Message from the ICCA President
Dear ICCA friends and colleagues,
Why is ICCA so different from other meetings industry
associations? I believe it is because of our clear focus
on business and our genuinely global reach. This year’s
General Assembly and Congress is firmly built on this
dual foundation: your Board of Directors and ICCA staff
are determined to make this the most business-focused
event ever, and your local hosts are committed to giving
members from all over the world a Latin experience that
will stay in your memory forever.
The question we have asked of every education session
is a simple one: will it deliver information, insights and
inspiration to help members achieve short or long term
business advantages and an extra competitive edge?
We have looked at how we can turn our networking into
genuine business exchanges: be prepared for some
radical new thinking about why you should attend this
congress! ICCA’s success is built on the historic principle
of sharing “live” data on clients and their events - this
year’s Congress will take this a stage further.
We are of course delighted to be returning to Latin
America: as a global organisation it is essential that
we continue with the worldwide rotation of our most
important event, and whilst we welcome this opportunity
to reach out to local meetings industry professionals
we anticipate there will be a strong attendance from
all regions of the world. This is the year after all when
ICCA’s governance is changed to guarantee Board
representation for each geographical region, and these
elections will no doubt be keenly contested.
I look forward to seeing many old friends, as well as
a new generation of attendees in Montevideo who
will benefit from our industry-leading First Timers
programme: this Congress will be fun and friendly,
thought-provoking and, most important of all, a great
opportunity to win business and gain a competitive headstart.

Dear ICCA friends and colleagues,
I am proud and honoured to be inviting you all to
participate in this year’s General Assembly and Congress
in Montevideo! It has long been a dream of mine for
Uruguay to host this unique and wonderful event, and I
am thrilled that the dream is turning into reality.
For my fellow Latin Americans this is the most fantastic
opportunity to show colleagues from around the world
the great progress that the meetings industry has made
in our region and to learn even more from the world’s
leading experts in all strategic aspects of our business.
I urge colleagues from every Latin country to join us:
to learn, to contribute, to exchange business leads and
ideas, and to expose yourselves and your most ambitious
young managers – the leaders of tomorrow - to an
event which will broaden their minds forever. This ICCA
Congress will truly be an investment which will repay you
with interest!
To my friends and colleagues around the rest of world I
can only say that your stay with us will be a magnificent
Latin experience, especially for those of you who have
not yet visited South America. Of course there will be
numerous business opportunities, of course there will be
high level education and networking, but there will also
be something extra: a warmth of welcome, a spirit of
Tango in the air, a Latino “buzz” that will give this year’s
congress a unique energy that will never be forgotten.

Is this your first ICCA General Assembly and Congress?
Not sure what to attend, how to contribute, where to
go for advice? What is an ICCA Data Workshop? What
education sessions should you attend? What happens
during Category Meetings? What are Chapter Meetings?
Make plans to arrive in time to attend the special session
for First Time Attendees on Saturday afternoon. You’ll get
to meet experienced ICCA members and all the key ICCA
staff, as well as the Board of Directors who are on hand
to make sure you have the most successful experience
possible during your visit to the Congress. Specially
assigned Mentors will guide you through the maze of
formal association procedures (which we keep as brief
and simple as possible), the range of education sessions
and networking opportunities, and give you practical hints
and ideas to maximise your return on investment from
attending this major event. Whatever questions you
have, bring them to this session and you’ll be sure to get
an answer!
You’ll find that ICCA’s business culture is one where
experience, skills, ideas and even business leads are
passed on freely between members. You only have a
few days to absorb this unique culture, and the First
Time Attendees session will ensure you can proactively
contribute and gain important experiences from the start.

General Assembly
This is the annual meeting for ICCA members to conduct
the legally required business of the association and
to set its strategic future direction, and includes such
matters as future budgets and fee levels, exclusions from
membership, and voting for new members of ICCA’s
Board of Directors. The President and Chief Executive
Officer report on past performance, the challenges facing
the industry as a whole and new business initiatives, and
ICCA member delegates are able to vote on a range of
important issues. Time is allocated during the day for
delegates to meet in category and chapter groupings to
debate the key issues and to share relevant information
with one another.
Category meetings
Delegates meet in their categories (industry supplier
segments) prior to and between the two sessions of the
General Assembly, to discuss issues of relevance to their
branch of the meetings industry, to debate the merits
of policy changes and other proposals recommended
by ICCA’s Board of Directors, and to develop new ICCA
projects and promotions.
Chapter meetings
Separate sessions are scheduled to enable delegates
to discuss ICCA matters with colleagues from the same
geographical region, and to hear about new country and
regional initiatives.
Agendas for Category and Chapter meetings are set by
the relevant Chairpersons with support from ICCA Head
Office and Regional Offices, and will be posted on the
ICCA website as soon as they are finalised. The General
Assembly agenda and background documentation will be
sent to all members in October.
Welcome Reception
Following the General Assembly, all delegates are
cordially invited to attend the official Congress Welcome
Reception.
*Observers
Non-ICCA members who are granted Observer status
are entitled to attend the General Assembly once only
in order to better understand the workings of ICCA. As
suppliers of professional services to the international
meetings industry, Observers are strongly encouraged
to apply for ICCA membership. For more information

Congress Education Programme
Monday 7 November and Tuesday 8 November

This year’s Congress education programme has been
consciously designed to underpin ICCA’s strategic position
as a business-oriented association. “Trends – Business
Environment” give high-level perspectives on issues that
ICCA members should build into their strategic planning;
“Trends – Clients” sessions focus on ICCA’s traditional
strength in international association meetings, but also
cover all segments for Latin America; and “Marketing
and Selling” gives fresh insights that will aid members in
further developing their existing expertise in these areas.
ICCA is also a truly global organisation, and the
speakers and panellists are being drawn from all regions
around the world, with a mixture of experienced ICCA
members and outside experts to ensure that there will
be opportunities for every delegate to gain some new
insights, no matter how many years they have been in
the business.
There will be a mix of plenary and concurrent sessions,
mostly in expert panel formats, but with some solo
speakers. All sessions will have time set aside
for interactive participation. There may be some
amendments to the details of the programme between
now and the congress, subject to speaker availability and
additional ICCA member feedback.
A. Trends – Business Environment
1. Standardisation and savings
Formal procurement is becoming an accepted reality in
the meetings industry. This session analyses the changes
and asks where this is leading the industry. How great
will be the pressures for standardised systems to be
adopted? What are the implications for IT investment
and development? Will automation of the buying process
make any of our specialised skills unnecessary?
2. New ways of working
In today’s complex and fast changing business
environment we live under constant pressure to achieve
more with less. Industry leaders constantly have to
come up with new models for doing business. Case
studies look at innovative solutions such as marketing
collaboration with non-traditional partners; innovative
use of outsourcing; global alliances between competitors;
how to be successful when investment/available capital is
extremely limited.
3. Technology
Which radical ideas from 5 years ago are now
mainstream; what’s likely to happen in the next 5 years;
is Simultaneous Interpretation undergoing a revival and
if so, why? Technology experts illustrate the speed of
change and some of the hot innovations on the way.
4. Social & environmental responsibility
How can we become responsible organisations and at
the same time stay competitive and profitable? This
session considers issues such as “green meetings” and
“environmentally friendly venues”. It examines how these
issues should be on our agendas in a world economy
where ethical issues are becoming more important e.g.
Kyoto environmental issues; new regulations on corporate
responsibility; etc.
5. Risk and readiness
Safety; security; secrecy: whose responsibility is it? What
more can be done to build risk management into daily
business life? Although in the wake of SARS and 9/11
our industry is more aware of these issues than ever
before, our response is often unstructured and ad hoc.
This session looks at options for better strategic analysis
and management of the issues that can be critical for
maintaining successful events and businesses.
6. Statistics & meetings industry promotion
This session looks at the latest progress towards
achieving reliable global statistics for our industry. The
World Tourism Organisation is working on this with
support from ICCA, MPI and Reed Travel Exhibitions.
Also covered are moves to improve the way in which the
industry is promoted to politicians, officials, and others
who influence strategic decisions which impact on our
business. Data and lobbying tactics are interlinked: the
better the figures available on jobs and expenditure, the
better the industry can “sell itself”.

7. Today’s and tomorrow’s PCO
Analysis of the growth of “core PCO’s” and the arrival
of multinational PCO companies and networks; the
development of the PCO industry segment in different
geographical regions, and likely future changes still to
come. An essential topic for any organisation wanting
to win a share of the high-value business controlled by
PCO’s.
10. Unconventional and innovative thinking
Stimulating ideas to help you rethink your own marketing
and sales activity. This session will look at Convention
and Visitors Bureaux which operate like private sector
entrepreneurs; PCO’s which act as consultants; and other
fresh thinking.
8. International association overview
Will the continuing increase of regional meetings
effect worldwide conventions? What is happening to
associations in different regions of the world? What
are the implications for their meetings requirements?
This update of a regular Congress topic is particularly
important for delegates with less experience in dealing
with this major meetings market segment.
9. Demand for Latin American destinations
What is taking place in the inbound and internal
Latin American market segments? Perspectives from
both suppliers and clients, and the implications for
infrastructure development and training requirements.
Anyone placing business in Latin America or selling their
products and services in this region will gain an excellent
overview of the current situation and prospects for the
near future.
11. Pricing: what’s fair in business?
Subsidies and commissions are always controversial
subjects, with passionate supporters for and against
different positions. Ultimately, companies follow policies
which suit their business philosophy and local market
conditions of supply and demand. Hear the logic and
reasoning why different views can exist in the market;
discuss whether trends are moving in a particular
direction; consider whether your own pricing and ways of
doing business need to be re-examined.
12. Mental marketing
Very little attention is given in our industry to the
psychological side of dealing with clients and other
business contacts. Yet we all agree that relationship
building with clients is one of the most critical elements
for success. This session gives insight into the unspoken
motivations and mental processes of both clients and
sellers. This session will raise your awareness of what
is really going on during negotiations and other dealings
with your clients.

education sessions on Monday and Tuesday.

introduction to the full range of ICCA Data products. A

Discussion Forums/ICCA Category Issues
Wednesday 9 November
Introduced for the first time at the 2004 Congress in
Cape Town, these sessions generated excellent feedback
from delegates who were eager to share their knowledge,
experience, new innovations and problems with one
another. Another lively day is anticipated in Montevideo.
All sessions are interactive, with round table layouts and
only short formal presentations to give the maximum
possible time for discussion and information exchange.
Session topics are drawn from the top concerns of ICCA
Categories, and will include more in-depth discussion of
some of the subjects covered in the general education
programme on Monday and Tuesday, using speakers as
moderators and discussion leaders. All sessions are open
to all delegates.
There will be nine different sessions in total, with three
time periods each for three concurrent sessions.
Topics will be posted on the ICCA Congress website in
the months running up to the Congress for members’
feedback and input. Members are encouraged to contact
their Category chairpersons with suggestions for hot
issues that they wish to discuss.
ICCA’s success over four decades has been built on the
principle of members exchanging commercial information
with one another about recently hosted events. This is
the foundation of ICCA’s Association Database, and will be
a central component of this year’s congress.
There will be no optional Business Leads Exchange as in
previous years. Instead, each delegate will be requested
to provide data on one major international event they
have recently been involved with, and to be willing to
share their insights and inside knowledge about this
event with other delegates throughout the congress.
ICCA Data will support delegates in ensuring that an
unprecedented amount of commercially important data
will be exchanged during the congress, turning the event
into a massive intelligence gathering opportunity.
The format is designed to ensure that commercial
confidentiality issues are respected whilst encouraging
interaction between the different categories of ICCA
membership. Adequate time and space will be
scheduled during the congress to enable pre-set and ad
hoc meetings and information exchange to take place
between delegates.

Silent Auction
The annual ICCA Silent Auction will run throughout the
Congress and already some wonderful prizes have been
donated from generous companies all over the world. Bids
for each item are anonymous and the highest bid received
by Wednesday 9 November will win the prize. If you
would like to donate a prize, please contact Natasha Tomé
at ICCA Head Office (natasha@icca.nl). The Silent Auction
raises money for the Ernst Stock Fund, established in
1992 to create more education opportunities for young
people starting their career within the international
meetings industry, and to help raise professional
standards worldwide.

Hotel Reservation Procedure
Hotel reservations will be made by the ICCA Events

advance payment is necessary but credit card details are
required to guarantee your hotel reservation. Payment
for your accommodation and extras should be settled at
check-out in US dollars.
Cancellation Policy Official Hotels
In case of cancellation on and after 28 October 2005 or if
a delegate fails to attend at all (no-show), the hotel will
charge your credit card for one night.

Sunday 6 November

Beautiful 3 hour tour visiting the city highlights. You
will have the opportunity to see the Old City with its
rich architecture, the Port Market (Puerto Mercado),
Independence Square, Parliament Palace, the romantic
park area known as “el Prado”, the Hill of Montevideo and
elegant residential areas like “ Carrasco”, “Punta Gorda”
and “Pocitos”, close by the Rambla (promenade) with its
beautiful and seemingly endless beach.
Punte del Este
Monday 7 November
08.45-18.00 hours
An enjoyable full day trip to experience one of the most
important resorts in the world. On the way, you will visit
the local towns of Atlantida - Piriapolis and San Antonio
hill. Once in Punte del Este, you will be given a full tour of
the resort including Casapueblo (the famous Artist Carlos
Peaz Vilaro’s sculpture house) and the residential areas:
Beverly Hills, San Rafael, Cantegril and the Golf. You will
see the undulating bridge of the “Barra de Maldonado”,
the Brava and Mansa beaches, downtown shopping area
and have free time to walk along Gorlero Avenue, Punta
del Este’s main avenue.

Wine Tour
10.00-13.00 hours
This tour visits the area where the best Uruguayan wine
is produced. You will be given a guided tour around the
outskirts of Montevideo among vineyards, wine boutiques,
cellars and have the opportunity to taste the products!
There will be an expert host and the boutiques will be
open for wine lovers.
Alternatively on Tuesday, accompanying guests can
take advantage of a trip to a shopping mall, where you
will find more than 180 shops with the best Uruguayan
leathers, local handicrafts, a broad selection of domestic
and international fashion clothing, jewels and Uruguayan
semiprecious stones. Plus a theatre, 10 cinemas, slot

This old XVII century Portuguese City was declared
Historical Patrimony of Humanity by UNESCO, due to
its very well conserved architectural riches. Enjoy an
historical tour along Colonia’s stone paved streets, old
buildings and museums (Spanish and Portuguese). You
will also visit downtown, the Port area, Fernando Beach
and the Forestry Reserve. Then along the coastline to
the “Real de San Carlos” with its bull arena, Basque-Ball
court, horse racetrack and old dock.

On Saturday from 18.00-19.30 hours there will be a

A tour of the “Ciudad Vieja” (Old City), an area in the
process of major cultural development. From the
“Puerta de la Ciudadela” (Gate to the Old City), you will
walk directly to the heart of the colonial part of the city
accompanied by an expert art guide. You will be able to
visit the studios of many artists, painters and sculptors
who will welcome you in their places of work. The tour
ends with a glass of the typical “Medio y Medio” at the
Puerto Mercado (Port Market), best described as a food
court serving typical Uruguayan specialities (market stalls
have literally been converted into grills where the various
meats are cooked). Lunch is not included in the tour but
it is highly recommended that you stay on and eat at the
Puerto Mercado.

Official Airlines
Numerous airlines fly to primary South American hubs of
Sao Paulo, Rio de Janeiro and Buenos Aires, all of which
have frequent connections to Montevideo. Pluna, Varig
and Iberia offer direct flights to Montevideo. Flying time is
12 hours from Madrid, 13 hours from New York, 3 hours
from Rio de Janeiro, 2½ hours from Sao Paulo and 40
minutes from Buenos Aires.
The airport is 19km from downtown Montevideo and
the official hotels. The journey takes approx. 30 to 40
minutes depending on traffic.

Registration Information
Member delegate
A member delegate is the first person from an ICCA
member company to register for the event. The right
to vote at the ICCA General Assembly on Sunday will
automatically be given to the member delegate unless
ICCA is informed otherwise. Registered member delegates
can attend the General Assembly on Sunday 6 November
and the Congress from Monday 7 to Wednesday 9
November.
Member co-delegate
A member co-delegate is an additional person registering
for the event from the same ICCA member company
as the delegate. Registered co-delegates can attend
the General Assembly on Sunday 6 November and the
Congress from Monday 7 to Wednesday 9 November.
International observer
Non-ICCA members may attend the General Assembly
on Sunday as observers for one year only if they are
eligible and genuinely interested in joining ICCA in the
near future. Attendance as an observer is by invitation
only and special application must be made to ICCA Head
Office. Observers can attend the General Assembly on
Sunday 6 November and the Congress from Monday 7 to
Wednesday 9 November.
COCAL observer
If you are a member of COCAL and would like to get
to know ICCA better, this special observer fee applies.

Non-member 2 day education package
This is a special 2-day package created especially for nonmembers in the Latin American region who would like to
attend the education programme only on Monday 7 and

evening and social events on Monday (CAT Night) and
Tuesday (Gala Dinner) are also included in the fee. Latin
American ICCA members are not eligible to attend
this 2-day education package and must register as
a member delegate or co-delegate. Please note if you

A private tour which can depart whenever you wish. No
minimum numbers are required and the price will depend

Day 1: Montevideo/ Punta del Este
After breakfast, you will drive east towards Punta del
Este passing through Atlantida and Piripolis climbing
up its hill for a lovely view of this seaside resort. Upon
arrival in Punta del Este, you will check-in your hotel. In
the afternoon, you will visit the many attractions on the
peninsula: the light house, yacht port, handicrafts square,
Brava and Mansa beaches, elegant and fashionable
neighbourhoods like San Rafael, Golf, Rincon del Indio,
Beverly Hills with its well known Ralli Museum of Latin
American contemporary art, La Barra de Maldonado and
its unique “wavy” bridge, the Jaguel Park, the capital city
of Maldonado (the region where Punte del Este is located)
and its old cathedral. The tour will end at Punta Ballena
in the sculpture house of the artist Carlos Páez Vilaró.
Here you will listen to an emotive poem while watching
the “ceremony of the sunset”. Evening at leisure (we
recommend you try your luck in one of the casinos!)
Day 2: Punta del Este
After breakfast, you will have the whole day to enjoy
Punte del Este at your leisure.
Optional tours:
1) Full day trip to Rocha for a day in touch with nature.
2) Fishing tour from yacht port sailing between Gorrity
and Lobos islands discovering the largest colony of sea
lions in the World while listening to many stories of
pirates and ship wrecks.
Day 3: Punta del Este / Minas / San Pedro de Timote
After breakfast, you will depart for Minas, a charming
town located in a valley surrounded by astonishing
landscape. Upon arrival in Minas, there will be a brief tour
and lunch (homemade countryside cuisine). After lunch,
you will depart for San Pedro de Timote, one of the most
traditional and stylish “estancias” in Uruguay. Check-in
and dinner.
Day 4: San Pedro de Timote
After breakfast, spend the day taking part in a wide range
of rural activities. Go horse riding, milk cows and help
with other daily tasks at the ranch, go cattle driving or do
some bird watching. In the evening, join the photography
safaris and share the fire with authentic “gauchos”. Lunch
and dinner is included.
Day 5: San Pedro de Timote / Colonia
After breakfast, you will head west to Colonia del
Sacramento, bastion of the Portuguese colonies of the
XVII century. Arrival and check-in at your selected hotel.
In the afternoon, tour the city visiting Ferrando Park, Real
de San Carlos (Spanish bullring), San Benito chapel, the
bay and access the historical quarter through “Porton de
Campo” to discover this amazing city declared a heritage
site by UNESCO. Farewell dinner.
Day 6: Colonia / Montevideo
After breakfast, transfer to the port for a ferry boat to
Buenos Aires or back to Montevideo.

General Information
Climate
Uruguay enjoys a moderate climate. Temperatures range
from 22°C (71F) in the spring, 27°C (81F) in summer,
22°C (68F) in autumn and 15°C (60F) in winter. During
November the average temperature is 23°C (74F).
Currency
The currency used in Uruguay is the Uruguay Peso
(UYU) although US dollars are widely accepted. As per
22 February 2005, 1 US$ = UYU 25. Taxis from the
airport accept dollars and the hotel check-out is in US
dollars. You will however need Pesos for local shops, etc.
Foreign exchange facilities (cambio) are available at the
airport upon arrival and throughout the city. They offer
favourable rates and are open from 10.00 to 18.00 hours.
Visa, MasterCard, American Express and Diners Club are
widely accepted. Banks are open from 13.00 to 17.00
hours Monday to Friday and are closed on Saturday and
Sunday.
Dress Code
The dress code during all business and education sessions
is “smart casual” (no jeans or shorts please). Social
events are as follows:
Sunday Welcome Reception: smart casual
Monday CAT Night: casual
Tuesday Gala Dinner: black tie encouraged/cocktail dress
Language
The official language in Uruguay is Spanish.
Mobile phones
Not all mobiles work in Uruguay. Please check with your
network provider.
Time difference
Montevideo is four hours behind Greenwich Mean Time
(GMT).
Tipping
There is no fixed rule on tipping in Uruguay. However, in
restaurants it is usual to leave maximum 10% of the total
bill. Tip taxi drivers no more than five pesos. In hotels,
US$ 1 per suitcase would be fine, as a minimum.
