Carried. 2. DISCLOSURE OF CONFLICT OF INTEREST - Nil – 3. PUBLIC HEARING 3.1 Report PL-2014-92 – Official Plan Amendment OP/09/2014/HTE – Deerhurst Resort Village Mayor Doughty welcomed all those present and provided a brief overview of the purpose and procedure the public meeting noting that the public meeting was an opportunity for the public to provide input regarding the proposed Official Plan Amendment. Mayor Doughty called upon Chris Marshall to provide an overview. Mr. Marshall presented a PowerPoint presentation (Schedule “A”) and noted: x x x x x The history of the application; The concerns raised by residents and how Deerhurst went about addressing those concerns; The importance of protecting wetlands and other sensitive areas along the canal; Issues concerning rental properties; The phasing of developments to ensure sustainability. Special Council Meeting Minutes – July 31, 2014 -2- Mayor Doughty asked if there was anyone present that wished to provide comment in support of the proposed amendment. Glenn Lucas, representing Skyline Deerhurst Resorts Inc. (the applicant) presented a PowerPoint presentation (Schedule “B”) and noted: x x x x x x x x That work on this application has lasted two years; That the application was part of a program of revitalization of Deerhurst Resort; That the original lodge was being demolished for a new residential area; That Skyline held design/ planning charrettes to gain local perspectives on future developments; That the proposed development took advantage of the natural vistas in the area; That the proposed development would encourage guests to use active transportation; That the proposed development highlighted the need for a four season resort with ample convention space and accommodation; That the proposed development would address a current lack of stormwater management control. Council recessed at 8:03 p.m. and reconvened at 8:09 p.m. Mayor Doughty asked if there was anyone present that wished to provide comment in opposition of the proposed amendment. Robert Hurst (Peninsula Lake Association), Huntsville, ON noted: x x x x x x x x x x x That members of the Peninsula Lake Association were split on whether to support or oppose the application; That solutions to protect the lake community needed to be explored; That several initial concerns with the application had been resolved including: o Management of water quality; o The movement of townhouses away from the canal; o Limiting building height the West Riverlands development; o Protecting the wetlands along the canal; o Adhering to local design and architectural style; o Limiting additional boat slips; That four issues remain still required a resolution, including: o The future of the driving range and its impact on water quality; o The peer review of the studies by the District of Muskoka had yet to be released; o The issue concerning the bobolink, an endangered bird; o The conducting of an independent archeological study along the canal. Opposition to the parking lot near the canal; Concern with a possible dock and water taxi service on the canal; That a stewardship committee should be established; That funds should be set aside to protect and restore the canal; That the maintenance shed along the canal should be relocated; That Town planning staff have been very helpful, especially Mr. Marshall; That he hoped Skyline continue to be responsible developers. Peter van Buskirk (Fairy Lake Association) noted: x x x x His appreciation for the help and input provided by Town staff; That the Fairy Lake Association concurred with the concerns raised by the Peninsula Lake Association; Concern with maintaining safe navigation through the canal; Opposed to the construction of a dock along the canal. Special Council Meeting Minutes – July 31, 2014 -3- Lang Moffat, Huntsville, ON noted: x x Concern that no there had been no mention of excessive light pollution resulting in this development; That the light pollution resulting from this development needed to addressed and minimized. Louis Liadis, Huntsville, ON noted: x x x x x x x x That he lived very close to the proposed developments; That he nor other local residents had been approached by any of the parties in this process; That Canal Road could not handle increased traffic; Agreed with the proposed development, however traffic needed to be considered; Concern with increased light pollution; Concern with security of the area; That the water table needed to be protected; That the parking lot near the canal should be removed from the development plans. Elizabeth Watson, Huntsville, ON noted: x x x That the canal needed to be protected at all cost; Concern with greater human impact on the lake; That additional docking slips needed to be removed from development plans. Terry Wilson, Dwight, ON noted: x x That snowmobile clubs should be involved in the development process; That the snowmobile trails through Deerhurst needed to be protected. Verna Porter, Huntsville, ON noted: x x x x That the lake associations had done great work; That the residents on Canal Road should have been consulted; Opposed to the parking lot near the canal; Concerned with increased boat traffic; Kevin Barns, Huntsville, ON noted: x x x x Concern for wildlife in the canal; That the installation of speed bumps should be considered; Opposition to the West Riverfront development and the parking lot near the canal; That the canal was environmentally sensitive. Katherine Moffat, Lake of Bays, ON noted: x x x x That she understood the need to compete with other resorts, however other resorts were not right on a water as Deerhurst is; That the environmental impact from the resort was already significant and the development would make it worse; That noise restrictions on the village were needed and that festivals should be held in downtown Huntsville only; Concern with noise from future residential units. Ron Darrach, Huntsville, ON noted: x That traffic on canal road was bad; Special Council Meeting Minutes – July 31, 2014 x -4- That there was no reason to place a bike trail on Cookson Bay Crescent. Shelia Morse, Huntsville, ON noted: x x x x Concern with the potential disappearance of wildlife; Concern with pesticide use on the golf course; That public meetings were held when most cottagers were not present; Concern over the future of the Town if this development proceeded. Joel Kimmel, Huntsville, ON noted: x x Concern with extensive development in the area; That he was completely opposed to this development because of the environmental and social impacts. (the applicant)} further noted: x x x x x x x x x x x x x x x x x That the water quality report was endorsed by the District of Muskoka; That the driving range had a minimal impact on water quality due to the area not being fertilized; That no evidence was found of bobolink habitat in the canal area and the Ministry of Natural Resources had confirmed those findings; That the archeological assessment was for aboriginal artifacts only; That there is no plan to install a dock on the canal at this time; That the maintenance shed was being removed; That a buffer was to be placed between the proposed parking lot and the canal; That all development had to adhere to dark skies policies; That the majority of traffic would be oriented north of the canal; That Deerhurst wants to accommodate snowmobilers and trails; That the environmentally protected areas would be respected; That the noise Bylaw must be enforced by the Town to mitigate excessive noise; That the bike route had not been finalized; That the use of fertilizers would be minimized; That the information for this application has been available for months; That the owners of Deerhurst wished to undertake a revitalization of the resort starting with the lodge; That the site plan for the Lakeside Development was progressing. Mayor Doughty asked if there were questions or comments from Council. Council asked questions concerning: x x x x x x x Land acquisition; The status of staff housing at Deerhurst; Relocating development occurring closest to the canal; The status of the peer review; Alternate solutions to building heights; The visual and environmental impact on the canal; Water and sewer capacity. (the applicant)} further noted: x x x x That property acquisition had not been discussed; That ere was no staff housing onsite; That the District of Muskoka had obtained a consultant to peer review all of the reports submitted by Deerhurst; That the maintenance shed was intended to be relocated; Special Council Meeting Minutes – July 31, 2014 x x x -5- That plans were underway to build a new golf club house to service both courses; That he respected the Town’s wish to prevent the area from becoming a typical urban development; That the intent is to develop this property responsibly. Mayor Doughty noted that all questions would be addressed by the next Council meeting. Mayor Doughty asked if Council or anyone present wished to provide any final comments. - Nil Mayor Doughty declared the Public Hearing concluded. A . t Lucas an d SSOCla es Deerhurst Resort Village Centre Public Meeting julv 31, 2014 Summary • Since purchasing Deerhurst Resort in 2011 , Skyline has embarked on a program to revitalize and expand the resort, including a proposal for the creation of a new Village Centre. The Village Centre development will help ensure the resort's continued viability and a major source of jobs, tax revenue and economic development for the Town of Huntsville and District of Muskoka. • The expansion of Deerhurst Resort is supported by existing policies in the Town 's Official Plan and District's Official Plan, and is consistent with the Provincial Policy Statement.
