitheater.

Phagwah Parade Postponed Amid Dispute

It was a normal, quiet Sunday
morning on Liberty Avenue last week,
but that was not necessarily a positive
for many Richmond Hill residents.
The annual Phagwah parade, the
Hindu celebration of the beginning
of spring, was postponed and it is uncertain whether or not the parade will
take place this year.
The parade’s postponement is due
to an internal battle within the parade’s organizing committee, called
the Hindu Parades and Festivals Committee.
There were two separate permits
filed with the NYPD to host Sunday’s
parade. The dispute between both parties, and the uncertainty of which application is the correct one, led police
to reject both, and forced the matter
into court.
According to documents filed at
Queens Supreme Court, former executive officers of the parade committee allegedly engaged in misconduct
that lead to them getting kicked off the
board.
The ex-members, including former
president Benimadho Misir and former vice president Romeo Hitlall, are
accused of trying to fix parade committee elections so they could keep
their positions.
“The Directors found that Petitioner was using the office as President to engage in political favoritism,
cronyism and nepotism by openly and
blatantly engaging in election rigging
activities among friends and family
members in flagrant breach of his fiduciary duties to the corporation. For
instance he was promising ‘Guaranteed Board Positions’ upon the condition that the person guaranteed such
positions vote in a certain manner and
agreed to certain nominations as stipulated by him,” the suit says.
Roy Singh, a current member of
the parade committee, who claims to
be one of the applicants on the other
permit submitted to the NYPD, said
the integrity of this year’s parade was
ruined by the former members of the
committee who tried to fix elections so
they could remain in their positions.
Singh said he is one of the primary
organizers of the parade, making multiple trips to New Jersey, where the
floats of the parade are made.
“It has become an institution because of the way we run it,” Singh
said.
Hitlall, a member of Community
Board 10, said he could not comment
as it was a legal matter and referred a
reporter to a phone number that he
said belonged to their lawyer for the
case. Calls made to that number have
not been returned.

Vishnu Mahadeo, president of the
Richmond Hill Economic Development Corp., called the fighting between the two sides “sad” and he hopes
the event will be rescheduled soon.
“It’s a real failure of the leadership
of the Hindu community to put personal interest ahead of the community’s interest,” he said.
Looking at the situation from a
business perspective, Mahadeo said
the stores on Liberty Avenue feel the
parade’s absence the most.
“The business community is the
one that misses the parade the most,”
he said. “It’s a boost to business on
Liberty Avenue and the restaurants
get enhanced traffic during the parade
as well.”
A court date has been set for March
19.

ideas of the redesign with the community and other local partners and
stakeholders next month,” a spokesperson said in a statement.
The news came before a March 7
rally calling for improved safety on
Queens Boulevard.

the march, which began at MacDonald
Park in Forest Hills and walked down
to the steps of Queens Borough Hall,
where they held the rally.
Councilwoman Karen Koslowitz (D-Forest Hills) was among those
in attendance at the rally, calling on
DOT to expedite the project. She announced she has pledged $1 million to
help start the Queens Boulevard initiative as well.

Revisiting Rent Regulations
It’s no secret that rents in New York City are high. But when it comes to providing
affordable housing for residents, it is certainly, as Mayor de Blasio famously stated
in his 2013 campaign, “a tale of two cities.”
Why are big developers constructing luxury towers with apartments that are
selling for millions of dollars getting tax breaks and benefits for promising some
affordable housing, while the common homeowner renting to a tenant are being
asked to provide affordable rents with no benefits? Instead, homeowners are paying
higher taxes and energy costs while having their hands tied on rents, which go to
pay for those bills.
With rent stabilization set to expire in June, now is the time for bold leadership in
Albany and City Hall when it comes to rent regulations. New ideas are needed that
will help tenants and landlords alike. Both have a lot to gain in a new era of rent
stabilization. Instead of fighting each other, they should join together and fight for
the same benefits and incentives big developers have gotten, and for new proposals that will make rents affordable and keep homeowners above water financially.
A new approach will make sure Queens and New York City, remain affordable and
attractive places to live.

fracking companies are prone
to infractions of environmental
and public health protections.
Over a nearly four-year period,
the top 20 violators of regulations included Fortune 500
companies, mom-and-pop operators and even companies like
Chevron who tout their green
records. Taken all together,
the worst offenders averaged
a violation every single day
that posed real risks to human
health, air quality, or drinking
water.
This is just the latest study
showing that fracking is a failure for our environment and
health. That’s why we’re calling
on New York’s Congressional
Delegation to support a ban
on fracking on federal public
lands.

subway. Prior to this, riders had
to pay two full fares. Purchasing either a weekly or monthly
pass further reduces the cost
per ride. Many employers offer
transit checks, which pay even
more of your costs.

with a low crime rate, abundant
parks, libraries, shopping, entertainment, movie theaters, hospitals and medical facilities.
Riders on the Port Washington branch have far more
abundant seating and a quick
30 minute or less trip into
Penn Station without having
to change at Jamaica. Port
Washington branch riders miss
most service disruptions. Since
the LIRR restored half-hour
weekend service last year on the
Port Washington LIRR branch,
it is even more attractive.
The basic bus infrastructure
has remained in place serving
residents on all major east/west
and many north/south routes.
I would agree with the comments made by Bob Baker that
$500,000 in funding for the
“Northeast Queens Restoration Study” would have been
better spent on real improvements instead of just lining the
pockets of consultants. These
dollars could have supported
introduction of Limited Stops
bus service on both the Q12 &
Q13 routes resulting in shorter
commutes to and from Flushing. All we will end up with is
a series of press conferences
and news releases designed
to provide free publicity for
elected officials to assist them
in greasing the wheels of future
elections.

In order to address overcrowding
at PS 24, the Department of Education is looking to expand the facility
with the addition of a new wing that
will create 500 new seats for students.
However, since the project will require
demolition, five classrooms will need
to be eliminated during the process.
To make up for the loss of space, the
DOE is looking to temporarily send
Kindergarten students at PS 24 to PS
107 for the next three years.
“The Department of Education is
committed to continuing to expand
school capacity in Queens, where
many communities are in need of
more school space,” Chancellor Carmen Fariña said in a statement.
According to Community Education District 25 Superintendent Danielle Di Mango, while the proposed
co-location would bring PS 107 over
capacity, it would prevent a “175 to
186 percent” utilization rate at PS 24
during the 2015-2016 school year.
“Although it is in excess, the proposal does not account that rooms will
be used for different uses,” Di Mango
said at a public hearing on Tuesday.
“We are committed to all the students,” said PS 107 Principal Lori
Cummings, “to provide them with
low impact but the same high expectations.”
If the project is approved, it is anticipated to have no impact on classroom instruction or extracurricular
activities.
“We have a great need for more
space,” said PS 24 Principal Debra
Cassidy. “There is not enough space
for our students.”
At a joint public hearing on Tuesday, one PS 107 parent said she came
out to show support for the proposal.
“We need to make sure all our children are taken care of,” she said. “PS
107 will not stop the co-location from
happening.”
In response to the proposal, Assemblywoman Nily Rozic (D-Fresh
Meadows) sent a letter to Chancellor Fariña stating that she joins several parents and teachers in their
concern over the proposed transportation plan during the re-siting.
“The current bus proposal to first
transport students to PS 24 before
sending them to PS 107 in the morning and subsequently sending students
back to PS 24 before dismissal in the
afternoon places undue burden on
families and school staff and raises legitimate safety concerns,” Rozic said.
“I urge the Department of Education
to reevaluate the proposal and to implement a more flexible, convenient
and comprehensive transportation
option.”
The Panel for Education Policy, the
DOE’s policy-making arm, will vote
on the proposed re-siting and co-location of PS 24 with PS 107.
Should the plan be voted down, Di
Mango said the district would not go
through with the expansion.
“I think it’s a great opportunity,”
said Dawn Acevado, a member of
CEC 25.
At a Community Board 7 meeting
on Monday night, local resident Arlene Fleishman urged members of CB
7 to write a letter of support for the
proposed re-siting and co-location.
“If the plan is rejected, they will lose
the funds,” Fleishman said. “We cannot let 500 seats to PS 24 go away.”
CB 7 Board Member Clarissa Wong
said that as a PS 107 parent, she understands that these children have to
go somewhere.
In a unanimous decision, CB 7
agreed to submit its advisory opinion
to the DOE in support of the proposal.
Another public hearing is scheduled
to be held at PS 107 on Thursday.

Richmond Hill resident Raj Rampersaud was unanimously elected as the
board’s new chairman at its meeting
Tuesday night, the second consecutive
year that a new chair has been selected
by the board. Rampersaud will replace
its current chairman Ralph Gonzalez.
The vote was part of new executive committee elections, which brings
changes to the top four positions at
CB9.
In addition to Rampersaud, J. Richard Smith was unanimously elected as
the first vice chair, the second position
below the chairperson.
There was contention for the last
two spots, which required run off votes
for each. Joel Kuszai, a Woodhaven
resident and professor at Queens College, was selected as the second vice
chair. Ivan Mrakovcic was voted as the
board’s secretary.
After Tuesday’s meeting, Rampersaud said he is looking forward to the
challenge of being the chairperson and
he wants to move the advisory body
past the problems that have plagued it
the past two years.
“I just want this board to move forward. I understand there was a lot going on in the past. I want us to pick up
and move past that,” he said. “We all
joined the community board for one
reason and that is to help our community.”
He said he was asked by several
board members to run for the position
and he eventually agreed to it because
he was advancing within the board executive committee - he was first vice
chairman since last year - and because
he felt that he could balance that with
his work and family life.
“At the last second, I was like, ‘let
me give it a shot,’” Rampersaud said.
“I wanted the opportunity to help the
community grow.”
Many of the board members congratulated Rampersaud on becoming
the new chair as well as Gonzalez for
his time leading the board.
“I think there’s a good experience
of balance and wisdom in this new
executive committee,” said Andrea
Crawford, a Kew Gardens resident and
former chairperson. “I know that they
will rule with equanimity and purpose
of communities.”
Tuesday’s meeting could have been
the last for more than half of the cur-
rent board members. Their memberships are up for renewal with Borough
President Melinda Katz.
Last week, the board decided to go
through with a vote to select a new district manager despite her call to postpone it until April. Her spokesperson
said last week that actions like that will
be taken into account when deciding
whether or not to renew.
Some members who are up for
renewal are choosing to not come
back to the board, including David
Adorno of Ozone Park, who said he
is leaving to focus more on his business, and Sam Esposito, who is moving to Florida.
Cinemart Gets Two
First-Run Films

A struggling Forest Hills movie
theater is getting additional help that
could bring more customers.
The Cinemart Cinemas will get two
additional first-run films to show on
Metropolitan Avenue.
It will screen “The Second Best Exotic Marigold Hotel,” a British comedy that stars Richard Gere and Judi
Dench and “Run All Night” an action
movie featuring Liam Neeson, Common and Vincent D’Onofrio.
The comedy premiered nationwide
on March 5 and the action flick will
show beginning March 13.
The two additional first-run films
come after the success of the premiere
of “American Sniper” earlier this year.
The cinema has been struggling
financially and it was in danger of
closing permanently, but once the
war movie, which starred Bradley
Cooper, premiered, it brought needed customers, and attention, to the
theater and its ongoing fight to stay
in business, according to its owner
Nicolas Nicolaou. A social media
campaign organized by residents
helped put out the word about Cinemart and the movie showing at the
independent theater.
Tickets at Cinemart range from $6
to $9 depending on the time of day
and it also comes with a free bag of
popcorn.

Queens Students to Play Carnegie Hall
Five kids from Queens have been
selected to play at a New York City
music institution this summer.
The five students will take the
stage of Carnegie Hall on July 11 before heading over to China on an 11day tour, playing in several theaters
there including music halls in Beijing,
Shanghai and Hong Kong.
The Queens natives are Jasmine
Lavariega, a horn player from Astoria,
Auburndale resident Faith Pak, who
plays the viola, Christopher Vazan, a
conducting apprentice from Woodside, Austin Wang, a violinist from
Douglaston and Yibiao Wang, a flute
player from Flushing.
They are a part of an ensemble
of 114 students that will play at the
historic City venue before traveling
abroad to China. The group is led by
conductor Charles Dutoit and also features pianist YUNDI and was selected
to play the concerts as part of the third
annual National Youth Orchestra of
the United States of America.
After an intense audition process,
they have been selected by Carnegie
Hall as the best Classical music players in the country. The kids ages range
from 16 to 19.
“We are thrilled to bring together
this extraordinary group of young musicians, challenging them to not only
perform at the highest levels, but also
to act as great musical ambassadors for
their country,” Clive Gillinson, Carnegie Hall’s executive and artistic director, said. “The orchestra’s first tour to
China will be an amazing opportunity
for musical and cultural discovery,
and I am confident that these talented,
dedicated musicians will inspire audiences with their music-making and
return home with new knowledge and
enthusiasm to share with their peers.”
Prior to the Carnegie Hall show,
they will travel to Purchase College to
undergo a two-week residency with
James Ross, director of orchestral activities at the University of Maryland,
who is conducting the residency for
the third year in a row. They will play a
show at Purchase College on July 10.
Knicks Star, Queens Boy Mason, dies at 48

fans, Anthony Mason was a bench
player at Springfield Gardens.
“Mase made the team as a junior,
while I was a senior,” Norm Roberts,
a high school teammate of Mason’s,
said. “He was trying out. He was long
and he could rebound. He had a real
knack for offensive rebounds. Coach
Ken Fiedler ran tryouts where the better guys who might make it would play
against the vets who would be back for
sure. Coach asked me what I thought
of Mase. I said, ‘he is long, has good
hands. He really looks like Albert
King. He’s going to be good.’”
Mason died on Feb. 28 at the age of 48,
two weeks after suffering a massive heart
attack. His funeral was held last Friday at
the Greater Allen A.M.E. Cathedral in Jamaica. He played on the 1994 Knicks, the
first Knick team to make the NBA Finals
in 21 years. He later made the All-Star
team as a member of the Miami Heat.

During the annual Borough Board
budget priorities meeting, Borough
President Melinda Katz outlined her
office’s analysis of Mayor Bill de Blasio’s FY2016 Preliminary Budget. For
the 14 Queens Community Board
chairs and a handful of City Council
Members, Katz presented dozens of
recommendations for the City budget
to better address Queens’ needs, most
of which involved increasing spending
to meet previous years’ spending levels or allocations for other boroughs.
Though its population is the second-highest among the Boroughs,
according to the City Department of
Planning, the preliminary expense
budget allocated to the Queens BP for
FY2016 represents $2.06 in per capita
support – the lowest in the City.
One of Katz’s recommendations
for bridging this funding gap was to
return some revenue generated by her
office. As required by the City Charter,
the BP maintains a topographic bureau
that the City estimates will generate
$345,000 in map sales this year; Katz
wants this revenue allocated directly
to her office to offset costs.

Many of the CB’s top priorities
concerned DOT, Parks Department,
Queens Library and Dept. of Education programs or projects. Beyond
recommending an increased budget
for these agencies, Katz also sought
funding for weekend library service,
more crosswalk signals and slow zones
and classroom arts programs, among
many others.
Katz occasionally broke into Lee’s
presentation to draw especially significant priorities to the Council Members’ attention.
She decried the removal under former Mayor Michael Bloomberg of discretionary funds historically provided
to the borough presidents to support
senior centers. Noting that Queens is
home to 61 senior centers, Katz urged
the Council Members to work on returning these discretionary funds.
She also noted that, despite its
thriving, diverse cultural scene,
Queens receives the lowest per capita
Department of Cultural Affairs support among the boroughs.
In response, Katz recommended more
funds – both expense and capital – for the
Borough’s cultural organizations.
The Mayor’s Preliminary Budget
does include increases to certain sectors of Queens spending compared to
the FY2015 budget.
The Department of Education expense budget is up $840 million, while
Universal Pre-K funding from both the
City and State continues to rise. The
Department of Transportation budget is up $8 million, which may bode
well for the five community boards
that listed DOT projects as their top
FY2016 priorities.
Reflecting the Mayor’s goal to create 200,000 units of affordable housing
in ten years, Department of Housing
Preservation and Development spending includes $178 million for development. However, Katz specifically recommended an increased investment for
affordable senior housing in Queens, as
well as continued support for Superstorm Sandy recovery programs.

Borough Board voted in approval of
the budget priorities.

NORC’s Help Seniors Age In Place

Communities are multi-age housing
developments and neighborhoods
that were not originally built for seniors, but have a significant population of elderly residents committed to
remaining in their homes, who are
need of essential support service
programs to do so.
NORCs are designed to offer a
broad range of social and healthcare services to help seniors age in
place. For a NORC to be successful,
social workers, nurses and residents
have to work together to address the
needs of seniors in the community.
Today, there are a total of 54
NORC programs operating state-
wide, with more than eight different
NORCs operating in housing developments and neighborhoods in
Queens.
The Clearview Assistance Program in Whitestone provides a variety of social work and support services for individuals as well as exercise
classes, health chats, transportation,
support groups and social
programs for seniors ages
60 and up living at home.

they are helping people
stay in their homes and in
their communities.
“People’s preference is
that if they can at all manage to stay in their own
home, that’s what they
want to do,” Babad said.

“Every other NORC has its own
story,” he said, “That’s what is unique
about NORCs, more than any other
type of social service.”

CARES in Little Neck got its start after a group of volunteers approached
the co-op board of directors and offered the program. Babad said that it
was through a series of grant applications that the Samuel Field Y was
able to help residents age in place at
Deepdale Gardens.
According to the United Hospital
Fund, NORC programs operate as
a public-private partnership, with
funding from government agencies,
housing partners, philanthropies,
corporations and residents.
Although short-term funding, like
legislative earmarks and philanthropic donations, can help NORC
programs, long-range stability requires local, state and federal policies to operate efficiently.
Between 2001 and 2006, U.S.
Congress awarded 43 earmarks
from the Administration on Aging to
support the development of NORC
programs in communities in 25 different states, the United Hospital
Fund states.

Know Your Options for Screening and Treatment
Prostate cancer is the most common cancer in American men — but also has a very high survival rate.
Lee Richstone, MD, a urologist at the Arthur Smith Institute for Urology, part of North Shore-LIJ Health System,
discusses what you need to know about this condition.
Clearly, prostate cancer can be a dangerous disease.
Yet there are conflicting reports about prostate cancer
and the prostate-specific antigen blood test, also
known as the PSA screening test:
• Is PSA a good screening test or not?
• At what age should PSA screening begin, and stop?
• If a man is diagnosed with prostate cancer, what
treatment is really best?
• Is prostate cancer even dangerous enough to warrant
treatment at all?
• If treatment is selected, what will be the urinary
and sexual side effects?

Senior Centers Serve as Housing Resource

Senior centers in the Borough can
be a resource for seniors looking to
find housing.
In one of the many roles they play
for the Borough’s elderly, they often
help find housing, or at least lead
them in the right direction.
Susan Shafer, the program manager at the Catholic Charities Bayside Senior Center, said how they
help seniors depends on what they
are looking for and their financial
situation.
She said they often have case
managers who sit down and help fill
out housing applications if necessary.
Real estate agents are also a resource that seniors can use to find
housing.
Shafer said they find trusted real
estate agents in the area and bring
them to the Bayside Senior Center.
Once the agents come, they let the
seniors handle it themselves.
“We don’t want to force anybody.
We let them talk to the person,” she
said.
Barbara Toscano, the executive
director of the Peter Cardella Senior
Center, said they get a lot of SCRIE
applications, which is a citywide senior rent freeze program, to their office and they help seniors apply for
that.
If they cannot help them find affordable housing, Toscano said they
help to lessen costs in other areas
for the seniors including getting them
food stamps if needed.
A common thread among the senior centers in the Borough is that
while they may help them apply for
affordable housing in their neighborhood, that comes with a long wait list
because of the number of residents
who also apply. There is also a lack
of housing options available for se-
niors, they say, forcing them to look
to other neighborhoods.
Toscano said there is a severe
lack of housing options for seniors in
Ridgewood and the rest of the Community Board 5 area, which are Maspeth, Middle Village and Glendale.
There is the St. Lucia Apartment
complex on Bleecker Street between
St Nicolas and Cypress avenues, but
that is not enough for that area, she
said.
Toscano added that many seniors
living in apartments think they are
protected from being kicked out by
the landlord, but that is not the case
if they have not signed a lease.
“If the landlord wants to rent it out
to a family or for more money, they
can just tell the senior, ‘I need the
apartment, you have to get out,” she
said.
One senior housing facility that
has opened relatively recently is the
Catholic Charities Peter J. Striano
Residence in Howard Beach. That
facility offers 96 units of housing for
seniors and people with developmental disabilities. It also houses
the Catholic Charities Howard Beach
Senior Center, which located there
after its former facilities were destroyed by Superstorm Sandy.
Judy Aschermann, the director of
the Howard Beach Senior Center,
echoed Toscano’s sentiment that
more housing is needed. She said
that the Howard Beach facility was
a good start but more needs to be
done.
Shafer said, there is also a lack
of housing in Bayside, and they often
recommend they move to another
area with more housing options, such
as Jamaica. She said some seniors
decide to move, while others find an
alternative housing accommodation
to stay in their neighborhood.

Strasburg and Freund said their
goal is not to let rent laws expire on
June 15, but rather to keep them as-is.
“A win is status quo,” Strasburg
said. “For people whose incomes fall
below a certain threshold, who pay
more than 50 percent of their income
paying rent, we want them protected.”
He added that the RSA supports

“The fact that you have legal counsel may actually expedite the housing court process,” he explained.
However, he said, he fears that
stronger rent legislation would translate to added costs for small landlords.
Due to continually rising taxes
alongside small rent increases engineered by the Mayor, Strasburg
said, “we’re in dire straits.”
He went on to add that the “real
danger” his industry faces is City control of rent regulation, as the Mayor
has said he wants, due to what the
RSA sees as his unfair bias towards
tenant groups.
“You have a mayor who has made
it very clear what his political agenda
is, and his rhetoric,” Strasburg said.
“That’s the real concern. And his aim
is not to protect those who have existing housing stock - that’s not his
priority.”
Similarly, the RSA is critical of
the City’s Rent Guidelines Board,
which controls rent adjustments for
rent stabilized apartments, because
all members are appointed by the
Mayor.
Officials at the Rent Guidelines
Board could not be reached for comment as of press time.
Although the RSA’s short-term
goal is a rent-law status quo, Freund said he ultimately envisions an
entirely different affordable housing
system.

Committee on Housing and Buildings approved a handful of resolutions calling on the State for stronger

According to Freund, the majority of the RSA’s 25,000 members
own less than 20 units.

to expire on June 15. In anticipation, tenant advocacy groups have
been campaigning for legislation
that they believe will make rent
regulated and controlled apartments more stable and liveable for
those who depend on them. The

On March 4th, students from PS 65 in Ozone Park and PS 48 in South Jamaica attended “Delta Passport to Madison Square Garden,” a first-class sports and entertainment experience showcasing the best of The Garden. The kids got to shoot some

the Maha Lakshmi Mandir temple in Richmond Hill, where despite the cancellation
of the annual parade, dozens of people had gathered for traditional Chowtaal music
and the ritual of covering each other with brightly colored powder. The five-hour
long event was sponsored by the Richmond Hill Economic Development Council. At
the celebration, Senator Sanders presented a proclamation to Ramesh D. Kalicharran,
a co-founder of the Phagwah Parade in Richmond Hill and a longtime leader in the

York Track Takes Second In CUNY Meet
For the second consecutive year,
the York College Men’s Track and Field
team had another solid performance
at the City University of New York
Athletic Conference Indoor Championships, which took place at the New
Balance Track & Field Center, finishing
second overall.
The Cardinals fell short to City College at the meet last Sunday at the New
Balance Track & Field Center in Manhattan, with a total of 102 points. CCNY
took first place by a landslide, with a total
score of 178 points. Lehman College
came in third, followed by Hunter College and Medgar Evers College.
“York performed really well for the
second straight season, we have a pretty
good team, we have really good sprinters, which is why we did very well in the
sprint events,” York’s Assistant Athletic
Director and Sports Information Director, John Scarinci said.

Returns This March

Beginning next week, the fifth annual Queens World Film Festival will
showcase 117 short and feature films
– 19 made here in Queens – with daily
screenings at the Museum of Moving
Image in Astoria, the Secret Theatre in
Long Island City and PS 69 in Jackson
Heights.
Kicking off the week-long film
competition, the museum will feature a
special opening night tribute on March
17, to Leon Ichaso, a Los Angeles-based
director of such groundbreaking films
as “El Super,” “Crossover Dreams” and
“Paraiso.” He will be presented with the
“Spirit of Queens” award from Cynthia
Lopez, commissioner with the Mayor’s
office for media and entertainment.
Ichaso will also be at the museum on
March 18 to present his latest film,
“Bitter Sugar,” which chronicles the
political disillusionment of a Cuban
revolutionary.
“The Queens World Film Festival is
a vibrant, energetic event, showing an
exciting array of new films while also
highlighting the achievements of established filmmakers,” David Schwartz,
chief curator of the Museum of the
Moving Image, said. “We’re pleased to
partner with the Festival on the screenings of ‘Bitter Sugar’ and ‘Dukhtar,’ and
also to be a venue for many of the other
screenings.”
The feature film for closing night –
Afia Nathaniel’s “Dukhtar” – is a touching story about the practice of marrying
pre-pubescent girls to much older men
for tribal, political and economic reasons. The film, which is entirely shot in
disputed areas of Pakistan, follows the
story of one girl whose mother kidnaps
her on the eve of her marriage and they
run for their lives. “Dukhtar” features
performances from some well-known
actors and is fast becoming a festival favorite among fans of art-house films.
“I love picking films for this Festival because we get to bring the world
to Queens and Queens to the world,”
Queens World Film Festival Artistic Director Don Cato said in a statement.
The 19 Queens filmmakers featured
at this year’s film festival include Dennis
Shinners, Lisa Melodia, Marc Macaluso,
Neha Guatum, Michael Chmiel, E.J.
McLeavey-Fisher, Jamil Lahham, Johnny
Pik, Neal Hemphill, Christina Raia, Patrick Chen, Jennica Carmona, Conrad

Eddie Venegas and Joy Shatz.
Each year, the festival awards prizes
for the best animation, best LGBTQ

narrative in a short or feature film.
Winners will be announced during
the closing night of the film festival, on
Saturday, March 22 at the Museum of
the Moving Image.

amount of depth,” said Scarinci.
Additionally, York had some other
notable performances from the CUNYAC. Nigeria native Chimereucheya Ezihie, won the 800-meter run with a time
of 205.11. The final race of the night was
the 4x400 relay, Ezihie, Hodge, Wright
and Jesus Medina teamed up to win the
race with a season-best time of 3:27.31,
according to York’s athletics website.
As far as individual performances,
Wright and Hodges posted up 18 and
16 points respectively. Peter Dehazya of
CCNY scored 24 points which earned
him the Most Valuable Performer of
the CUNYAC.
After a successful season, most of
York’s team will rest before the start of
the outdoor track season, which is slated
to begin on March 14 against Queensborough Community College in Bayside.

Student Bakes His Way
To A Scholarship

Staff Writer
When Luis Mendez attempted to
bake a lemon scented cake topped
with crème fraiche, chopped macadamia nuts and a lemon basil sorbet
for the first time he could not get the
sorbet to freeze up.
As the clock ticked away during
America’s Best High School Chef
Competition, he began to panic.
One of the assistant’s at Monroe
College, the host of the competition,
helped out by placing the sorbet on
the top shelf of the freezer, but it still
was not completely frozen so Mendez
grabbed the frozen parts and made
it work.
His cake helped him land second
place in the baking competition and
a scholarship that will pay half his
tuition for an Associate’s degree at
Monroe’s Culinary Arts program.
“This dish, out of all of them, is
definitely my favorite,” he said. “It’s the
one I poured my heart into.”
Mendez started cooking in 2011,
when he started attended the Food and
Finance High School in Manhattan.
He said that baking is his favorite
part of cooking, and he enjoys making
sorbet the best, despite his recent close
call at the competition.
Out of 33 students who competed
at the event on Feb. 28 at the Culinary
Arts Center in New Rochelle, five of
them were from Queens, including
Mendez, a Jamaica resident.
When Mendez graduates in June,
he will continue to study baking at
Monroe where he will fine-tune his
craft and continue working towards
his goal of opening up his own catering company or restaurant.

After a triumphant 16-point comeback in the second-half of the East
Coast Conference Championship, the
Queens College Women’s Basketball
team defeated New York Institute of
Technology in a 65-63 nail biter. They
now advance to the NCAA Division II
Championship against Stonehill College.
In the early goings of the game,
things were looking good for the
Knights, until the last 12-minutes of
the first half, when NYIT would pull
ahead to lead 39-23.
Led by sisters, MacKenzie and
Madison Rowland, who each had
a double-double in the game, the
Knights rallied a comeback in the second half to pull Queens College within
two points of victory.
Trailing by two, with 24 seconds
left, more defensive pressure led Madison to steal the ball and get the game-

tying basket. Point guard Joya McFarland would cap off the game with a
pair of free throws, with less than 11
seconds on the clock, bringing the final score to 65-62.
After defeating four regionallyranked opponents, the Knights went
on to defeat NYIT and reach the D-II
NCAA Championship for the second
time in school history. The win also
marks a back-to-back 20-win season
for Queens College – the team’s first
in 30 years.
MacKenzie Rowland, a junior, fin-
ished the season second in scoring for
the team, was voted All-ECC Second
Team and was selected to participate
on the ECC All-Tournament team.
Meanwhile, her younger sister Madison, a sophomore, had one of her best
years in school history.
Madison became the ninth player
in school history to achieve 1,000 career points. She also led the nation in
steals per game, led the sophomore
class in scoring, was chosen All-ECC
First Team, ECC Player of the Year
and earned the Most Outstanding
Player award for her performance in
the ECC Championship game.
The Knights are currently seeded
No. 5 in the East and go on to face
Stonehill College at Adelphi University on March 13. The winner of that
game will go on to play either No. 1
seed Adelphi or No. 8 seed Holy Family University on March 14.

Goldfeder To Open
Howard Beach
Office
Assemblyman Phil Goldfeder is
packing up and moving offices.
The Assemblyman announced on
Monday that he will be opening up
a new office in Howard Beach, to be
located at 162-38 Cross Bay Blvd. He
will be closing down another office in
Ozone Park and shifting further south
in his district.
According to a press release announcing the opening, the new office will allow Goldfeder to expand
its constituent services in his district.
“I’m excited to be opening up my
new office in Howard Beach,” Goldfeder said. “This new, expanded space
will help me to better serve the families I represent and provide them with
the assistance they need.”
The Assemblyman’s new office
will be more accessible to seniors
and to residents of the district who
live in Howard Beach. There will be
parking available on site as well as
the metered parking on Cross Bay
Boulevard.
“The HBLC would like to welcome
Assembly Member Goldfeder and his
staff to their new office in Howard
Beach, but no matter where he or his
staff is located, he is a constant advo-
cate for the constituents he serves,”
said Joann Ariola, president of the
Howard Beach Lindenwood Civic Association.
There will be a grand opening ceremony for the new office later this
month, according to Goldfeder’s office.

While the 14 Council members were traveling around the
Middle East, a rare snowstorm
dropped 10 inches of snow to

Jerusalem and Amman, Jordan.
Previously, this winter had
been mild in the Middle East
with little snowfall.

No Parking?
Parking rules
in New York City
can sometimes be
confusing. Street
cleaning, school
regulations, snow
emergency route
rules and other
parking limits often lead the DOT
to crowd a pole
with confusing
and often conflicting signs.
On 104th Street in Ozone
Park, the signs reach another
level of confusing. Years of
sunlight have apparently bleached
the parking regulation signs near
a school, leaving
drivers scratching
their heads over
when it is Ok to
park there.
Apparently they
weren’t leaving it
to chance. QConf
observed only one
car parked there
at 7:30 p.m., long after school
hours were over. Probably the
smart thing to do.

Here’s a warm-hearted story
to serve as a reminder that New
York’s Bravest and Finest are
not only here to protect man,
but also his best friend.
When firefighters responded to a blaze at an apartment
in St. Albans on March 3, they
were relieved to find no people
were injured, but unfortunately
found Duke, a beagle just shy
of two years old. The dog was
physically fine, but had inhaled
a dangerous amount of carbon
monoxide. Firefighters rescued

A defunct Queens hospital
recently made an appearance
on a popular TV show.
Parkway Hospital, the Forest Hills medical center that
closed in 2008, was referenced
in a recent episode of “Law and
Order: SVU.”
As is typical in the nationally
televised crime drama, SVU
shows the location of where
the detectives are headed in between scenes. In this particular
episode, the crew headed to the
abandoned building that used
to be the hospital.
They described it as “Basement of Abandoned Hospital
70-33 113th Street in Forest
Hills Sunday, February 1st.”
The episode was about trying to find a girl whom a pimp
had kidnapped and was hiding
in an unknown location.
We don’t know if this pimp
chose Parkway Hospital for the
hiding place, but we’re sure that
the detectives eventually found
the girl as that is the case for
every SVU episode ever.
With nothing but a rehearsal
room, a harp and a voice, Astoria-based duo Addi and Jacq
have created a diverse and
compelling body of music.
“We have no idea what
is going to come out,” harpist Jacqueline Kerrod, who
comprises half of Addi and
Jacq alongside singer Addi
McDaniel, said of their songwriting process.
“I play something on the
harp, Addi improvs over
that,” Kerrod continued. “Or
sometimes it will start with a
melody one of us had in our
heads that week and it evolves
from there. We laugh a lot.
When we find something that
we like, we start the process
of structure.”
What results are songs that
span pop, jazz, folk, R&B and
more. Some buzz with quick
vocals and smart rhymes,
while others bubble slowly
with blended voices, though
all are grounded by skilled
writing, singing and playing.
The variety in Addi and
Jacq’s output can be partly attributed to their wide range of
musical influences, which they
said include everyone from
Mozart to Radiohead, Rufus
Wainwright to Pink Floyd.
“We have never set out to
create anything in particular,
stylistically that is,” McDaniel
said.
The pair said they met as
part of an Off-Broadway show,
and came together as organically as their songs do.
“We shared a dressing room
and after discovering we both
had an obsession with gummy
bears, became fast friends,”
they explained. “We never
really contemplated forming a
duo, it was just a spontaneous
idea to get together and jam.
We did and it was great fun
and just kept doing it.”
Their musicianship, however, is well-honed and purposeful.
The harp, for example, is
a tool for innovation in Addi
and Jacq’s music, they said.
Kerrod uses both an electric
and acoustic harp, as well as
a looping pedal, to carve new
creative paths.
“We look for different sounds
on the harp,” McDaniel said.
“The harp becomes the band.”
“I am always more at home
on the acoustic because of
the way my body feels around
the instrument - it’s what
I’m used to,” Kerrod added.
“But, we both love the sound
of the electric. It can sustain
much longer than the acoustic
harp and with the addition of
the looping/effects pedal, the
sky’s the limit.”
Addi and Jacq released
their debut album “Less Likely
Places” last year and have already collected accolades that
include winning the Queens
Battle of the Boroughs contest
in February. They will compete
against the other Boroughs’
winners in an Ultimate Battle
on March 27.
The duo is also currently
exploring new musical territory by collaborating with
an orchestra for a March 18
performance at Manhattan’s
The C.O.W.
As their success builds, the
duo said that they will continue
to aim for “the truth” and “the
good, the bad and the ugly” in
their songwriting, while never
abandoning what they called
“band policy” – refusing to take
themselves too seriously.
