The purpose of this visit was: • To view some live installations of their security systems at both gate entries to a community and at monitored park/pool areas within a community, • To view the Envera remote access center that interfaces with their clients’ secured entry points, • To address questions regarding the Envera Systems company • To discuss items related to obtaining a proposal, with some options, that would address the specific needs for the Coral Bay CDD, This visit was publically advertised and noticed in advance. This notice was made in the same publication as was used for the regular November 2008 CDD meeting. Refer to District records for details. Site 1: Stoneybrook at Heritage Harbour The initial site for the visit was Stoneybrook at Heritage Harbour, 200 Golden Harbour Trail, Bradenton FL 34212, where Envera has a multi-entry gate service system installed. Stoneybrook at Heritage Harbour is relatively new CDD built by Lennar. The community was designed and built as a gated community; it was not retrofit with gates. During the Coral Bay visit to this site, Envera was in the “soft close” phase of their implementation. Specifically, this means that the gates and gate monitoring systems were functioning however the residents and guests were still becoming accustomed to the operation of the new system. Figure 1 though Figure 5 show representative equipment at entryways in this community. We saw a few different kiosk models as well as different camera mounts. These are discussed briefly below. Note: Larger versions of all the pictures shown will be available at the CDD meeting. The kiosk shown in Figure 1 is representative of the type of kiosk that is included in the proposal for Coral Bay. Figure 1 also illustrates the general gate layout being proposed by Envera: • In the foreground, right, is the kiosk with a facial camera mounted at the top (the camera here and most other pictures is encased in a Lexan dome.) The green call button on the kiosk is clearly visible. The light-gray rectangle between the call button and the face camera is the grill for the speaker and microphone. • At the far end of the island where the kiosk is mounted you can see the license plate camera for this entry. Figure 4 and Figure 5 show a closer view of these type of posts. • The loop in front of the kiosk is barely visible, however all kiosks we saw had a loop in front of them that activated a pre-recorded welcome message. Figure 2 shows the actual gate area at the “back” gate whose approach is shown in Figure 1. This figure shows many of the major system components: • The TransCore access control reader (think of this as nothing more than an antenna.) The readers that Coral Bay has and that are still standing will be re-used in the Coral Bay proposal. For the purposes of costing, those that were knocked down have been assumed to be damaged beyond repair. • The barrier arm mechanism similar to that proposed. These arms are considerably more substantial than those previously employed in the district. They appear to be quite heavy and to contain some sort internal structural re-enforcements. They are attached to the arm mechanism with a “break-away” system that protects both arm and mechanism in the event they are struck. • In the background you can see the box that contains the DVR and other gate communications components. Figure 3 shows a close-up view of this. Note: This equipment is painted black to help make it less visible when the landscaping grows up around it. The landscaping at this location is not yet mature and did not appear to have been in place for very long. When questioned about the temperature ramifications of the black housings, the Envera representatives indicated that they had not had any overheating issues. • The tall black pole in the middle-right background holds the inbound and outbound scene cameras. These cameras are again mounted under Lexan domes. (Lexan is an impact resistant polycarbonate plastic that is used to protect the cameras. The Lexan domes cost a few tens of dollars to replace, should that become necessary. In Coral Bay it is likely that we’d install bollards around much of this equipment. Note: Bollards and their installation would be the responsibility of Coral Bay. Envera has indicated that they are not interested in the installation of bollards. Figure 3 DVR Enclosure. Figure 2 The "back" gate at Stoneybrook at Heritage Harbour The posts shown in Figure 4 and Figure 5 are representative of the types of posts that would be employed for license plate cameras in the Coral Bay proposal. These would of course have to be protected with concrete filled bollards. The stainless steel kiosks shown in the Figure 4 and Figure 5 were custom built for this community. Site 2: Envera System Offices The next site that we visited was the Envera Systems offices and monitoring center, 8132 Blaikie Court, Sarasota FL 34240. This Envera location is in an “industrial” center similar to the Commerce Park in Coral Springs. While at this location, we were: • Briefed on the overall structure of Envera (see attached PowerPoint slides) • Shown examples of the types and quality of the video their installations capture • Given a tour of the active call center • Presented with a revised proposal based on input given to Envera at the October 2008 Coral Bay CDD Board Meeting. Based on the observations made during the first site visit and the time of day, it was determined that review of this proposal would best be conducted at Coral Bay. To accommodate this, arrangements were made to meet on Tuesday November 11, 2008 at 3:00 PM at the Coral Bay clubhouse. Note: A brief consultation by phone with Michael Pawelczyk indicated that neither further notice nor advertisement was necessary for this continuation. The Blaikie Court location has a total of 6 monitoring stations set up. Additional monitors are on call and can be brought in if necessary during high volume times; these on call monitors use laptops and standard internet connections. At the time that we were there, only 3 were active. When we entered the call center no calls were waiting in the queue to be handled and all calls that came in while were in the center were handled immediately. At the time of our visit, the Blakie Court call center was handling approximately 30 customers (communities) that have the Envera entry monitoring system and/or a park/pool a monitoring system. Figure 6 and Figure 7 show examples of the monitoring stations in the call center. It was noted that the time we visited (approximately 4:30 PM) was a generally quiet time. Peak traffic was expected to occur at approximately 6:00 to 8:00 PM. All traffic is handled on a FIFO (First In, First Out). All operators can see the entire queue that is waiting and all simply work from the top of the list. The queue is color coded so that operators can tell which transactions have been waiting for over 30 seconds. The software used in the call center includes reporting capabilities that enable us to review response times and help Envera manage call center staffing levels. Figure 6 Monitoring Station 1, Envera Call Center Figure 7 Monitoring Station 2, Envera Call Center Envera has expansion capability within the Blaikie Court building for adding additional stations; we were also told that an additional location is being constructed. The Blaikie Court building is equipped with a back-up generator in case of power outage. Additionally, in case of server outages in the Sarasota area, remote locations can be set up to handle traffic at communities with Envera gate and/or park/pool monitoring solutions. Site 3: Stoneybrook at Venice The last site that we visited was Stoneybrook at Venice, 2384 Stoneycreek Blvd, Venice FL 32293. They have a large pool area with barbeque facilities adjoining their clubhouse. The pool monitoring functionality at this location was fully functional at the time of the Coral Bay visit. However, since the Coral Bay visit occurred during hours that the pool was operational, Chris Kemper called the monitoring center to have them demonstrate the voice-down warning that would be issued. At the time of the demonstration there were two residents in the pool, upon hearing the warning they started to comply with the instructions not knowing it was only a test. The volume and placement of speakers at Coral Bay was discussed due to the proximity of homes in our District as compared with the ones at Stoneybrook. Figure 8 and Figure 9 illustrate the equipment seen at this location. The motion detectors shown in Figure 8 represent the two types of motion detectors in use at this location: • The white rectangular unit mounted on the pole is a traditional ultrasonic motion detector. • The unit that looks like a “radar gun” is a motion detector that combines traditional ultrasonic technology with infrared detection. This unit is pointed at an area were there are a fair number of palm trees, this combined technology lets the unit respond only motion caused by objects that are warm and approximately human sized. Coral Bay Follow-up At the November 11th follow-up visit at Coral Bay, Chris Kemper presented four configuration options for installation at the gates, parks and pools. From the standpoint of our interaction with Envera, these options only differ in the amount of coverage provided and in capital cost. There is an approximately $26,000 difference in capital cost between Option 1 and Option 4. While all options were discussed, Option 4 was the most inclusive option presented, this discussion focused primarily on Option 4. Option 4 is summarized as follows: Capital Expenditure • • • The eMerge access control system at all three gates. See the backup page labeled “Access Control Proposal”. This system supports multiple access tokens and includes enhanced reporting capability. $9,655.75 A “standard” five-camera system at the South Bay Dr. gate. This includes a Sanyo Tag camera and a replacement TransCore transponder reader. Refer to the backup pages labeled “South Bay Dr. Proposal” and “South Bay Dr. Drawing”. Emergency access (Key pad, Knox Box, and Yelp are included.) $20,105.05 An eight camera system at the clubhouse. This system can accept two additional cameras should the be necessary. The eight cameras cover the pool complex, the boat ramp, and the docks. Only the five cameras inside the fenced pool area are actively monitored. The cameras on the docs and boat ramp are passive. Refer to the backup pages labeled “Clubhouse Proposal” and “Clubhouse Drawing” • • • • • • A seven camera system at Peninsula Park. This system includes two speaker/microphone combinations (one for the front gate area and one back on the building itself.) Refer to the backup documents labeled “Peninsula Park Proposal” and “Peninsula Park Drawing”. $15,482.35 $19,855.34 th A seven camera system at the 30 St. gate that also covers the Tot Lot with two cameras. Like at the South Bay Dr. Gate, this system includes a Sanyo License Plate camera. As both TransCore readers are operable at this location, none are included. Emergency access (Key pad, Knox Box, and Yelp are included) is not included as it is assumed that this equipment is functional at this location. $20,092.42 A five camera system at the Tennis and Basketball Courts. This system includes one speaker microphone combination. Refer to the backup documents labeled “Tennis Court Proposal” and “Tennis Court Drawings”. $12,854.50 A five camera system at Fay’s Cove Pool. This system includes one speaker/microphone combination. Refer to the backup documents labeled “Fay’s Cove Proposal” and “Fay’s Cove Drawings”. $10,804.00 A “standard” five-camera system at the North Bay Dr. gate. This includes a Sanyo Tag camera and a replacement TransCore transponder reader. Refer to the backup pages labeled “North Bay Dr. Proposal” and “North Bay Dr. Drawing”. Emergency access (Key pad, Knox Box, and Yelp are included.) $20,105.02 Replacements for eight gate mechanisms at North Bay Dr. and South. Bay Dr. The remaining mechanisms for these locations would be stored for parts for those units remaining at the 30th St. Gate. $24,960.00 IMPORTANT: All drawings are schematic representations only. They represent the desired positioning of the equipment at the current time. Exact equipment placement is subject to variation at the time of installation due to unforeseen circumstances and/or situations. During this conversation, telecommunications were also discussed. Coral Bay will have to supply dedicated internet access in the form of T1 lines to each of the three gates. Coral Bay will also have to supply DSL service to the parks to accommodate monitoring.
