Ltd. a company promoted by director’s having experience in chemical industrial sector. The project is a Greenfield having a total area of 3 Ha. at Plot No: D-2/CH/6, GIDC Industrial Estate, Dahej II, Tal: Vagra, District. The manufacturing of various products includes inorganic, organic, agrochemical intermediates produced from Hydrogenation and Chlorination process. The total production capacity will be 11000 MTM. The water requirement of 2159 KLD will be met through GIDC reservoir. The power requirement for the proposed project is 1 MW which will be supplied by Dakshin Gujarat Vij Company Ltd. The total cost of the project is 95.4 Crores and timeline of project commissioning is 24 months after getting EC. The project falls under 5 (F) and 5(b) activity and Category “A” as per EIA notification September 2006, amended till date. LTD. 2 EC FOR PROPOSED GREENFIELD PROJECT OF CHLORINATED AND HYDROGENATED DERIVATIVES FOR AGRO INTERMEDIATES PLANT AT GIDC DAHEJ II, TAL:VAGRA, DIST: BHARUCH, GUJARAT PRE-FEASIBILITY REPORT INTRODUCTION OF THE PROJECT 2.1 Identification of project The project falls under notified area whose public hearing is pending, thus as per EIA notification it falls under Category “A” of the schedule “Manufacturing/Fabrication”, Project or Activity 5(f), Synthetic Organic Industry and under Project or Activity 5(b), Pesticide Industry and Pesticide specific intermediates. The proposed requires EC for Greenfield Project of Chlorinated and Hydrogenated Derivatives for Agro Intermediates plant at GIDC Dahej II, Tal:Vagra, Dist: Bharuch, Gujarat 2.2 Project proponent. Industrial unit promoted by Shri Maulik Jayantibhai Patel and Shri Kaushal Ashish Soparkar, is forming part of Meghmani Group of companies (Meghmani Group) one leading group of India operating in a range of diversified industries viz. Pigments, Agro Chemicals, Dyestuffs and Caustic Chlorine. The flagship company, Meghmani Organics Limited (MOL) is a listed public limited company and is regarded as one of the leading producers of pigments and agrochemicals in the country. The group has set up a state of the art Caustic Chlorine Complex (CCC Complex) under Meghmani Finechem Ltd. (MFL) at Dahej in the state of Gujarat. The group companies houses a large ‘R&D Laboratory’ and ‘Technical Competence Center’ with facilities for testing. The group companies equipped with the latest instruments required for product development and works in close conjunction with customers in meeting. High productivity and profitability, newer chemistry and huge export potential inspired them to set up a proposed project to manufacture various Chemicals–Intermediates. This proposed project is tantamount to a logical forward integration project since three of its raw material viz. Sodium Hydroxide, Hydrogen Gas and Hydrochloric Acid will be sourced from MFL through pipeline only- the project being located just adjacent to Caustic Chlorine (CC) complex of MFL. 2.3 Brief description of nature of the project The proposed is a Greenfield project of Chlorinated and Hydrogenated Derivatives for Agro Intermediates plant. This products find uses as intermediate products in Pharmaceuticals, Pesticides and PVC industries. The plant is to be set up on land area of 3 Ha. The water requirement will be 2159 KLD which will be sourced from GIDC reservoir. The estimated 1 MW power consumption will be supplied by Dakshin Gujarat Vij Company Ltd. 2.4 Need for the project and its importance to the country and or region The promoters are interested for setting up the project considering the following technical and economical features of the project: Increasing demand for the end products in the global as well as local market Availability of the finance through internal and external sources. Availability of Hydrogen gas, Chlorine and Caustic through pipeline by the nearby member group of company Availability of major raw material in the nearby vicinity. Considering the following location base favorable condition, the unit is planning to go for establishing the manufacturing facilities for above mentioned activities at the said location: Location within the established notified industrial estate Availability of common infrastructural facilities of the industrial estate Availability of good quality water supply in the industrial estate Availability of un-interrupted power supply in the industrial estate Availability of authorized solid waste disposal site in nearby area The proven and safe technology will be utilized. The project will help industrial development in the region. Various products have export potential and will help in own’s economy by generating foreign exchange. It will increase employment opportunities in the region. 2.5 Import vs. Indigenous production The products will comply national and international quality standard norms and have indigenous and export potential. 2.6 Domestic/ Export Markets The products which will be manufactured will be of international standards, which will have acceptability in the export as well as domestic market. 2.7 Employment Generation (Direct and Indirect) due to the Project It is visualized that around 100 male and female workers will be required during construction phase which would include unskilled, semi-skilled and skilled work force. These will be sourced from nearby villages. Technical work force around 100 including engineers, technicians and administrative staff will be required during operational phase. The project does not include any interlinked or interdependent projects. The products will be inorganic or organic compounds which have end uses in Pharmaceutical, Pesticide and Polyvinylchloride manufacturing industries. 3.2 Location (map showing general location, specific location and project boundary & project site layout) with coordinates M/s Radha Madhav Processors Pvt. Ltd. intends to set up a Greenfield Project of Chlorinated and Hydrogenated Derivatives for Agro Intermediates manufacturing unit at Plot No.: D-2/CH/6, Phase II, GIDC Dahej, Taluka: Vagra, District: Bharuch, Gujarat. Government of India, as per its policy has given emphasis on Sustainable Development. While it is supporting the industrial growth, the environmental protection has been made the integrated criteria for this support. In line with this policy, Ministry of Environment & Forests has defined elaborated ‘Environmental Clearance (EC)’ framework under The Environment (Protection) Act, 1986 (Environmental Impact Assessment Notification, 2006) for establishing/expanding an industry/development project. The EC process takes into consideration local conditions, public concerns, effectiveness of impact assessment and proposed mitigation measures in sustaining environmental equilibrium. The base documentation/study report, called Environmental Impact Assessment (EIA) detailing baseline conditions, environmental impacts, mitigation measures and management plan is required to be prepared for start of EC process. Prior Environmental Clearance is required from concerned authorities for all projects detailed in the ‘Schedule’ as given in the ‘Notification date 14th September, 2006’. The projects listed as category A or B under EIA notification require submission of EIA report as per approved TOR for appraisal by expert committee for EC. Nearest railway station is located at Dahej at an aerial distance of ~3.9 kms towards SW. The major Railways station is located at Bharuch at an aerial distance of ~39.3 kms towards ESE. The Airport is located at Surat at an aerial distance of ~68.4 kms towards SSE and Vadodara at an aerial distance of ~91.3 kms towards NE. 4.2 Land Form, Land Use and Land Ownership Land Form: Existing land is a flat land located near Gulf of Khambhat. Land Use: The site is located in Gujarat Industrial Development Corporation (GIDC), Phase II, Dahej, Taluka: Vagra District Bharuch, Gujarat. The area has been specially developed for chemical industries and part of it is declared as Special-Economic Zone (SEZ). Existing landuse is for industrial development hence there will be no change in the landuse due to the proposed project. Land Ownership: The land is owned by M/S Radha Madhav Processors Pvt. Ltd. The Land Ownership document is attached as Annexure 6 4.3 Topography Dahej GIDC is located on west of Bharuch district at Gulf of Khambhat. Topographically, the area is almost flat with gentle slope toward south and southwest i.e. toward Gulf. Geologically, entire area is covered with recent age deposits of fluvial and marine origin. Major part of it is covered with dark gray to brown Stiff clayey soil. 4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the river), CRZ. The manufacturing unit is to be installed on the barren and un-developed land/plot which is located in Gujarat Industrial Development Corporation (GIDC), Phase II Dahej. Majority soils of this area have developed from the trap and mostly having montmorrilonite predominant clay mineral. The soil salinity is < 2.0 dS/m but due to ingress of sea water soils are highly saline especially in Lakhigam. At and around project are soils are barren and Prosopis julifera (Gandobaval) is seen. However, in the surrounding area sorghum, cotton, tur and fodder crops are grown. The map showing soil of the region is attached as Annexure 7 4.7 Climatic data from secondary sources The general agro-climatic zone of the study area is Semi-arid. Information presented in subsequent paragraphs is from the most recently published Long Term Climatological Tables for the nearest observatory, Bharuch by the Indian Meteorological Department (IMD). Temperature Mean daily maximum temperature is recorded in the month of April at 40 °C. From October to December, both day and night temperatures begin to decrease rapidly. January is generally the coldest month, with a minimum temperature of 11.9 °C. During the post-monsoon months of October and November, day temperatures remain between 16.922.0 ºC. In winters, i.e. December, January and February, average day temperatures remain between 11.9-14.4 ºC. Cloud Cover The area remains cloudy between June - September, which is the active period of the monsoon season. Cloud cover is 6-8 oktas during monsoon season, while it is 0-2 oktas in post monsoon, winter and summer season. Humidity Most humid conditions are found in the monsoons, followed by post-monsoons, winter and summer in that order. Mornings are more humid than evenings and humidity ranges from a high of 80-90% in monsoon mornings to a low of 26-38% in summer evenings. During post-monsoon season, in morning humidity remains between 68-75% and in the evening it remains between 37-44%. 4.8 Social Infrastructure available Key infrastructure such as hospitals, schools, bank, places of worship and social/ community facilities such as park, market, playground etc. education, health care, community development, income distribution, employment and social welfare are available in nearby area of Dahej Industrial Estate. Treated effluent will be disposed out through single outlet into deep sea through Dahej-Vilayat underground pipeline provided by GIDC. The industrial solid waste will be disposed off in Secured Landfill Facility/Common Hazardous waste Incinerator facility depending on the type of waste. 6.9 Power Requirement & Supply/source The power requirement is 1 MW which will be procured from Dakshin Gujarat Vij Company Ltd.
