Specifically, transportation disadvantaged individuals are people who are unable to provide their own transportation as a result of disability, age-related condition, or income. The Transportation Coordination Plan develops cooperative strategies between county governments and transportation providers through public outreach and reaching out to individuals who are the most at risk of becoming isolated because of a lack of transportation. This document outlines the planning process of engaging with the transportation disadvantaged, the needs and gaps in service identified by those individuals, and their solutions in meeting their needs on a local and regional scale. Additionally, this plan seeks to expand transportation access to anyone wishing to utilize public transportation. Their feedback was taken as well. Goals and actions identified from the public were honed by a group of transportation experts and developed into the following plan. This document outlines specifically the needs and goals of Grant Green, Iowa, Lafayette, and Richland Counties. 6 Introduction The plan key components include: • • • • • • • Overview of the Planning Process Needs and Gaps Regional Framework of Goals and Actions Local County Goals and Actions Proposed Funding Sources Agencies and Individuals Responsible for Plan Implementation Timeline Introduction Transportation Coordination Plan Requirements Federal transit law, as amended by the Safe Accountable Felxible Efficient Transportation Equity Act: A Legacy for Users” (SAFETEA–LU), requires that projects selected for funding under the Elderly Individuals and Individuals with Disabilities (Section 5310), Job Access and Reverse Commute (JARC), and New Freedom programs be “derived from a locally developed, coordinated public transithuman services transportation plan” (hereafter, “Transportation Coordination Plan”) and that the plan be “developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by members of the public.” According to SAFETEA-LU, a transportation coordination plan must include an assessment that identifies currently available transportation services and resources, service needs for individuals with disabilities, older adults, and people with low incomes and the gaps between resources and needs to develop a prioritized transportation coordination plan with prioritized goals. Projects competitively selected for funding from the above sources, must be derived from a coordinated plan that minimally includes the following elements at a level consistent with available resources and the complexity of the local institutional environment: 1. An assessment of available services that identifies current 2. 3. 4. transportation providers (public, private, and non-profit) An assessment of the transportation needs for individuals with disabilities and older adults Strategies, activities, and/or projects to address the identified gaps between current services and needs, as well as opportunities to improve efficiency in service delivery Priorities for implementation based on resources (from multiple program sources), time, and feasibility for implementing specific strategies and/or activities identified While the above Federal programs require the Transporation Coordination Plan, a number of other transit funding sources are available in Wisconsin. While not all of these programs require this coordinated plan this plan should prove a universal guide for program planning and further grant/ funding identification and application for Southwestern Wisconsin. State of Wisconsin funding programs: 85.21 – Specialized Transportation Assistance Program for Counties The purpose of this program is to provide financial assistance to counties providing transportation services for elderly and disabled persons. This funding is designed to promote “human dignity and self-sufficiency,” through providing transportation options to people who typically do not have as much access. Transportation Coordination Plan 7 sistance Program (WETAP). Federal Transit Authority funding programs: FTA 5310 – Transportation for Individuals who are Elderly and Individuals with Disabilities. This program provides formula funding to states for capital projects to assist in meeting the transportation needs of the elderly and persons with disabilities. This funding, available to public entities and private non-profit entities involved in transporting seniors and persons with disabilities, has historically been used for capital expenditures, typically for accessible vehicles. 8 FTA 5317- New Freedom Program The New Freedom Program (NF) provides formula funding for new public transportation services and service alternatives beyond those required by the Americans with Disabilities Act (ADA). The New Freedom program aims to provide additional tools for persons with disabilities seeking to overcome existing barriers integrating into the workforce and participating fully in society. A Larger Planning Purpose FTA 5311 – Formula Grants for Other than Urbanized Areas This program provides formula funding to states for transportation in rural areas, defined by having a population less than 50,000. This program specifically serves to enhance access to healthcare, shopping, education, employment, public services, and recreation. In October of 2010, southwestern Wisconsin was one of 45 regions in the United States to receive federal funding to plan for our economic vitality and regional growth. This funding was made available by the U.S. Department of Housing and Urban Development (HUD) as part of a new federal initiative, the Partnership for Sustainable Communities, made of HUD, the US Department of Transportation (DOT), and the US Environmental Protection Agency (EPA). FTA 5316 – Job Access and Reverse Commute Program (JARC) The JARC program provides formula funding for projects that assist individuals with low incomes and other individuals with transportation services to access jobs and employment-related activities. This program is combined with other funding sources and known as the Wisconsin Employment Transportation As- This project, titled Grow Southwest Wisconsin, was a grassroots charge led by Southwestern Wisconsin Regional Planning Commission (SWWRPC), to develop a plan that will guide our rural region to greater social and economic self‐sufficiency. The overall objectives of this effort are to identify and capitalize on local resources, to better produce our own energy and food, minimize commutes Introduction Figure 1 Grow Southwest Wisconsin Goals , Actions, and Objectives Related to Transportation Coordination and maximize employment of our local population in Grant, Green, Iowa, Lafayette, and Richland Counties. Grow Southwest was largely successful because of its public outreach. Over the course of the planning process, 37 public meetings were held with over 100 participants, and over 100 additional participants were surveyed. Participants were grouped into nine areas of interest. One of those areas of topics was transportation. While the Grow Southwest Wisconsin plan is not directly related to the Transportation Coordination Plan, Grow Southwest Wisconsin provided a framework to examine a wide array of transportation issues in southwestern Wisconsin that overlap with the needs and priorities outlined through the Transportation Coordination Plan process. Grow Southwest, and the experts and community members who contributed to the plan, recognized that in southwestern Wisconsin, transportation is integral to not only an individual’s standard of living, but survival. Transportation is absolutely vital to the economic, social, and environmental strengths of southwestern Wisconsin and also to the day to day survival of individuals who rely on public transportation programs to survive. The Grow Southwest Wisconsin planning process identified the following transportation goals which are directly related to the needs prioritized in this document, are listed in Figure 1. • Increase efficiency (better match between capacity and use) • Improve coordination of available services. • Improve coordination between modes and services (e.g. transfers, etc.). • Identify existing conditions. • Increase access to information. • Increase awareness of services. • Educate stakeholders and the public about available services and options. • Better market transit and rideshare services. • Increase vehicle occupancy. • Improve incentives for carpooling. • Encourage employers to provide incentives for carpooling to work. • Improve and increase number of Park ‘n Ride lots with bus connections. • Improve timing of services. • Create multi-modal transit hubs. • Educate the public about alternative transportation options. • Increase funding/investment. • Incentivize economic growth. • Provide tax incentives. • Increase public-private partnerships. • Improve inter-governmental coordination. • Improve communication/common language. Transportation and access to it is essential to the quality of life and survival of the residents of southwest Wisconsin. Again and again through public outreach we see the same trends. People need to have a clear understanding of existing services, better access to coordinated services, and more transportation options than what have been previously available. This Transportation Coordination Plan has a place in the overarching framework provided by Grow Southwest. The same needs and priorities reflected in Grow Southwest vision were also reflected in the Transportation Coordination plan. These two plans, working in tandem, help frame the overall body of work of the SWWRPC while giving a specific and targeted focus to the needs of the region, specifically transportation. This way transportation coordination is one small step to realizing the vision of southwestern Wisconsin as outlined by the Grow Southwest Wisconsin Project. This plan focuses on southwestern Wisconsin and will identify existing transpor- 10 tation options available to residents with disabilities, older adults, people with low incomes, and those who do not drive due to needs or by choice. This plan will also identify needs and gaps in services and prioritizes goals and actions to improve the level of service. Ensuring an adequate system of transportation options for every person living in southwestern Wisconsin is absolutely critical to establishing and maintaining a high quality of life. Planning Process Public Forum One public forum was held in Grant, Green, Iowa, Lafayette, and Richland Counties. Each meeting addressed the planning purpose for this document and provided the following information. 1. An assessment of available services that identifies current transportation providers (public, private, and non-profit) 2. An assessment of the transportation needs for individuals with disabilities and older adults 3. Strategies, activities, and/or projects to address the identified gaps between current services and needs, as well as opportunities to improve efficiency in service delivery 4. Priorities for implementation based on resources (from multiple program sources), time, and feasibility for implementing specific strategies and/or activities identified Stakeholders were informed about the meeting through mailed invitations. A copy of the invitation can be found in Appendix B, and the complete stakeholder invitation list can be found in Appendix E. Each meeting was publicly posted in accordance with open meeting law (see Appendix C for the agenda). The meeting was facilitated by SWWRPC and County Aging Disability and Resource Centers (ADRC) agencies. Stakeholders were provided background education on Transportation Coordinated Plan requirements and funding sources available for transportation in each county. Attendees were provided with a current transportation provider list and invited to review and update it as necessary. What sets this public forum apart from the previous Transportation Coordination Plans was its open-ended format. Rather than spending most of the meeting relating information about funding structures and plan requirements, SWWRPC and the five county ADRCs developed a program that briefly summarized the requirements of the plan to budget the rest of the meeting time for analyzing existing services and brain-storming new possibilities. The forum’s open ended format was designed not only to maximize the amount of time available to discuss the “issues” of transportation coordination, but to also maximize the accessibility of the meeting. The brain storming session was broken into the following exercises: 1. A values activity to “break the ice” and highlight what is broadly important to county residents 2. An assessment of needs in the county and the potential gap between the Transportation Coordination Plan 11 values in the community and the community’s ability to fulfill those values 3. An analysis of the needs and gaps identified in the previous public forum and their relevance in the current planning process Twenty-four stakeholders attended the meeting; see Appendix H for a list of these stakeholders by name and organizational affiliation or representation. 4. A critique of the existing transportation services, how they have addressed the needs and gaps of the previous planning process, and how they can address the needs and gaps currently identified Green County Public Forum 5. A map exercise to highlight the physical location of potential gaps in service 6. A final brain-storming exercise to develop plan goals and actions to address the needs and gaps in the county. Participants were asked to vote on the plan goals and activities that they felt were the most important, given their previous analysis of the needs and gaps in each of their counties. Grant County Public Forum The Grant County ADRC held a public meeting on May 29, 2013 from 9-1pm at Southwest Technical College, 1800 Bronson Blvd. in Fennimore to develop the following Transportation Coordination Plan in accordance with Federal and State regulations. Mailed invites were sent to a stakeholder list of 272 people. The stakeholder list was created by county staff and was representative of the broad public, private, and non-profit transportation interests in the county. Free 12 refreshments and lunch were provided for all attendees. The Green County ADRC held a public meeting on May 22, 2013 from 1:304:30pm at the Monroe Public Library, 925 16th Ave. in Monroe to develop the following Transportation Coordination Plan in accordance with Federal and State regulations. Mailed invites were sent to a stakeholder list of 246 people. The stakeholder list was created by county staff and was representative of the broad public, private, and non-profit transportation interests in the county. Free refreshments were provided for all attendees. Twenty-five stakeholders attended the meeting; see Appendix H for a list of these stakeholders by name and organizational affiliation or representation. Iowa County Public Forum The Iowa County ADRC held a public meeting on May 16, 2013 from 10:00am2:00pm at the Health and Human Services Center on 303 West Chapel St. in Dodgeville to develop the following Transportation Coordination Plan in accordance with Federal and State regulations. Mailed invites were sent to a stake- holder list of 88 people. The stakeholder list was created by county staff and was representative of the broad public, private, and non-profit transportation interests in the county. Free refreshments were provided for all attendees. Sixteen stakeholders attended the meeting; see the Appendix H for a list of these stakeholders by name and organizational affiliation or representation. Lafayette County Public Forum in Richland Center to develop the following Transportation Coordination Plan in accordance with Federal and State regulations. Mailed invites were sent to a stakeholder list of 423 people. The stakeholder list was created by county staff and was representative of the broad public, private, and non-profit transportation interests in the county. Free refreshments were provided for all attendees. Fourteen stakeholders attended the meeting; see the Appendix H for a list of these stakeholders by name and organizational affiliation or representation. The Lafayette County ADRC held a public meeting on June 4, 2013 from 9:00am12:00pm at Bridges Restaurant on 201 Christensen Dr. in Darlington to develop the following Transportation Coordination Plan in accordance with Federal and State regulations. Mailed invites were sent to a stakeholder list of 229 people. The stakeholder list was created by county staff and was representative of the broad public, private, and non-profit transportation interests in the county. Free refreshments were provided for all attendees. Eighteen stakeholders attended the meeting; see Appendix H for a list of these stakeholders by name and organizational affiliation or representation. Richland County Public Forum The Richland County ADRC held a public meeting on April 26, 2013 from 9:30am-11:30pm at the Community Services Building on 221 West Seminary St. Transportation Coordination Plan 13 Survey In addition to the public forum, SWWRPC and each county ADRC collaborated to distribute a survey. Similar to the public forum, the survey’s accessibility through its distribution methods and language was critical to its success. The survey was distributed in print and online. SWWRPC and ADRC representatives from Grant, Green, Iowa, Lafayette, and Richland Counties collaborated for eight shared survey questions. Each county also provided additional survey questions that were specific solely to services in each of their respective counties. A copy of each county’s survey can be found in Appendix D. Plan Process as Related to Goals and Actions The goals identified and prioritized from the public forum were reviewed by county ADRCs, and by SWWRPC to develop a more formalized and targeted structure to the implementation of plan goals. Additionally, a set of regional trends were established between the needs and gaps identified in the forum and the survey. Each of the five counties in southwestern Wisconsin shared similar needs and gaps. The common needs from county to county provided the framework necessary to draft a shared set of regional goals. This shared set of goals provide additional benefit to the region 14 by acknowledging regional challenges and the steps necessary collaborate with regional partners in implementation. Keeper of the Plan Southwestern Wisconsin Regional Planning Commission will be the designated keeper of the Transportation Coordination Plan. Present Conditions Low income population, aging and elderly population, and disabled population are important groups to consider when planning for transportation in southwestern Wisconsin. These groups are the most likely to need access to public or assisted transportation. In the previous Transportation Coordination Plan, transportation was prioritized into areas with the highest density. However, public outreach efforts have shown that better integration is needed between more dense “urban” areas and rural communities. Population density is not the only way to prioritize services. A number of providers (public, private, and non-profit) serve regional transportation needs. The following sections outline these providers with contact information, services offered, and funding sources used as well as a summary of the present conditions for each county. A complete list of all transportation providers in each county can be found in Appendix G. Grant County Grant County is a rural County, with a population of 51,208 per the 2010 census data. Population is expected to increase by 4.2 percent to 53,347 in 2035 according to the Wisconsin Demographics Services Center. The largest community in Grant County is the City of Platteville, with a population of 11,224 also according to the 2010 Census. The County covers a large land area, approximately 1,183 square miles. As the ADRC- Grant County notes, many older people need assistance with their transportation needs. Some no longer drive while others choose not to drive during winter months. The ADRC operates four transportation programs which primarily serve the needs of the elderly and disabled. • • • • Bus - The Bus Service transports older people, and disabled of any age from home to a designated location of their choice in wheelchair accessible vehicles on scheduled days. Taxi - The Taxi Service provides door to door transportation with a wheelchair accessible vehicle for individuals of any age that live in Boscobel, Fennimore, and Lancaster on scheduled days. Specialized transportation for persons with mobility issues. TRIPS - The TRIPS Program provides transportation to medical and important business appointments by volunteers that use their own vehicles. Green County Green County is a rural County, with a population of 36,842 per 2010 census data. Population is expected to increase by 25.5 percent to 46,219 in 2035 according to the Wisconsin Demographics Services Center. The largest community in Green County is the City of Monroe, with a population of 44,673 also according to the 2010 Census. The County covers a land area of approximately 585 square miles. Transportation Coordination Plan 15 Green County is served by its Aging & Disability Resource Services Unit of Human Services, Access Medical Transit, Countryview Transport, Lamers Bus Lines, and Monroe Cab-Brown Cab Company. The Green County ADRC Services Unit provides transportation services for elderly (age 55 and over) and disabled county residents. Disabled individuals are not required to have an official “disability determination”. Eligible disabilities may be physical, developmental, or due to a chronic mental condition. The Green County ADRC Services transportation programs include the Driver Escort service and the bus/van service. Driver Escort Services are provided by volunteers who use their own vehicles to drive consumers to their destination. Priority is given to medical and nutritional needs, although efforts are made to meet shopping and recreational needs, when feasible. Advance notice is required to arrange a ride and 48 business hours’ notice is requested. Riders must be able to enter and exit the vehicle on their own (volunteers are not allowed to lift, push, pull or provide medical care). Shuttle Bus Service provides transportation to medical appointments, shopping, nutrition, business and personal needs; priority will be given for medical appointments/procedures. The fleet consists of two handicapped accessible vehicles each capable of carrying two wheelchair passengers: a 2006 6-8 passenger E350 Ford van and a 2010 14 passenger E450 bus; and a 2010 E350 16 mini-bus capable of carrying one wheelchair passenger and 7-9 seated passengers. The bus and/or mini bus is scheduled to operate Tuesday through Friday, approximately 52 weeks per year and the van operates on an as-needed basis. The Green County ADRC Services Unit accepts reservations for its shuttle routes and is aware of how many seats may be left unfilled. Their policy states that they serve elderly and disabled individuals; however, if space is available, they will accommodate other consumers. Currently the bus and/or mini-bus runs on Wednesdays and Thursdays, as follows: • • • • New Glarus & Monticello to Monroe every Wednesday; Belleville, New Glarus, and Monticelllo to Monroe on the 1st Wednesday of each month Albany, Brodhead, and Juda to Monroe on the 2nd & 4th Thursdays of each month Monroe to Madison on the 3rd Thursday of each month Monroe to Janesville every other 1st Thursday Iowa County Iowa County is a rural County, with a population of 23,687 per 2010 census data. Population is expected to increase by 22.4 percent to 29,000 in 2035 according to the Wisconsin Demographics Services Center. The largest community in Iowa County is the City of Dodgeville, with a population of 4,693 also according to the 2010 Census. The County covers a land area of approximately 763 square miles. Iowa County is served by the ADRC Driver Escort Service and CARE-A-VAN shuttle bus, the Hodan Center, Inc., Grant Co. Taxi (services City of Dodgeville) and Road Crew (that provides flexible, demand-response taxi service to prevent drunk driving.) A summary of services provided by the Iowa ADRC as follows: Driver Escort Service is a volunteer service utilizing a corps of 20 to 30 drivers in private automobiles. Volunteer drivers are reimbursed at a rate of at least 35 cents per mile. The amount of reimbursement is computed each month and can increase based on current gas prices at the pump. The program has expanded with access to a lift-equipped van. Several volunteers have been trained in its use and it is available to all elderly, disabled, and veterans of Iowa County. • Equipment: Driver Escorts utilize their own automobiles. The ADRC also has access to a lift-equipped van that is used by the Driver Escort Program. • Route: The Driver Escort program operates on a demand response system offering door-to- door service. • Reservations: A person requesting transportation calls the ADRC Office 48 hours in advance for the Driver Escort and the ADRC will accept collect calls. • Passengers: The Driver Escort service will provide transportation to Iowa County residents who are 60 years or older and also to county residents who are disabled regardless of age. • Revenue: Clients using the Driver Escort service are charged a fee for that service (see table). Bus Service — The ADRC operates a mini-bus that runs on a fixed route with deviations and has days available for group trips once each week. The driver is employed and trained by the ADRC Office. • Equipment: The bus is a 2011 Ford Chassis mini-bus that is lift-equipped and has space for two wheelchairs with 12 passengers seated or one wheelchair and 14 passengers seated. • Route: The bus program operates on a regular fixed route system with deviations using pickup points and destination points. Door-to-door service is allowed if a client is unable to reach the pickup point or has an appointment location that does not correspond to the destination but is within the immediate area. • Reservations: A person requesting transportation must call the ADRC Transportation Coordination Plan 17 Office at 608-930-9835. Transportation should be requested at least 24 hours in advance. The ADRC does accept collect calls. • Passengers: Bus service is targeted toward Iowa County residents who are 60 years or older and/or disabled regardless of age. Particular emphasis is placed on serving those who are most socially and economically disadvantaged. However, the general public is given the opportunity to use the bus service on a space available basis. Should seating capacity become an issue, the elderly and/or disabled receive priority. • Revenue: People who are 60+ years of age or people with disabilities are given the opportunity to make a donation for their ride; the general public is charged a fee. Lafayette County Lafayette County is a rural County, with a population of 16,836 per 2010 census data. The largest community in Lafayette County is the City of Darlington, with a population of 2,451 also according to the 2010 Census. The County covers a land area of approximately 635 square miles. A number of providers (public, private and non-profit) exist to serve Lafayette County’s transportation needs. The following table shows these providers with 18 contact information, services offered, and funding sources used. Bus transportation services are provided by Lafayette County Human Services and a service area that covers the entire geographic area of Lafayette County. The Human Services department serves any person age 60 years of age or older or the spouse of someone 60 years of age or older; Persons with disabilities, who are younger than 60 may be served on a space-available basis; and the Medical Assistance transportation reimbursement program using the lift van or bus and/or the volunteer driver escorts. If there are seats available any nonelderly person may ride for a set fee. Regular trips are scheduled by the month and are published in the monthly Upper Horizon newsletter that is published and distributed by the Shopping News and mailed directly to households. Service is door-to-door, and is based on the location and destination of riders. Service is requested through the Human Services department office with one point of contact. It is suggested that reservations be made at least 24 hour prior notice, however if there is space available on the day of the trip seats may be filled by anyone. There is a suggested donation for each trip based on the pickup point and the destination. There is a fee for service for anyone who does not meet the service eligibility criteria. The suggested donation list as well as the fee for service list is published annually in the Upper Horizon newsletter. Priority of service is given to trips that are classified as: 1) Medical 2) Nutritional 3) Work-related The following steps are used to ensure that priority trips take precedence over other trips: Advance reservations, at least 24 hour prior notice for service is required, and passengers requesting services for the above three reasons are given priority. Bus overload is handled by sending an additional vehicle or using the driver escort program. Routes and schedules are currently in effect to accommodate priority purposes. Charter trips may be provided in addition to the regular trips to Madison, Monroe, Platteville, WI, and Dubuque, IA, to various activities and places of interest. Richland County Richland County is a rural County, with a population of 18,021 per 2010 census data. Population is expected to increase by 4.19 percent to 18,777 in 2035 according to the Wisconsin Demographics Services Center. The largest community in Richland County is the City of Richland Center, with a population of 5,184 also according to the 2010 Census. The County covers a land area of approximately 589 square miles. Available transportation options for County residents are provided by Richland County Health and Human Services Driver Escort Program, Towne Taxi (Richland Center), Richland Center Transit, and Schmitt Woodland Hills. VARC, LIFT, Coulee Trails and Work n’ Wheels provide services in Richland and surrounding counties. In 2012, Richland County expanded the transportation program to include the Richland County Public Transportation bus routes into the rural communities. The theme of the Richland County Transportation is “Connecting our Communities.” The program is dedicated to helping rural residents and border communities connect with Richland Center and the surrounding counties. Richland County continues to coordinate the Driver Escort Program which provides doorto-door transportation service to the elderly (60 years or older) and disabled residents of Richland County to primarily medical appointments within an 85 mile radius. In addition vehicles with mechanical lifts are available to Richland County residents for wheel chair transportation to medical appointments. Additional Transportation Providers Southwest Wisconsin is additionally served by the following regional transportation providers and services that attend regular Southwest Transit Team (SWTT) meetings with the County ADRCs and are considered to be key partners in the transportation coordination planning process: Transportation Coordination Plan 19 Southwest Opportunities Center, Inc. (SOC) Southwest Opportunities Center, Inc. (SOC) is a private, non-profit agency dedicated to providing employment and programming for adults with disabilities who live in Grant County and the surrounding counties of Southwest Wisconsin. It is a shared vision to eliminate barriers so that individuals with disabilities can have equal opportunities in their communities. Their programming environment promotes independence, personal growth, and community connections. These opportunities are currently provided through day services, seniors programming, supportive home care, employment and training services, community employment, supportive home care, and social, recreational, and community enrichment. SOC offers transportation services to all individuals who receive services at SOC. They operate four fixed route, door-to-door transportation services that covers all of Grant County and on an as needed basis, the bordering Counties of Iowa, Lafayette and Crawford. All vehicles meet ADA requirements and are equipped with wheelchair lifts, forward facing seats, and wheelchair securements. All passenger seats have three point safety harnesses. Vehicles are inspected yearly by the Wisconsin State Patrol using the Department of Transportation’s standards for Human Service Vehicles. 20 SOC’s fixed route transportation is open to the public, as long as space is available and the potential riders needs fit within the time SOC is in their community. Vehicles are also available for lease by other non-profit organizations. The Hodan Center Inc. The Center provides a community rehabilitation program for adults with disabilities. It is the mission of Hodan Center, Inc. to provide and promote opportunities for work and personal development so that persons with disabilities can achieve individual life goals. The Center provides work services, food services, and enrichment activities in-house. Employment services are provided at various job locations in Iowa, Lafayette, and Grant counties. Adult Basic Education is offered through our Enrichment Activities department. The Center operates five resale/retail (Bargain Nook) stores in five counties. As of August, 2010, Hodan Center offers senior services for adults with disabilities who are over 55 years of age. Hodan Center owns and operates the Wisconsin Innovation Kitchen, a food service and marketing kitchen. The Wisconsin Innovation Kitchen houses all of Hodan Center’s Farmhouse Recipes food processing operations for canning our jams, sauces, pickles, and dry packaging of our soup mixes, cookie and muffin mixes, and dip mixes. Hodan also administers Farmhouse Recipes Catering op- erations in this building. To support its clients, the Center operates a transportation system that runs seven bus routes in Iowa, Lafayette, and Grant counties and three wheelchair accessible vans for medical transportation needs for private pay users. When available, these vehicles are made available for other users. This program also allows local employers to have access to a larger pool of workers from outside the immediate walking distance of their businesses. As a result of this program the unemployment rate will lessen and overall economic conditions will improve due to workers earning higher wages. Southwest Wisconsin Community Action Program (SWCAP) The Head Start program, administered by SWCAP, owns and operates 13 buses covering the 4 counties. SWCAP provides a several functions to the community in their ongoing mission to end poverty in southwestern Wisconsin. The Work ‘n Wheels Program provides 0% interest, auto loans, purchasing assistance and counseling to low-income persons who can prove they have the necessary income to make monthly payments. No one is excluded from the program solely due to past credit history, lack of other assets, etc. As a result, the SWCAP Work ‘n Wheels program does not own any vehicles or other transportation resources. SWCAP also houses the LIFT program, a mobility management and transportation program. LIFT works with existing transportation providers and partners, including county Aging Unit (DSS/Human Services), disabled Veteran Transportation, shared ride taxi services, regional specialized medical transportation services, the WisDOT Rideshare program, the Wis-DOA State Van Pool, the Hodan Center, and the Southwest Opportunity Center to promote the concept of sharing resources and coordinating rides to improve service cost and coverage. The goal of the Work ‘n Wheels Program is to provide low-income working people with the opportunity to obtain higher incomes by being able to commute to better paying jobs throughout southwestern Wisconsin. By providing zero interest rate small car loans for high quality used cars and assistance in obtaining the cars the program has shown that it is effective in increasing client personal income by $4,800 per year. This increase is based on the participant’s ability to drive to better paying jobs and potential to increase the number of hours worked. The SWCAP LIFT program is a project partner with SWWRPC to plan and implement the new Driftless Connect Program. The program is possible because of funding from the Transportation Community, and System Preservation Program (TCSP). Driftless Connect is a collaboration program between a regional network of transportation providers. By utilizing smart phone technology, provider participants can improve efficiency, and provide a faster and more positive experience for the user. The number next to the need correspond to each county’s goals and objectives.
