NWN history here in North Carolina NWN acquired two Systems Integration companies in North Carolina in 2006 – 4Front Systems in the Raleigh area and DSi in Greensboro. Both of these companies were very strong EMC, VMWare and Cisco partners serving Public and Private sector clients (including University and K12 clients) offering expertise in Unified Communications and LAN/WAN infrastructure. We now also have an office in Charlotte that serves that geographic section of the state and the State of South Carolina. NWN Process The following is NWN’s standard project methodology. We adhere to this process in order to make sure that the work is correct, complete, and leaves our clients able to accomplish the dayto-day operation of the system. Phases Initiate Actions Processes Identify / Define / Launch Work Breakdown Structure Plan & Design Technical Designs Approach / Assess Close Initiate Staging / Lab/ Test/ Pilot Execute Proof of Concept Control Plan Migration/ Production Orientation / Care Plan Closure Execute Transition to Operations Wrap up & close out An NWN Project Manager will be assigned to this project, utilizing the NWN project methodology, to ensure the successful delivery of this initiative as defined in this scope. The PM will provide timely communications, status updates, project timelines and tasks, team activity coordination and issues management and escalation to the project sponsor. Based on the scope of work for the project the NWN PM will use the appropriate tools necessary to complete the project successfully. In the event of changes that occur during the project the NWN PM will process a Project Change Request (PCR) to identify the needed change and effects it will have on the project along with funding that may be needed to complete the change. This PCR will be reviewed and agreed to by NWN and client prior to the change being implemented. As phases are completed the Project Deliverables Acceptance document will be revised and discussed during status meetings. Percent complete will be documented and initialed by the client so that recognition for progress can be acknowledged throughout the project. At the end of the project this document will be signed by the project sponsor indicating that the project is complete. 1 – Initiate Phase Internal kickoff meeting – this meeting involves the NWN Sales Team and the NWN Implementation Team. At this meeting, the entire NWN team is made aware of the Customer’s expectations that were set during the Sales process to ensure all communication is translated to the Implementation Team for the on-site work effort. External kickoff meeting – this meeting involves the NWN Team and the Customer’s Team and usually takes place at the Customer’s site. During this meeting, the Bill of Materials and Statement of Work are reviewed by all parties to ensure no expectations have changed since the Contract has signed. This meeting typically occurs very early in the timeline in order to help avoid any product RMA issues. During the Kickoff meeting, it will be very important that the Bill of Materials is thoroughly discussed between the Customer’s engineers and NWN engineers to ensure the equipment that will be ordered still meets the Customer’s requirements. Scheduling for Design and status meeting – Initial timeline will be set or confirmed for overall project. NWN and client will work together to identify resources for project and coordinate schedules to complete the Design meetings. 2 – Plan & Design Phase Design Meeting – After the kick-off meeting, NWN has a design meeting to discuss the technical aspects of the configuration. At the end of this Design meeting, NWN has gathered enough information to create a design document for the installation of the equipment. The design document will include configuration parameters for all the equipment and the requirements by the Customer’s IT Staff in order to prepare for the installation and migration work effort. A project time frame (including specific dates) will be created or confirmed at the end of the Design meeting. Site Walk-thru – After all of the meetings are complete, NWN typically will walk thru each of the data centers at each Customer location. Here are examples of what NWN will note during these sessions: Client SAN Documentation Availability of necessary power and power drops Necessary rack space Necessary cooling Necessary switch ports (if not already addressed in scope) Requirements for cable run 3 – Execute Phase Delivery and Integration of the detailed Bill of Materials (BOM) equipment &/or software components. There will be a detailed Scope of Services related to the eventual contract. 4 – Close Phase In this phase, on site engineering is complete. Engineers will be focused on completing technical documentation and a review with project team. The PM will verify approval for final billing and schedule and complete Project Review and Closure meetings with client. NWN statistics of Interest Age of Company – 4Front Systems and Data Systems Inc. were both incorporated in 1998. Both of these companies have served the local government market since their inception. These companies were acquired by NWN Corporation in 2006, and continue to have a very strong Local Government practice NWN is a privately owned, Woman-owned business, recognized in the State of North Carolina. There have been neither divestitures nor spin-offs in this time period. No organizational changes are anticipated in the near future. 5.4 Analytical Approach NWN has read, understood and will comply with the entirety of this section. NWN will be happy to provide any information that will be helpful to the City. 5.5 Guarantor NWN will serve as its own guarantor. If Performance Bonds become a necessity, they can be provided at additional cost. 5.6 Requests for Financial Information NWN has read, understood and will comply with the entirety of this section. NWN will be happy to provide any information that will be helpful to the City. 5.7 Proposed Project Team NWN will be the sole provider of the services and products represented in this response. 5.8 Past or Pending Litigation NWN and all related entities have no past or pending criminal, civil or administrative litigation. 5.9 Financial and Legal Considerations NWN agrees to have all financial information listed in Section 5.9 of the RFP available within 24 hours of request. Additionally, each region gathers together quarterly to update personnel on new news and reinforce our commitment to excellence. b, c) NWN’s Total Quality Management and continuous improvement plan NWN’s Senior Management team, including Dr. Jane Linder – Owner and Managing Partner – have been trained and continue to use MQM priciples to drive improvement in the company. First, the team assessed the corporate culture, level of customer satisfaction and existing quality management system to arrive at a baseline from which to work. Second, a set of core values and principals were defined and communicated to the team. You can find these listed above in this section of our response. NWN continues to listen to our existing client base as well as prospective clients as to what business problems they are facing. We engage in conversation to determine how technology can best be applied to solve these business problems. Once we have this information in hand we can go to work investigating whether our current expertise can address the implementation of these technologies. This gives us a roadmap of future goals that we can prioritize to help our clients succeed. NWN maintains Process Improvement Teams to process our information and implement the changes that keep us moving briskly forward in the right direction. These efforts are supported by the individual regions and practices. Resources are identified that are available to the teams to help all NWN personnel understand the direction and/or processes as well as any new product and services offerings. NWN also encourages feedback from all employees, and has established a methodology for comments to be heard, evaluated and acted upon. Employees are recognized for suggestions that are implemented successfully. d) Adapting to Changing Technologies NWN, as a technology company, embraces change, as change is always an opportunity for improvement. As an example, over the past year NWN has established a robust Hosted Collaboration Solution offering. We offer Voice over IP “in the cloud” to help clients acquire and maintain a state of the art communication and collaboration system with very little capital expenditure. As this is a service, it can be procured as an operational expense with NWN handling all of the monitoring, maintenance and upgrade issues. NWN will continue to keep and eagle eye on the issues facing our clients, and drive change that helps them solve these issues. 5.11 Personnel Management a) The following is an outline of our expertise specifically in North Carolina. It shows a bit about our personnel along with their certifications and levels of experience. Insert Architecture and Delivery Resume Doc here. b) NWN has an extremely rigorous hiring process that includes technical assessment, and conversation that includes response to client situations in order to insure that we hire individuals that have the knowledge, ability and communication skills that can help our clients. Engineering managers meet with their staff on a regular basis to communicate assessments of their performance and make plans for continued training to broaden and deepen their expertise. Promotion and financial incentive are given for day-to-day effectiveness, growing their knowledge and increasing certification level. c) NWN deploys our personnel specifically to help the clients succeed. We offer the best expertise and experience for the project at hand. We assign Project Managers and also encourage conversation with Account Executive and their team so we can assure you are delighted with our service. d) NWN has not been the subject of a dispute or strike at any point in our history. 5.12 References References are listed, as required, in our Tab 5 of this response. This would be Section 7, Attachment 1 of the RFP. Proposed Solution Given the purpose of this project and the Lead Public Agency's goals as stated in this RFP, provide a creative solution to meet such goals. Following is a framework and questions to guide your organization’s suggested solution. Please address the following as completely as possible for each component of the Project described in Section 3. If you wish to add supplemental information, it shall be labeled “Supplemental Information.” Process. What steps will your organization take to ensure that the transition/implementation for the Project runs smoothly? Being that NWN Corporation is currently providing the City of Charlotte with Cisco products and services under a similar CCPA Contract as well as providing Technology Products and Associated Services to other public sector customers under various State of North Carolina contracts, NWN Corporation will only need to add sales operations staff to our team as the need arises. Transition Plan. If applicable to the Product or Service, the Company shall prepare and submit to the Lead Public Agency for approval a comprehensive and detailed Transition Plan, which describes in detail all tasks and resources associated with the transition of Technology Products and Associated Services to the Company with minimum disruption to the Lead Public Agency’s operations. (Read, Understood & Agreed To) Project Plan. Submit a Project Plan (preferably in MS Project format) to describe, to the best of your ability, all times, tasks and resources associated with the implementation of the Project. NWN Corporation is currently providing the City of Charlotte with Cisco products and services under a similar CCPA Contract as well as other public sector customers with Technology Products and Associated Services under various State of North Carolina contracts and will only need to make minor additions to our sales support personnel as the need arises. We believe that there will be no need for a Project Plan to accomplish this. Page 1 of 3 Client Relationship Management. Describe the communications scheme that your organization will use to keep the Lead Public Agency informed about the progress of the Project. NWN Corporation will continue to hold monthly meetings with the City of Charlotte to keep the Lead Public Agency informed of the progress of the Project. In addition to these monthly meetings, the Assigned Account Executive and Sales Support Team are always available by single number reach to respond to any questions that the Lead Public Agency may have. Risk Management. Describe the risks associated with the Project or associated Agreement. What contingencies have been built in to mitigate those risks? With our plus 15 years of experience in delivering Technology Products and Associated Services under contracts similar to what will come out of the award of this to NWN Corporation, we do not believe that there are any risks to be concerned about on the part of the Lead Public Agency or any members of the Charlotte Cooperative Purchasing Agency. Pricing. The Lead Public Agency is requesting a fixed percentage Agreement from List Price for five (5) years plus percentages for contract extensions. Pricing MUST include all aspects of the Project. Please refer to Section 7, Form 4 for a pricing worksheet to assist you. Due to the vastness of the products and services being offered by NWN Corporation under the proposed CCPA contract, NWN had chosen to provide a sampling of the Technology Products and Associated Services with their relative discount percentages on Form 4. If the City of Charlotte so desires, a more complete listing of products can be obtained via an eCommerce web shopping cart that will be set up specifically in support of this contract. All discount percentages shown on Form 4 are minimum discount levels based on small quantity orders. All quote requests from the Lead Public Agency, or participating Agencies, will be evaluated for possible deeper discounts based on the size of each opportunity. PLEASE NOTE: NWN Corporation has included products and services on our pricing sheet that are outside of the base listing provided by the City of Charlotte to accommodate customers of ours that we believe have an interest in using this CCPA contract.
