among two GIDC officials allegedly caught red-handed on Wednesday
afternoon accepting a bribe of 1 lakh for the issuance of a plot at the
Tuem industrial estate. Anti-corruption bureau (ACB) officials, led by
PI Nalasco Raposo, arrested Ghanasham Malvankar (chief minister's

Uphaar tragedy: Ansal brothers fined Rs 60 crore, escape jail term
Real estate barons Sushil and Gopal Ansal on Wednesday escaped being jailed in the 18-year-old gruesome Uphaar Cinema fire tragedy in which 59 people died with the Supreme Court asking them to pay a fine
of Rs 30 crore each and restricting their jail term to the period already undergone by them. Over turning the pleas of CBI and the victims' association, a three-judge bench of Justices A R Dave, Kurian Joseph and
Adarsh Kumar Goel asked them to pay the total fine of Rs 60 crore in three months and deposit it with the Delhi government, which in turn will spend the money on welfare schemes.While Sushil, 76, had spent
over five months in prison, 67-year-old Gopal was in jail for over four months immediately after the tragedy. The bench rejected the submissions of senior advocate Harish Salve, appearing for CBI, that the
convicts be sent to jail to serve the remaining jail term. "My instruction from CBI is to press for their custody," Salve said, when the court sought his views. Senior advocate KTS Tulsi, who represented the
Association of Victims of Uphaar Tragedy, also said that the convicts not only be jailed, but rather their punishment should be enhanced. Fifty-nine people, trapped in the balcony of the theatre in South Delhi, had
died of asphyxia following the fire and over 100 were injure in the subsequent stampede on June 13, 1997 during the screening of Bollywood film "Border". Earlier, a bench of justices T S Thakur and Gyan Sudha
Mishra (since retired) had on March 5, 2014, held real estate barons Sushil and Gopal Ansal guilty, but differed on the quantum of sentence to be awarded to them. It had concurred in holding that there was
"contemptuous disregard" of civic laws on part of the Ansals that led to the tragedy as they were "more interested in making money than ensuring safety of people". Justice Thakur had concurred with the 2008
verdict of the Delhi high court which had awarded one-year jail term to both Sushil and Gopal Ansal. However, Justice Mishra had reduced the jail term to the period already served in jail by Sushil considering his
age and enhanced the sentence of Gopal to two years. During the hearing on Wednesday, senior advocate Ram Jethmalani began his submission accusing employees of Delhi Vidyut Board and said they escaped
as they were government servants. On the the morning of the fateful day, a minor fire had broken out in the transformer and the DVB sent some small time 'mistri' instead of experts to fix the problem, he said. "Mr
Jethmalani, you cannot argue against the conviction. We can hear you only on quantum of sentence," the bench said, adding that the previous bench had already upheld the conviction.
"File a review, if you want to challenge it," the court said. There was sharp exchange of words between Tulsi and Jethmalani when the former objected to the narration of facts. "You sit down. I am entitled to raise
it again and again," Jethmalani told Tulsi. Earlier, the Ansals had challenged their conviction and claimed they were in no way responsible for the tragedy as the fire had been caused by a faulty DVB transformer.
The CBI had filed an appeal challenging the alteration in conviction and reduction of sentence by the Delhi high court on December 19, 2008. The sentence for the Ansals was reduced to one year as against the
two-year sentence imposed by the sessions court.AVUT had also approached the apex court seeking enhancement of sentence to the Ansals.Two judges of the apex court bench had upheld the conviction, but they
had differed on the quantum of sentence.The matter was then referred to a three-judge bench.

Yadav said that while one commits rape, four are named

Lucknow : SP supremo Mulayam Singh Yadav has kicked a fresh controversy with his
comments on rape, saying while one man commits rape, four are named to "settle scores"
and that rape by four persons was not "practical".
This is not the first time that the former Uttar Pradesh Chief Minister has made shocking
comments on rape. While opposing
capital punishment for rape last year, he
had sparked outrage by saying "ladke,
ladke hain...Galti ho jati hai (boys will be
boys...They commit mistakes)."
Speaking on the law and order situation
in the state at a function here, Yadav had
said considering UP's population, the
crime rate was "very low". The SP
supremo said that there were instances
where only one person committed rape
but the victim named four people merely
to "settle scores". "Innocent persons
must not be implicated and harassed. There are cases, where a victim has accused four
brothers of raping her. It is not practical," he said. To stress his point, Yadav cited the
alleged rape and murder case of two cousin sisters in Badaun stating that it was "blown
out of proportion". "The CBI probed the case and found out that rape was not committed
at all. They were cold-blooded murders by the victim's cousins for property," he
said."But even senior leaders like Congress President Sonia Gandhi's son Rahul rushed
to Badaun and attacked the state government on the law and order front," he said.Yadav's
comments triggered a row with the BJP saying that the remarks were an "insult" to the
fair sex and raise questions over the decisions given by courts in gangrape cases. BJP
spokesman Vijay Bahadur Pathak said, "There is nothing new in it. In the past also on the
issue of rape, the SP supremo had said that youths tend to make mistakes.By giving this
logic, Mulayam had showed insensitivity towards half of the population of the
country."Such a statement is a gross insult to the fair sex and will ultimately lead to
anarchy. It also raises question mark over decisions given by the courts in gangrape
cases," Pathak said.He alleged that it was an outburst of a leader, whose own party
government, was "failing" to control law and order situation in the state."You can
imagine the situation of a state where workers of the ruling party are acting like goons
and rouges," he charged.

life's savings, of approximately R1.95 lakh,
on the kidney transplant surgery of their
12-year-old cat
New York: In a heart-warming deed, a US couple may
end up spending a whopping $30,000 (approx Rs 1.95
lakh) set aside for a house to save the life of their pet cat
that has recently undergone a kidney transplant. Andre
Gonciar and his wife have got the procedure done on
their cat 'Oki' at the University of Pennsylvania
Veterinary Hospital. Oki, whom the couple had found
clinging to life in a creek in Romania, has used up most
of his nine lives.
Enforcement Directorate sleuths along with Crime
Branch officials on Thursday conducted a series of
raids on several premises owned by former chief
minister Digambar Kamat and his close relatives in
connection with the Louis Berger bribery case.The
raids began early Thursday morning at Kamat's
residence in Margao, 35 kms from the state capital,
his office premises in the city as well as the
residential and business premises of his close
relative in Panaji.Two weeks ago, ED had filed a
Enforcement Case Information Report under the
Prevention of Money Launching act in connection
with the Louis Berger international bribery scam,
after it was revealed that the money for the bribes
was routed through the hawala channel.An alleged
hawala dealer Raichand Soni was also arrested by
the Crime Branch in connection with the bribery
case in which two former chief ministers, including
Kamat and officials are in the dock.
“Oki's definitely a fighter,” Gonciar said. Oki's latest
affliction was a kidney failure. Gonciar came all the way
from Buffalo for a transplant. The surgery alone cost
more than $16,000 (approximately R1 lakh), plus
airfare, hotels, medical tests and follow-up
appointments. Gonciar said he hopes the final cost will
not be more than $30,000. It was money he had set aside
for a down payment on a house.
The hospital has done about 155 of these operations
since 1998. On average the cats live about another three
years.
Gonciar admitted that some people think he is a little
crazy to spend all that money on a cat that is nearly 12
years old Gonciar said, “To all the people, who think I
am crazy, I would tell them to look at their child or their
mother and ask themselves the same question.”
Oki's new kidney came from Cherry Garcia who was
found in a shelter.
That may sound cruel but Cherry probably would have
been euthanised and part of the deal is that the owner of
the cat that receives a kidney must adopt the cat that
donates it.
Following the surgery both Oki and Cherry are doing
well and are slowly adjusting to the fact that, like it or
not, they are in this together.

Jimmy Carter to undergo radiation
for cancer on his brain
ATLANTA: Former US President Jimmy Carter announced on Thursday that he will
begin radiation treatment on cancer that is on multiple spots on his brain."I get my first
radiation treatment for the melanoma in my brain this afternoon," Carter said during a
news conference where he talked openly about his cancer and how he would cut back on
his work with the Carter Center.Carter, appearing in a dark blazer, red tie and jeans and
surrounded by friends and family, said at first he thought the cancer was confined to his
liver and that the operation he had earlier this month had completely removed it, "so I was
quite relieved."But that same afternoon, an MRI showed it was on his brain.
Former US president Carter reveals he has cancer"I just thought I had a few weeks left,
but I was surprisingly at ease. I've had a wonderful life," Carter, 90, said.Carter said on
Thursday in his first public remarks since his diagnosis that the cancer was first
discovered as a tumor on his liver. On Aug 3, he says, he underwent surgery to remove the
tumor. He says about one-tenth of his liver was removed.But he says that later, four spots
of melanoma were found on his brain. He says he will have his first radiation treatment on
Thursday afternoon.Carter says he is not feeling despair or anger over his health. He says
he feels good, with only slight pain.He says: "`I'm perfectly at ease with whatever comes.
I'm ready for anything. I'm looking forward to a new adventure."
Fresh summons issued to
SpiceJet, Kalanithi Maran
in IT cases
A Delhi court today issued fresh summons to budget carrier SpiceJet Ltd, its former
Chairman Kalanithi Maran and an erstwhile top official in two tax evasion cases for their
alleged failure to deposit over Rs 147 crore TDS with the Income Tax (IT) Department.
Additional Chief Metropolitan Magistrate Pritam Singh again issued summons to Maran,
the firm and its then Managing Director S Natrajhen as the earlier summons were not
served on the accused, who did not appear. The court directed the three accused to appear
before it on September 21. "Summons issued to the accused not received back. Issue fresh
summons to all the accused through Police Station Sabzi Mandi ... Put up for appearance
of accused on September 21," the court said. Advocate Brijesh Garg, appearing for the IT
Department, told the court that the matter was listed for appearance of the accused but
neither has anyone from their side appeared nor has any report been received on the
summons. The court had on July 21 issued summons to the firm, Maran and Natrajhen and
directed them to appear today after taking cognizance of two IT complaints filed against
them. It had said that prima facie commission of an offence was disclosed under sections
276B (if a person fails to pay to the credit of central government the tax deducted at source
by him), 278B (offences by companies) read with section 278E (presumption as to
culpable mental state) of the Income Tax Act for financial year 2013-14 and 2014-15. The
IT Department filed the two complaints against the three accused with identical
allegations and said a survey under the Act was conducted at the business premises of the
company on August 4 last year. The department said that during the survey, it was found
that the company had made payments to its deductees and deducted TDS against various
payments to the tune of Rs 110.6 crore during the financial year 2013-14, but had failed to
deposit the TDS amount within the given time-frame. Similarly, the IT department said
that SpiceJet had also made payment to its deductees and deducted TDS against various
payments to the tune of Rs 36.5 crore during FY 2014-15 but failed to deposit it in the
government account within the stipulated period. The IT officer, who was the complainant
in the case, had deposed in the court that during the relevant period, Maran was the
chairman and Natrajhen was the managing director of the company. The officer had said
show-cause notices were sent to the accused in September and October last year to which
they had replied that they were non-executive chairman and managing director of the
company for the relevant financial year. He had also testified that during the survey
operation, he had recorded the statement of R Neelkanthan, the then CFO of the company.
It had then transpired that the company had allegedly defaulted in depositing TDS amount
of Rs 110.6 crore and Rs 36.5 crore for the financial years 2013-14 and 2014-15 in the
government account.

them to judge … both what I have achieved, and my mistakes”.The 41-year-old Greek leader is still popular with
voters for having at least tried to stand up to the country's creditors, and his leftwing Syriza party is likely to be
returned to power in the imminent general election, which government officials told Greek media was most likely to
take place on 20 September. Greek PM resigns to trigger snap elections - as it happened Greece will head back to the

package – Greece's third in five years – and completed a critical €3.4bn debt repayment to the European Central
Bank, due on Thursday. Some analysts had speculated that the prime minister might wait until early October, by
which time Greece's creditors would have carried out their first review of the country's reform progress and perhaps

Greece's complex constitutional laws mean that, because Tsipras was elected less than a year ago, President
Prokopis Pavlopoulos cannot immediately call an election when the prime minister resigns. Instead, he must first

makeup of the parliament. Greece's main opposition party leader Vangelis Meimarakis is to meet Pavlopoulos on
Friday morning, according to an official from Meimarakis's New Democracy party said. But the move is seen as
largely procedural, with Meimarakis standing little chance of pulling together the numbers to form a governing
coalition. At the end of a bruising seven months of negotiations with Greece's international lenders that nearly
resulted in the country defaulting on its mammoth debts and crashing out of the euro, Tsipras was eventually forced
to sign up to a rescue package that many in his party view as an unforgivable U-turn. Greece crisis timeline: the
rocky road to another bailout Tsipras has insisted that accepting creditor demands for further tough reforms was the

internal differences. The credit rating service Moody's warned that the ensuing political uncertainty could hit
Greece's ability to implement tough reforms under its bailout programme and receive rescue loans in exchange.
“The Greek prime minister Tsipras's move to step down and call snap early elections on 20 September could elevate
programme implementation concerns and potentially puts future official sector disbursements at risk,” said
Moody's. Recent opinion polls have put support for Syriza at about 33%-34%, making it by far the country's most
popular party – but not popular enough to govern without a coalition partner. No polls have been published since late
July, but Syriza insiders remain optimistic.These elections ... will provide a stable governing solution. My feeling is
that Syriza will have an absolute majority.” The political uncertainty took its toll on markets on Thursday, with

In a long-pending move, the Reserve Bank of India
(RBI) has given in-principle nod to 11 applicants to
launch payments banks.
The applicants given the nod are Aditya Birla Nuvo, Airtel M Commerce Services,
Cholamandalam Distribution Services, Department of Posts, Fino PayTech, National
Securities Depository, Reliance Industries, Dilip Shantilal Shanghvi (promoter of Sun
Pharma), Vijay Shekhar Sharma (promoter of Paytm), Tech Mahindra, and Vodafone mpesa.The in-principle approval granted will be valid for a period of 18 months, during
which time the applicants have to comply with the requirements under the guidelines and
fulfill the other conditions as may be stipulated by the RBI. On being satisfied that the
applicants have complied with the requisite conditions, the Reserve Bank would consider
granting to them a licence for commencement of banking business under Section 22(1) of
the Banking Regulation Act, 1949. Until a regular licence is issued, the applicants cannot
undertake any banking business, RBI said.The Reserve Bank had received 41 applications
for payments banks. Draft guidelines for licensing of payments banks were released for
public comments on July 17, 2014.Based on the comments and suggestions received, final
guidelines were issued on November 27, 2014. The Reserve Bank also issued
clarifications to the queries on the guidelines on January 1, 2015.
Targets fin inclusion The primary objective of setting up of payments banks will be
to further financial inclusion by providing small savings accounts and
payments/remittance services to migrant labour workforce, low income households, small
businesses, unorganised sector entities, and other users, by enabling high volume-low
value transactions in deposits and payments/remittance services in a secured technologydriven environment. Payments banks will initially be restricted to holding a maximum
balance of Rs 1 lakh per customer. After the performances of the payments banks are
gauged by the RBI, the maximum balance can be raised. The minimum paid- up voting
equity capital of the payments bank shall be Rs 100 crore.
Net worth of Rs 100 cr Any additional voting equity capital to be brought in will
depend on the promoter business plan. Further, the payments bank should have a net worth
of Rs 100 crore at all times.The promoter's minimum initial contribution to the paid-up
voting equity capital of payments bank shall be at least 40 per cent, which shall be locked in
for a period of five years from the date of commencement of business. Shareholding by
promoters shall be brought down to 40 per cent within three years from commencement of
business.Further, the promoter stake should be brought down to 30 per cent of the paid-up
voting equity capital within 10 years, and to 26 per cent within 12 years.SBI ?will take as
much as 30 per cent in RIL's proposed bank, while Bharti Airtel plans to give 19.9 per cent
stake to Kotak Mahindra Bank.
Govt puts off plans to
privatise 4 airports
Reversing its earlier plan, the government has decided to scrap the proposal to privatise
Chennai, Kolkata, Jaipur and Ahmedabad airports. Now, private players would be roped in
only for operation and maintenance activities of Jaipur and Ahmedabad airports.
A decision in this regard was taken last month during a high-level meeting that was attended
by Prime Minister Narendra Modi, Civil Aviation Minister Ashok Gajapathi Raju and his
deputy Mahesh Sharma, among others.
The earlier proposal was for undertaking the operation, management and development of
Chennai, Kolkata, Ahmedabad and Jaipur airports through public private partnership (PPP)
mode.
The Airports Authority of India (AAI) also issued Request for Qualification (RfQ) documents
in December last year. Sharma today said the government has now decided to take up Jaipur
and Ahmedabad airports on pilot basis.
Among 30 Sensex scrips, 27 were in negative zone; Nifty falls below the 8,300-mark. The BSE Sensex
nosedived by 476 points in early trade on Friday due to sustained selling by foreign funds and retail investors
after a global rout in stock markets over growth concerns.
The 30-share index tumbled 476.38 points, or 1.72 per cent, to 27,131.44 in early trade. The gauge had lost
323.82 points in the previous session.The wide-based National Stock Exchange Nifty fell below 8,300-mark,
dropping 135.30 points, or 1.62 per cent, to 8,237.45 points.
Of 50 Nifty scrips, 46 constituents were in the negative territory with losses of up to 4 per cent.
Among 30 Sensex scrips, 27 were in negative zone with Bharti Airtel falling the most by 5 per cent.All the BSE
sectoral indices, led by auto, capital goods and healthcare, were trading in negative with losses up to 2.56 per
cent.Bharti Airtel lost over 5 per cent, Tata Motors by 3.5 per cent, Hero Motors Corp by 3.4 per cent and Vedanta
by 3 per cent in early trade.ICICI Bank, HDFC, Larsen Toubro, State Bank of India and ITC too fell up to 3 per
cent dragging the index down.Sustained selling by funds amid weak trend on Asian bourses following overnight
sell-off in Europe and US markets as concerns have mounted that China's slowdown would drag on global
growth, brokers said.Besides, the depreciating rupee which fell sharply by 27 to trade at two-year low of 65.81
too weighed on sentiments, they said.Among Asian markets, Hong Kong's Hang Seng index was down by 2.05
per cent and Japan's Nikkei index shed 2.10 per cent in the morning trade.Shanghai Composite index too fell
2.47 per cent on concerns over the economy and the possible removal of government support.

Coal scam: Madhu Koda seeks summoning of ex-PM Manmohan Singh Koda, who is also an accused in the
case, sought summoning of Manmohan Singh, who was then holding the portfolio of the Coal Ministry.Former
Jharkhand chief minister Madhu Koda on Monday moved an application before a special court seeking
summoning of former Prime Minister Manmohan Singh and two others as accused in a coal scam case in which
CBI had chargesheeted industrialist Naveen Jindal and others.Koda, who is also an accused in the case, sought
summoning of Manmohan Singh, who was then holding the portfolio of the Coal Ministry, Anand Swarup who
was then Secretary (Energy) and then Mines and Geology Secretary Jai Shankar Tiwari.The copy of Koda's
application was supplied to CBI and the court asked the agency to file its reply, if any on the plea.However,
Koda's counsel told the court that the arguments on the application be heard along with arguments on framing
of charges in the case.The court then fixed August 28 for scrutiny of documents supplied to the accused by CBI
along with its charge sheet.The case pertains to alleged irregularities in allocation of Amarkonda Murgadangal
coal block in Jharkhand to two Jindal group companies, Jindal Steel and Power Ltd (JSPL) and Gagan Sponge
Iron Pvt Ltd (GSIPL).Besides Jindal, Koda, former Minister of State for Coal Dasari Narayan Rao, ex-Coal
Secretary HC Gupta and 11 others, including five firms, are accused in the case.The other individual accused in
the case are — Rajeev Jain, Director of Jindal Realty Pvt Ltd, Girish Kumar Suneja and Radha Krishna Saraf,
Directors of GSIPL, Suresh Singhal, Director of New Delhi Exim Pvt Ltd, K Ramakrishna Prasad, Managing
Director of Sowbhagya Media Ltd and chartered accountant Gyan Swaroop Garg.Besides the ten accused, five
firms — Jindal Steel and Power Ltd, Jindal Realty Pvt Ltd, Gagan Infraenergy Ltd (formerly known as
GSIPL), Sowbhagya Media Ltd and New Delhi Exim Pvt Ltd — are also accused in the case.The court had said
prima facie offences under section 120-B (criminal conspiracy) read with sections 409 (criminal breach of
trust by public servant), 420 (cheating) of IPC read with section 13(1)(c) and 13(1)(d) (criminal misconduct by
a public servant) of Prevention of Corruption Act were made out against all the 15 accused.

Central Bank announces its quarterly results
Rajeev Rishi, CMD- Central Bank of India announced the financial
results for the quarter ended June 2015 at Mumbai. Net profit
increased to Rs. 203 crs from Rs. 192 crs in June 2014, recording Yo-Y growth of 5.73 percent. Total income increased to Rs. 7,099 crs
from Rs. 6,928 crs in June 2014, recording Y-o-Y growth of 2.47

SBI announces financial results
State Bank of India announced its financial results. Net Profit
increased by 10.25 percent from Rs. 3,349 crs in Q1 FY15 to Rs.
3,692 crs in Q1 FY 16. Operating Profit increased by 4.72 percent
from Rs. 8,788 crs in Q1 FY 15 to Rs.9, 202 crs in Q1FY16.

As Liquidity eases, RBI maintains status quo
RBI has kept the Benchmark Policy Rate- Repo unchanged at
7.25% in its Third Bi- Monthly Monetary Policy Statement released
today. The move shows the cautious approach that RBI is
maintaining due to spikes in retail inflation in recent months. At the
same time, eased liquidity scenario during the past couple of months
has set the case for not tinkering with the current policy rate, slightly
improved monsoonal activity and higher reservoir levels would be
good for Kharif crops. On the manufacturing front, weak global
demand, global over capacity and depreciating currencies with
some trading partners are main reasons for a weak aggregate
demand scenario. The services sector is also presenting mixed
signals at the moment. At the same time, the statement takes
cognizance of the lowered lending rates by the commercial banks
and sees more transmissions in future as borrowing scenario
improves. The statement says that government economic reforms
and the timing of any increase in US interest rates would be key
factors for any policy action in future. It has reiterated that the
accommodative nature of monetary policy would be maintained
however maintaining a stable price regime still remains the primary
objective of the RBI.

Views on the RBI monetary policy announced
Smt. Arundhati Bhattacharya, Chairman, SBI said, “RBI decision to
hold rates was as per market expectations. The good thing is
however that the RBI forward guidance clearly spells out the
possibility of more monetary accommodation. In our view, though
such action will be data dependent, there seems to be a bias towards
further rate cuts. The lowering of inflation projection by RBI in the
last quarter is an acknowledgement of a beingn inflation trajectory.”
With international commodity prices continuing to decline, it will
further cushion on the external front. This will mitigate any adverse
external shocks from fed rate hike. The decision to hold repo rate
was as per market consensus. With monsoon projections better there
are indeed rooms for more monetary accommodation, as RBI

Laabh), in 54 districts on 15.11.2014 and in the rest of the country on
01.01.2015. Under DBTL (PAHAL) scheme, each LPG consumer
has to link his Aadhaar number in the LPG database and in the bank
account database. Alternately, LPG consumers who do not have
Aadhaar number can also get subsidy into their bank account by
simply linking their Bank Account with their LPG database.

financial results for the quarter ended 30th June 2015 posting a net
profit of Rs. 163.54 crores as against a net profit of Rs. 49.50 crores
during the quarter ended 30th June 2014 and a net profit of Rs.
101.49 during the quarter ended March 2015. SCI had registered a
net profit of Rs. 200.93 crores for the year ended 31st March 2015.
The quantum leap in profits during the quarter has been attributed to
the rally in tanker markets aided by the continued slide in world
crude oil prices. SCI currently owns 69 vessels corresponding to
5.89 million dead weight tonnes and 3.29 million gross tonnes
which include thirty five tankers.

over 12 years. The company on Friday reported a standalone net loss of Rs 321.64
crore for the June quarter against a net profit of Rs 530 crore in the year-ago period,
owing to subdued sales and prices of alloy and higher costs.Given the persisting
threat of cheap imports from China, Russia, Korea and Japan, it would be imperative
for SAIL to improve its product-mix and prune costs to return to profitability,
analysts said.In the previous quarter, SAIL reported a net profit of Rs 334.22 crore.
SAIL last reported losses (of Rs 78.75 crore) in the third quarter of 2002-03.
After touching 52-week low of Rs 53.95 in morning trade, the SAIL stocks closed
0.53% higher at Rs 56.40 on BSE.Steel secretary Rakesh singh, who is also holding
the additional charge as SAIL chairman, said the company's thrust would be on
maximising production of value-added products to get the benefit of increased
infrastructure spending in the near future.SAIL's total income fell 16% to Rs
9,502.80 crore in the April-June quarter from Rs 11,341.20 crore in the same quarter a
year ago. While the sales fell 2.28% to 2.691 MT in the quarter, net sales realisation
fell 15.3%, largely due to the subdued price of the alloy.
HR coil prices in India have fallen by over 23% in a year to Rs 28,800 per tonne while
the prices of TMT bars declined by 24% to Rs 34,450 a tonne.Though raw material
consumption, power and fuel costs, depreciation charges and employee benefit
expenses were higher in the quarter year-on-year, total expenses were lower at Rs
10,010.55 crore against Rs 10,619.32 crore in the year-ago period. Higher finance
costs, which rose to Rs 443 crore against Rs 305 crore a year ago, added to the
losses.“This is one of the toughest time for the steel industry. All steelmakers are
passing through this critical phase, mainly due to the low-cost imports particularly
from China. Going forward, the yuan fall is likely to aggravate the situation further in
the near-term,” said Anjani Agrawal, Partner and India Leader (Metals and Mining),
EY.Value-added product's contributed just 42% of SAIL's total sales during the
quarter. This compares poorly with Japanese and Korean steelmakers produce over
80% of value-added products in any year out of their total production.
Owing to a global demand crunch, excess steel produced in many countries is
increasingly being dumped into India. While Japanese and Korean steelmakers are
taking advantage of the free trade pacts with India, for Chinese steelmakers exports
are a must to remain afloat. The devaluation yuan has increased China's
competitiveness, nullifying any potential impact of the recent hikes in import duties.
China's export prices are close to 25% cheaper than domestic steel prices.Imports to
India grew by 54% during the first quarter compared to the same period last year. This
eroded a large share of the domestically produced steel.
The Maharatna steel company has five integrated steel mills with around 17 MT
annual capacity and has close to one lakh employees.

The Central Bureau of Investigation registered a disproportionate assets case against former Telecom Minister A. Raja,
his wife and 15 others on Wednesday. Mr. Raja has been accused of acquiring disproportionate assets of Rs. 27.92 crore
through his relatives and close associates from 1999 to 2010.Soon after registering the case, which is said to be a result of
the 2G case investigation against the former Minister, the agency raided 20 places in New Delhi, Chennai, Coimbatore,
Tiruchi and Perambalur simultaneously. Income-tax returns, property documents, financial statements, fixed-deposit
receipts and other documents were seized. The searches continued till late on Wednesday night. Investigators said they
had seized a locker key in Mr. Raja's New Delhi residence. Five diaries seized earlier are being analysed in this case. “The
diaries have handwritten details of several crores of rupees sent in cash from New Delhi to Chennai. Contents of the
locker, whose key was with an aide in the house, could provide more evidence,” a CBI official said.Apart from Mr. Raja's
wife, Parameswari, the accused include his nephew Parmesh Kumar, close associate C. Krishnamurthy and Reha Banu,
wife of another close associate, Sadiq Basha, who allegedly committed suicide. Basha was a Director of Green House
Promoters Pvt. Ltd.“Mr. Raja and the other accused allegedly amassed assets, even immovable properties, through
various companies such as Green House Promoters, Kovai Shelters Promoters and Shivakamam Trading Pvt. Ltd. These
firms were managed by close relatives and associates of Mr. Raja,” a CBI official said.The CBI investigation revealed that
several relatives and associates of Mr. Raja allegedly registered “exponential” financial growth during the period in
question without a commensurate source of income.While perusing details of a property sold in Chennai, investigators
found that the classification of a piece of land owned by the accused along Old Mahabalipuram Road was converted from

reply, if any on the plea.However, Koda's counsel told the court that the arguments on the application be heard along with
arguments on framing of charges in the case.The court then fixed August 28 for scrutiny of documents supplied to the
accused by CBI along with its charge sheet.The case pertains to alleged irregularities in allocation of Amarkonda
Murgadangal coal block in Jharkhand to two Jindal group companies, Jindal Steel and Power Ltd (JSPL) and Gagan
Sponge Iron Pvt Ltd (GSIPL).Besides Jindal, Koda, former Minister of State for Coal Dasari Narayan Rao, ex-Coal
Secretary HC Gupta and 11 others, including five firms, are accused in the case.The other individual accused in the case
are — Rajeev Jain, Director of Jindal Realty Pvt Ltd, Girish Kumar Suneja and Radha Krishna Saraf, Directors of GSIPL,

13(1)(d) (criminal misconduct by a public servant) of Prevention of Corruption Act were made out against all the 15
accused.

Police said a trap was laid following a complaint filed by Sanjay Kumawat, a native of
Rajasthan, that the accused were demanding a bribe to allot a plot to set up a unit to manufacture
ayurvedic medicines. Sources said the accused allegedly kept Kumawat's file pending for over
100 days despite all formalities being completed, prompting him to file the plaint. The trap,
which ran into play around 2pm, saw the ACB team take about five hours to complete all the
formalities of the arrest, said sources. ACB superintendent of police Bosco George later
confirmed to TOI the duo's arrest. In his recent Independence Day speech, Parsekar had said, in
reference to the ongoing probe into the Louis Berger bribery case, "I am making it very clear
that if the government comes under pressure from those politicians involved in corruption cases
then this government will not bend and will not step back in the case." In 2013, almost 4 lakh sq
m of land was acquired by GIDC with an eye on making Tuem industrial estate—in the CM's
home taluka of Pernem—the state's largest. The government plans to set up big, non-polluting
industries in the additional land. Malvankar has been posted at the Tuem estate as field manager
from before the acquisition of the additional land.
RBI's tentative OK for 11 payments banks
In a long-pending move, the Reserve Bank of India (RBI) has given in-principle nod to 11
applicants to launch payments banks. The applicants given the nod are Aditya Birla Nuvo,
Airtel M Commerce Services, Cholamandalam Distribution Services, Department of Posts,
Fino PayTech, National Securities Depository, Reliance Industries, Dilip Shantilal Shanghvi
(promoter of Sun Pharma), Vijay Shekhar Sharma (promoter of Paytm), Tech Mahindra, and
Vodafone m-pesa. The in-principle approval granted will be valid for a period of 18 months,
during which time the applicants have to comply with the requirements under the guidelines
and fulfill the other conditions as may be stipulated by the RBI. On being satisfied that the
applicants have complied with the requisite conditions, the Reserve Bank would consider
granting to them a licence for commencement of banking business under Section 22(1) of the
Banking Regulation Act, 1949. Until a regular licence is issued, the applicants cannot
undertake any banking business, RBI said. The Reserve Bank had received 41 applications for
payments banks. Draft guidelines for licensing of payments banks were released for public
comments on July 17, 2014. Based on the comments and suggestions received, final guidelines
were issued on November 27, 2014. The Reserve Bank also issued clarifications to the queries
on the guidelines on January 1, 2015. Targets fin inclusion The primary objective of setting up
of payments banks will be to further financial inclusion by providing small savings accounts
and payments/remittance services to migrant labour workforce, low income households, small
businesses, unorganised sector entities, and other users, by enabling high volume-low value
transactions in deposits and payments/remittance services in a secured technology-driven
environment. Payments banks will initially be restricted to holding a maximum balance of Rs 1
lakh per customer. After the performances of the payments banks are gauged by the RBI, the
maximum balance can be raised. The minimum paid- up voting equity capital of the payments
bank shall be Rs 100 crore. Net worth of Rs 100 cr Any additional voting equity capital to be
brought in will depend on the promoter business plan. Further, the payments bank should have
a net worth of Rs 100 crore at all times.The promoter's minimum initial contribution to the
paid-up voting equity capital of payments bank shall be at least 40 per cent, which shall be
locked in for a period of five years from the date of commencement of business. Shareholding
by promoters shall be brought down to 40 per cent within three years from commencement of
business.Further, the promoter stake should be brought down to 30 per cent of the paid-up
voting equity capital within 10 years, and to 26 per cent within 12 years.SBI ?will take as much
as 30 per cent in RIL's proposed bank, while Bharti Airtel plans to give 19.9 per cent stake to
Kotak Mahindra Bank.

Sanjiv Bhatt sacked
Suspended Indian Police officer Sanjiv Bhatt, who had taken on then Chief Minister Narendra Modi over the
2002 Gujarat riots, was today sacked on the ground of "unauthorised absence" from service, an action which
he said followed a "sham inquiry" on "completely fabricated charges". "Yes, it is true that my services have
been terminated. This was expected. They have been conducting a completely ex-parte inquiry. I got the
letter (sack order) from them (the Home ministry)," Bhatt told PTI this evening. Gujarat Chief Secretary G R
Aloria confirmed the development. "Services of Sanjiv Bhatt have been terminated," he said. Bhatt has been
under suspension since 2011 after he took on the then Modi government over the 2002 Gujarat riots on
charges of remaining absent from duty without permission and misuse of official vehicles. At the time, he
was posted in Junagadh. A 1988-batch IPS officer, Bhatt had filed an affidavit before the Supreme Court,
claiming that he had attended a meeting at Modi's residence in Gandhinagar on February 27, 2002, during
which the chief minister had instructed the top police officers to allow the Hindus "to vent out their anger"
after the train-burning incident at Godhra earlier that month.However, his claim was rejected by the apexcourt appointed Special Investigation Team, which probe nine major incidents related to the post-Godhra
riots. Bhatt said he was sacked on the basis of "a sham inquiry" with regard to his "unauthorised absence"
from service when he had come to Ahmedabad to depose before the special investiprobing the 2002 riots. "In
fact, I have enjoyed every moment of the last 27 years in the IPS. The Government of the day has decided to
remove me from service after conduction a sham, ex-parte inquiry on completely fabricated charges of
'unauthorised absence from duty'," he said in a Facebook post Bhat said the ground of his sacking -unauthorised absence from duty' -- pertains to the period when he was deposing before the SIT (investigating
into the Zakia Jafri complaint) and the Nanavati Commission (inquiring into the Gujarat riots). "Be that as it
may, the bottom-line is that if the Government of the day does not require my services...so be it. I pray to God
that he may continue to kindle and stoke the passion and fire that has possessed me all these years. May He
continue to lead me in my just pursuits", he said. When asked if he will challenge his sacking, Bhatt said he
did not want to impose himself on the government. "A lot can be done (against the move) but whether it is
worth challenging....Government does not want me, why I should be so keen that I want to remain in this,"
Bhatt said. "I had joined the police with a passion, now it seems the country and this government does not
need me. So whatever has happened is good. I cannot impose myself on the government." The IPS officer
faced fresh trouble recently when the Gujarat government issued a show-cause notice to him over a video
purportedly showing him with a woman. It sought his explanation for allegedly having extra-marital
relationship; Bhatt denied that the man in the video was him. In his reply, Bhatt had contended that a closer
examination of the video clipping brought out "striking differences" in facial features, including the shape
and size of the nose, forehead and ears.

The traditional 'Dhwajarohan' (flag hoisting ceremony) at the Kumbh Mela in Trimbakeshwar became a stage for political sniping Wednesday morning, after Nashik Mayor Ashok Murtadak brought up the issue
of funds needed for the event. Nationalist Congress Party (NCP) leader Chhagan Bhujbal took the opportunity to take potshots at Chief Minister Devendra Fadnavis. The ceremony was completed amid loud drum
beats and chants of 'Prabhu Ramchandra Ki Jai' on Wednesday morning, in the presence of BJP president Amit Shah, Fadnavis, Bhujbal, Murtadak and several others. At a function held after the ceremony, all four
of them shared the stage and addressed the people at the venue. During his speech, Murtadak outlined the arrangements made at Sadhugram by the Nashik Municipal Corporation (NMC) and also presented
financial details of the events, asking Shah to convey to the Centre that Nashik is in need of Rs 500 crore. Bhujbal, too, urged Shah to request Prime Minister Narendra Modi for fund. He added that Fadnavis could
have done the same but that he was “cold voiced” when it comes to making such requests. Fadnavis, when he took the dias, assured all stakeholders of the Kumbh Mela that the Centre had asked him to “handle the
situation as the nation's pride was at stake”. “I assure any and all financial assistance needed for the Kumbh Mela. We will give you everything that you ask for,” Fadnavis said. Shah said that the Kumbh Mela is an
excellent example for management students to study. “Management students should research the details of the event. It is a religious experience that cleanses people. Maa Godavari helps,” he said. Later, Shah and
Fadanvis went to Trimbakeshwar, to attend the installation ceremony of Navnath idols in a temple constructed by Gorakhnath temple trust. Earlier in the day, Shah had also participated in a short pooja at the
Ramkund, along with his family and some other political leaders. The respective flags of the Digambar, Nirwani and Nirmohi akhadas were raised in the Sadhugram area in Nashik. The akhadas had erected their
makeshift tents in earmarked areas and carried out their religious activities, which include langars, prayers, singing of devotional hymns and 'educating' pilgrims on the significance of the Kumbh. Each flag was
hoisted on wooden poles over 50 feet tall, and before they were unfurled, sadhus demonstrated traditional skills of war, like wielding a 'dandpatta' (gauntlet sword), while others burst firecrackers and played
drums. The number of visitors, which is currently pegged at one lakh people, is expected to rise sharply by next week.

Breakthrough in treating leucoderma Now, new paper-based test may
In a first, a medication for treating rheumatoid arthritis has restored skin colour in a patient suffering from
vitiligo. The results of the study were published on June 24 in the journal JAMA Dermatology.
Leucoderma is a condition that causes skin to lose its pigmentation or colour. As a result, people with
vitiligo have white patches on the skin. In an advanced stage, most of the body skin can lose its
pigmentation. Current treatments, such as steroid creams and light therapy, fall short as they are “not
reliably effective in reversing the disease.” Researchers from Yale University used an existing FDAapproved medication for rheumatoid arthritis called tofacitinib citrate to successfully treat a patient
suffering from vitiligo. Dr. Brett A. King, assistant professor of dermatology at Yale University School of
Medicine and Brittany Craiglow, the two authors of the paper, administered tofacitinib citrate to a 53year-old patient with prominent white spots covering her face, hands, and body.
Quick result According to a Yale School of Medicine press release, within two months of treatment, the
patient experienced partial repigmentation on her face, arms, and hands. And after five months of
treatment, the white spots on her face and hands had completely disappeared. The drug caused no adverse
side effects in the patient.“It's a first, and it could revolutionize treatment of an awful disease,” Dr. King
was quoted as saying.. “This may be a huge step forward in the treatment of patients with this condition.”
He intends to carry out clinical trials to test the drug's efficacy in treating people with vitiligo. The
inspiration What inspired the researchers to use the drug was its magical power in treating hair loss in a
patient suffering from alopecia universalis condition. People with this condition tend to rapidly lose all
hair on the body, including eyebrows and eyelashes. The 25-year-old patient who had psoriasis was
referred to Dr. King for psoriasis treatment. Since tofacitinib citrate had been used successfully for
treating psoriasis in humans and had also reversed alopecia areata in mice, Dr. King used the drug on the
patient. After two months of treatment, some improvement was seen in his psoriasis condition and hair
growth was seen on his scalp and face. His scalp hair had completely regrown and “clearly visible
eyebrows, eyelashes, and facial hair, as well as armpit hair were seen” at the end of the fifth month. By
end of the eighth month the patient had “full regrowth” of hair. The results of the work were published in
June 2014 in the Journal of Investigative Dermatology. “Tofacitinib appears to spur hair regrowth in a
patient with alopecia universalis by turning off the immune system attack on hair follicles that is
prompted by the disease,” Dr. King had said in a release last year. “The drug helps in some, but not all,
cases of psoriasis, and was mildly effective in this patient's case.”

expensive equipment is needed. Researchers have developed a paper-based device that changes
colour, depending on whether the patient has Ebola, yellow fever or dengue, an advance that can
help diagnose the diseases within minutes in remote, low-resource settings. Standard approaches
for diagnosing viral infections require technical expertise and expensive equipment, said researcher
Kimberly Hamad-Schifferli. “Typically people perform PCR and ELISA, which are highly
accurate, but they need a controlled lab environment,” she said. Polymerase chain reaction (PCR)
and enzyme-linked immunosorbent assay (ELISA) are bioassays that detect pathogens directly or
indirectly, respectively. Colour-changing paper devices that work similar to over-the-counter
pregnancy tests offer a possible solution. “These are not meant to replace PCR and ELISA because
we can't match their accuracy. But this is a complementary technique for places with no running
water or electricity,” Hamad-Schifferli said. Hamad-Schifferli and her team at the Massachusetts
Institute of Technology, Harvard Medical School and the US Food and Drug Administration build
silver nanoparticles in a rainbow of colours. The sizes of the nanoparticles determine their colours.
Therefore, the team uses different sizes of these chemical ingredients for various hues. The
researchers attached red, green or orange nanoparticles to antibodies that specifically bind to
proteins from the organisms that cause Ebola, dengue or yellow fever, respectively. They
introduced the antibody-tagged nanoparticles onto the end of a small strip of paper. In the paper's
middle, the researchers affixed “capture” antibodies to three test lines at different locations, one for
each disease. To test the device, the researchers spiked blood samples with the viral proteins and
then dropped small volumes onto the end of the paper device. If a sample contained dengue proteins,
for example, then the dengue antibody, which was attached to a green nanoparticle, latched onto one
of those proteins. This complex then migrated through the paper, until reaching the dengue fever test
line, where a second dengue-specific antibody captured it. That stopped the complex from going
farther down the strip, and the test line turned green. When the researchers tested samples with
proteins from Ebola or yellow fever, the antibody complexes migrated to different places on the
strip and turned red or orange. “Using other laboratory tests, we know the typical concentrations of
yellow fever or dengue virus in patient blood. We know that the paper-based test is sensitive enough
to detect concentrations well below that range,” said Hamad-Schifferli. The team will present their
research at the 250th National Meeting & Exposition of the American Chemical Society (ACS) in
Boston.

as long as 16 million years, says a new study.
“Lentiviruses closely related to modern SIVs
(simian immunodeficiency virus) were present in
Africa and infecting the ancestors of
cercopithecine primates as far back as 16 million
years ago,” the study noted.Interested in the
history of lentiviruses - the group of retroviruses
to which HIV and its simian (monkey) relatives,
the SIVs belong - Welkin Johnson, from Boston
College, US, and colleagues studied the evolution
of on an antiviral gene called TRIM5 in African
monkeys.TRIM5 is part of a group of antiviral
genes called “restriction factors,” which have
evolved to protect host cells from infection by
viruses. The human version of TRIM5 does not
interfere with——and therefore not protect
against——HIV, but many monkeys have TRIM5
variants that do render HIV harmless and are
therefore immune to HIV/AIDS, the study said.

Researchers from University of Adelaide
discovered that a high-fat diet may impair
important hot chilli receptors located in the
stomach that signal fullness. The stomach
stretches when it is full, which activates nerves in
the stomach to tell the body that it has had enough
food. “We found that this activation is regulated
through hot chilli pepper or TRPV1 receptors in
the stomach,” said associate professor Amanda

Kumar Sangakkara will miss the sport and the sport will miss him.
But both will move on.
Following her silver-medal winning feat at the World Championships, Indian
badminton ace Saina Nehwal regained her No 1 World ranking in women singles
on Thursday.
Saina, who became the first Indian to win a silver medal at the recently concluded World Championships, replaced
Spanish sensation Carolina Marin from the top spot. Marin had beaten Saina in the final at Jakarta.
The Spaniard being the defending world champion was also defending her points and totalled 80,612 points.
Meanwhile Saina, who had exited from the quarterfinal stage last year, gained 3,600 points for reaching the final to
tally 82,792 points for the top spot. The Hyderabadi had first claimed the top spot in April this year and was at the
top for five weeks though not at a stretch.
“I am very happy to be World number 1 again. I would like to thank my coach Vimal Kumar sir and my parents for
the support,” tweeted an excited Saina, who was already back to the hard stretches of training in Bengaluru on
Thursday to prepare for the back-to-back Japan Open (September 8-13) and Korea Open (September 15-20).
Meanwhile, the 25-year-old also signed a two-year exclusive management deal with Sports Management group
IOS Sports & Entertainment. “The IOS will target around
Rs 25 crore over two years depending upon her
