User Portal initiative 12th EdReNe Seminar 20th of October 2015 Indsæt note og kildehenvisning via Header and Footer 25-11-2015 Side 1 Agreement on the public User Portal Initiative • In the financial agreement for 2015, the Government and Local Government Denmark have agreed upon a mutual financial model for a public user portal initiative for the public basic schools • In autumn 2014 the user portal initiative was created as a political agreement containing a public infrastructure and a binding commitment to purchasing learning management platforms and a collaboration platform for the municipalities. • The cost of the public infrastructure is 47,3 mio. DKK (6.3 million Euro), and funded by the state and the municipalities. 25-11-2015 Side 2 The goals of the initiative • That teachers get access to digital tools that support organizing, preparing and reusing digital learning courses, and easily applying digital learning resources in the daily education. • The students get digital support in their daily learning tasks • Supporting communication between teachers, parents and the students allowing easy sharing and overview of digital learning resources • Allowing the municipalities to include daycare in the collaboration platform and by that supporting continuous courses for the child from daycare to finishing basic school (K-10). 25-11-2015 Side 3 Content • The municipalities purchase learning management systems and a common collaboration platform, which KOMBIT provides and implements • A public infrastructure is provided by STIL • Identifying and establishing public standards that support exchange of data between platforms. 25-11-2015 Side 4 Architecture framework Elev Eksport, import så elevplan følger barnet og læringsforløb kan deles Forældre Leder Lærer/ ansat Identitet og autorisation via UNI•Login KOMMUNE Dashboard/rollestyret indhold Viser oversigtsinformation og giver adgang til funktionalitet Læringsplatform Link til og resultat med tilbage Elevplan Digitale læremidler Info fra nationale itservices. Data varehus Fælles standarder Læringsforløb Fravær/ plan for dagen Responsibility of STIL (the state) Folke- og skolebiblioteker 28-04-2015 Side 5 Concept for the user portal initiative • The state does not build ‘one system to rule them all’ • The business requirements are determined close to the end-users (students, teachers, parents) • Standards support the exchange of data across the platforms and learning resources • Setting data free gives vendors the opportunity of being inventive and create new products and possibilities 25-11-2015 Side 6 Content of the public infrastructure • Expanding the public login within the education area – UNI-login –to include parents (single sign on) • Building an integration platform as a single point of contact between the learning management systems and national source systems within the Ministry of Children, Education and Gender Equality • Building service interfaces to enable exchange of national data from source systems towards learning management systems and the collaboration platform– allowing data to be used on the spot. • The source systems include: dataware house, knowledge portal containing learning courses (EMU.dk), metadata repository of learning resources (Materiale platformen), national learning goals and national test results. 25-11-2015 Side 7 Public standards for data exchange • Identifying standards that support the exchange of results, learning courses and learning resources between the platforms. • The Project has identified: • IEEE LOM - metadata • Common Cartridge – to exchange learning courses • LTI – to exchange results • The standards are now translated into Danish profiles 25-11-2015 Side 8 Timeframe • The national infrastructure will be finished in August 2016 • The Municipalities have implemented learning management systems by the end of 2017. • A mutual collaboration platform for all municipalities is implemented by August 2018 25-11-2015 Side 9
