EXECUTIVE COUNCIL (UNEC) OR THE WORLD COUNCIL HEADQUARTERED AT
THE PALACE OF NATIONS, GENEVA, SWITZERLAND1
I Professor (Grandmaster) Adefioye Sunday Adewumi, the Permanent Executive President/CEO of
the United Nations (UN) and the Permanent Executive Chief Judge/President of the International
Court of Justice (ICJ), the Hague, Netherlands, hereby officially, legally, publicly announce and
declare the formal and permanent establishment cum inauguration of the United Nations Executive
Council (UNEC) also known as The World Council (WC) seated/headquartered at the Palace of
Nations, Geneva, Switzerland.
The United Nations (UN) have largely been ineffective for the past several decades in resolving
critical international challenges and in making effective unbiased international decisions binding all
members and non-members countries because the United Nations (UN) is emphatically an
incomplete intergovernmental organization since inception till this present moment.
This poor organizational, functional and operational structure of the United Nations (UN) is
characterised, among several others, by;
1. Its leadership structure. United Nations (UN) only has a Secretary-General as its head – a
mere administrative position without any executive ability or privileges.
2. Institutional arms. The United Nations (UN) only have institutions with for instance nothing
more than legislative and judicial authorities, that is, the UN General Assembly as the
legislative arm and the International Court of Justice as the apex and sole judiciary
institution. Also, the United Nations Security Council (UNSC) as an institution of the United
Nations for administering international security lacks any executive authority in other equally
important international matters.
Therefore, as the Permanent Executive President/CEO of the United Nations (UN), I Professor
(Grandmaster) Adefioye Sunday Adewumi officially permanently establish and inaugurate the
United Nations Executive Council (UNEC) or The World Council as the apex and only executive
arm/institution of the United Nations (UN) with its official and permanent headquarters at the Palace
of Nations, Geneva, Switzerland.

Charter of the Establishment of the United Nations Executive Council (UNEC) – The Charter
1. The United Nations Executive Council (UNEC) or The World Council is the executive arm
of the United Nations (UN) where effective and legally binding critical international
decisions are made, resolutions are passed, policies enacted and decisive international actions
enforced among several other equally important international/intergovernmental executive
functions. UNEC also have the apex global authority to officially approve or reject the
independence of any nation (new or old).
2. The United Nations Executive Council (UNEC) is permanently presided over by I Professor
(Grandmaster) Adefioye Sunday Adewumi as the Permanent Executive President/CEO of the
United Nations (UN). The UN Executive Council is also rotationally administered by the
elected council president of the UNEC who oversee all council meetings, proceedings and
related executive functions for a 6 months period at a time. The elected Council president
must be officially screened and approved by I Professor Adefioye Sunday Adewumi before
he/she could resume duty as the elected Council President to manage the Council affairs for
the 6month tenure/term.
3. All the five (5) permanent members of the United Nations Security Council (UNSC) are
compulsory and foundational permanent members of the UN Executive Council, these
includes Russia, China, France, USA and the United Kingdom (UK).
4. UN Executive council comprises of maximum of 20 executive members and 10 nonexecutive2 members broken down as follows;
a. The five (5) permanent members of the UN Security Council plus another five
countries representing major regions of the world (this includes; Iran, Sweden,
Australia, South Africa and Brazil) constitute the ten (10) permanent members of the
UN Executive Council. All permanent members of the UN Executive Council have
executive standing in the council – they can influence decisions of the council through
transparent and unbiased democratic process.
b. Each year, twenty (20) countries are nominated by the UN General Assembly to
represent the ten (10) executive and ten (10) non-executive members of the UN
Executive Council screened and approved by incumbent UNEC members. An
electronic balloting and sorting system is used in determining countries that compose
the non-permanent executive members and non-executive members of The World
Council from multitude of nominations at the UN General Assembly.
c. Only the executive members of the UN Executive Council can partake in decision
making process of the council such as voting or presenting proposals while the nonexecutive members are allowed to attend all meetings and proceedings of the council
with only the privilege to contribute briefly to debates within the council such as those
that may relate to their country, allies or regions.
5. All members of the United Nations Executive Council (UNEC) is represented in person by
the (executive) Head of Government (e.g. President, Prime Minister, Monarch, etc.) of each
executive members of the UNEC while the non-executive members are represented at the

The State of Palestine and the Democratic People’s Republic of Korea (North Korea) are both mandatory non-executive
members of the UN Executive Council/The World Council for the first two functional/operational years of the UN Executive
Council/The World Council. This position of Palestine (PLA) and North Korea for these two years cannot be annulled by any
institution of the United Nations or whims or position of any nation whatsoever. Palestine is represented at UN Executive
Council/The World Council by its President, Head of State or Leader while North Korea is represented as every other nonexecutive members of the UN Executive Council/The World Council.

UNEC by the official representative of the government of respective countries which can be
either the Head of Government or the Vice/Deputy Head of Government (or any person with
equivalent executive national authority) of the concerned Nations.
6. The incumbent members of the United Nations Executive Council may reject any country
nominated to be non-permanent executive or non-executive member of the Council.
7. The Permanent Executive President/CEO of the United Nations (that is, I Professor
(Grandmaster) Adefioye Sunday Adewumi) can vetoed (proclaim or annul) any resolution or
decision of the United Nations Executive Council without any prior notification of or
deliberation at the Council or any other institution of the United Nations.
8. The United Nations Executive Council (The Council) is the apex institutional body of the
United Nations (UN) that can enforce or lift sanction on any country in the world regardless
of the status or position of the country. Among several other sanctions, the UNEC can trigger
the UN Article-O for diplomatic sanctions or the UN Article-X for military sanctions (and
actions) on any country as respective case may require.
9. Military sanctions and actions (UN Article-X) can only be triggered where and when
necessary only if the severest of the diplomatic sanctions (UN Article-O) failed to achieve
constructive and positive international (re)mediation.
10. ONLY the UN General Assembly and the UN Security Council can challenge or reverse any
“unfavourable” international resolution, decision or policy of the UN Executive Council
which is only possible if either of the two United Nations institutions obtained an absolute
majority vote (that is, a general open vote greater than 80%) against such resolution, decision
or policy. This reversal process entails a complete review and official reconsideration of such
decision(s) or resolution(s) at the United Nations Executive Council (UNEC) after the case
has been unanimously opposed at either the UN General Assembly or UN Security Council.
This publication is the original official document publicly affirming and formally presenting the
permanent establishment and inauguration of the United Nations Executive Council (UNEC) to all
institutions of the United Nations, Government of all members and non-member countries,
concerned international organizations/institutions and the general public.
By this publication, the United Nations Executive Council (UNEC) also officially known as The
World Council (WC) becomes immediately fully and permanently operational without any formal
or informal deliberation or review by the United Nations, any of its institutions or government of
any nation (member or non-member of the United Nations).
Congratulations to the United Nations (UN), its institutions and ALL its members and non-members
countries on this successful landmark achievement/stride towards
integration/cooperation, peace and real/genuine sustainable development.
