CONTRACTOR LOGlSTlCS SUPPORT (CLSa
contractor
logistics support (CLS)
The CLS organization of Saab brings
to the customer the benefit of its’
extensive experience gained from
a wide variety of projects such as
DFWES (UK), NAMTC (No), KASI (SF),
MCTC (NL). This depth of knowledge
and experience enables Saab to
offer a wide range of logistic support services to firm, fixed prices and
warranted system availability. Our
experience of field support to fixed,
mobile and deployable installations
gives us the unique capability to
manage and overcome the difficulties
involved when deploying personnel
and supplying spares to remote training locations.
Corrective and Preventative Maintenance
Saab provides tailored workshop facilities
furnished and equipped with the appropriate
range of tools and diagnostic test equipment.
Suitably qualified and certified technicians
are provided to enable the rapid, cost effective
repair activity that is essential to ensure a
high level of system availability. As a matter
of routine our technicians implement programmed preventative maintenance in order
to ensure the preservation of the highest
standards of equipment reliability. The local
maintenance technicians are support from
Subject Matter Experts via our Helpdesk.
Resupply and Stock Taking of Spares
and Consumables
Saabs CLS team work in close co-operation
with the customer in order to determine the
optimum level of spare parts stock necessary
to ensure equipment availability. The Saab
Site Management System then constantly
monitors stock levels to provide accurate information on which to establish usage levels
and the need for replenishment. This data,
delivered at 24 hr intervals, enables the CLS
team to adjust spares holdings to economic
levels whilst ensuring that critical items are
delivered in a time efficient manner.
Trouble Shooting and Restoration
of Systems
Saab recognise that the extremely harsh
demands of the training environment means
that exercise damage will frequently occur
and even the most reliable of systems will
periodically fail. In order to minimize
system downtime Saab deploys troubleshooting teams whose mission is to rapidly
locate and return to fully operational status
any failed systems. The teams consist of experienced, often ex-military, personnel trained
in fault diagnosis and equipped with a pack
of appropriate replacement parts that will enable them to return the equipment to training
use as quickly as possible and recover the
failed or damaged component for repair
or replacement.
System Planning, Preparation
and Distribution
The user has only to provide advance notice
of system use and Saab will take over the necessary planning, preparation and distribution
tasks that will ensure a successful training
mission. Saab personnel will work with the
user to establish the correct equipment levels
for participating troops and conduct forward
planning to identify and resolve equipment
shortfalls and clashes of demand. The user is
kept fully up to date as to system availability
while changes to unit equipment levels are
handled up to the point of issue. The systems
are all checked and prepared for use with
their appropriate configurations and then
packaged in sub-unit lots and delivered to
the relevant distribution point. The result is
the right equipment at the right time – ready
to train.
System Handling (Issue and Receipt)
This laborious and manpower intensive
activity is efficiently conducted with the
professional, understanding Saab approach.
Over many years on the Canadian prairie, in
the tropical forests of Central America and
Kenya and on training areas throughout
Europe Saab support personnel have developed and refined their routines and procedures to produce a systematic methodology.
These are operating procedures that display
a sympathetic, understanding approach to
the users (our customers) whilst retaining
the necessary respect for the handling and
husbandry of the training equipment.
Installation and Setup of Systems
Apply Approved Configuration
Saab personnel, trained professionals with a
wealth of experience, will assist the user in
managing the demanding installation and
set-up phase of the exercise. This critical
process which has a direct bearing on the
users’ confidence is where the advice and assistance of Saab personnel is brought to bear,
eliminating fitting errors, helping with system
alignment and overcoming minor variations
of vehicle profile. If required Saab will advise
and assist with the organisation of a “Start
Gate” in order to ensure that each exercise
player crosses the start line with equipment
correctly fitted and up and running.
Saab will manage all aspects of configuration control on behalf of the customer in
order to ensure that the fielded equipment
is kept completely up to date. Software and
hardware modifications will be swiftly and
efficiently implemented as they are approved.
In this way the customer can be assured that
training equipment will keep pace with the
development of operational equipment.
Battery Management
A power down means a system down and the
result is no training for the user. Although ultimately a user responsibility the availability of
ready for use charged batteries relies upon an
efficient, reliable support system. At any stage
of the exercise Saab can be relied upon to ensure a ready supply of charged batteries where
and when they are needed with exchange on a
simple one for one basis. Batteries exchanged
as discharged will be routinely tested before
charging is conducted so as to ensure that
battery life is optimised with a view to cost
benefit for the customer.

Calibration of Tools and Test Equipment
Saab will undertake to co-ordinate and
control the calibration of all tools and test
equipment supplied on site. Controls and
standards will be established to comply
with approved ISO regulations. Saab staff
will create and take responsibility for the
maintenance of a calibration register and will
also manage the calibration programme to
avoid any disruption to planned preventative
maintenance.
Waste and Disposal Management
Saab will assist the customer by handling the
separation and disposal of waste materials in
compliance with applicable environmental
laws. Where appropriate the Saab strategy
will be to recycle useable components in order
to reduce operating costs for their customer.
Saab will also co-ordinate the disposal of
obsolescent parts and where necessary
arrange for the return of material to the
original manufacturer for disposal.
