 Research Office IACUC Guideline – Training, Education, and Occupational Health & Safety Requirements IACUC Approved: 03/11/2015 Guideline -­‐ Training, Education, and Occupational Health & Safety Requirements for Animal Care & Use Program Participants See also: Policy – Training, Education, & Occupational Health and Safety Requirements for Animal Care and Use Program Participants This document provides guidance for any and all persons who work with, or are exposed to animals within OSU’s Animal Care & Use Program. Guidance is based on requirements of the IACUC, Occupational Medicine (OM), and Environmental Health & Safety (EHS). Participant Categories Summary statements of requirements per type of participant and activity a. Includes ACUP participants, animal facility staff, facilities & trades staff, student employees, students with exposure via class or independent study, non-­‐employee visitors & volunteers with exposure during work, and visitors participating in facility tours, outreach, and other supervised, short-­‐term exposures 2. Definitions 1 Participant Categories Checkboxes are required; others are recommended, as noted. ACUP Participants The majority of participants fall in this category. This includes all people who participate in ACUP activities, all PI employees (including students) hired for ACUP activities, all Instructors. Animal Care and Use Education (ACUE) – General Requirement (was “AWE”) • 1 of 2 options: o CITI module: Working with the IACUC-­‐ Investigators, Staff & Students Use for all participants except those that qualify for FASS training o FASS Training: ACUE for Agricultural Sciences participants only Contact the Animal & Rangeland Sciences Office Manager (Otila Zuschlag) • Includes topics required by oversight agencies • One time requirement, prior to start of animal activities Introduction to the OSU IACUC – recommended • In-­‐person session, review of local IACUC processes and resources. • Available upon request, contact the IACUC office Occupational Medicine (OM), program enrollment – General Requirement • Employees, student employees: Enrollment requires Employee initial questionnaire review upon hire, and completion of annual follow-­‐up questionnaire reviews while exposed to animals. • Non-­‐employees, independent study student participants: One-­‐time submission of non-­‐employee questionnaire for review & clearance • Contact Occupational Medicine if you believe a medical review waiver is appropriate for you. • Optional: students in classes are encouraged to consult with Student Health Services about any health concerns that relate to animal activities. Environment, Health, & Safety (EHS)-­‐ Animal Handler Safety module – General Requirement • EH&S website-­‐ online video module, quiz • One time requirement, prior to start of animal activities • Non-­‐employees, independent study student participants: recommended but not required ACUP-­‐specific participant instruction/training/verification – PI-­‐directed • Covers ACUP-­‐specific species, techniques, facilities/environments, potential hazards & safety procedures • Requires initial and ongoing instruction/training to achieve and maintain appropriate knowledge and skills related to animal activities Documentation of instruction/training/skill level verification • The IACUC office maintains records of the 3 General Requirements listed above. o Primary recipient of ACUE/Working with the IACUC module completion; IACUC receives completion notifications from Occupational Medicine (questionnaires) and EH&S (Animal Handler Safety) • The PI maintains documentation of all ACUP –specific instruction and training. Must be available upon request. 2 ACUP/Amendment approval – Participant(s) may begin ACUP-­‐specific instruction/work after email notification of approval from the IACUC office. Animal Facility Staff Facilities & Trades Staff—animal area support Student employed for animal husbandry work If the participant will work on a research or teaching project, refer to “ACUP Participants”, above. Occupational Medicine, program enrollment for employees Enrollment requires Employee initial questionnaire review upon hire, and completion of annual follow-­‐up questionnaire reviews while exposed to animals. Environmental Health & Safety (EH&S) -­‐-­‐ Animal Handler Safety module or group session Online or in-­‐person, once before start of activities Supervisor/Facility Manager -­‐provided training on applicable facility-­‐specific procedures & hazards Supervisor/Facility Manager/Administrative Unit -­‐maintained documentation of training Students – class exposure to animals If the student will work on a research or teaching project, refer to “ACUP Participant” above. PI-­‐Instructor-­‐ directed student education & training Covers ACUP-­‐specific species, animal well-­‐being considerations, procedures/techniques, facilities/environments, potential hazards (including zoonoses) & safety procedures. PI-­‐Instructor-­‐ maintained documentation of training session(s) related to class activities The syllabus may be used to describe student education & training, and completion of applicable CITI modules would also provide documentation. These methods are options, not requirements. Occupational Medicine – notification of medical consult availability Instructors are required to notify students about the availability of medical consults at Student Health Services Environmental Health & Safety (EH&S) -­‐ Recommended Animal Handler Safety module completion or scheduled group session Non-­‐employees, Volunteers, & Visitors who work with animals or in animal facilities If the participant will work on a research or teaching project, see “ACUP Participants” above. Occupational Medicine, program enrollment One time submission of Non-­‐Employee questionnaire for review & clearance Supervisor/Facility Manager -­‐provided training on applicable facility-­‐specific procedures & hazards Supervisor/Facility Manager/Administrative Unit -­‐maintained documentation of training Visitors – public tours/outreach/minimal risk 3 Accompanying Supervisor/Manager available to oversee activity, as necessary, to protect health & welfare of animals and participant(s). Instructions A. General Requirements There are 3 general requirements for Participants. 1. Animal Care and Use Education (ACUE) •

Completion of A is required for most participants Completion of B is required for Agricultural Science animal work Completion is required once, before start of activities The IACUC office maintains records of completion It’s recommended that the Participant keeps a record, and offers a record to their PI/Supervisor. A. CITI Program registration Required: “Working with the IACUC” course for Investigators, Staff, and Students a. Go to www.citiprogram.org b. Select “Register” for initial log-­‐in c. Select your organization affiliation—Oregon State University d. Complete Registration Steps 1-­‐7 (instructions for first time registration are also available on the CITI website here) i. At Step 7, “Select Curriculum”, an answer is required for each of the 4 questions that address IRB, IACUC, Responsible Conduct of Research, and Conflicts of Interest. e. At Step 7, Q. 2, “Vertebrate Animal Research Training Courses”, check the first box to select “Working with the IACUC” course. Other courses that relate to your work are recommended, but not required. f. Upon completion of a course, a copy of the certificate will be sent to your email address and IACUC if completed through the OSU portal. B. FASS ACUE -­‐ Agricultural Sciences participants a. FASS (Federation for Agricultural Science Society) video and quiz This training is specific for agricultural research and teaching projects. b. Contact the Animal & Rangeland Sciences Office Manager (Otila Zuschlag) to arrange a session to complete this requirement. Participants may elect to meet with IACUC staff for an “Introduction to the OSU IACUC” session (~30 min). This allows participants to become familiar with IACUC processes, people, & resources. This is recommended (not required) and is not a substitute for the ACUE requirement, above. 4 Occupational Health & Safety Program (OHSP) – 2 parts 2. Occupational Medicine: Participants enroll by submitting the appropriate initial questionnaire: • Initial Health Questionnaire (ACUP participants -­‐ employees) • Non-­‐OSU Employee Form § volunteers; courtesy, affiliate, or visiting faculty; consultants; vendors; etc. • Students participating in animal activities as part of a class are notified by the Instructor about the option to contact Student Health Services for advice or referral to Occupational Medicine for an appointment. See suggested OM handout: “Animal Activities & Your Health”. Questionnaire process: The Supervisor completes Part 1. Then the participant completes Part 2 and submits the completed, confidential document to Occupational Medicine, 201 Plageman Bldg. Occupational Medicine provides questionnaire review and participant clearance. Documentation is maintained by Occupational Medicine and confirmed by the IACUC. • OSU Employees are contacted by Occupational Medicine to update their Annual Health Questionnaire each year to maintain clearance for animal-­‐related activities. • Participants not employed by OSU are cleared indefinitely after the initial review. • A waiver request in lieu of review and clearance is available. Contact the Occupational Medicine Nurse (Ariel Leshchinsky) with related questions. 3. EH&S: Animal Handler Safety & Hazards Training Required once, for all employee participants before start of activities. Recommended for all others. Completion records are maintained by EH&S and verified by the IACUC. 1. On-­‐line video module completion – EH&S website. Must click submit to register completion; recommend printing the completion page 2. In-­‐person training available upon request. See EHS contact link above. Contact the EH&S Administrative Program Assistant (Kay Miller) with related questions. B. ACUP/Activity-­‐ specific PI-­‐directed instruction and training, specific to ACUP animals, activities, and environments, is required for all participants prior to independent work. All ACUP-­‐specific instruction and training of participants must be documented and available upon request. Verification of appropriate skill levels, in lieu of training, must also be documented. 5 4. ACUP-­‐ specific Instruction & Training Required for all participants before start of activities. • The PI/Supervisor must provide instruction & training for ACUP-­‐specific species, animal well-­‐being considerations, procedures/techniques, facilities / environments, potential hazards (including zoonoses) & safety procedures • Training must be documented and accessible. 5. ACUP/Class-­‐ specific Instruction & Training Required for all students before start of activities. • The Instructor must notify students about the availability of medical consults with the Occupational Medicine department at Student Health Services. See suggested OM handout: “Animal Activities & Your Health”. • The Instructor must provide instruction & training for ACUP-­‐specific species, animal well-­‐
being considerations, procedures/techniques, facilities / environments, potential hazards (including zoonoses) & safety procedures. • Instruction & training must be documented and accessible. o The syllabus may be used as a form of documentation if there is adequate description of instruction & training related to ACUP activities. o Applicable CITI modules may be used for animal well-­‐being instruction & documentation, but isn’t required. Didactic instruction The following resources below are recommended, as applicable, for building and maintaining a knowledge base, prior to hands-­‐on sessions. a. CITI modules (or equivalent) include: i. Working with the IACUC ii. Working with Animals in Research Settings (many species modules) iii. Wildlife Research Module iv. Working with Horses in Agricultural Research b. Procedures with Care -­‐-­‐ videos of rodent and rabbit procedures c. DVDs & other resources may be available. Contact LARC or the IACUC office. Hands-­‐on instruction & training sessions Hands-­‐on training may begin after the participant has completed general requirements and is entered onto an approved protocol. Options may include, as appropriate: a. Training with LARC veterinary personnel b. Training with PI/Instructor/Supervisor, or other designated trainer with species and procedure expertise. The participant’s skill level in working with animals and performing procedures must be verified as appropriate for the animals and work involved, prior to independent work. Verification of previous experience and skill sets is acceptable for participants who are already qualified to perform independent work. 6 Definitions: 1. Program – short for Animal Care and Use Program 2. Program Participant – all participants exposed to animals. Includes employees and non-­‐
employees, including volunteers and visitors. 3. Animal Exposure – includes working with live animals, as well as exposure to tissues (non-­‐
sanitized), related allergens, and/or waste products. 4. Animal Care & Use Education (ACUE) – General educational requirement; used to be AWE (Animal Welfare Education) 5. ACUP – Animal Care and Use Protocol. Requires review and approval from IACUC. 6. ACUP Participant – all participants listed on an ACUP 7. PI – Principal Investigator, the person who is responsible for all ACUP activities & participants 8. IACUC – Institutional Animal Care & Use Committee. A local oversight board that reviews animal care and use activities for approval. 9. CITI – An online vendor that provides educational modules related to Program requirements. 10. Occupational Health & Safety Program (OHSP) –A requirement of Program participation, per oversight agencies. Includes 3 basic arms: safety and hazards education and training from (1) EHS (university-­‐wide) and (2) the PI (ACUP or work -­‐specific), as well as (3) medical review and clearance for participation by Occupational Medicine care providers. 11. EH&S –Environmental Health & Safety Department 12. Occupational Medicine – office within the OSU Student Health Services Department 13. Occupational Medicine Review – a medical questionnaire submitted by the participant for review and clearance to participate in the Program 14. Employees – those who are employed by OSU. Includes student workers. 15. Non-­‐employees – all participants who are not OSU students or employed by OSU. Includes volunteers, courtesy/affiliate/emeritus/visiting faculty, consultants, vendors 16. Student ACUP Participants – students hired for ACUP work, or students participating in ACUP research via independent study 17. Student Class Participants – students exposed to animals via class activity that involves animal exposure. 7
